This is a framed photograph showing a key event in Warrnambool's history - the proclamation by Sir Arthur Stanley of Warrnambool as a city in 1918. Warrnambool was the fifth non--metropolitan town in Victoria to be declared a city and a large crowd gathered outside the Town Hall to see this event. Sir Arthur Stanley (Lord Stanley of Alderley) was an English nobleman, Parliamentarian and soldier who was the Governor of Victoria from 1914 to 1920. The photographer was Arthur Jordan who, like his father Joseph, was a prominent photographer in Warrnambool at the end of the 19th and the beginning of the 20th centuries and took many official photographs of civic affairs. The donor of the photograph, probably immediately after the event to the Warrnambool Museum at the time under the auspices of the Warnambool Mechanics' Institute, was George Mackay, a prominent Warrnambool lawyer, Councillor and Mayor. The Royal Australian Engineers (RAE) is a corps of the Australian Army (although the word corps does not appear in their name or on their badge). The RAE is ranked fourth in seniority of the corps of the Australian Army, behind the Staff Cadets, Armoured and Artillery Corps. The Corps was formed by the amalgamation of the various colonial engineer corps of the States and territories of Australia in 1902[2] and since then has served in various conflicts including World War I, World War II and the Vietnam War. The Corps has also served on numerous peacekeeping operations and is currently involved in the Australian contribution to the war in Afghanistan. The RAE provides combat engineering, construction and other technical support to the Australian Defence Force. One of the main roles of the Corps is to provide mobility and counter mobility capabilities to the Australian Army and its allies. This means enhancing the ability of friendly forces to move while denying movement to enemy forces. In order to provide these capabilities, engineers are required to conduct many tasks including penetrating minefields, locating and disarming booby traps, purifying water and building roads and bridges. Francis Davis was the only former student of the Ballarat Junior Technical School to die during World War One. "Francis Davis was accorded a full military funeral, firing party, bugler and pallbearers. The coffin was draped in the Union Jack and surmounted in several beautiful wreathes sent from his brother 2/A.M. E.H. Davis (A.F.C Leighterton), officer of the A.F.C. Leighterton, Gloucester, Cadets of A.F.C. and many other personal friends of the deceased. The "Last Post" was sounded at the graveside, and the Rev. Major K.D. Norman C. of E. A.I.F. officiated. The grave was to be turfed and an oak cross erected by the A.I.F. London. Administrative Headquarters A.I.F. London were represented at the funeral. Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer. The business became Zilles Printers/Graphics and was in Armstrong Street and later Bell Street Ballarat. Items are work done for the Australian Defence Force bases at Portsea and Queenscliff. They were training bases - Officer Cadet School and Australian Staff College. Originally the base at Portsea was the Quarantine Station established in the late 1800s. International protocols required captains of arriving ships to provide a clean bill of health from the last port of call. If this was not possible all on board would be transferred to the Quarantine Station by boat for observations. This was to stop the spread of diseases such as cholera, small pox, typhoid fever, influenza and the plague. In 1952 it became a military training base - Officer Cadet School. The quarantine station still operated and the Army had to be prepared to evacuated in an emergency. This occurred in 1954 when 113 passengers on board the Strathaird were quarantined with smallpox. Cadets and staff came with their families and was a small township. Training for the Vietnam War was here, Now gone the remnants of the quarantine station and army activites can be seen. Under Point Nepean Community Trust. Fort Queenscliff dates from 1860 when it was an open battery known as Shortlands Bluff. The Garrison included volunteer artillery, engineers and infantry. It was a Coastal Defence Installation from 1883-1946. The base on Swan Island was part of this and soldiers from the Fort would go on detail to the Island each day. A permanent group with their families were housed there. The children would attend the local school in Queenscliff. It eventually became and still is a restricted area. In 1946 the Fort became home of the Army Command and Staff College. Officers came from overseas to train. Families would come with them and be accommodated in the main officers residence "Maytone" or private housing rented by the Army. Their children would attend local schools. Staff Colleges were all moved to Canberra. The term ‘puggaree’ originates from the Hindu word, ‘Pagri,’ meaning a turban or thin scarf of