The Kealba Quarry began as a basalt quarry on the edge of St Albans / Kealba / Sunshine North and was later converted into the Kealba (Sunshine) Landfill, operated by the Barro Group. Its modern history is dominated by long-running community conflict, legal battles, and the 2019 present underground landfill fires (“hotspots”) that have caused severe odour and environmental concerns. As of the 19 February 2026, EPA Victoria confirmed that 3 of the 4 hotspots have been extinguished, but one hotspot remains active.5860.01 - Kealba Quarry - EPA Fires Up Legal Action.jpg 5860.02 - Kealba Quarry - EPA Resident's Newsletter Page 1.jpg 5860.02 - Kealba Quarry - EPA Resident's Newsletter Page 2.jpg 5860.03 - Kealba Quarry - Barro Licence Cancelled.jpg 5860.04 - Kealba Quarry - Charges Dropped.jpg 5860.05 - Kealba Quarry - No Meetings Until There's New Info.jpg 5860.06 - Kealba Quarry - Landfill Not Suitable EPA.jpg 5860.07 - Kealba Quarry - Barro Group Concrete And Rock Recycling Facility Resident Survey Page 1.jpg 5860.07 - Kealba Quarry - Barro Group Concrete And Rock Recycling Facility Resident Survey Page 2.jpg 5680.08 - Kealba Quarry - EPA Failing Brimbank As Fires Still Burn.jpg 5860.09 - Kealba Quarry - EPA Failing Brimbank.jpg 5860.10 - Kealba Quarry - Barro Suspended.jpg 5860.11 - Kealba Quarry - Kealba landfill Disaster A Toxic Prison Locals Can't Escape And No End In Sight.jpg 5860.12 - Kealba Quarry - We Did It Letter Box Drop Card August 2026 Front.jpg 5860.12 - Kealba Quarry - We Did It Letter Box Drop Card August 2026 Back.jpg 5860.13 - Kealba Quarry - Landfill Closed Star Weekly 4th August 2026 Page 1.jpg 5860.14 - Kealba Quarry - Relief At Barro Decision Star Weekly 4th August 2026 Page 4.jpgkealba quarry, kealba landfill, barro group, mcintyre road, sunshine north, kealba

Sunshine Gas and Electric / Feasibility Study into Electricity Generation from Landfill Gas at Hulett Street Tip Main Report Prepared By Maunsell & Partners Pty Ltd Consulting Engineers April 1988hulett street, albion, electricity

The history of this land dates back many decades, when at first in the late 19th century, the site started as a quarry, and this continued until the late 1960's. During this time large quantities of bluestone was extracted from the site, The site was then purchased by the City of Sunshine which subsequently turned it into a tip. In the 1970’s and 1980’s, this disused quarry then became one of the main waste disposal sites for metropolitan Melbourne. The site now has long and documented history of toxic gas leakage and contaminated soil risks, especially where residential and community buildings were later constructed on or near uncompacted waste. The most authoritative, recent public reporting confirms long‑term methane and other landfill gas concerns, plus legacy contamination risks that were not consistently disclosed to buyers. The City of Brimbank is now responsible for managing the legacy impacts of the closed Sunshine Tip, even though Brimbank did not operate the tip, but as it was operated by the former City of Sunshine, Brimbank inherited the consequences due to the council amalgamations of 1994. This site demonstrates how legacy contamination can create long‑term constraints and risks for later development, long after the original waste‑disposal activities have ended. The Sunshine Energy Park site was quarried for basalt from around 1900, following this the worked-out quarry pits were reclaimed by landfilling from the late-1960s until the late-1980s under licence. Capping works occurred progressively during operation and to a final landform after closure. Additional civil works commenced in 2012 which included the works to import soil to create a water shedding profile and improve drainage. Aftercare of the landfill continues, including environmental monitoring, settlement monitoring and control of residual landfill gas. The Closed Sunshine Landfills are now suitable for recreation and community use after extensive rehabilitation works and aftercare management, which will continue into the future. The park’s name relates to an energy production scheme that operated on the site in the 1990’s which used the landfill gas to generate electricity for export to the State network. While this power generation scheme has since finished, the name Sunshine Energy Park still resonates with the vision and ambitions articulated for the transformation of the Park in the Final Draft Vision Plan.Final Draft Sunshine Energy Park Vision Plancity of brimbank, sunshine tip, sunshine energy park, ballarat road, carrington drive, albion, denton avenue, st. albans

