This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. This is a Federation certificate showing the signatures of the Shire of Warrnambool personnel who signed the addresses presented by the Municipalities of Victoria to the Duke of York and the Governor-General in 1901 on the occasion of the Federation of the six colonies in Australia. This was a highly significant event in Australia’s history and Warrnambool shared in this occasion by voting overwhelmingly in the Referendum in favour of Federation. This certificate shows the official local government acceptance of the inauguration of the Commonwealth of Australia and the regard for matters of Empire and the representatives of British Royalty. It also has the signatures of the Shire personnel, many of whom were prominent men in the Warrnambool district in the early 20th century, especially Gideon Nicol, James Lindsay, Alexander Rollo and John Glasgow. It was reported in the Warrnambool Standard at the time that this certificate had been designed and illuminated by Victor Henry, an art student from Warrnambool and the son of one of Warrnambool’s Councillors, This is a certificate indicating that the Shire of Warrnambool Councillors signed the Addresses presented by the Municipalities of Victoria to the Duke of York and the Governor- General in January 1901. The certificate is mounted on card with paper binding on the edges and contains the signatures of the President of the Shire of Warrnambool, nine Councillors and the Shire Secretary. It is highly ornamented with lithographs of the crests of the six States of Australia, an archway , an image of a woman representing the British Empire, a lion, a British flag and the crest of ‘United Australia’ and other symbols. The printers of this copy were Sands and McDougalls of Melbourne. The certificate is coloured in mostly yellow, green and brown tonings. Upon graduating, Watson taught at the Murtoa High School, living with her parents until their deaths in 1972 and 1988 when she was 74 years old. Percy Richards taught Architecture and Building Construction at The Ballarat Art School - a division of Ballarat School of Mines from 1918-1921. He was responsible for the design of a number of buildings in the district. This item is the "Specification of work required to be done and materiaals required for construction of the new A.N.A. Building at the corner of Sturt, Albert and Lewis Streets, Ballarat. Prepared by and to the satisfaction of P.S. Richards, A.R.V.I.A. Architect and subject to the General Conditions of Contract." "BALLARAT CITY A.N.A. BALLARAT, Wednesday — The Ballarat City branch, A.N.A., which was formed nearly 50 years ago, ranks fourth on the association records, but several of the members were prominent in establishing the association in Melbourne a year or two earlier. On the past half-year's operations the total funds increased by £1558/18/3 to £29.389/11/11. The membership now totals 949. The committee recommended that as the property at the corner of Sturt and Albert Streets, which had been intended as the site of a new hall, had been sold, steps should he taken to remodel the present hall, and bring It up to date. The Mural is a picture in wool of the origin of the Ballan district and is made of pure wool donated by local growers.The centre panel is a reproduction of a sketch by Emma von Stieglitz in 1852 of the Ballan General Store. The ram's heads symbolise the importance of wool to the area and the circular shapes the transport of the day. Mrs Grace Slocombe designed the Mural, fifty-three local craftswomen (and one man) began the work in November 1981, and the finished work was exhibited at the 1982 Ballan Arcadian Arts Festival. The Mural was also exhibited at the 1982 Royal Melbourne Show then went on a tour of of various country areas in Victoria. In the days before television advertising and the WWW, commercial artists such as John Whittenbury designed posters, railway billboards and trade exhibitions advertising products and services to the masses. Whittenbury’s series of quirky Christmas mail posters for the Post Masters General Office, now known as Australia Post, were displayed in post offices across Australia. Edith (Alice) WATSON (1914–2010) Murtoa | Australia The monogrammed initials on these buttons are for Alice Watson. Alice Watson studied at the Ballarat Technical Art School (at the School of Mines, Ballarat) from 1930 until 1933. Watson sat several departmental exams, including drawing and painting plant forms from nature, lettering, Composition of Form and Colour and advanced General Design, as well as dressmaking and embossed leatherwork. Her folio applies many Australian native floral elements to design. Upon graduating, Watson taught at the Murtoa High School, living with her parents until their deaths in 1972 and 1988 when she was 74 years old.
