The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. This is a wall decoration intended for a child's room or centre. It shows Humpty Dumpty and a girl nursery rhyme character and is believed to have been on the wall in a children's ward at the Warrnambool Hospital. The painters were A&A Henderson of Ballarat, believed to be Angus and Andrew Henderson who had a sign-writing and house decorating business in Ballarat in the early to mid 20th century. The business operated under the name Henderson Brothers. Angus Henderson was a well known Ballarat signwriter who taught signwriting at the Ballarat Technical Art School in the 1940sThis is a piece of cream canvas material on which are painted two nursery rhyme figures in various colours. The plaque was erected at the Mair Street campus following amalgamation of the two schools in 1974. The senior campus was established with the express aim of encouraging students to take responsibility for their own learning (Golden heritage p. 274). Adult students also attended business school at this campus. The 1989 school evaluation report recommended the return of senior students to the Sturt Street campus and the Mair Street property catered for Kindergarten to Grade 6. The honour board represents a significant era of the school's development and its continued openess to new ideas and disciplines for learning. The Ballarat College of Advanced Education was formed by the merging of the State College of Victoria at Ballarat (SCVB) and the Ballarat Institute of Advanced Education (BIAE). The parent body of BIAE was the Ballarat School of Mines, founded in 1870 to train personnel for mining activities. The first awards at diploma level were made in 1896 in the branches of English, Metallurgy and Geology. Over the years the range of courses broadened to include Art, Physics, Business Studies, Humanities and Librarianship. The tertiary division of the School of Mines was relocated to Mount Helen in 1970. The SCVB was established in 1925 by the Education Department as the Ballarat Teachers' College. It was one of two provincial teachers' colleges to be established. The first courses were concerned with primary teaching and manual arts but later the subject areas of Physical Education, Environmental Sciences, Music, Art and Craft became major strengths. The merger took place in 1976 and by 1980 all staff were located at the Mount Helen Campus. In 1988 Student accomdation included: * Mount Helen - 290 individual furnished study/bedrooms arranged in units of ten to fourten rooms. $64.05 including 4 evening meals * Gillies Street - 56 individaul study/bedrooms in two blocks each containing kitchen/dining room areas, a common room, as well as bathroom areas. Carolyn Blackman took up an appointment to teach Chinese at the University of Ballarat (UB) c1992. During her time at UB she developed, coordinated and taught Chinese language and associated Asian studies. She was the Director of Asian Studies Unit, University of Ballarat. Prior to this Carolyn was a broadcaster in Chinese at Radio Australia. She moved to Singapore in 1968 and worked in broadcasts of Radio Singapura. She was also a foreign correspondent in Taiwan. In 1976 Carolyn Blackman set up Chinese language and studies at Melbourne Grammar School. Carolyn was appointed Director of the Centre for International Business at UB, and served on the Victorian Executive of the Australia China Business Council.