These photographs, taken by The Advocate in 1990, document the Sunshine Tip while it was still in active operation and accepting waste from the local community. The images provide a valuable record of municipal waste management practices in Melbourne's western suburbs during this period. The photographs are particularly significant for illustrating the scale of the former quarry that was later used as a landfill site. They provide a clear indication of the depth and extent of the quarry void in the 1990s, preserving evidence of the site's industrial landscape before its eventual closure and subsequent transformation. The history of this land dates back many decades, when at first in the late 19th century, the site started as a quarry, and this continued until the late 1960's. These photographs, taken by The Advocate in 1990, document the period when plans were announced to transform the two major quarry pits, McGrath Quarry and the former Boral Quarry, into a high‑end residential estate featuring up to six man‑made lakes. For the initial two years of the proposal, the quarries were to receive clean fill so the ground levels could be stabilised and made safe for redevelopment. The bitumen plant on the site was also slated for demolition as part of the transition. Repurposing quarry holes for residential development, rather than converting them into landfills, is significant because it transforms former extraction voids into enduring community assets with environmental, social, economic, and heritage value. These photographs highlight the extensive rock‑extraction industry that once operated across Melbourne’s western suburbs, particularly the sheer scale of the quarry holes it left behind.6830.01 - Quarry Duke Street Corner Of Berkshire Road Sunshine North 1990 Photographs (Advocate 434).JPG 6830.02 - Quarry Duke Street Corner Of Berkshire Road Sunshine North 1990 Photographs (Advocate 434).JPG 6830.03 - Quarry Duke Street Corner Of Berkshire Road Sunshine North 1990 Photographs (Advocate 434).JPG 6830.04 - Quarry Duke Street Corner Of Berkshire Road Sunshine North 1990 Photographs (Advocate 434).JPG 6830.05 - Quarry Duke Street Corner Of Berkshire Road Sunshine North 1990 Photographs (Advocate 434).JPGquarry, duke street, berkshire road, sunshine north, boral quarry, mcgrath quarry

This gull specimen is a young Herring Gull (Larus argentatus). It is a large gull and one of the most well known of the gulls. This particular species can be found in Northern Europe, Western Europe, Central Europe, Eastern Europe, Scandinavia and the Baltic States. Juvenile and first-winter Herring Gulls are a brown colour with some darker streaks with a bark bill and dark eyes. These colours identifies this particular specimen as a juvenile bird. These birds are commonly seen near the seaside and are omnivores who scavenge from garbage dumps, landfill sites and sewage outflows. This specimen is part of a collection of almost 200 animal specimens that were originally acquired as skins from various institutions across Australia, including the Australian Museum and the National Museum of Victoria, as well as individuals such amateur anthropologist Reynell Eveleigh Johns between 1860-1880. These skins were then mounted by members of the Burke Museum Committee and put-on display in the formal space of the Museum’s original exhibition hall where they continue to be on display. This display of taxidermy mounts initially served to instruct visitors to the Burke Museum of the natural world around them, today it serves as an insight into the collecting habits of the 19th century. This specimen is part of a significant and rare taxidermy mount collection in the Burke Museum. This collection is scientifically and culturally important for reminding us of how science continues to shape our understanding of the modern world. They demonstrate a capacity to hold evidence of how Australia’s fauna history existed in the past and are potentially important for future environmental research. This collection continues to be on display in the Museum and has become a key part to interpreting the collecting habits of the 19th century. This specimen is a juvenile Herring Gull with pale cream and brown coloured plumage. It has a dark bill and dark legs with webbed toes. The eyes are small and are made of glass. They are a pale brown and black colour. The feathers on on the lower back and tail are a darker brown colour compared to the pale plumage on the rest of the bird.Paper Tag: "2yd variega[ted]... Catelogu[e]..." This transceiver was made by Merv Collins, a long-time resident of Wodonga. His call sign VK3AF) is attached to both of the radios. "Merv" Mervyn Aubrey Lascelles Collins was born near Horsham Victoria in 1922. He and his family moved to Wodonga in 1965 so that he could work at the newly opened TV transmission station at Mt Baranduda, to Wodonga's south. He was passionate about electronics and radio, becoming an Amateur Radio (Ham) operator in the 1950s. He had an amazing understanding of the science, allowing him to build the majority of his equipment from scratch, often without a circuit diagram. Through his resourcefulness, Merv frequently modified old black and white TV's and other equipment destined for landfill, incorporating them into gear ranging from transceivers to test equipment. Merv’s handiwork allowed him to talk to people all around the world. He lived in Leonard Street, Wodonga for over 40 years, and the antennas that rose from the back yard were a local landmark. He passed away in 2010, a proud Wodonga resident and keen "Ham" to the end. This item is significant because it was owned by a local resident who operated it in Wodonga for over 40 years. Two radio transmitters used by a ham radio operator in Wodonga.merv collins wodonga, ham radio transceiver, amateur radio, radio communications

