Ballarat Junior Technical School opened in 1913. It was located at the Dana Street State School. As numbers grew a larger building was needed. Plans were drawn and a school built within the grounds of the School of Mines. Students started at this new school in 1921. It was officially opened on 9 September 1921 by Sir Alexander, resident of Creswick, local member for North Ballarat and the Minister for Education. He also opened the School Fair which coincided with the buildings ceremony. This was a fair on a grand scale and lasted two days and nights. Staff and students worked for weeks making articles for sale. A parent's committee led by Mr J Rogerson, a local police detective, had been organizing for months. As part of the ceremony for the opening of the school the Strachan Orchestra was engaged to play. .1 Taxi hire provided transport for the Strachan Orchestra for two visits at a total cost of Five Shillings. This hand written slip shows the date of payment and by whom .2 This item is the receipt N A Strachan sent to Mr Steane, Headmaster of the school, for the payment of Two Pounds, cost for engaging the Orchestra. This is an original propeller belonging to the steamer Rowitta. It was included with the 1909 ferry when it was purchased and installed at Flagstaff Hill in 1975. The Rowitta exhibit was enjoyed by many visitors for over 40 years. The wooden steam ferry Rowitta was built from 1909 to 1910 at Battery Point, Hobart, by Purdon & Featherstone using planks of Huon and Karri timber. It was owned and operated by the Tamar Trading Company and navigated the Tamar River from Launceston to George Town for many years. The ferry trip became a favourite activity for sightseeing passengers along Tasmania’s Tamar and Derwent rivers for 30 years. Rowitta also worked as a coastal trading vessel between Devonport and Melbourne as well as along the southern coast of Australia. The ship had served as a freighter, an army supply ship, a luxury charter ferry and a floating restaurant as well as a prawn boat at Lakes Entrance. It was also previously named the Sorrento by Port Phillip Ferries Pty Ltd of Melbourne and had at one time carried the name Tarkarri. The ferry was originally purchased by the Flagstaff Hill Museum in 1974 for converting into the historic and significant sailing ship the Speculant, but this didn’t eventuate due to the unavailability of funding. It was renovated it and renamed as the original Rowitta, to be used as an exhibit.The propeller represents a step in the evolution of ways that vessels were powered. It is also a record of the Rowitta, a large exhibit at Flagstaff Hill Maritime Village from the museum’s early beginnings until the vessel’s end of life 40 years later. The Rowitta represents the importance of coastal traders to transport, trade and communication along the coast of Victoria, between states, and in Australia before rail and motor vehicles. The vessel was an example of a ferry built in the early 20th century and serving many different purposes over its lifetime of over 100 years. Propeller: three metal blades that meet in a central boss fitting with a pointed cap. The blades have rounded edges and tips. This horse trough is the only survivor of the two troughs originally installed in Raglan Parade, Warrnambool, in 1932. It was later moved to the Pony Club at Albert Part, near the north corner of Coulstock and Craig Streets. Over the time there its purpose was changed from a horse watering trough to a colourful garden bed of agapanthus plants. By February 2013 the horse trough had been transferred to Flagstaff Hill for display in the Maritime Village’s grounds. This trough is one of hundreds provided by the Annis and George Bills Estate Trust since 1927 for the welfare of working horses and dogs. The original concrete cap over the small compartment is still retained. There are also markings on the right side of the trough where it probably had a birdbath, tap or a dish for the horseman’s dog, similar to other troughs donated elsewhere by the Trust. Less than half of the troughs produced for the Annis and George Bills Trust still survive. In 2017 Felicity Watson, National Trust Victoria’s advocacy manager, said that the troughs were treasures and becoming rare, with more than a dozen across Victoria now being heritage protected. ABOUT ANNIS AND GEORGE BILLS The 1927 Will of George Bills included setting up the Annis and George Bills Estate Trust, which provided for hundreds of horse troughs to be supplied and installed throughout Australia, Britain, USA and other parts of the world for the welfare of horses. Town and city councils could apply to the Trustees for a horse trough for their communities. George “Joe” Bills was born in Brighton, England, in 1859. The family migrated first to New Zealand then to Australia in 1873, settling in the Echuca-Moama district. George moved to Brisbane in 1882 where he met Annis Swann, formerly from Sheffield. Both were animal lovers. George and Annis married 1885 and moved to Sydney to join George’s brother Henry in his mattress wire weaving business, later known as the Bills Brothers. They patented their own machine in 1893 and the business became very profitable. George was able to donate to charities that supported his passion to improve animal welfare. He and Annis joined the Victorian Society for the Protection of Animals and in 1924 George received a Life Membership with the RSPCA. George retired in 1908. The couple moved to Hawthorn, Victoria, in 1910, where they donated