Wikipedia (https://en.wikipedia.org/wiki/Communist_Party_of_Australia) describes the Party as originating in 1920 although the beginning of these records precedes that date by five years. It is also noted that the party officially dissolved in 1992, although the record held ceases at 1954 when the funds were transferred to Building Trades Federation Trust Account. The records are contemporaneous with Robert Menzies' attempted ban of the Party in 1951. The records cease in 1954 which was a time of active paranoia in Australia about Communism. The illuminated signs in this photograph were erected over the main Lydiard Strert entrance to the Ballarat School of Mines somewhere around 1960. The signs were erected by Principal Harry Arblaster in an attempt to emphasis the Diploma Courses were of a tertiary level. In the early years of the 20th century adequate technical education was lacking and became a focus in the Victorian Parliament. After much debate and discussion among politicians and educationalists, the 1910 Education Act No 2301 was passed, making possible the establishment of new technical schools to address the dearth of skilled trades people. In July 1912 Collingwood Technical School opened in the modified bluestone buildings at 35 Johnston St, originally built in 1853 as the Collingwood Town Hall and Court House. Within three weeks, there were 57 boys enrolled - studying preliminary carpentry and pattern-making, plumbing, engineering, sheet iron work and bricklaying. They attended two hours a night on three evenings a week. In 1913, the school opened its doors to juniors and took residence in new permanent buildings erected on the site. It was classified as a trades school by the State Education Department. Two years later courses in electrical wiring and electrical and mechanical engineering were introduced. In 1988 Preston College of TAFE and Collingwood College of TAFE merged to become Northern Metropolitan Institute of TAFE (NMIT). The M.B. John Trade–Art building (Albert Street front) of SMB was officially opened by the Hon. John Cain, Premier of Victoria, in the presence of Morgan B. John. Programs include 3 Dimensional Art, Painting & Decorating, and Engineering Trades. (SMB Institutional Plan 1989) The M.B. John Building (Building K), a three storey, face red brick, restrained Late Twentieth Century International styled building with an elongated, cuboid form (defined by the parapeted facades) that is offset by projecting exposed concrete framed, round‐arched entrance and stair wells on the east (Albert Street) elevation (the centrally located entrance breaking the brick façade with glazing). The facades are also characterised by banks of aluminium framed, horizontal ribbon windows, which wrap around the building corners. Metal shades project beyond the windows, while post‐supported bullnosed verandahs and hoods and projecting concrete stairs are other features. On the west elevation, the cuboid façade is punctuated by projecting curved concrete and glazed, elongated bays at first floor level. Morgan Bevan John was a president of the Ballarat School of Mines for many years. In 2014 the building was used for Ceramics and 3D Art, other former uses now being carried out in the Skills Centre.