These domestic kitchen bags were donated to the National Wool Museum by Lila Gore. Lila donated Children’s Clothing (RGE 8324) to the museum in 2022 and at her time of donating, inquired as to whether the museum would also be interested in these bags she had been collecting. Lila said there was no reason as to why she was saving the bags, other than she liked the art works and thought they were too good to end up in landfill. She had thought perhaps she would make something out of the bags, or perhaps give the bags to a friend to make something. When Lila was donating the Children’s Clothing to the museum, she thought that the National Wool Museum would be the perfect home for the bags. Domestic kitchen bags such as these date from the late 19th century through the mid-20th century. They were used at home, usually by women, containing household items which would not spoil, such as flour, sugar, animal feed, seeds, and other commodities. In modern times a trip to the supermarket is a daily chore, in the past however, these trips happened far less often, with big sacks such as these a large reason why. In the rural US and Canada, Feed sack dresses and Flour sack dresses, were an iconic part of rural life from the 1920s through the Great Depression, World War II, and post-World War II years. Australia also reused these sacks, typically for making wagga style blankets, but re-use for clothing was not unusual.Calico bag with yellow and blue graphic text on front.Front: COOK-WELL \ SELF- \ RAISING \ FLOUR \ PREPARED WITH \ PHOSHATE AERATOR \ HENRY BERRY & Co (A/S??Ltd) \ 568 580 COLLINS STREET \ MELBOURNE \ NET 7 LBSwagga, flour, oats, bag, calico, lila, gore, depression, war, kitchen

Used at the brickworks of Fritsch, Holzer & Company of Hawthorn to transport bricks and materials around the works. Fritsch Holzer Originally the company was known as the Upper Hawthorn Brick Company Ltd. It was started by brothers Johann, Martin and Anton Holzer and Gustav Augustus Fritsch. Fritsch had previously been a brick maker in Abbotsford, before moving to Hawthorn. Each had a brick works that operated next door to each other and the two works merged in 1883 to form the largest brick making company in Victoria. At its peak, they employed around eighty people and were making over 250,000 bricks per week. The depression of the 1890s caused a drastic downturn in building. Bricks were not being sold and staff laid off. The company nearly collapsed. To stave off the inevitable, in 1896 a brick co-operative was formed with Hoffman Patent Steam Brick Co., Northcote Brick Co. Ltd., New Northcote Brick Co. Ltd., Chas. Butler & Son and Fritsch, Holzer and Company. Bricks were sold throughout Victoria as the company supplied the State Government, more particularly the building of schools. They continued making bricks until the early 1970s when the works closed. The former site is now the “Ftritsch Holzer Park. The local Council purchased the 14 acre site in 1972 for $1,060.000 and used it for landfill. The site became a park in 1995. This wooden cardholder was made from the wood of the screw steamer S.S. Edina, most probably after she was broken up in 1957, but could have been made after one of several renovations during her lifetime. The slotted design of the cardholder allows a card to stand vertically, and the base is made wider to stabilise the holder. It could be used for holding items such as place cards, menus, and table numbers. ABOUT THE SS EDINA: - The three-masted, iron-hulled screw steamer SS Edina was built in Glasgow, Scotland, in 1854 by Barclay and Curle and launched on the Clyde on May 4th, 1854. The 322-ton, three-masted ship was 171 feet long, 23 feet 6 inches broad, and 12 feet 7 inches deep (52.12 L x 7.16 B x 3.84 D metres). The traditional figurehead of Edina, the ‘fair maid of Judea’, adorned its bow. The Edina later became famous worldwide for being the longest-serving screw steamer. (The term screw steamer comes from being driven by a single propeller, sometimes called a screw, driven by a steam engine.) During its long working life, SS Edina had its accommodation enlarged for war service, was completely overhauled and serviced several times; boilers were replaced, masts were reduced to one, and later added then reduced, a Poop Deck, Forecastle and additional accommodation were