Hannah Lloyd's Railway General Store, circa 1917-1920. The store was located just south of opposite Arthur Street at present-day 929-937 Main Road. Note various signs for Electrine Candles, Baker, Cadburys Cocoa, Cadburys Chocolate (in window) and Refreshment Room (faded). This store was the first shop in the present-day Eltham shopping precinct built in 1902 by Luther Haley who operated it from 1902-1917 when it was purchased by Hannah Lloyd and became known as Lloyd’s Railway General Store. Hannah operated it from 1917 to 1920. It then went through a succession of six owners until Eric Staff purchased it in 1939. It remained in the Staff family where it became locally known as Staff’s until Ray Staff sold it in 1965 and it was demolished and replaced with a new a self-service grocery, restaurant and electrical repair shop, the basis of which remains today. The grocery store was the Eltham Big Star Food Centre. To the left of the store one can just catch a glimpse of Edward Gadd’s Coach Building shop situated next door A more extensive history is available on our website at ThrowbackThursday: Eltham Big Star Food Centre, Main Road, 1966 https://elthamhistory.wordpress.com/2020/04/16/throwbackthursday-eltham-big-star-food-centre-main-road-1966/ Edited version of print/digital file sourced from State Library of Victoria: Title: Lloyd's Store, Eltham, [Vic.] [picture]. Reproduced on p31 of 'Pioneers & Painters' Was destroyed in 1962 bushfire. Now Peter Franks Reserve, St Andrews On Friday 29th (August 1919) …, the Hon. S. Barnes, M. L. A., Minister of Mines, accompanied by Mr W. Everard, M.L.A., Mr. V. Dickson, secretary for Mines, and Mr. Merrin, Chief Mining Inspector, visited Smith's Gully for the purpose of opening, the new Government battery which has recently been erected. The party arrived punctually at 12.30, and was received by an assemblage of about 200 residents, including, those representing local prospecting and mining interests. At the mill house the Minister wished prosperity to mining on the old Queenstown field, and, in a few appropriate remarks, gave the battery the name of St. Andrew's. Then, as the stamps began to fall, three hearty cheers were given by the gathering. ….. The Queenstown field, dating back to the early sixties, might be regarded as a link that took them back to the Augustine age of gold mining in Victoria…From 1868 to 1918 the total yield of gold from the field was 274,606 fine oz. It might be that here, as elsewhere, deeper prospecting would give new life to the Queenstown goldfield. The miners of Queenstown, who through long year's had never lost faith in the possibilities of the field, felt that the purpose for which they were that day marked the beginning of a new era in the history of local reefing. …. The new mill is situated on the bank of the creek opposite the Queenstown Cemetery, and consists of a five head battery (Berdan pan) and 12 h.p. portable steam engine housed in a spacious structure of wood and iron. A concrete weir across the creek provides a good water supply, and all the necessary pumps, settling dams, etc., have been installed. Later on, should circumstances warrant it, it is pro-posed to erect Wilfley tables for concentrates. This is a collection of photographs of former Shire / City secretaries and town clerks of the former Shire of Braybrook and City of Sunshine. Before modern CEOs existed in Victorian local government, the Shire / City Secretary or Clerk was the most senior administrative officer in a shire or city. They were effectively the chief executive, chief financial officer, and chief governance officer rolled into one. Below is a detailed breakdown of what a Shire / City Secretary traditionally did. 1. Chief Administrative Office The Shire Secretary managed the entire day‑to‑day operation of the shire, including: - Supervising all council staff - Implementing council decisions - Managing correspondence, records, and official documents - Ensuring services were delivered (roads, drainage, health, building, etc.) This is the historical equivalent of the CEO role described in modern council structures. 2. Governance and Council Support The Shire Secretary was responsible for: - Preparing agendas and minutes for council meetings - Advising councillors on legislation and procedures - Ensuring compliance with the Local Government Act - Managing elections and public notices This aligns with the governance responsibilities now embedded in the Local Government Act 2020. 3. Financial Management The Shire Secretary was also the shire’s chief financial officer: - Preparing budgets - Managing rates and revenue - Overseeing expenditure - Producing annual financial statements In many small shires, the Secretary also acted as Treasurer. 4. Public Interface The Shire Secretary was the main point of contact for the community: - Handling complaints and enquiries - Issuing permits and licences - Coordinating public works requests - Communicating council decisions to residents They were often the most recognisable council official in the district. 5. Strategic and Long‑Term Planning Although less formalised than today, the Secretary played a key role in: - Planning infrastructure - Advising on township development - Managing land records and valuations - Coordinating with state government departments This mirrors the strategic functions now assigned to CEOs under the Local Government Act.This collection of photographs shown all the men who served as the Shire Secretary, Town Clerk or CEO for the Shire of Braybrook or for the City of Sunshine.Sunshine Council July 2007 5452.01 - Shire of Braybrook Shire Secretary William 'Bill' Pullar 1860 - 1907.jpg 5452.02 - Shire of Braybrook Shire Secretary D.