troughs for the work horses of Melbourne. During a visit to England Annis passed away. In 1927 George moved from Hawthorn to Camberwell, where he passed away at the end of that year. George had requested in his Will that a trust fund be set up from his estate "…construct and erect and pay for horse troughs wherever they may be of the opinion that such horse troughs are desirable for the relief of horses and other dumb animals either in Australasia, in the British Islands or in any other part of the world subject to the consent of the proper authorities being obtained." The troughs were to bear a plaque inscribed “Donated by Annis and George Bills, Australia”. In 1927 the cost to make a trough was about £13 (which converts to about $1079 in 2020 ), plus transport and installation costs. Most of the troughs were installed between 1930 and 1939 in Victoria and New South Wales. It is estimated that over that time around 500-700 Bills Horse Troughs were installed in Australia and another 50 overseas. Most of the troughs made in Victoria had three moulded front panels like this trough, and no panels moulded on the rear, whereas troughs made in NSW had four panels on the front and five on the back. Victorian troughs were made by a Bills’ relative, J H Phillips. Later, other manufactures for the Trust’s troughs included Rocla Concrete Pipes Ltd, in Auburn Road, Hawthorn, Victoria, who produced to the same original design. No further troughs produced after the end of World War II. A memorial to Annis and George Bills was first erected in Hawthorn in 1929. It included a drinking fountain and a dog dish. Its current location is unknown. In 1964 the George Bills RSPCA Resource Centre opened in Burwood East. This Bills horse trough is nationally significant as one of the surviving examples of the standard Bills memorial horse troughs that still has its compartment cap and evidence of it once having had attached fittings, possibly for a birdbath or dog dish. This trough has State historical significance for being produced in the early 1930s by a business in Hawthorn, Victoria. This example of a Bills horse trough is significant for being in comparatively good condition. The trough is locally significant for being the sole survivor of the two Bills horse troughs installed in the City of Warrnambool in 1932, originally installed on Raglan Parade and continued to be used in the community at the Pony Club, then finally transferred to its current location at Flagstaff Hill by early 2013. It is culturally significant as it represents the community’s dependence on horses for travel and transportation previous to motorised vehicles. It is morally significant as a generous gift from a couple concerned with the welfare of animals.Horse trough; a long narrow rectangular container used for storing water. Trough is made from pre-cast concrete with one large open compartment and a small covered compartment. The base of the small compartment is raised slightly above the base of the trough and is covered by a removable concrete cap. The design of the front of the trough includes three panels moulded into it that align with the shape of the back pediment (panel). The pediment is shaped with side arcs that step up to a wide centre arc. A rectangular concrete plaque is cast into the centre of the pediment and is engraved with the names of the original donors, Annis and George Bills. A spring cart is a two-wheeled, one-horse cart, often with the driver standing up to drive it, and otherwise seated on a simple seat. Carts like this one had springs to make the ride smoother. It is a lighter version of a farm dray and is sometimes called a spring dray. Spring carts were often used on farms for carrying loads. In the towns, some businesses used a spring cart for deliveries of bread, milk and other goods. The carts would be used for travel and for families going on outings and picnics. Visitors to Flagstaff Hill Maritime Village from 1986 to 1992 would enjoy watching a Clydesdale horse named Duke as he worked around the village with his driver Pat McGowan. He would be hitched to a wagon or to this lightweight spring cart or sometimes he would pull the wagon with the cart attached as a trailer. The cart was used for maintenance, carting loads of timber or stone around the site or from town to Flagstaff Hill. Sometimes Duke and the cart would take visitors for cart rides around the Village. Pat McGowan was known for his restoration of horse-drawn vehicles including this spring cart. He already had 40 years of horse handling experience when he began looking after Duke, feeding and harnessing him and driving the horse and cart around the Village. Pat’s dog ‘Yabbie’ would often join them. In August 1992 Duke had to be put down. Warrnambool Veterinary Clinic and other fund-raisers began well-supported appeals and the beloved horse was replaced by a Clydesdale also named Duke (the second), who began work in late October 1992. He, like his predecessor, had a quiet temperament and was comfortable in the traffic. The spring card is an example of vehicles used on farms, for business delivery and for domestic transport in the late-19th and early-20th century. This cart is of note for being associated with the Clydesdale horse Duke which pulled the cart around Flagstaff Hills in the 1980s and 1990s, representing transport of that period.Spring cart; two-wheeled cart with shallow box tray and plank seat bolted across the front. Wheels have metal rims and fourteen (14) wooden spokes. A plank is