added, the hull was gutted completely, new decks and bulwarks, saloon was redecorated and upgraded, and several changes of commander. The busy vessel also survived several mishaps at sea. SS Edina’s interesting history includes English Channel runs, carrying stores and horses to the Black Sea in the Crimean War as HMS Edina 1864-55. The vessel then sailed to Europe and the UK before being sold and used for further service in 1861 as a blockade runner in the American Civil War. The vessel later served as a coastal trader in the western district of Victoria and Queensland, then carried gold, currency, and gold prospectors from Australia to New Zealand. SS Edina was an escort vessel to H.R.H. the Duke of Edinburgh during his visit to Australia in 1867. SOME EVENTS in the life of SS EDINA: - The SS Edina had voyaged to Australia under sail. Owners Leith, Hull & Hamburg Steam Packet Co. sold the SS Edina in March 1863 at Port Phillip Bay, Melbourne, to Stephen Henty of Portland, Victoria; Edina was perfect for working the West Coast cargo and passenger run between Melbourne and Portland, via the Port of Warrnambool, and Port Fairy. It first visited Warrnambool on April 4, 1863. SS Edina briefly worked the run from Australia to New Zealand, then returned to the West Coast run; the cargo included bales of wool produced in the western district of Victoria. In 1867-68, Stephen Henty sold SS Edina to the Warrnambool Steam Packet Company to continue trading along the coast of western Victoria. Captain John Thompson was the commander, and John Davies was the Chief Engineer. In 1870, SS Edina was in Lady Bay, Warrnambool, when a gale sprang up and caused a collision with the iron screw steamer SS Dandenong. SS Edina’s figurehead was broken into pieces and was never replaced. The Edina was refitted that year for use as a coastal trader in Queensland for a period, named R.M.S. Edina. It then went to Melbourne and carried cargo and passengers between there and Geelong from 1880 to 1938, with modifications in 1917; the ship was extensively overhauled, radically changing its appearance. It returned to having two masts, and the funnel, bridge, engines, and promenade deck were upgraded, and the saloon reupholstered. By 1924, Edina had made over 12,000 journeys, carrying over one million travellers between Melbourne and Geelong. In 1937, Australian Steamships Pty Ltd advertised in The Argus its Bay Excursions on the SS Edina from Portarlington and Geelong; it promoted, “Splendid Beaches, Excellent Bathing Facilities, and Light Refreshments available on board”. After several collisions, the SS Edina was taken out of service in 1938 and sold by its owner, Howard Smith Ltd., to a Williamstown shipbreaker, Mr George Burton. The Melbourne Harbour Trust permitted Burton to strip the hull and sell all parts at auction. The fittings were sold by auctioneers J.W. Styles & Son, c. 1938, on site at the Port of Melbourne and became widely dispersed. Victorian Lighterage Pty Ltd. purchased the hull, removed the engine and superstructure, and repurposed it as a ‘lighter’ named Dinah. It was loaded with wool and general cargo, then towed behind small tugs around the bay between Melbourne and Geelong. In 1957, after 104 years of activity, the SS Edina was broken up on the banks of the Maribyrnong River, Footscray, Melbourne, and used as landfill. A piece of the hull with Victorian Heritage significance is buried in the river. This card holder is made from wood from the SS Edina and is significant for its association with that vessel. The SS Edina is heritage listed on the Victorian Heritage Database VHR S199. She had endeared herself to the people of Port Phillip Bay as a passenger ferry, part of their history and culture. She played a significant role in the Crimean War, the American Civil War and the gold rush in New Zealand. She also served Western Victoria for many years in her cargo and passenger runs. The SS Edina is famous for being the longest-serving screw steamer in the world. After spending her first nine years overseas, she arrived in Melbourne, and her work included running the essential service of transporting cargo and passengers between Melbourne and the western Victoria ports of Warrnambool, Port Fairy and Portland. The SS Edina was purchased in the late 1860s by local Warrnambool business, the Warrnambool Steam Packet Co. and continued trading from there as part of the local business community. The SS Edina’s original ‘fair maid of Judea’ figurehead was broken to pieces in a collision with another vessel (the SS Dandenong) in a gale off Warrnambool, Victoria, in 1870. Card holder, made from the wood from the SS Edina (screw steamer ship). Holder is cylindrical shape, wider turned wood base. Top is divided with a space in the centre tor inserting a card. Rectangular metal plaque, gold-coloured, has a printed inscription within black border. Made c. 1854 - 1957.Printed on plaque "MADE FROM / THE