The end paper at the front has come away from the spine which has five raised bands and Holy Bible written in gold lettering. Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853 a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fund raising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former court house in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historic books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historic Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed art works and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. The ship Carnarvon Bay bound from Liverpool to Sydney with a general cargo struck rocks off Stokes Point on the coast of King Island on Thursday 15 September 1910. On the day the crew used two lifeboats but were separated. One of them with Captain W. Griffith and 17 men was rescued by the SS Taracoola and brought back to Melbourne. Apprentice, R.J.N Filkin was amongst them (his name is listed on the Argus article relating the event (Monday 19 September 1910). In the article called "Welcome Shelter" it seems it was the first sea voyage for the young Filkin. The other boat with 15 men was lost for several hours. There was no casualties but the 3000 ton cargo was lost. The seamen were received at the Sailors Home then welcomed at the Mission by Reverend Haire as shown on a photograph publish in the Punch (22 September 1910). Reverend Gurney Goldsmith was in England at the time. The crew was invited to an evening of entertainment organised by artist Violet Teague at the Masonic Hall on the 19th of September. According to the article "Welcome Shelter" she was painting the "tableaux" at the Mission when the seamen were present, interviewed by the journalist. After the second world war there was a decision made to create a memorial for the 1939-45 War at the Shrine. A competition was held and 53 entries assessed. The first prize was shared between two submissions and the third prize money was also awarded. These two documents show that Legatee Kemsley was one of the Assessors who decided the basis of design for the memorial. The notes of a meeting of the Assessors show that Mr W. Balcombe Griffiths, Mr Marcus Martin, Colonel Kemsley and Sir Edmund Herring (Chairman of the Shrine Trustees) were present when the winning design was chosen. The design was later completed as the Forecourt in the shape of a paved cross, built in 1953, and the Cenotaph surmounted by a statuary group and the Eternal Flame. The memorial was dedicated and the flame set alight by Her Majesty Queen Elizabeth II on February 28 1954.A record of the decisions made by the committee that chose the design of the memorial for the 1939-45 war that was built as the Forecourt, the Cenotaph and the Eternal Flame at the Shrine of Remembrance. In the early stages of the Kiewa Hydro-Electric Scheme the State Electricity Commission took over the financial and construction responsibility of the Tawonga District General Hospital building at a cost of 27,000 pounds. This included the removal and re-erection of the ex-military Bonegilla ward from Wodonga while in addition they carried out all the necessary building works that allowed the hospital to operate as a functional unit. The work was completed and handed over to the Hospital Committee of Management on September 1, 1949. Local residents raised 3,400 pounds through fund raising. The balance was met by the SEC and the Hospital and Charities Commission. The initial project was to provide for a basic temporary hospital which was later to include an Operating Theatre, Offices, Store, Mortuary and a Nurse’s Home, until the establishment of a permanent medical premises. Following the opening, 455 patients were admitted to the Tawonga District General Hospital and 254 operations were performed in the first year. The hospital relocated to Mount Beauty in the former SEC administration offices located in the town centre. Official opening of the 18 bed Tawonga District General Hospital on April 29 in 1961. Alpine Health CEO Mr Lyndon Seys oversaw the opening of the new Mount Beauty Hospital in November 2001 alongside Board of Management President Mr Andrew Randell, other board members and politicians. The Kiewa Hydro-Electric Scheme the State Electricity Commission played a pivotal part in the planning and initial funding of the Tawonga District General Hospital, with a view to providing medical support for its many workers on the Hydro scheme. Later, spouse and family members of workers were also able to access medical assistance The hospital was originally located in Tawonga away from the majority of the patients as the Hospital and Charities Board was not prepared to have it within the SEC controlled area. The Tawonga South Tennis Club commenced in 1946 and was situated on the last property on the riverside before the Tawonga South bridge where there was also a kiosk. Tennis was very popular in the Kiewa Valley with the influx of players available from the Kiewa Hydro Electric Scheme. In the Bogong-Tawonga Tennis Association there were three Bogong teams - Cope, McKay and Beauty with the other teams from Tawonga called Wanderers, Rovers, Pines and South Tawonga. Reported in the SEC magazine, Oct--Nov. 1946 Page 45:- "The membership now totals eighty, and both Bogong courts are in continuous use during week-ends and in the evenings and early mornings." There were clubs & teams in Bogong, Mt Beauty and Tawonga. This trophy indicates that there was a tennis association at Tawonga South in 1950. In 1945 the Tawonga South school was set up to serve the children of the State Electricity Commission of Victoria employees. The school was extended from one room to two in 1955 to avoid congestion. This would indicate that the population would have been sufficient for a tennis club as well. In the SEC Magazine 1946 Page 45:- "South Tawonga Tennis Club has arranged social functions to raise funds, and working bees are busy on the erection of a tennis court. The president is Mr. N. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes.
