Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. A review schedule for the University shows when each School is due for their review. The years range from 1993 through to 1996. Included with this are guideline procedures - rationale, schedule, procedures and participants, documentation, review report and consideration. Amendments to the Academic Board document are provided. White Flat was an early gold diggings. As early as 1856 the White Flat Drainage and Mining Co. constructed water races, drained the swampy land, and changed the course of the Yarrowee Creek. This photograph shows the floodwaters during the 1971 flood at Orbost. The two mahogany trees in the photograph stopped the Snowy River from changing its course. The 1971 flood was the the worst flood on record. At Jarrahmond it was at least 11 metres and up to one and a half kilometres wide on the flats causing enormous damage to the flood plain. Records say that "The brown floodwater stain in Bass Strait could be seen from passing airliners." Considerable damage was done to railway infrastructure, roads and farms. The discovery of gold in the 1850s started a series of rushes that transformed the Australian colonies. The first discoveries of payable gold were at Ophir in New South Wales and then at Ballarat and Bendigo Creek in Victoria. In 1851 gold-seekers from around the world began pouring into the colonies, changing the course of Australian history. The gold rushes greatly expanded Australia’s population, boosted its economy, and led to the emergence of a new national identity. Edward Hammond Hargraves found himself 'surrounded by gold' near Bathurst in 1851. This discovery sparked off what was to become the most exciting, and perhaps chaotic, period in Australian History. Gathered in the book are over 120 eye-witness accounts of those turbulent years between 1851 and 1890 - the 'finds', terrible privations in the diggers' camps, police brutality, riots, and courage on the gold fields. The flat ground above and left of Isaac’s pointed roof barn is where the creek changed its course in the 1934 flood and destroyed £4000 worth of the Rowse family’s tulip bulbs. Above the flat is Francis Matthew Child’s homestead, in the creek to the right of which can be seen the horizontal structure of the swing bridge to the sawmill of the Childs Bros which cannot be seen but in the forest to the right of the mill (bridge) can be seen a number of logs in the mill yard. The two cleared strips immediately behind Childs home were the Richardson’s original holdings and the house in the gully at the far side of the great clearing is that of the guest house “Glenrivers” belonging to W Lucas and his wife Catherine nee Child. Born in 1911, Cecil Alan Sonsee lived at Springmount near Creswick, and taught natural history at the Ballarat Teachers' College for 30 years. His teaching career stretched over a 48 year period. He spent six years as a student teacher before reaching the position of first class teacher. He had the distinction of never attending a teachers' college, but spending half his teaching career training students to become teachers. At the time of his retirement Mr Sonsee said during his years at the college, "the training had changed from a one year course to a two year course, followed by a three year course, and now a four year course was offered." He recalled "in the early days all country schools had eight grades and a child finished with a merit certificate. Today [1976], children went to high schools from sixth grade and most of the country schools had disappeared.' Alan Sonsee spent 10 years on a television program on BTV6 answering questions sent by viewers regarding aspects of plant and animal live. Mr Sonsee was a life member of both Creswick and Ballarat Field naturalists Clubs. Alan Sonsee died in 1985.1) Foolscap Department of Victoria Ballarat newsletter titled Education 'Regional Views'. Sonsee, a well-known staff member at Ballarat State College, retired from the Victorian Education Department on 20th July, 1976. Alan was the longest serving primary teacher seconded to the State College (Formerly the Ballarat teachers' College), probably the best known and certainly one of the most highly respected educationalists in this region. Leaving Ballarat high School in 1927, he spent the following years teaching at Smeaton, Willowvale, Lawrence (originally called Jerusalem) and Kooroocheang primary schools. However, during the last twenty-nine years, his fame and his influence spread further and further afield. From 1947 to 1976, under a number of principals, Alan endeared himself to thousands of students undergoing their tertiary preparation for teaching. And thousands is the word! Hundreds and hundreds of practising teachers of all ages came to this great teacher again and again for assistance in understanding natural phenomena, a broad field in which he is an acknowledged expert. What undoubtedly made him so accessible to the young and the no-so-young alike was his ready willingness to share with them is rich experience. The warmth of his nature, his kindliness, his dry humour enriched and enlivened the gifts he lavished liberally on all who needed help. Nor did he spare himself in the process. During his ling period of service to teachers, students and some two generations or so of school children, Field Naturalists also, within and well beyond Ballarat, profited from his participation and guidance. A car trip from Ballarat to Lancefield was made unforgettable by Alan's running and lively commentary; the time spent with him viewing and fossicking in an aboriginal flint area is still vivid, thouhg many moons have waxed and waned since then. And who can ever forget his palcid, home;y handling of "Mr nature Man" programmes on BTV 6 for over ten years? his name became a hose-hold word over an existence viewing area in Western Victoria - as his mail bag showed. Mr T. Turner was closely associated with C.A.S. for some twenty-three years as colleague and college principal. Recently