This file contains five items relating to Caulfield Council Visits with the Melbourne & Metropolitan Board of Works (MMBW) from 1919 to circa 1974: 1/A photo album containing photos from the MMBW ‘visit to the Headworks, Yan Yean Water Supply, Wallaby and Silvery Creeks’ from 28/02/1919 to 03/03/1919, attended by members of the Caulfield City Council. The album contains 13 original black-and-white photographs, 3 of which are of the council members. The album is accompanied by a report by Felicitie Campbell, written 11/2008, about these visits. 2/A publication from the MMBW documenting its review of operations for 1973-1974. Environmental approach to preserving Kew Court House 4 June 2010 Paint stripping from older buildings can be a hazardous task. The City of Boroondara has found an environmentally sustainable solution for the works at local heritage icon, the Kew Police Station and Court House. Council used an organic based paint stripping alternative as part of the repairs to the rendering on the building facade. Over nearly three months, the damaged and unsound render was removed, the paint was stripped and the render was repainted. Usually, paint is removed via high pressure water cleaning or sandblasting. This is a harsh method and involves combining extreme high amounts of pressure, water and sand and is highly toxic. It also creates high noise levels. In this 'green' project, Council used a soy bean paint stripper. The process uses a paste-like substance, which is highly effective, non toxic and biodegradable, and applied by hand. Initially, a bandage is applied (much like a leg waxing strip) over the top of paste. It is allowed to dry and then the bandage is stripped off. Noise was kept to a minimum by using the paint stripping alternative. Scrapings and bandages are then bagged and sent to the tip as landfill, so it does not end up in our water supply. The waste and debris don’t run-off into drains, and the bags and bi-products are biodegradable. Studley Ward Councillor Phillip Healey explained that soy bean paint removal is not greatly used in Melbourne or the local government sector. "We know of special cases where it has been used, such as high profile projects like Sydney Harbour Bridge, but Boroondara is one of the first in Victoria to employ this natural plant-based paint-stripping treatment to a large-scale building," Cr Healey said. "What this means is that no harmful substances were used and no injury was caused, soy paint removal also preserves, protects and restores the heritage integrity and decorative stone masonry features of the historic building. "This is a terrific example of our commitment to 'enhancing the environment' which is one of our key directions in the 2010–15 Council Plan." The restoration of the Kew Court House and Police Station is expected to be completed in the year ahead. Council purchased the heritage building in 2007 with the intention for it to be restored and used for the community. Heritage Victoria helped fund the cost of the roof repairs with a grant of $250,000, along with the Australian Government contributing $330,000 through its Regional and Local Community Infrastructure Program. Restoration Underway Concept plans for a new performance and exhibition space at the Kew Court House and Police Station have been developed by the City of Boroondara. Two years ago, Council Purchased the Kew Court House and Police Station from the State Government for $825,000 with the intention for it to be restored and used for the community. The building requires extensive renovation including repair of the slate roof and ventilation dome. The renovation plans include a new foyer, bathrooms and kitchen to ensure the venue meets a broad range of community needs. The restoration has been assisted with a Federal Government grant of $330,000 under the Regional and Local Community Infrastructure Program. In 2008, Council was also successful in obtaining a Heritage Victoria Grant of $250,000 towards the costs of the roof repairs. Having satisfied the necessary permit requirements, works are about to commence using slate of a similar quality to the original. The City of Boroondara would like to thank all residents and businesses who have contributed to the Kew Court House Restoration Appeal which has raised $650,000. The project now has the overwhelming support of Council. “It is no longer about “if” it is about “when” the doors will re open” said Prof Peter McIntyre. With the property secured the fundraising can now be completed without the encumbrances and we know the restoration will be undertaken as the funds become available from the appeal. The various committees have worked very hard during