Both of the architects involved in the 2.4-hectare Kinloch Gardens parkland development in Arthur Street, Eltham, are now living on the estate. The project was conceived by Eltham architect Ian Jelbart, whose family has owned the land for more than 100 years, and fellow architect Graeme Gunn, who in the 1960s was one of the creators of the Merchants Builders concept that set new trends in Melbourne housing. The $5 million project is based around two of the original buildings, on what was once a 100-hectare farm owned by the Jelbart family. Ian Jelbart always intended to continue living in the original homestead building, and now Graeme Gunn has moved into the big residence that once was the barn. Kinloch Gardens is designed to combine the more manageable land sizes increasingly demanded by buyers with ample "internal space, flexible floorplans, privacy and individuality of designs. Individual houses are placed on small separate allotments around an area of private parkland. The aim is to ensure total privacy, offer virtually unlimited views and parkland vistas, and remain aesthetically compatible with the local environment. Homes in four basic designs over either two or three levels are being sold off the plan, with prices ranging from the high $200,000s to the high $300,000s. Two have already been sold. Indication of land-only values The prices being asked for some vacant blocks offered for private sale provides an enlightening comparison of the relative "land only" values for homes sites in various areas. A 751 sq metre block on a new residential estate in Bentleigh/Carnegie is offered at $235,000, equivalent to $312/square metre; while in Merrett Drive, Williamstown, a 561 sq metre allotment offered for $169,000 carries a rate of $301/sq metre. Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973. SS0261 is the covering letter from Beth Little, dated 31/3/1969, which states: "Please fined enclosed the photographs I took of Landy's 80 yr. old home which was moved just before last Christmas to another site on their estate...it was built by some people by the name of Patterson and originally included the Byways Estate and other land which extended up to about Lillis Crt. Circa late 1800s early 1900s a horse-drawn plough, potato digger, is one example of the implements that were widely used by early market gardeners in the Shire of Moorabbin. The flat plate, seen to the right of the photo, dug down into the ground below the potatoes and "scooped" them up. Behind the plate, two driving chains on cogs, (these chains are missing from our exhibit), then "rocked' the dug potatoes to loosen the soil from the "spuds". The potatoes were then harvested by hand. Very large tracts of land in the Shire of Moorabbin were planted with potatoes. Harvesting commenced in October, into November and on into December. Potatoes were a necessary food staple. The market gardeners were always in a rush to be first to get their potatoes to market, and hence the best price. Some market gardeners were so keen to be the first to market, (and get the most money), that they dug their potatoes "green" (or new). The only downside of this practice was that these early potatoes had to be handled with extreme care as their skins were very loose, and came off easily - so decreasing their profits.As well as taking their produce to the Melbourne and St Kilda markets, they also sent produce off to Sydney markets. It is interesting to note that a group of Chinese market gardeners were the first to access the Sydney market. .Following the 'Dendy's Special Survey' 1841 and the Crown Land Sale of 1852, land allotments were sold to pioneer settlers who established market gardens in the area of Moorabbin Shire. During the 1850s gold-rush population boom the number of market gardeners increased significantly spreading throughout the Moorabbin Shire. Potatoes were considered a staple foodstuff, so crops were regularly sown throughout the whole Moorabbin area. Circa late 1800s early 1900s. The Sydenham gardens were set up in 1854 to provide an area of relaxation for diggers. A German, Mr Kraemer, made extensive plantings of ornamentals and fruit trees. The area expanded to 11 acres in 1865 and 25 acres in 1916. T O Hunter owned the gardens from about 1896 and initially it was used for many types of entertainment including, picnics, festivals and sporting events. It was situated off Holdsworth Road in what is now Jackass Flat. T O Hunter was a cordial manufacturer in Macrae Street, who was prominent in many sporting areas. He was President of the Bendigo Coursing Association and raced both dogs and horses. The Keoghs took up Lot 7 in the Village Settlement in 1905. John Keogh was a big Irishman and cleared many of the giant trees on his Lot 7. They had little water for their crops so grew gooseberries and red currants rather than the more valuable strawberries. Mrs Keogh (nee Cleary) inherited money in 1906 and they built a new weatherboard house. The original bush hut remained as the kitchen. Son James (Jimmie) married Mary Walsh, a teacher at the local school. Jimmie