tome said, "Alan was highly esteemed by staff and students, When I saw him lecturing I would be struck by the depth and breadth of his knowledge, and by the smooth, almost deceptively simple way he shared what he knew with others. I remember, too, his consideration for the views and the feelings of others; for the tolerance and range of his understanding of human nature. But, above all else, I remember him as a friend." All who know him in any way at all will want to say, "Thanks you, Alan, for everything you did for us. The Orungal was originally built in Glasgow in 1923 for the Khedival Mail Steamship & Graving Dock Company of Egypt and named the S.S. Fezara. Due to the effects on steamship companies of the Great Depression including the steep costs of building new ships and increases in running costs and port charges, no new passenger ships had been ordered in Australia since before World War One. To meet demand for passenger berths, the Fezara (5826 tons) along with its sister ship the Famaka (5856 tons, renamed Ormiston), were chartered by the Australasian United Steam Navigation Company Ltd (A.U.S.N.Co.) in 1927. Both the A.U.S.N.Co and the Khedival Mail Steamship Co. were part of the P&O Group. The Orungal operated in this role as an interstate passenger and mail steamer between 1927 and 1940, being used mainly on the Melbourne to Queensland and Western Australian runs, with 240 single class berths. Following the outbreak of World War Two six of the nine large passenger liners servicing mainland Australian passenger and mail trades were requisitioned by the Government to ferry equipment, troops and supplies. Some of them were converted to armed merchant cruisers and used for patrol work and escort duties in the Indian and Pacific Oceans. The Orungal had originally been requisitioned by the government along with the Zealandia on 25 June 1940, to transport troops to Darwin, but was returned to commercial service because "of her unsuitability", perhaps too slow for the demands of the work. Despite being rejected for patrol and convoy duties the Orungal still had a vital role as one of only three passenger liners left to service the mainland Australian trade. Following its requisitioning by the Government shortly after war broke out, it had been fitted out with defensive armament. On its final voyage arriving at Port Phillip Heads from Sydney, Captain Gilling was attempting to enter the Heads ahead of a worsening south-westerly storm and, with a minefield known to have been laid in the area, had been warned by the Navy not to deviate from the swept channel. The captain and crew held fears that in the stormy seas a mine may have been carried away. In the worsening weather a blur of lights at Barwon Heads was mistaken for Port Lonsdale, and the Orungal steamed ashore onto Formby Reef, just east of the entrance of the Barwon River - instead of passing safely through the middle of the Rip. At the Marine Board Inquiry Capt. Gilling - who had been master of the Orungal since 1926 - stated that after becoming uneasy about his position and changing course to starboard one point: " At 10.21 pm I ordered the engine room to stand by and gave instructions for the patent log to be hauled in and for the sounding-gear to be got ready. Approximately two minutes later, in a flash of lightning, I saw land off the port beam. I immediately recognised it as Barwon Heads, and ordered the helm to be put hard to starboard, but the vessel struck before she had time to answer the helm" Barwon Heads and Ocean Grove residents were startled to hear the shrill blast of the ship's whistle, followed by the bright flares and explosions of signal rockets. The Queenscliff lifeboat crew, who had responded to the tragic collision between the Goorangai and another passenger liner the Duntroon in Port Phillip Bay less than 24 hours earlier, were later praised for their efforts in safely taking off all the passengers and crew. Most of the passengers were asleep at the time of the wreck, and were woken up by the commotion, the ship shaking "from stem to stern" and stewards ordering them to lifeboat stations in driving rain. It was a dramatic time with the ship siren wailing and distress rockets being fired. It was reported that "When it was found the ship was safe, the passengers all went to the music room. There they sang and danced for several hours. The ship's orchestra played merrily, and amateur performers among the passengers clowned, danced and sang to keep the laughter going. In the early hours of the morning passengers went to their cabins, most of them to sleep soundly while the keel grated on the rocks". At dawn the Queenscliff lifeboat arrived at the scene having been launched at 2.30am, and cautiously approached the ship which was being "battered by mountainous seas". By 5am oil from a burst oil line was helping to calm seas around the Orungal sufficiently enough for the lifeboat to approach, and all the passengers and crew were taken off in several trips by the lifeboat. A Court of Inquiry later found that the wreck was caused by an abnormal set of current to the north-west and cleared the officers and crew of neglect of duty. The sight of a huge liner almost on the beach saw an unprecedented amount of traffic as people drove an estimated 10,000 cars, using some 60,000 gallons of fuel in a time of strict petrol rationing, to see the spectacle. Salvage operations began in an attempt to refloat the vessel, scheduled for the high tide on 15 December 1940. However, during these operations, at 2.30 am on 13 December 1940, a major fire broke out, believed to have been caused by spontaneous combustion in the boiler room. The ship was soon ablaze, with smoke pouring from its hatches and ventilators, and at mid-morning the magazine exploded fiercely. Of the 60 men working aboard the vessel two were severely burned and had to be taken to Geelong Hospital. The gathered spectators witnessed the eerie sight of the ship's hull glowing red when night fell. The well-known