these past weeks. The Kew Court House Arts Association Inc. has been formed under the leadership of Graeme McCoubrie. This organization brings all the amateur theatre groups in the City of Boroondara together with a view to providing them with a permanent performing space within the former Court House. As well as intimate theatre, there will be provision for the staging of instrumental and choral performances before an audience of 40 to 50 people. The Police Station will compliment the function of the Court House by providing a venue for artist groups to exhibit their work, for the Historical Societies of Boroondara to meet, and for study groups to meet, for activities such as play and poetry readings. It will be a Hub for the Arts in Kew. Of course none of this can happen unless the money to pay for restoration of the buildings is raised, and we only have until March 2007 in which to do this. The City of Boroondara, Kew Historical Society and the East Kew Community Bank are working together as a team to make this dream a reality, but WE NEED YOUR HELP. This is a fantastic one-off opportunity, and it must not be wasted. End Media Release Kew Courthouse future looks bright The State Government has accepted an offer from the local government of Boroondara to purchase the former Kew Courthouse and Police Station, Minister for Finance John Lenders said today. In a joint statement with the Mayor of Boroondara, Councillor Jack Wegman, Mr Lenders said he was pleased that agreement had been reached and the contract of sale document finalised. “I welcome the Council making this step towards purchasing this property after recent negotiations,” Mr Lenders said. “The settlement date for the purchase of the property is March 2007. The State government sold the property to Council at a reduced cost of $825,000 for community use. The full value of the buildings on the commercial marketplace was estimated to be about $2million,” he said. Cr Wegman said the Contract of Sale provides that if the funds cannot be raised to restore the property for use as community buildings then they will be returned to the State government. In relation to this additional funding to restore and modernise the buildings, Council and the community will work together over the next eight months, with the encouragement of the State government, Cr Wegman said. Mr Lenders said both he and the Premier had advised the Council of fundraising opportunities to help the Council convert the property for its future use. Cr Wegman noted that applications for funding from the Community Support Fund and for State government heritage grants were being processed. “Council has agreed to a Memorandum of Understanding with the Kew Historical Society outlining arrangements for the Kew Court House Restoration Appeal and Council is delighted with the level of support shown by the community and is confident of a bright future for these historic buildings.” Mr Lenders said the Bracks Government is committed to securing the best outcome when buildings that have once served the community outlive their original purpose. “There is a responsibility for Governments to practice good financial management and achieve the best possible price when an asset is longer used by the State,” he said. “There is also a responsibility to consider the local community. Part of the building was also used as a post office and this section of the building was sold by the Commonwealth in 1992 to a private owner and is currently run as a licensed restaurant. It is listed on the State's Heritage Register as a place of historical and architectural significance and is protected by the Victorian Heritage Act. During WW1 passports had been temporary - War Precaution. The War Precautions Act 1914 required all persons over 16 years of age, on leaving Australia, to possess some passport. The Passports Act of 1920 made permanent a passport system Australians had tolerated during the war because they believed it was temporary. Passports issued by Australia were issued only to "British subjects" and were described as "British Passports". This wasn't changed until 1949. An entry indicates that he probably visited the U.S.A. James Massey Herbert was born in 1891 and died in 1971. He was the son of Lancelot Herbert and Martha Rawling. He was married to Alma Young and his sons were Graham and Eric Herbert. Mr Fred Lay, along with his father and brothers, owned the local carrier business with Mr Charlie Joiner as a business partner. They used a horse and cart to transport goods from the railway station into Orbost . In about 1907-08 Mr. Charles Joiner and Mr. Alf Lay came together and conducted a regular service — Mr. Lay at