Fort Queenscliff was established in 1860 when an open battery was constructed on Shortland's Bluff to defend the Port Phillip Bay entrance. The Fort, which underwent major redevelopment in the late 1870s and 1880s, became the headquarters for an extensive chain of forts around Port Phillip Heads. Its garrison included volunteer artillery, engineers, infantry and naval militia, and it was manned as a coastal defence installation continuously from 1883 to 1946. The other fortifications and armaments around the Heads were completed by 1891, and together made Port Phillip one of the most heavily defended harbours in the British Empire. It is claimed that the first British Empire artillery shots of World War One were fired when a gun at Fort Nepean fired across the bow of the German freighter Pfalz, as she was attempting to escape to sea. The orders to fire came from Fort Queenscliff. It is alleged that the same gun, with a different barrel, also fired the first Australian artillery shot of World War II. By 1946 coastal artillery was outmoded, and the Fort became home of Army's Staff College. Queenscliff’s first pier, then known as the Fishermen’s Pier, was completed in 1857. It was not until some thirty years later that the second Steamer Pier was constructed adjacent to the former and periodically extended from the mid to late 1880s to cope with the demand in pleasure bay steamer services. The last of these extensions was to provide a dog-leg construction and the extant shelter shed. 1960 witnessed the demolition of the original Fishermen’s Pier - by this time having been extended in the late nineteenth and early twentieth centuries to the equivalent length of the Steamer Pier - and saw the relocation of its 1926-29 lifeboat house to the Steamer Pier, now Queenscliff Pier. The mid to late 2000s saw Queenscliff Harbour undergo large-scale redevelopment in order to deepen its waters for pleasure craft and increase its berths to over 300. This was met with strong community opposition, largely with concerns for neighbourhood character and perceived cause for gentrification its stakeholders would impart. On Saturday 29 August 1908, over 100 years ago, 16 American battleships along with 5 various escorts entered Port Phillips Bay. Thousands flocked with excitement along the coast and to Port Melbourne to see the white painted ships and their sailors disembarked. The Fleet’s Mission, ordered by President Theodore Roosevelt, was to make friendly courtesy visits to countries while obviously displaying new U.S. naval power. Invited by Alfred Deakin to the young federation, who was feeling isolated and vulnerable after the Anglo-Japanese Alliance, the visit was a first step in the shaping of the relationship between the US and Australia. The Ozone at Queenscliff was the former house of the Baillieu family and originally called Baillieu House. It became one of the hotels in Queenscliff, operated by the family. It then became known as the Ozone Hotel after the Ozone Paddle steamer that brought many people to the area from Melbourne for their holidays.
