... Bendigo amalgamation Councillor Phillip Eddy Rural City of Marong ...Marong was first incorporated as a road district on 27 August 1861, and became a shire on 23 December 1864. On 1 October 1915, the Borough of Raywood, which was gazetted on 17 January 1865 on 23.31 square kilometres of land 28 kilometres north of Bendigo was united with Marong. On 1 October 1990, the Shire of Marong became a rural city, under the Local Government Act 1989. In a report on 17 February 1994, the Local Government Board recommended that the five councils in the Bendigo region merge to form a "super city", with a population of about 81,000. Marong, Eaglehawk and Huntly had earlier objected to the proposal, and the Board noted a weak no vote against the merger proposal in a referendum in the region; about 70% had voted against, but with a turnout of between 30% and 40% of eligible voters. The three councils filed a writ in the Supreme Court, alleging failure to follow process by the Minister for Local Government, Roger Hallam, but by the time the new "super city" was announced, the writ had not yet been heard, and on 24 March 1994, the Rural City of Marong successfully applied for an injunction blocking the publication of the gazette the following day abolishing the five councils and appointing three commissioners. The government responded by introducing legislation, the City of Greater Bendigo Bill 1994, to Parliament, to effectively override the Supreme Court action, with Hallam saying "the bill would make clear that the Government is determined to achieve its objective for a more efficient municipal structure for the Bendigo region." Marong mayor Robert Hynes described the action as "terribly disappointing", adding, "One way or another, I believe it does mean an end to our fight... it seems the Government are above the law to me." On 6 April 1994, Marong voted to drop the Supreme Court action, effectively in doing so voting itself out of existence, and on 7 April 1994, the Rural City of Marong was abolished, and along with the City of Bendigo, the Borough of Eaglehawk and the Shires of Huntly and Strathfieldsaye, was merged into the newly created City of Greater Bendigo. MBE, MID, Mayor of Bendigo Councillor Clark Jeffrey... with a march past the guests of honour, Mayor of Bendigo Councillor ...The Freedom of Entry to the City was an honour conferred by the Bendigo City Council to the AHQ Survey Regiment on the 20th of April 1970. The unit was granted for the first time the privilege of marching into the city with swords drawn, bayonets fixed and drums beating. The honour is usually bestowed upon local regiments, in recognition of their dedicated service, and it is common for military units to periodically exercise their freedom by arranging a parade through the city. The Freedom of Entry Parade occurred on the 14th of June 1970 led by the Regiment’s CO – LTCOL Bill Sprenger MID, MBE; the unit marched up View St in the CBD to the Queen Elizabeth II Oval. The ceremonial parade followed with a march past the guests of honour, Mayor of Bendigo Councillor Clark Jeffrey and military dignitaries. The parade concluded after formal inspections of the troops. A ceremonial scroll was presented to the Bendigo City Council to the AHQ Survey Regiment citing the occasion and was proudly displayed in the entry foyer to Fortuna Villa up to October 2008. The Regiment continued to exercise its Freedom of Entry with anniversary parades in 1977, 1980, 1985, 1990 and 1995. This forty second Annual Report provides a detailed account of finances, building and maintenance works. The report also provided information on the number of people admitted, their occupation, residence area, operations undertaken. The largest number of patients were listed as those doing domestic duties (522), with labourers (333), miners (264) and school children (220) making up the top four from a total of 1886. James Buick was the Resident Surgeon during this year and his report states that the number of in-patients by far exceeded any previous years with the Hospital at full capacity most of the time. A typhoid and a measles epidemic added to the strain on resources. His father, George, established a soft drink factory in Numurkah, producing "Taraxale". George Jnr., joined his fathers firm in 1898 and moved the factory to Bendigo in 1909. In 1909 he married Hilda Leed. His interests expanded and by 1918 he was an auctioneer in Rochester before becoming a real estate agent in Bendigo in 1921. His business empire expanded to include a Ford dealership and a service station in Bendigo in 1924. In 1938 he became a Bendigo councillor, a position he held for 20 years. During this time he served as Mayor in 1940,1947 and 1951.A black and white photograph and a colour drawing of Cr. George Pethard home in High Street, Golden Square. Date unknown. In 1916 he founded the firm E M Vains and Co with his brother Sidney and they operated from Hargreaves Street in Bendigo with branches in Elmore, Mitiamo, Dingee, Knowsley, Heathcote and Prairie. E. M. Vains was a member of the City Council from 1922 - 1926 and was elected Mayor on August 29th, 1924. He played a prominent role in many of the City's community and industry groups and was a member of the Rotary Club which was founded in 1925 and a member of the Corona Lodge of Freemasons.