Lakes with a five horse team (because he had to travel the beach at Lake Tyers) and Mr. Joiner, at Orbost, with four horses. The two met half way and changed wagons. Asked why they did this it was said they met every boat and were at the jetty every day. This was why they cornered most of the inward loadings. (ref. River Trading on the Snowy, John Phillips) Later the business was sold to Mr David Williams. Robert Pullar Cameron was a Shire Councillor for many years. He married Penuel Hossack and had a family of James, Flora, Penuel and Alex.This item is an example of a book keeping document used by an early Orbost Business. Saunders General Store was opened in 1900, overlapping part of the Mensland and Coultons stores. It was called "The ―Melbourne Store" which referred to it being a branch of their Melbourne store.The shop was burnt down in the early 1930‘s. Arthur Scott Saunders was born in 1864 and died 3-12-1913 (49) in Orbost. He was the son of Thomas Frederick Saunders and Lucy Beard Scott. He was a Storekeeper at Orbost, a member of the early Show Committees, a Rechabite in 1893, and was a member of the Board of Guardians of the Church of England from 1894 to 1913 where he served as secretary and treasurer of the Board. He was married to Agnes Louisa Stuart Morris. She sold the business in 1919 to Mr J. H. V. Dale and left Orbost with her two daughters for East Malvern in April 1927. Herman Wehner, had learned his trade as a blacksmith and coach builder in Germany before coming to Australia in about 1884. After working for some time in Melbourne and at Wallan he came to Orbost in 1889 and bought John William Borland‟s wheelwright and blacksmithing business in Nicholson Street. At the time there were two blacksmithing and wheelwright businesses in Orbost, the other one, also in Nicholson Street, was owned by Mr John Russell. (ref, John Phillips Newsletter July 2015) Robert Pullar Cameron was a Shire Councillor for many years. He married Penuel Hossack and had a family of James, Flora, Penuel and Alex. The Wehner family is/ was a prominent family in Orbost from the late 19th century. Herman Wehner founded Wehner's Blacksmith's at Orbost in 1889. Oswald Wehner began working in 1910 with his father. In 1947 Ossie's son Tom started blacksmithing, retiring in 1991 and closing the business, The building remains in Nicholson Street. This item is an example of book-keeping in the early 20th century. Bostock & Manifold were all from pioneering families in the Western District of Victoria almost from the time of settlement. Family history: The Bostock family were prominent in Warrnambool from the 1850s to the 1880s. Patriarch Robert Bostock had in 1813 been transported to Sydney from Sierra Leone for having 'felonious traded in slaves' and sentenced to 14 years transportation. He moved to Tasmania in 1821 where he died in 1847. A number of his children came to Port Phillip. Edward Robert Bostock held the Jellabad run from 1849 to 1853. George Bostock (1826-1858) was a Warrnambool Shire Councillor in 1856. Thomas Edward Bostock (1828-1874) was a Shire Councillor in the late 1860s. Augustus Bostock (1833-1920) lived in Warrnambool. Augustus Bostock was the 9th child of Robert and Rachael Bostock of Vaucluse Epping Forest, Van Diemen's Land. He was only 4 years old when his mother died. He was inspired by his father to seek his fortune in the Western District of Victoria. He arrived around 1850. He married Margaret Aitkin in July 1865. Augustus owned several properties in the district and leased others. He sat on the court of Warrnambool, Mortlake or Hexham as required. He resided at Marramook in Hawkesdale and later moved to Vaucluse in Hopetoun Road Warrnambool, where he died in 1920 at the age of 87. The Wagon is significant locally and state wide for its association with Augustus Bostock who was involved in many aspects of life in the Western District of Victoria, racing, cricket, and social activities to name a few. Bostock & Manifold were all from pioneering families in the Western District of Victoria almost from the time of settlement. The wagon is significant for its historical and economic association with the local Warrnambool business of Manifold & Bostock. These men had leased and owned vast tracts of land and operated businesses around the district together at various times often associated with the farming industry. One example is the Manifold & Bostock store and flour mill from which the wagon dray is believed to have been associated with for the delivery of goods. Their flour mill began operation in 1850 in 7-17 Stanley St South Warrnambool and was known as “Jetty Mills” Manifold and Bostock in 1858 purchased the