This is a framed photograph showing a key event in Warrnambool's history - the proclamation by Sir Arthur Stanley of Warrnambool as a city in 1918. Warrnambool was the fifth non--metropolitan town in Victoria to be declared a city and a large crowd gathered outside the Town Hall to see this event. Sir Arthur Stanley (Lord Stanley of Alderley) was an English nobleman, Parliamentarian and soldier who was the Governor of Victoria from 1914 to 1920. The photographer was Arthur Jordan who, like his father Joseph, was a prominent photographer in Warrnambool at the end of the 19th and the beginning of the 20th centuries and took many official photographs of civic affairs. The donor of the photograph, probably immediately after the event to the Warrnambool Museum at the time under the auspices of the Warnambool Mechanics' Institute, was George Mackay, a prominent Warrnambool lawyer, Councillor and Mayor. The Royal Australian Engineers (RAE) is a corps of the Australian Army (although the word corps does not appear in their name or on their badge). The RAE is ranked fourth in seniority of the corps of the Australian Army, behind the Staff Cadets, Armoured and Artillery Corps. The Corps was formed by the amalgamation of the various colonial engineer corps of the States and territories of Australia in 1902[2] and since then has served in various conflicts including World War I, World War II and the Vietnam War. The Corps has also served on numerous peacekeeping operations and is currently involved in the Australian contribution to the war in Afghanistan. The RAE provides combat engineering, construction and other technical support to the Australian Defence Force. One of the main roles of the Corps is to provide mobility and counter mobility capabilities to the Australian Army and its allies. This means enhancing the ability of friendly forces to move while denying movement to enemy forces. In order to provide these capabilities, engineers are required to conduct many tasks including penetrating minefields, locating and disarming booby traps, purifying water and building roads and bridges. This photograph, taken by Courtney’s Thelma Studios in Wangaratta, depicts Sergeant Arthur Loftus Maule Steele standing in the regalia of the Masonic Lodge. Before his death, Steele was a long term member of the St John’s Lodge of Masons where he was a Past Master and held office of treasurer for over thirty years. He was also a dedicated member of the Church of England and was an Electoral Inspector for Wangaratta. Steele was Sergeant of Police in Wangaratta for much of his life. He was one of 17 children born to Captain Robert Ball Steele and Mary Babington in Tours, France, in 1839. His parents were travelling at the time and soon after settled in Donegal, Ireland. At the age of 12, Steele was sent to the Military Academy of Dublin where he passed his examinations and prepared to enter the British Army. Steele met a bother of Robert O’Hara Burke and was advised to travel to Australia and join as a police cadet. Steele took the advice and travelled to Australia, arriving in Melbourne at the age of 17. He spend some time in a variety of employment including working as a clerk for the White Star Line. He entered the Victorian Police force in 1856. By 1864, Steele married Ruth Ingram Ballinger at Snowy Creek and worked at Omeo until being promoted to the mining centre of Beechworth, taking charge of the Yackandandah Station. Steele and Ballinger had ten children. Steele is well known in Victorian history for a variety of reasons, the most famous being the role he played in capturing Edward “Ned” Kelly at Glenrowan on the 28th June 1880. He also arrested Frank Neville (for the murder of a local resident Mr Nicholls) and Patrick Sheehan (first person to be executed in the Beechworth Gaol 1865 for the murder of James Kennedy at Rowdy Flat Yackandandah). He later worked on the case of Bridget Mepham (charged with the murder of her sister) at Wangaratta and retired from the Police force on the 1st of August 1896. In this retirement, Steele was a keen horticulturalist who enjoyed observing the habits and growth of new varieties cared for in his conservatory. Steele passed away in February 1914. This image has the potential to support current research on Sergeant Steele, the Masonic Lodge and photography during the c.1890s. Sergeant Steele is a well-researched member of the Victorian Police force and is known primarily for his involvement with the Kelly Gang. Therefore, depictions of Steele through photography can help to provide essential information about Steele outside of the Police force. This image has the capacity to inform about Steele’s involvement with the Masonic Lodge in Wangaratta. Therefore, it is important for what it can