WOOD OF / S.S. Environmental approach to preserving Kew Court House 4 June 2010 Paint stripping from older buildings can be a hazardous task. The City of Boroondara has found an environmentally sustainable solution for the works at local heritage icon, the Kew Police Station and Court House. Council used an organic based paint stripping alternative as part of the repairs to the rendering on the building facade. Over nearly three months, the damaged and unsound render was removed, the paint was stripped and the render was repainted. Usually, paint is removed via high pressure water cleaning or sandblasting. This is a harsh method and involves combining extreme high amounts of pressure, water and sand and is highly toxic. It also creates high noise levels. In this 'green' project, Council used a soy bean paint stripper. The process uses a paste-like substance, which is highly effective, non toxic and biodegradable, and applied by hand. Initially, a bandage is applied (much like a leg waxing strip) over the top of paste. It is allowed to dry and then the bandage is stripped off. Noise was kept to a minimum by using the paint stripping alternative. Scrapings and bandages are then bagged and sent to the tip as landfill, so it does not end up in our water supply. The waste and debris don’t run-off into drains, and the bags and bi-products are biodegradable. Studley Ward Councillor Phillip Healey explained that soy bean paint removal is not greatly used in Melbourne or the local government sector. "We know of special cases where it has been used, such as high profile projects like Sydney Harbour Bridge, but Boroondara is one of the first in Victoria to employ this natural plant-based paint-stripping treatment to a large-scale building," Cr Healey said. "What this means is that no harmful substances were used and no injury was caused, soy paint removal also preserves, protects and restores the heritage integrity and decorative stone masonry features of the historic building. "This is a terrific example of our commitment to 'enhancing the environment' which is one of our key directions in the 2010–15 Council Plan." The restoration of the Kew Court House and Police Station is expected to be completed in the year ahead. Council purchased the heritage building in 2007 with the intention for it to be restored and used for the community. The building required extensive renovation including repair of the slate roof and ventilation dome, and the renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. Heritage Victoria helped fund the cost of the roof repairs with a grant of $250,000, along with the Australian Government contributing $330,000 through its Regional and Local Community Infrastructure Program. Restoration Underway Concept plans for a new performance and exhibition space at the Kew Court House and Police Station have been developed by the City of Boroondara. Two years ago, Council Purchased the Kew Court House and Police Station from the State Government for $825,000 with the intention for it to be restored and used for the community. The building requires extensive renovation including repair of the slate roof and ventilation dome. The renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. The restoration has been assisted with a Federal Government grant of $330,000 under the Regional and Local Community Infrastructure Program. In 2008, Council was also successful in obtaining a Heritage Victoria Grant of $250,000 towards the costs of the roof repairs. Having satisfied the necessary permit requirements, works are about to commence using slate of a similar quality to the original. The City of Boroondara would like to thank all residents and businesses who have contributed to the Kew Court House Restoration Appeal which has raised $650,000. Special thanks go to a private donor who donated $250,000 and the Kew Senior Citizens Club which contributed $50,000. NEWS FLASH 14th March “Council moves to provide certainty for the restoration of the courthouse”. In a historic meeting last night 13th March 07 at Boroondara Council voted overwhelmingly to complete the purchase of the Kew Court House. The partnership continues between the Kew Court House Restoration Appeal and the Council to see this project through. The project now has the overwhelming support of Council. “It is no longer about “if” it is about “when” the doors will re open” said Prof Peter McIntyre. With the property secured the fundraising can now be completed without the encumbrances and we know the restoration will be undertaken as the funds become available from the appeal. Work can commence as soon as significant fund raising is achieved. “The community, philanthropists and corporations can now enter this project with certainty. 