It was initially called the Junior Plain English Speaking Award (JPESA) and later called Legacy Junior Public Speaking Award (LJPSA). Schools were eligible to send along up to 4 representatives to compete in a preliminary round. This programme is from the 1990 Victorian finals at the MMBW Theatrette on 21 June. The Victorian winner in 1990 was Felicity McMahon from the Catholic College Bendigo who spoke on 'Old Age'.
