Confidential report dated 11th November 1970 by Forecasting Sub-Committee chaired by A.V. Dore. Itemises occupancy from 1961-71, annual cost of the residences, auxiliary accommodation costs and Legacy manpower needed, as well as the philosophy behind providing residential care. Consideration is given to the need for accommodation, equivalent care available elsewhere, and the projected decline in the number of children needing accommodation. The Forecasting Sub-Committee recommended that a further sub-committee be appointed by the Board to enquire further along the lines suggested in this report, and this became the Residences Review Sub-Committee in 1971. Typed notes on a meeting 18 August 1971 between L/tees J.E. Chancellor, G.K. Rosnan, H.C.G. Rodgers identifying the objectives of the sub-committee to review and make recommendations to the Board with regard to the need for and the future of residences. Discussions were wide-ranging and in greater depth than those of the Forecasting Committee (Cat.No. 01670), and the results showed a continuing need for accommodation, whilst phasing out at least one of the residences during the 1970s, with alternative accommodation needing further investigation. The University of Ballarat (later Federation University_ inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed. 1. The Bendigo Gas Company formed in 1859, established the Bendigo Gas Works and became an incorporated company in 1860. It produced coal gas for the community until it was liquidated and delisted as a company in 1959. 2. The Colonial Gas Association was incorporated in 1888, selling shares for 5pounds and 10 pounds. It was originally formed in London with the aim of raising investment capital for the construction and maintenance of gas works across the cities and towns of Australia and New Zealand.
