Prior to the election of female Councillors and Mayors in the 1960’s, The Lady Mayoress role was one of the few ways women could officially undertake civic duties. Mayoresses made important contributions to their local communities through their charity work and as ambassadors for their region on a state and federal level. They also undertook some Mayoral duties on occasions when their husband was unavailable. Mayoress Taylor was born Hannah Ellen Mullany and died 9th September 1963 aged 83. The date on the photograph states "approx 1946", actually 1947. The Bendigo RSL conducted Annual and Debutante Balls for many years as a fund raiser. The following article appeared in the Argus; “Argus (Melbourne, Vic. : 1848 - 1957), Thursday 14 August 1947, page 8 ________________________________________ 12 debutantes presented at Bendigo Ball Early Victorian posies which matched the pastel flowers in their hair were carried by the 12 debutantes who came out at the Annual RSL Ball at Bendigo Town Hall last night. The debutantes, who were presented to Lieut-General and Mrs V. A. H. Sturdee, were Eileen Clarke, Daphne Green, Norma Knopp, Doris Purtell, Inez Somerville, Eileen Simpson, Joy Taylor, Olive Tope, Judith Waters, Elvie Walker, Patricia Young, and Dorothy Herbert. The official party included Cr and Mrs D. W. Wilfred Henry Johnston, by his agent Stanley Ernest Elder had applied for a warrant of ejectment under the Landlord and Tenant Act 1890 against Luther Haley from the bakery premises at the corner of Main Road and York Street. From the evidence presented it is made known that Mrs Burgoyne of Eltham had purchased the property some months earlier from Mr Johnston, which consisted of a store and bakery establishment at Eltham occupied by Mr. Luther Haley, and whose lease expired some little time back, and up to the present time, Mr. Haley was not prepared to leave. He informed the court that he was unable to secure at Eltham a suitable house in which to carry on his business, but he was building a place near the railway station which he expected to be done in about three weeks time, at which time he would give up possession of the bakery. Mr Smallman informed the defendant, Luther Haley, that he would have to quit the premises in three weeks from the present date, and that a warrant of ejectment would be issued. However he also informed Mr Haley that he would order the warrant to lie in the office for three weeks from that date. The premises under construction refered to by Luther Haley in court were situated on the western side of Main Road, near the railway station slightly opposite present day Arthur Street. It was opened around September 1902 as a General Store, Bakery and Tea Rooms. In June 2024 Annie Hackrath shared a memory of living in the old bakery: "My husband and I lived in the old bakery for 18 months in 1978-9 , husband Geoff used the old bakery out the back as a wood workshop, making turnery and handcrafted furniture. The front shop was operated as a “sometimes” art gallery which we called “Gouge and Grain”. There were old sheds against the back fence which we thought were probably stables from the bakery days. Lovely memories of the old place which had so much character and seemed to attract a multitude of interesting creative people! Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. In February 1965, Staffs Railway Store, the oldest business premises in the Eltham shopping district was demolished. Formerly a self-service grocery, restaurant and electrical repair shop, the building for many years housed Eltham’s only ‘family’ grocer and feed store. Earlier it had appeared to have been the town’s bakery. The building had been purchased in late March 1939 by Mr Eric N. Staff. At the time of E.N. Staff’s purchase there were huge bakers’ ovens located at the rear and the building also had a well and four toilets for employees. When the ‘pictures’ came to Eltham with the opening of the Eltham Public Hall across the road in 1941, Mr E.N. Staff extended the business and opened a milk bar and sweet shop. Further extensions re-established the tea rooms of days gone by. Mr E.N. Staff conducted business for about 15 years before handing over the reins to his son, Ray Staff. When his son Ray took over, the milk bar and tea rooms were closed for several years but the milk bar and was later re-opened and subsequently became a greengrocers and later again, a restaurant. The tea rooms section was converted to an electrical repair shop about 1955. Electoral Roll records for 1967 record Raymond Charles Staff at 929 Main Road, Eltham, grocer, and in 1968 at Lot 4, Hillcrest Avenue, Eltham, taxi truck operator. So it would appear that Ray continued to run the business for approximately two years after the original store was demolished and a new supermarket was built. Today, 929 Main Road is the Nongkhai Thai Restaurant and is precisely where the original Staffs store stood. Even though the facade has been modified at eye level with new larger windows, the upper facade is identical to that of the new Eltham Big Star Food Centre of 1965/66. But how did the original building, the oldest premises in the 1965 era shopping centre come about? On August 12th, 1902 at the Eltham Courthouse, appearing before T. Smallman, Esq,. Police Magistrate, and Messrs. W. Duncan and W.J. Taylor, Justices of the Peace is Luther Haley, baker. Wilfred Henry Johnston, by his agent Stanley Ernest Elder had applied for a warrant of ejectment under the Landlord and Tenant Act 1890 against Luther Haley from the bakery premises at the corner of Main Road and York Street. From the evidence presented we learn that Mrs Burgoyne of Eltham had purchased the property some months earlier from Mr Johnston, which consisted of a store and bakery establishment at Eltham occupied by Mr. Luther Haley, and whose lease expired some little time back, and up to the present time, Mr. Haley was not