The book was written after a joint mission in 1987 of the ACTU and the federal Government's Trade Development Commission to examine economic outcomes of European countries – e.g. Sweden and Austria – alongside their labour practices. One of the major recommendations of the report is that the union movement might strengthen its collective power by amalgamations to create fewer but larger unions.