Mill from John and G Elliot (brothers) with half an acre of ground and a cottage for £1600. It appears addresses of the company changed over the years as the town grew. These are listed in “Jones, Lewis & Peggy flour mills of Victoria” showing the company operating from, Fairy Street and later at the Merri River near the cutting, known as Banyan and Merri Streets. The company ceased trading in 1870. The Wagon Dray is also an example of agricultural freight and general transportation during the 1800 and 1900 century.A four-wheeled wooden horse-drawn wagon with flat top described as a Wagon Dray in historical writings. Painted brown and black. The wagon has rear brakes, wooden, operated from a metal handle at the front of the Wagon. Front wheels are attached to a turnstile to allow easy turning of the wagon. This flat-topped, horse driven, four-wheeled Wagon was used for cartage by the business of Manifold & Bostock, Warrnambool. The original sign writing of the wagon is obscured or painted over. Captain Reid served as a Councillor of the Phillip Island and Woolamai Shire in 1875. He was the first Trustee and President, as well as being instrumental in establishing a school at Rhyll on block 13 about 1870. He died in 1891 at the age of 75. Probably taken 1890's before Orbost was separated from Tambo. The Shire of Tambo was a local government area about 320 kilometres east of Melbourne. The shire covered an area of 3,506.86 square kilometres and existed from 1882 until 1994. Tambo was first incorporated as a shire on 6 January 1882, splitting away from the Shire of Bairnsdale. On 30 May 1892 it lost three-quarters of its land area when the Shire of Orbost was incorporated. A small amount was re-annexed as Cunninghame Riding on 3 January 1913. On 2 December 1994, the Shire was abolished, and merged with the City and Shire of Bairnsdale, Shire of Orbost, most of the Shire of Omeo and the Boole Boole Peninsula from Shire of Rosedale into the Shire of East Gippsland. John Marfell (1847-1927) established a hay and corn dealing business in Liebig Street in 1878 in partnership with Henry Phillips. In 1887 he built a grain store in Raglan Parade and carried this business on until his death. He also managed a Warrnambool flour milling company in Banyan Street and with several other local business men established the Warrnambool Woollen Mill. He was a Warrnambool Councillor for 22 years and Mayor in 1903.These labels are a mementoes of John Marfell a prominent late 19th and early 20th centuries business man in Warrnambool. This splendid medal was awarded by the Villiers and Heytesbury Agricultural Association in 1879. This association held its first show in Port Fairy in 1854 and in Warrnambool in 1855. It continues to this day under the name of the Warrnambool and District Agricultural Society. The medal was awarded to James Astley Bromfield, am early Warrnambool chemist who arrived in Victoria in 1852 and is significant in Warrnambool’s history. He produced the 1856 map of the Warrnambool district with the first landowners, a seminal resource for historians and was prominent in community affairs, especially in horse racing. He was also a Warrnambool and Shire Councillor. The medal was awarded for the best blood yearling of 1879 and this was Fright, one of the progeny of the famous stud horse Panic (second in the Melbourne Cup, 1865), His progeny won many hurdle races and flat races including the Melbourne Cup. The medal features also the names of two donors of prizes to James Bromfield, Henry Phillips and Francis Tozer, both pioneer men in Warrnambool’s horse racing history. Henry Phillips was the first President of the Warrnambool Amateur Turf Club and had the horse Panic standing at his 1000 acre stud, Bryan O’Lynn, at Purnim in the Western District. Francis Tozer was an owner, breeder and steward in racing circles and in the 1870s had the 2000 acre stud farm, Wangoom Park, at Wangoom, near Warrnambool.This is a most significant item as it was awarded to James Astley Bromfield, an early Warrnambool chemist and a person concerned with the history of the early settlement of Warrnambool and one prominent in community affairs in Warrnambool in the 19th century. The item also has connections with the famous stud horse, Panic and two other noted personalities of Warrnambool and district, Francis Tozer and Henry Phillips. The item also is of intrinsic monetary value as a 19th century medal from the Villiers and Heytesbury Agricultural Association. This is a round silver medal. It has etched printing on one side and raised images of farm animals and farm implements on the other side. It also has etched printing around the edge of the medal.
