While the recording clearly has local significance, it is also of national and international significance due to the content of the Prime Minister's address. The focus of his speech is the nature of Australian democracy and its strengths, deriving from universal suffrage and the acceptance of democratic values by the Australian population, gained through historic participation in democracy at local, state and federal levels. RG Menzies mounts a strong case for each level of government having value in the development of Australian democracy. He also describes the emerging democracies of Africa in the period following decolonisation, and suggests that the success of these countries is dependent on democratic institutions not being imposed from above by colonial powers. A number of Friends of the Ballarat Botanical Gardens investigated the graves of 8 notable Ballarat citizens in 2007 and found Thomas Stoddart's grave to be in a deplorable state. Plans were made by John Garner and Jenny Burrell for the restoration of Thomas Stoddart's grave and the addition of a plaque noting his significant donation of 12 Carrera marble statues to the Ballarat Botanical Gardens.Two pages of typing. p.2 (2 copies). Event at the St Kilda Town Hall in recognition of the St Kilda Cricket Club First Eleven winning the VCA Premiership in four successive seasons - 1923-24, 1924-25, 1925-26, 1926-27. Details of the matches are set out on the back of the program. A smoke social was a predominantly Australian form of male only social event in the late nineteenth and early twentieth century, until about the 1940s, where men would gather to smoke.