muslin. Intended for insulation, the puggaree was a traditional Indian head-wrap, adapted by the British for headdress worn in hot, sunny regions. During World War One (1914-1918) a plain khaki cloth band was worn and this practice continued until compulsory training was suspended in 1929. Following the introduction of Voluntary Training in 1930, new puggarees were issued to the Commonwealth Military Force with different coloured folds denoting Arm or Service. During World War Two, a flat type of band was issued. Troops who were on active service in the Middle East at the time introduced a folded puggaree as a distinguishing mark of active service. Later, the Army reverted to various types of plain bands, green dyed puggarees for example, for jungle warfare. However, the official puggaree at the conclusion of World War Two was still the flat band. The current puggaree has seven pleats, one for each state and one for the Australian Territories. It is made from light khaki coloured cotton and is worn on the slouch hat with a unit colour patch sewn on the right side. While the majority of the Australian Army wear the light khaki coloured puggaree, there are slight variations for members of the 1st Battalion, the Royal Australian Regiment, and the Corps of Staff Cadets. Soldiers of the 1st Battalion, the Royal Australian Regiment, wear jungle green puggaree. The dark green puggaree was introduced during the Battalion’s service in Malaya over the period 1959-61. Unable to get puggarees from Australia for an official parade; the task of producing them was given to the Battalion tailor, Mr. Mohavved Beseek. Mr Beseek used ‘bush shirts’ (common issue British field uniform at the time) to make the puggarees as he was unable to obtain the khaki material locally or from Australia. It is thought that the Commanding Officer, Lieutenant Colonel W. Morrow decided that the green puggaree would be the puggaree worn by the 1st Battalion, the Royal Australian Regiment, in Malaya. After the battalion’s return to Australia, the dark green puggaree was adopted for permanent use. Because the dark green puggaree is so distinctive, the battalion does not wear a colour patch. Royal Military College staff cadets wear a distinctive puggaree of olive drab colour. The puggaree has eight pleats, with seven representing each state and one for the Australian Territories. The eighth pleat signifies the graduation of the first international cadet through the Royal Military College who hailed from New Zealand. John Anning MacLeod John was born in Ballarat as the second generation of Ballarat MacLeod’s, with his grandfather arriving in Geelong on the Hornet in 1857 as an 11 year old child with his 60 year old father John and mother Mary aged 37 years and 5 brothers and one sister. He grew up on the corner of Drummond Street and Mair Streets, opposite what became St John of God hospital, at his parents house of Dunvegan. John entered Ballarat College as a junior student in 1923. He received 3rd in Form prizes in both 1924 and 1925. His sister Margaret, attended Clarendon Ladies College. The household employed a chauffeur, a cook, a gardener and a ladies maid to care for them. In the 1930’s his father lost his fortune in the collapse of the jute future’s market so the staff were dismissed and he left Ballarat to go to Geelong College as a boarder. He was an officer in the Geelong College cadet corps and joined the Army as a private and rose to the permanent rank of Major after meritorious performance in the intelligence area of operations. He served in North Africa, in Palestine, Egypt, Moratai, the Philippines, Java and New Guinea. He was awarded his Military MBE by King George VI for exceptional devotion to duty and for brilliant coordination work amongst the allied intelligence team. During the war he met Mary Monica Carrol Bateman, a lietenant in the 2/4th Army General Hospital at a dinner party in Brisbane. The couple had four children, Hamish John Torquil born in 1945, Rory Hugh Alexander born in 1947 and twins Ian Donald and Katriona Margaret born in 1948. After the Second World War he worked for Lumley’s Insurance Brokers in London for a couple of years to follow up his accountancy training and then returned to Ballarat due to his father’s failing health and took over the management of John MacLeod and Co, Wholesale grocers and Merchants in Lydiard Street, Ballarat. The business had been started by his great grandfather and they produced the famous Sirdar brand of products and a special tea blend called Afternoon Cup. There was a spice mill in nearby Market Street and there they roasted peanuts, coffee and ground spices for packaging and distribution to the small corner shops who were the mainstay of commercial grocery. In the 1950’s John MacLeod and Co merged with James McKay and Sons to form McKay MacLeod Pty Ltd., wholesale tobacco, wine and spirits and grocery merchants who also manufactured the Sunny South brand of sweet