In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. The centre was situated in Liebig street at the Town Hall and was open three days a week to offer advice to mothers regarding their babies. and Sister Riley was in charge. Miss Florence Lake who opened the centre was a well known resident of the town and generous benefactor of the Warrnambool base hospital.. Florence along with her sister inherited the Lyndoch estate from George and Annie rolfe in 1920. She was well known around the district for her good nature and humour. As her sister married and moved to Italy, she continued to run Lyndoch as it had always been. She died in November 1946 This plaque has historical and social significance as it notes the time in the history of Warrnambool when health came to the fore of public interest and importance. It also commemorates one of Warrnambool's better known citizens and the beginnings of the maternal health system in the cityThis heavy stone plaque grey in colour, with polished surface, is rectangular, with lettering cut and coloured in gold. all the lettering is in capitals. A keen photographer, he recorded the changing face of Kew over a 20 year period. Apart from 30 photographs of built structures and places in Kew dating from 1960 and 1961, 145 of his 35mm colour slides chronicle the development of the Eastern Freeway through the Yarra Valley over a five year period from c.1972 to c.1977. This important collection was donated to the Society by his granddaughter in 2025.This collection of 175 35mm slides is of local and statewide significance, owing to its subject matter, particularly the major development of road transport infrastructure during the 1970s with the construction of the Eastern Freeway. The photographer also took care to annotate and date most of his slides which enable the researcher to pinpoint temporal and spatial locations.A photograph providing a visual contrast of the pre and post-World War II architectural styles of the Denmark Street Baby Health Centre and two of the Country Roads Board office buildings. Each was built on part of the land fronting the Kew branch line. In May 1939, the Railway Commissioners agreed to lease a site at the Kew Railway Station for a Baby Health Centre. The single-storey cream brick building was designed by Roland Chipperfield. The Country Roads Board (1913–83), later renamed VicRoads, transferred its headquarters from the Royal Exhibition Building to Kew in 1961, following the completion of two modernist eight-storey office towers in 1960. Baby Health Centre in the Surrey Gardens, 1982 Photograph Ken Hall Ken Hall ...The Baby Health Centre opened in the Surrey Gardens in 1930 on the site previously occupied by the screen for outdoor pictures. Previously during the 1920s it had operated in the room underneath the rotunda in the Surrey Gardens. The room was also shared by other groups including the Surrey Hills Progress Association (SHPA). The SHPA raised 200 pounds to provide the materials for the building, which was built by voluntary labour under the leadership of Ralph Hayes, a local builder. The foundation stone was laid by Mrs A Latham, Mayoress of Camberwell on 31 March 1930. There is a bottle containing the names of the committee members sealed in the pillar behind the memorial stone. The centre was managed by a committee until 1975. Maternal health nurses associated with the centre included Sister D Thompson, Sister Newnham, Sister Kelsell, Sister Barker, Sister Sharp and Sister Bolton. Ref: Mrs D Lancashire - a long-serving member of the committee. The site of the Surrey Hills Maternal and Child Health Centre was moved to 18 Verdun Street, adjacent to the pre-school, in accord with Council policy to co-locate services and from a concern regarding solo staff working in relatively isolated locations. The building was included in the heritage overlay protecting the gardens and was refurbished by Council for community use. The cairn commemorates the work of Cr Albert Ernest Vine who was a Camberwell Councillor from 1926-1934 and 1937-1944; he was also Mayor on 1940-41. It followed a lease of a house at 50 Willsmere Road. The Peel Street building was designed by Mr Chipperfield. Messrs McIntosh and Taylor were the successful tenderers, the price being 1,240 pounds. The North Kew Baby Health Centre was finally opened on 18 June 1930 in the presence of the mayor, councillors and citizens of Kew, and representatives of the Infant Welfare Council. A report in The Age of 19 June described the opening in detail as well as the features of the new Centre. These included: "The rooms ... filled with flowers, pink and mauve hydrangeas and native heath, and the walls are adorned, with a charming frieze, representing windmills, flocks and a fairy tale goose girl. On the walls are hygiene editions of the funniest of Belloc's "Cautionary Tales" revised as posters, Outside there is promise of a gay garden, and a lovely view of green fields sloping to a shining bend of the river." The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967.