reveal regarding historic and social aspects. The Burke Museum is home to a large collection of Kelly centred photographs. These are badges or pieces of insignia that would have been worn on the collar or cap of members of the Victorian Volunteer Corps. This organization was formed in Victoria in 1867 with the object of fostering in young men leadership, discipline, loyalty and initiative through training programs and community service. The Victorian Volunteer Corps was established in Warrnambool in 1868 and units were initially based at the Warrnambool State School and the Warrnambool Grammar School. Later groups were formed in other schools and competed against each other in rifle shooting competitions, marching and parade skills etc. The Warrnambool groups were trained and assisted by members of the local adult Volunteer Corps. Today cadet groups are sponsored by the Australian Army and there is revived interest in Warrnambool in school cadet groups. These insignia items have no known local provenance but are of historical interest as mementoes of the Volunteer Cadet Corps that operated in Warrnambool from the late 1860s through to the early 20th century. .1 This is a bronze-coloured metal badge with gold lettering, a crown on top, a cross with stars in the middle section and laurel leaves around the outer edges. The two clips at the back are for attachment of the badge to a collar or cap. .2 as above except that this badge has been damaged and somewhat flattened. The term ‘puggaree’ originates from the Hindu word, ‘Pagri,’ meaning a turban or thin scarf of muslin. Intended for insulation, the puggaree was a traditional Indian head-wrap, adapted by the British for headdress worn in hot, sunny regions. During World War One (1914-1918) a plain khaki cloth band was worn and this practice continued until compulsory training was suspended in 1929. Following the introduction of Voluntary Training in 1930, new puggarees were issued to the Commonwealth Military Force with different coloured folds denoting Arm or Service. During World War Two, a flat type of band was issued. Troops who were on active service in the Middle East at the time introduced a folded puggaree as a distinguishing mark of active service. Later, the Army reverted to various types of plain bands, green dyed puggarees for example, for jungle warfare. However, the official puggaree at the conclusion of World War Two was still the flat band. The current puggaree has seven pleats, one for each state and one for the Australian Territories. It is made from light khaki coloured cotton and is worn on the slouch hat with a unit colour patch sewn on the right side. While the majority of the Australian Army wear the light khaki coloured puggaree, there are slight variations for members of the 1st Battalion, the Royal Australian Regiment, and the Corps of Staff Cadets. Soldiers of the 1st Battalion, the Royal Australian Regiment, wear jungle green puggaree. The dark green puggaree was introduced during the Battalion’s service in Malaya over the period 1959-61. Unable to get puggarees from Australia for an official parade; the task of producing them was given to the Battalion tailor, Mr. Mohavved Beseek. Mr Beseek used ‘bush shirts’ (common issue British field uniform at the time) to make the puggarees as he was unable to obtain the khaki material locally or from Australia. It is thought that the Commanding Officer, Lieutenant Colonel W. Morrow decided that the green puggaree would be the puggaree worn by the 1st Battalion, the Royal Australian Regiment, in Malaya. After the battalion’s return to Australia, the dark green puggaree was adopted for permanent use. Because the dark green puggaree is so distinctive, the battalion does not wear a colour patch. Royal Military College staff cadets wear a distinctive puggaree of olive drab colour. The puggaree has eight pleats, with seven representing each state and one for the Australian Territories. The eighth pleat signifies the graduation of the first international cadet through the Royal Military College who hailed from New Zealand. John Anning MacLeod John was born in Ballarat as the second generation of Ballarat MacLeod’s, with his grandfather arriving in Geelong on the Hornet in 1857 as an 11 year old child with his 60 year old father John and mother Mary aged 37 years and 5 brothers and one sister. He grew up on the corner of Drummond Street and Mair Streets, opposite what became St John of God hospital, at his parents house of Dunvegan. John entered Ballarat College as a junior student in 1923. He received 3rd in Form prizes in both 1924 and 1925. His sister Margaret, attended Clarendon Ladies College. The household employed a chauffeur, a cook, a gardener and a ladies maid to care for them. In the 