bolted from side to side. A decorative metal step is on the cart's left and has acorn cut-out shapes in the plate. Both wheels have a brake block that is operated by a lever on the cart's right. The cart has eight-leaf suspension from front to back. The box tray is painted blue and has decorative pale yellow detail. Each shaft pole has has a handle fitting on it. St John's Ambulance provides First Aid training and services, defibrillators and 1st aid kits ab patient transfer. It is a self funding, non-profit charitable organidation. Iniatally founded in 1883 and in Melbourne from 1887. Followed by attending important events eg. Olympics in Melbourne. Provides non-emergency patient transport. Rural Ambulance Victoria was the founding ambulance service in Victoria. This Directory of 1889 covers the location of Melbourne based trade and professional offices by street and in Alphabetical order. It covers all of Melbourne and its suburbs. It also covers government and official, ecclesiastic, legal, municipal and miscellaneous information. The directory details a cross section of a developing city with a splattering of advertisements opening up an in depth look of all aspects of living in the late 1800s. It is interesting to see that all the advertisements do not have any telecommunication numbers listed (personal shoppers or mail orders only). This was a period of high moral standing within the community and hotels advertised rooms " suites of rooms for families and single rooms for Ladies and Gentlemen" also "electric bells throughout the house. Telephone, night porter and hot and cold baths."This directory would be used by the majority of families and businesses working and living within the Kiewa Valley and the surrounding area. Melbourne was the only place where every aspect of living requirement was catered for. Although the delivery of services and goods were not at a high rate, certain items or transactions would require a visit to "the big smoke". Business information are listed both by suburb and alphabetically. There is also a section for British and Foreign Trade. This directory covered nearly everything to do with commerce, an example pay days for principle firms. Greater evolution of trade locations started to balloon out after the mid 1950's. Increased populations and greater levels of communication and safe fast transport facilities permitted greater devolution of commercial enterprises into rural communities, such as the Kiewa Valley.This directory has no front or back cover and is held together by its cloth spine. It contains over 1300 pages, however there may be some pages missing front and back of the directory which would have contained advertisements of some unknown shops. All the sides of this directory (except the spine) have advertisements and content information stamped on. The spine cover has been placed in the directory until further conservation work is carried out. It has gold coloured printing and in the central section, a gold coloured background with the words "Sands & McDougall's Melbourne Directory 1889." Contains usefull information, contact details for support organisations, public transport information and a map. The book has 32 pages and has a buff coloured paper cover. The workshops were opened in November 1917 by the Victorian Railways. It opened in response to political pressures from provincial groups for decentralisation, with the Victorian Railways preferring the cheaper option of expanding the existing Newport Workshops in suburban Melbourne. Furthermore, unemployment had risen in both Bendigo and Ballarat due to a decline in mining operations. The main work carried out was repairs and maintenance of existing wagons and locomotives, however during 1919-22 thirteen new steam locomotives were also built - eight DD class (1033 - 1037, 1047 - 1049) and five A2 class (1078 - 1082). From the 1950s onwards, numerous steam locomotives were scrapped at the workshops. During the years immediately following nominal dieselisation in 1968, they were, at times, cutting up locomotives at the rate of one every two to three weeks. The workshops were also the site of the first VR brass foundry, which was transferred to Newport by the 1960s. Also, throughout 1965, VLX louvred vans were constructed at the workshops, at a rate of one a week. Other tasks included spring manufacture, construction of stainless steel footwarmers, and assembly of pantographs for electric trains, with a staff of 720 employed during 1966. By the 1980s, refurbishment work was also being carried out on Melbourne suburban electric multiple units. The 1980s were also a time of restructuring, and on the breakup of the Victorian Railways the workshops passed to the State Transport Authority and then the Public Transport Corporation. With privatisation the workshops were closed, with the loss of 262 jobs. In February 1996, the workshops were taken over by A Goninan & Co. In October 1999 the workshops were purchased by Great Northern Rail Services, with A Goninan & Co remaining as a tenant. In February 2001 A Goninan & Co vacated the site. The workshops were redeveloped in 2002 at a cost of $6.5 million - $4 million from VicTrack, $2 million from the State Government Regional Infrastructure Development Fund and $500,000 by the City of Greater Bendigo. The Bendigo Rail Workshops at North Bendigo are currently used by Southern Shorthaul Railroad to maintain broad gauge rolling stock for Pacific National, V/Line, Metro Trains Melbourne and CFCLA.Typed document.