built the small shop on the triangle of land cut off when the CRB road went through. Jimmie and his wife left the district when he joined Victoria Police. Jimmie came back to the area and finally sold the land of Lot 7 to Rimington's Nurseries. He moved his family to Kilsyth. In 1939 the shop was moved across the road to be used as an office by the road builders. Stan Smith, then of 3 Vincent Street, on his father’s horse in Mont Albert Road in about 1916. Mr Charles Smith was an insurance officer whose area was from Burke to Elgar Road; he used his phaeton for transport. Oral testimony - Stan Smith: “We had a stable for the horse near the house and a yard but we tethered the horse at the end of a long rope on paddocks in Empress Road- the area from Mont Albert Road to Guildford Road. We used to put in an iron peg. Some horses were tethered similarly in various paddocks but not a lot of people had horses by this time. A few cows grazed around them.” The picket fence on the left and the trees were those of ‘Monserrat’ – the Parer home, now entered from 26a Wandsworth Road as the Mont Albert Road frontage was sold off many years ago. In 2007, Vision Australia sold it's iconic 557-563 St Kilda Road site. The historic bluestone building was in need of renovation and repair, had limited space for staff and clients and with more demand for services in suburban and regional areas, did not meet the needs of the national organisation. The purchaser was mainly interested in the Ormond Hall section, which they sub-divided off and sold to the tenant of the Belgian Beer Cafe. The remainder of the site was then sold on to another developer. Unable to quickly proceed with their plans on developing the site for residential buildings, the site fell into some disrepair in the interim which was when these images were taken. HE also started the Perseverance United gold claim. He married Anna Maria Theresia Heinz in 1857. In 1872 he sold the crushing plant for 75,000 pounds and took his family back to Germany. The initial partnership in a quartz crushing plant between Henry Koch, Simon Albert and Charles Wallin was dissolved in 1860 with Koch becoming the sole owner. In 1866 the crushing plant consisted of a 50 hp engine and 48 stamping heads capable of crushing 600 tons of quartz per week. By 1902 there were 72 stamps and this was by far the largest crushing plant in the area, serving many quartz mines. Henry Koch (1800-1889) was a German sailor who signed off when his ship reached Melbourne in 1851. Having heard of the gold discovery he proceeded to Bendigo where he was initially employed in puddling in the Myers Flat area. He was soon employed and then made partner in a quartz crushing plant that he became sole owner of in 1860. He was also landlord at the British and American Hotel and the Silver Mines Hotel. HE also started the Perseverance United gold claim. He married Anna Maria Theresia Heinz in 1857. In 1872 he sold the crushing plant for 75,000 pounds and took his family back to Germany. Throughout the 1840s there had been rumours of gold found in the area, but the evidence was suppressed. The authorities sought to keep the region as a quiet pastoral district, and feared that a gold rush could spark chaos and lawlessness among the largely convict population. In January 1849, former convict Thomas Chapman found a 38 ounce gold nugget in Daisy Hill Creek (7 km from Talbot) while working as a shepherd. He sold it to Melbourne jeweller Charles Brentani in early 1849. This was the first confirmed finding of gold in Victoria and kicked off a minor rush to the region. By late February 1849 thirty to forty trespassers were reported to have gathered at Thomas's former hut seeking gold before being disbanded by a party of police sent from Melbourne. Meanwhile, Thomas fled to Sydney, fearing trouble after his unauthorised sale of the gold that, according to the law of the time, was illegal. The first major rush in the area around current day Talbot occurred in December 1852 when gold was found in Daisy Hill, near what is now Amherst Cemetery (2km west of Talbot). News quickly spread and within a few weeks hundreds of miners from the nearby Castlemaine goldfields had arrived to try their luck. The next major gold find was in 1854 at Kangaroo Flat along Back Creek (1km out of Talbot). By November 1855 it was reported around 6,000 miners had taken up residence in what became known as Back Creek. But, as the gold dwindled, so too did the population and by end-1857 only a few houses remained. In 1859, a group of miners from Norway and Sweden led by Carl Hallen decided to look in an area just outside of Back Creek, previously thought barren of gold as it was un-forested. Their gamble was rewarded, and as the news spread, miners once again flooded into the area. Within 4 months of the Hallan Party's first shaft being dug, there were 50,000 people in the Back Creek region. To cater for this influx, streets were improvised in the area of the diggings - starting with what became known as "Scandinavian Crescent" along the edge of the actual diggings themselves.