1930’s his father lost his fortune in the collapse of the jute future’s market so the staff were dismissed and he left Ballarat to go to Geelong College as a boarder. He was an officer in the Geelong College cadet corps and joined the Army as a private and rose to the permanent rank of Major after meritorious performance in the intelligence area of operations. He served in North Africa, in Palestine, Egypt, Moratai, the Philippines, Java and New Guinea. He was awarded his Military MBE by King George VI for exceptional devotion to duty and for brilliant coordination work amongst the allied intelligence team. During the war he met Mary Monica Carrol Bateman, a lietenant in the 2/4th Army General Hospital at a dinner party in Brisbane. The couple had four children, Hamish John Torquil born in 1945, Rory Hugh Alexander born in 1947 and twins Ian Donald and Katriona Margaret born in 1948. After the Second World War he worked for Lumley’s Insurance Brokers in London for a couple of years to follow up his accountancy training and then returned to Ballarat due to his father’s failing health and took over the management of John MacLeod and Co, Wholesale grocers and Merchants in Lydiard Street, Ballarat. The business had been started by his great grandfather and they produced the famous Sirdar brand of products and a special tea blend called Afternoon Cup. There was a spice mill in nearby Market Street and there they roasted peanuts, coffee and ground spices for packaging and distribution to the small corner shops who were the mainstay of commercial grocery. In the 1950’s John MacLeod and Co merged with James McKay and Sons to form McKay MacLeod Pty Ltd., wholesale tobacco, wine and spirits and grocery merchants who also manufactured the Sunny South brand of sweet mustard pickles, brewed vinegar and tomato sauce. He introduced the semi-automated system for extensions and financial records on the Bradma plates that saved staff the problems of sorting out the calculations for sales tax, miscellaneous charges etc. that greatly sped up the transactions at the checkout points. A new warehouse and office complex was built in Mair Street east up near Humffray Street, with the manufacturing factory on the opposite side of the street. They had a shop in St Arnaud and one in Geelong which was the local wholesaler for supplying to the corner shops of the greater Geelong area. With the development of supermarkets the demise of the corner store began and so the sales profiles began to diminish. He unsuccessfully stood for Liberal Party pre-selection for the seat of Ballarat in 1948 and served on the Liberal state finance and executive team for many years before resigning over the issue of conscripts being sent to Vietnam. He was instrumental in leading a group of Ballarat academics in opposition to the Vietnam war and publicly resigned from the Liberal Party over their foreign policy. John MacLeod saw the writing on the wall of the business in the early 1970’s and suggested that the firm restructured with focusing on tobacco, wine and spirits. His partners did not agree and so he sold out and retired to Barwon Heads. After a few years of golfing and surfing he became frustrated and joined SCORE, the Service Corp of Retired Executives. In this role he worked for ten years in the Geelong area solving accounting problems for Geelong small businesses and so helped Beaumont’s bakery back onto its feet. He worked gentlemen’s hours of 10 am to 3 pm which allowed him to have time for a round of 9 holes on the golf course at the end of the day and to have a surf before breakfast. He fully retired at the age of 65 and had ten years of voluminous reading of local library books before dying of burns at the age of 75. His war record has been documented in other archives at the College. He was a member of the Naval and Military Club and of the Barwon Heads Golf Club. He had good crafting skills and built a series of steam driven boats for his four children that used to be sailed at home on Lake Wendouree, Lake Learmonth and on the sheltered waters of the Barwon River. The boats are now being restored to operational order to be sailed by his great grandson Grayson Girardi. Published in the Bendigonian 18th May 1916. J.H. McCOLL believed to be James Hiers McCOLL father of Lieut. Hugh McCOLL, C Coy 38th Battalion AIF. Pre war Hugh McColl spent 11 years in the junior and senior cadets and then 1 year as a Commissioned Officer in the local 67th Batt. He enlisted in the AIF with the rank of 2nd Lieut on 1.3.1916 aged 27 years 4 months. Embarked for England on 20.6.1916 and then France in November 1916. WIA on 12.10.1917 with concussion, hospital 7.4.1918 with sprained ankle, KIA by machine gun fire on 12.8.1918 during an advance near Proyart.