7th March At the Council meeting on 5th March, following many hours of debate a motion was passed by 5 to 4 vote to purchase the Kew Court House and Police Station outright. As of 7th March Cr Dick Menting lodged a rescission notice. This means that there was another Council meeting at 6pm, Tuesday 13th March at Council Chambers. MEDIA RELEASE - Kew, 3rd December 2006 APPEAL LAUNCHED TO SAVE A NATIONAL TREASURE On the morning of Saturday 18th. November 2006 the people of Kew were aroused by the triumphant sound of the Boroondara Brass which had assembled outside the former Kew Police Station. After four long years of neglect, the precinct was being heralded back to life, and what a heartwarming sound it was for all those early shoppers who gathered to hear Cr. Phillip Healey introduce Patrons and supporters of the Save the Court House campaign. Following the speeches, the "Thermometer" was unveiled and the Appeal was formally under way. The various committees have worked very hard during these past weeks. The Kew Court House Arts Association Inc. has been formed under the leadership of Graeme McCoubrie. This organization brings all the amateur theatre groups in the City of Boroondara together with a view to providing them with a permanent performing space within the former Court House. As well as intimate theatre, there will be provision for the staging of instrumental and choral performances before an audience of 40 to 50 people. The Police Station will compliment the function of the Court House by providing a venue for artist groups to exhibit their work, for the Historical Societies of Boroondara to meet, and for study groups to meet, for activities such as play and poetry readings. It will be a Hub for the Arts in Kew. Of course none of this can happen unless the money to pay for restoration of the buildings is raised, and we only have until March 2007 in which to do this. The City of Boroondara, Kew Historical Society and the East Kew Community Bank are working together as a team to make this dream a reality, but WE NEED YOUR HELP. This is a fantastic one-off opportunity, and it must not be wasted. Donations to the Appeal can be made through the Kew East Kew Community Bank or any branch of the Bendigo Bank, or through the Kew Historical Society Inc., P.O. Box 175 Kew Vic 3101. All donations over $2 are tax deductible through the Community Enterprise Foundation. End Media Release Kew Courthouse future looks bright The State Government has accepted an offer from the local government of Boroondara to purchase the former Kew Courthouse and Police Station, Minister for Finance John Lenders said today. In a joint statement with the Mayor of Boroondara, Councillor Jack Wegman, Mr Lenders said he was pleased that agreement had been reached and the contract of sale document finalised. “I welcome the Council making this step towards purchasing this property after recent negotiations,” Mr Lenders said. “The settlement date for the purchase of the property is March 2007. The State government sold the property to Council at a reduced cost of $825,000 for community use. The full value of the buildings on the commercial marketplace was estimated to be about $2million,” he said. Cr Wegman said the Contract of Sale provides that if the funds cannot be raised to restore the property for use as community buildings then they will be returned to the State government. In relation to this additional funding to restore and modernise the buildings, Council and the community will work together over the next eight months, with the encouragement of the State government, Cr Wegman said. Mr Lenders said both he and the Premier had advised the Council of fundraising opportunities to help the Council convert the property for its future use. Cr Wegman noted that applications for funding from the Community Support Fund and for State government heritage grants were being processed. “Council has agreed to a Memorandum of Understanding with the Kew Historical Society outlining arrangements for the Kew Court House Restoration Appeal and Council is delighted with the level of support shown by the community and is confident of a bright future for these historic buildings.” Mr Lenders said the Bracks Government is committed to securing the best outcome when buildings that have once served the community outlive their original purpose. “There is a responsibility for Governments to practice good financial management and achieve the best possible price when an asset is longer used by the State,” he said. “There is also a responsibility to consider the local community. The Government and City of Boroondara have worked hard to achieve a balance between these two interests.” The building ceased to operate as a courthouse in 1971 and as a police station in 2002. Part of the building was also used as a post office and this section of the building was sold by the Commonwealth in 1992 to a private owner and is currently run as a licensed restaurant. It is listed on the State's Heritage Register as a place of historical and architectural significance and is protected by the Victorian Heritage Act.
