A4 size wire-bound book compiled by Bryce RaworthINTRODUCTION: This heritage impact assessment (HIS) was prepared at the request of the City of Maroondah, the owner of the subject property at 1 Bedford Street (sic), Ringwood. It relates to a proposal to demolish the existing shop on the site and construct a multi-storey car park incorporating a commercial tenancy at the lower levels. It reviews the significance of the existing building on the site and the contribution it makes to the surrounding streetscapes, then comments on the heritage impacts of the proposed demolition in the context of the significance of the place and broader considerations. This office has previously provided an Historical Overview of the subject site (June 2020) and this assessment draws upon that previous research and analysis. The report has been prepared by Guy Murphy and Bryce Raworth. CONCLUSION: The proposed demolition of the former Blood Brothers Store at 1 Bedford Street (sic), Ringwood and the construction of a multi-storey car park on the enlarged site will result in the loss of some significance to the Heritage Overlay. The degree of loss is moderated by the partial intactness of the store, its modest character and the loss of its original setting, as well the proposal to implement a heritage interpretation strategy for the site. When considered in the context of the broader range of urban planning considerations and broader net community benefit, the proposed development is supported with respect to heritage impacts. -

These Medals were awarded to Frederick Bryce who served in the AIF during WW1 with 14Bn, Regimental No 3362 and WW2 Regimental No VX35011, unit not known at this time, however the Africa Star is part of the collection. According to records is appears that Frederick Bryce was 16 years 1 month on enlistment to WW1. The chimney extension on what was the former Carlton and United Breweries boiler house at Ballarat installed in 1972 and it is constructed of a special formulation of fibreglass reinforced plastics designed to operate at elevated temperature (ie boiler flue gas). It is thought to be one of 26 or 28 fibreglass boiler chimneys designed and installed in Victoria in the 1970s, and is thought to be one of the last to be removed. In its day the fibreglass chimney extension was at the cutting edge of fibreglass technology and is therefore well worth retaining. Removal of the chimney extension to the brick chimney outside the brewery building was deemed necessary to prolong the life of the chimney, and also because the fibreglass extension had reached end of life and posing a possible threat. According an Engineering assessment, fibreglass structures have a life expectancy of between 20 years (when fatigue loaded) and up to 100 years (static loaded). We don’t know when it was added to the chimney but believe it was most likely in the early 1970s. Given that it is subject to wind load and often observed to be moving in the wind it is likely that it will be at the end of its life. The chimney will be made good and we have the necessary planning approvals in place to undertake the works. The chimney extension was removed on 13 November 2015 in accordance with a planning permit obtained by the University. The extension is believed to have been added in the 1970s and was predominantly made from fibre glass. The structure was removed for safety reasons and to preserve the integrity of the historic brick chimney which supported it. Roy Kyle started writing his remarkable memoirs at the age of eighty-nine and almost completed his story before he died. Bryce Courtney was asked if he would edit Roy's work with the view to it being published. Roy Kyle was a typical Anzac, fiercely patriotic and prepared to give his life for King and country. He couldn't wait to have a go and enlisted at seventeen, a year underage, and found himself in a trench in Lone Pine on his eighteenth birthday. The battle of Lone Pine, more than any other, established the legend of Gallipoli and was where a new nation was called upon to test its courage. This is a miniature book and container which was known as ‘the Smallest English Dictionary in the World’. It is a copy of a Dr Johnson dictionary. It was intended to be worn as a locket and sold with an accompanying magnifying glass. It was an advertising feature for the Pears Soap company. This item has no local significance but it is a very interesting one, showing the type of novelty adornment popular in the late Victorian era. This is a miniature book with a red leather cover and 384 pages. The name of the book and the name ‘Pears’ are stamped in gilt on the covers. The book is enclosed in a silver-coloured metal container with a thickened glass window in front to view the title of the book. The glass acts as a magnifier. The container has a hinged closing device. It has a ring at the top to attach the item to a chain or belt. Falls Creek Primary School Prior to 1965, couples with small children would move away from Falls Creek due to there being no school facilities in the village. In the mid 60's a few families with school age children established themselves in the village, and a need arose for a school to encourage them to stay. An enrolment of seven children and a building was required before the Education Department could become involved. The Management Committee of the day gifted the families some land (still the site of the Falls Creek Primary School No. 5067) and fundraising began. The original committee consisted of the Steven family (two children), the Lee family (three children), the Caddie family (no children), the Carroll family (no children), and the Alston family (children?). After two years of community based, yet dubious fundraising methods (including weekly gluhwein parties, keg parties and numerous raffles), enough money ($1,300) was raised and an unused SEC building in Mt Beauty was bid on and won. Due to the condition of the road up to Falls Creek, it had to be dismantled and reassembled up the mountain. Unfortunately, the building was delivered to Falls Creek too late into the season to be erected but the following summer, with no money available to hire builders, working bees began, beer was on tap, and BBQs were cooked, and a crude schoolroom with an oil heater donated by Cecil Dobson from Winterhaven was erected. The first teacher hired was an Alaskan woman who agreed to a wage of $10 per child per week. Due to minimal resources the children were sent home at different times of the day in order to warm up and have a meal. Through the winter of 1971 many government departments were lobbied and it was decided that if the building could be finished to the Education Departments standards then they would provide a government endorsed full time teacher. The three main site holders (Bob Lee, Cecil Dobson and Dick Humphries) took out a loan and the school was refurbished and opened as the 'Bob Scott Memorial Hall' in time for the 1972 season. Maree Keele was the first Head Teacher. After three years of fund raising by the school committee the hall was paid off in full. After many years in the original building the Education Department took control of the school, updated the classrooms and provided accommodation for the teachers. In 1982, discussions began surrounding construction of a 'new' Falls Creek Primary School, a joint property with the community and the Education Department. After it was decided that the funds could not be raised fully by the community ($150,000), the Department constructed a new facility and students moved in on 1st July 1985.This image is significant as it is representative of the children who have attended Falls Creek Primary School and their families who work to establish an education facility in Falls Creek.A coloured photo of a group of students gathered outside Falls Creek Primary School No. 5067 held in the Bob Scott Memorial Hall.