mustard pickles, brewed vinegar and tomato sauce. He introduced the semi-automated system for extensions and financial records on the Bradma plates that saved staff the problems of sorting out the calculations for sales tax, miscellaneous charges etc. that greatly sped up the transactions at the checkout points. A new warehouse and office complex was built in Mair Street east up near Humffray Street, with the manufacturing factory on the opposite side of the street. They had a shop in St Arnaud and one in Geelong which was the local wholesaler for supplying to the corner shops of the greater Geelong area. With the development of supermarkets the demise of the corner store began and so the sales profiles began to diminish. He unsuccessfully stood for Liberal Party pre-selection for the seat of Ballarat in 1948 and served on the Liberal state finance and executive team for many years before resigning over the issue of conscripts being sent to Vietnam. He was instrumental in leading a group of Ballarat academics in opposition to the Vietnam war and publicly resigned from the Liberal Party over their foreign policy. John MacLeod saw the writing on the wall of the business in the early 1970’s and suggested that the firm restructured with focusing on tobacco, wine and spirits. His partners did not agree and so he sold out and retired to Barwon Heads. After a few years of golfing and surfing he became frustrated and joined SCORE, the Service Corp of Retired Executives. In this role he worked for ten years in the Geelong area solving accounting problems for Geelong small businesses and so helped Beaumont’s bakery back onto its feet. He worked gentlemen’s hours of 10 am to 3 pm which allowed him to have time for a round of 9 holes on the golf course at the end of the day and to have a surf before breakfast. He fully retired at the age of 65 and had ten years of voluminous reading of local library books before dying of burns at the age of 75. His war record has been documented in other archives at the College. He was a member of the Naval and Military Club and of the Barwon Heads Golf Club. He had good crafting skills and built a series of steam driven boats for his four children that used to be sailed at home on Lake Wendouree, Lake Learmonth and on the sheltered waters of the Barwon River. The boats are now being restored to operational order to be sailed by his great grandson Grayson Girardi. John MacLeod saw the writing on the wall of the business in the early 1970’s and suggested that the firm restructured with focusing on tobacco, wine and spirits. His partners did not agree and so he sold out and retired to Barwon Heads. After a few years of golfing and surfing he became frustrated and joined SCORE, the Service Corp of Retired Executives. In this role he worked for ten years in the Geelong area solving accounting problems for Geelong small businesses and so helped Beaumont’s bakery back onto its feet. He worked gentlemen’s hours of 10 am to 3 pm which allowed him to have time for a round of 9 holes on the golf course at the end of the day and to have a surf before breakfast. He fully retired at the age of 65 and had ten years of voluminous reading of local library books before dying of burns at the age of 75. His war record has been documented in other archives at the College. He was a member of the Naval and Military Club and of the Barwon Heads Golf Club. He had good crafting skills and built a series of steam driven boats for his four children that used to be sailed at home on Lake Wendouree, Lake Learmonth and on the sheltered waters of the Barwon River. Andrew Wauchope initially trained as a naval cadet. After three years he obtained his discharge and resolved to enter the army. In 1881 he served on the staff in the Transvaal War. In 1885 he returned to Scotland to manage his family estates which he had recently inherited. The coal mines were highly productive and as a result he became one of the richest men in Scotland. He was promoted to Colonel in 1888 and given command of the 2nd Battalion of the Black Watch in 1894. Promotion to Major-General occurred in 1898. He was appointed to command the 3rd (Highland) Brigade in the South Africa War, which saw action at Belmont and Modder River as part of the force sent to relieve Kimberley. Pushing further, they again encountered the Boer force at Magersfontein. In the resulting Battle of Magersfontein, the Highland Brigade was ordered to make a dawn attack on the Boer defences. However, the force was spotted before it was prepared to attack and faulty reconnaissance meant that the enemy positions were not properly located. Under heavy fire it struggled to deploy action. Wauchope was killed by rifle fire in the opening minutes of combat. It held its position for a short time after Wauchope's death. It was leaderless and no-one would take command until late afternoon and despite the Guards Brigade being in support, in the early afternoon it was routed.