building demolition contractor Whelan the Wrecker bought the salvage rights, and methodically proceeded to dismantle the ship and its fittings. The drama was not yet over for the wreckers when - without warning - the burnt-out hulk was 'attacked' by RAAF for strafing practice. Salvage rights were transferred to another private owner in 1963. By 1945 the combined effects of the exposed location, fire and salvage had seen what was left of the wreck disappear beneath the waves. The site today is marked by two of the four Scotch type boilers sitting upright and exposed at low tide, just north-east of the small boats channel at the entrance to Barwon Heads. Large sections of steel hull plating and framing, and impressively large pieces of ships structure and machinery including masts, booms, deck winches, propeller shaft, flywheel, and a thrust block lie scattered about and make the site an interesting shallow dive. It is interesting to compare the site of the Orungal with the intact remains of similar large passenger ships scuttled in deep water in the Ships' Graveyard, such as the Milora and Malaita. The site is subject to waves and surge, and is best dived on flat calm days The teacup originated from the SS Orungal and was likely used heavily in the ship's life as a passenger, mail and cargo carrier around Australia. This photograph is a "snap shot" in time circa 1950s detailing the rural environment before the effects of the Kiewa Valley Hydro Scheme altered the basic rural setting of the valley. The golfing fairway was being mapped out on previous grazing land, before the laying of a golf course, for use by the construction workers and auxiliary administration employees of the Victorian State Electricity Commission. This photograph details a dramatic period in time which saw an enormous change to the exclusively rural area of the Kiewa Valley region in the mid 1900s. This change presented both physical and mental challenges to the existing quiet rural inhabitants of the valley. The State of Victoria had to make adjustments to the changing demands imposed by population and industrial expansions. Eureka is a significant event in Ballarat's History3 page handwritten document 3pm 3 December. Speak up, Mr Speaker ! Ballarat is calling! 100 years have gone by - Celebrations are at hand.. . but lo! there is no speaker 3 O'clock has past and gone, the official party to open the centenary celebrations of Eureka has not arrived. Of course the programme has been changed so often and so much that a little event like this wouldn't even matter. Only Peter Lalor might mind; he's been waiting since 18 to see this anniversary. He's not even cold but my, is he wet! Time 3.15 pm, still no sign of the elusive meeting and commemoration; only a few stalwarts are waiting now... What Rain! Plenty of it but just then a glimpse of brightness appeared under the western sky. Tho' warming up perhaps Peter's cold .... Its' Ballarat, we know , but are you referring to the weather or public spiritedness. Perhaps there have been too many partisan influences in the great Australian event at Ballarat and the tacit official attitude. Very hard for them to eat their cake and give it to us too! 3.30pm The appointed hour has dragged on... the possibility of paying a commemorative respect to a fine, hard thinking flesh and blood builder of Australia and particularily Victoria has lapsed. Collection of exercise books used by E J (Jack) Barker when he attended Footscray Technical School. He studied Diplomas in Electrical Engineering and Mechanical Engineering - three year course - 1942-1944. Prior to this he had attended Williamstown North State School then Williamstown High School. He changed to Footscray Technical School as he was less interested in the academic subjects and more interested in technical subjects. He chose Engineering as it gave access to Diploma Courses and tertiary studies. This enabled him to enter the University of Melbourne and do a Bachelor in Mechanical Engineering - 1945, 1946, and 1947. In 1948 he did a Diploma in Education at Melbourne University. From this path he was able to follow a career in teaching and his first appointment was at the School of Mines in Ballarat, (SMB) 1949. He became the first Vice Principal of SMB in 1960 and then Principal in 1964 to 1976. From 1976 to his retirement in 1987, he was the Foundation Director of Ballarat College of Advanced Education (BCAE). Collection of exercise books used by E J (Jack) Barker when he attended the University of Melbournel. He studied Bachelor of Mechanical Engineering - three year course - 1945, 1946, 1947. Prior to this he had attended Williamstown North State School then Williamstown High School. He changed to Footscray Technical School as he was less interested in the academic subjects and more interested in technical subjects. He chose Engineering as it gave access to Diploma Courses and tertiary studies. This enabled him to enter the University of Melbourne and do a Bachelor in Mechanical Engineering - 1945, 1946, and 1947. In 1948 he did a Diploma in Education at Melbourne University. From this path he was able to follow a career in teaching and his first appointment was at the School of Mines in Ballarat, (SMB) 1949. He became the first Vice Principal of SMB in 1960 and then Principal in 1964 to 1976. From 1976 to his retirement in 1987, he was the Foundation Director of Ballarat College of Advanced Education (BCAE). Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer. The business became Zilles Printers/Graphics and was in Armstrong Street and later Bell Street Ballarat. Ballarat College of Advanced Education evolved over time with the merger of other sectors of Education in Ballarat. Ballarat College of Victoria and Ballarat Institute of Advanced Education merged in 1976 to form Ballarat College of Advanced Education. It remained as such until 1990 when it became Ballarat University College then in 1994 University of Ballarat. 2014 saw it change again to become Federation University.