prepared to leave. With its ample shade and hilly surroundings, it is an ideal place for any gathering.” Luther Haley successfully ran his general store, bakery and tea rooms until 1917 when he and his family departed the district and moved to Westgarth Street in Northcote where he changed careers and became a publisher. It was then taken over by Hannah Lloyd and became known as Lloyd’s Railway General Store from 1917 to 1920. From then it had a succession of owners, one as short as two months until March 31, 1939 when the Grocery Business formerly carried on by Mr. T.K. White of Eltham for the previous eight years was purchased by Mr Eric N. Staff of Research and became known as E.N. Staff’s Railway Store. This plaque recognises the Wycheproof servicemen from State School No1757 who served in the 1914-1919 War. The actual large Honour Roll hangs in the old historic Wycheproof State School building.This Honour Roll contributes to and is part of the nation's collection of War Records; it is unique,believed to be the only one of its kind.PHOTO of large Wycheproof School Honour Roll WW1, on wall at the former Wycheproof S.S. No.1757 building - now the Mount Wycheproof Museum. The plaque of solid wood has cylindrical wooden pillars each side of the 55 gold inscribed names - 12 FALLEN servicemen and marked with a +. This painting is one of a pair of large paintings by W. Langley-Taylor in our collection. Currently, no further information has been found about the artist but research is ongoing. The subjects of these paintings are seascapes of notable areas of the coast on each side of Port Phillip Bay, south of Melbourne, Victoria. The subject of this painting is Cape Schanck, Victoria, which is on the east side of Port Phillip Bay. It includes the Cape Schanck Lighthouse and its Flagstaff. The Cape Schanck Lighthouse was built in 1859 and is the second of Victoria’s coastal lights. It is 21 metres tall and made from limestone. Unusually, its stairway is made from stone rather than wrought iron. Gilded tours are available to explain its use and significance to visitors. The lighthouse keepers at Cape Schanck kept records of the ships that sailed past them along Bass Strait; ship’s names, direction, time and date and so on. The details would also be passed on to shipping agencies, Harbour Masters and newspapers, which published Arrivals and Departures into and out of shipping ports such as Port Phillip Bay and the Port of Melbourne. INSCRIPTIONS “Mrs M Irby” (and on the Eagle Rock, Warrnambool, painting “980/Regency”) The inscription “Mrs M Irby” is on the back of both paintings but the significance of the inscription has not yet been discovered. Perhaps she was connected with the ship or shipping company “Irby”. A ship named “Irby”, built in Merseyside, Liverpool in 1881 by R & J Evans, Birkenhead. It was a four-masted iron ship built for the White Star Line. Henry Wilson Hewitt bought her in 1882, then later she was owned by Chadwick & Pritchard. In 1888 she was registered under the Irby Ship Co. Ltd. (trading as J. Joyce) in Liverpool. In 1912 Galgate Co. Ltd owned her. She traded between London, England and Australia, and is recorded as being in Melbourne and Hobart. In 1919 the Irby was destroyed by a mine when on her way to England. Or perhaps her name and the inscription in pencil “980/Regency” on the Eagle Rock Warrnambool, painting could be a delivery address for the paintings, perhaps an apartment in a hotel. NOTE: The artist’s spelling of the title “Cape Schank, Vic.” is incorrect. The location in this painting is named Cape Schanck. This painting is significant geographically for its representation of the coastal scenery of Victoria, Australia. It is also significant as one of a pair of paintings of seascape, one at sites each side of Port Phillip Bay. The painting is significant historically as an example of late 19th and early 20th methods and materials used to construct a painting’s frame. Painting oil on board in a dark wooden frame, portrait orientation. Seascape of coast with cliffs, lighthouse and flagstaff, flying birds, high waves breaking onto rocks, blue sky with clouds. The title is painted on lower left corner and the Victorian artist, W. Langley-Taylor, has signed his name on lower right. The inscription on back is handwritten script in red crayon or thick red pencil. The board is held in place inside the timber frame with small, dark metal tacks around all sides. Metal eyes join the wire to the frame. Small round, dark metal nail heads are dispersed around the frame and there is a change of colour on both the board and the wood of the frame. This painting is one of a pair of large paintings by W. Langley-Taylor in our collection. Currently, no further information has been found about the artist but research is ongoing. The subjects of these paintings are seascapes of notable areas of the coast on each side of Port Phillip Bay, south of Melbourne, Victoria. This painting is of Eagle Rock, Warrnambool, which is on the west of Port Phillip Bay. Eagle Rock is located about 400 metres west of Thunder Point, near Shelly Beach. The painting includes the rocky cliff formations looking east towards the Warrnambool Breakwater. The walk from the Thunder Point car park westwards to Shelly Beach has been popular over the decades with residents as well as tourists. Many photographs include the rock, with varying backgrounds depending on the angle of the camera. It is a popular dive site for locals and visitors, in calm weather! The site can be approached by boat from the open sea in favourable conditions, and there is plenty of native marine to be seen in this marine sanctuary. This part of Warrnambool’s rugged coastline is unprotected from the Southern Ocean with its wild icy winds and high seas. The painting’s crashing waves and the northerly direction of the smoke on the steamship sailing north show the effect of the southerly wind.
