Chinese Commissioner, Hwang Hong Cheng,1906..., visited Australia from 1906 -1907 as Chinese Commissioner...A large photograph of His Excellency the Chinese...His Excellency the Chinese Commissioner / Hwang Hong... from 1906 -1907 as Chinese Commissioner in response ...His Excellency, Hwang Hon Cheng, from Peking, China, visited Australia from 1906 -1907 as Chinese Commissioner in response to an urgent petition from well respected Chinese business leaders, The 1906 Petition was sent to the Chinese Ambassador in Britain requesting the appointment of a Chinese Consular Representative in Australia to ease the escalating Discrimination and address the Immigration Restrictions in Australia. Hwang Hon Cheng visited Brisbane, Sydney, Melbourne , Adelaide and Hobart and after reviewing his recommendations Britain agreed to the appointment of the first Chinese Consul-General to Australia. In 1908 Mr Leong Lan Fun, Taotal of Swatow was appointed Consul-General for the Commonwealth with his headquarters in Melbourne. Animosity, suspicion and misunderstanding had existed between Chinese and European settlers since the Gold Rush of 1850’s. Language, customs, frugality and mostly their ability to obtain profit from crops seen as uneconomical by Europeans eg parsley, garlic and salad vegetables. Many of the Chinese workers did not purchase land instead their main aim was to obtain enough money for their family and return to China. There were a few still managing market gardens around East Bentleigh until the 1950’s, by which time they were highly regarded by the general community. The Chinese Imperial Commissioner, Hwang How Cheng, visited Australia ...The Chinese Imperial Commissioner, Hwang How Cheng, visited Australia at the request of the Chinese Emperor for the purpose of establishing Chinese consulates in the Commonwealth. He visited Ballarat at the request of Ballarat’s Chinese community. The newspaper reported that it was hoped the Commissioner would visit the Ballarat School of Mines “where the knowledge he would get would probably be of the utmost usefulness in the development of the great resources of China.” The Commissioner was accompanied by interpreter Ah Ket (Melbourne barrister and solicitor), and met by members of Ballarat’s Chinese community, including Dr Wong Chock Son. Apparently the Chinese Commissioner wanted to visit SMB because of its international fame relating to education in mining. From the SMB Letter book (Cat. No. 436) comes the following which suggests the Commissioner was based in Adelaide) '17th November 1906 His Excellency, Hwang How Cheng Chinese Commission Adelaide May it please your Excellency By this post I have the pleasure in forwarding for your Excellency's kind acceptance (and one for Mr. When) copies of the photograph taken of your recent visit to the School of Mines. I trust they will serve a pleasing memento of what, I hope, was a pleasant visit to our Golden City. Yours Faithfully Fredk Martell Director' The visit was reported in the Ballarat Star in 14 November 1906:- The Chinese Imperial Commissioner, Hwang Hon Cheng, who recently arrived in Victoria on behalf of the Chinese Government, paid a visit to Ballarat last evening, and was entertained by his fellow countrymen at a dinner at the Bow Leong rooms, Main street. The commissioner, who came up by the express, was accompanied by his secretary and Mr Ah Ket, the well-known Chinese barrister, of Melbourne; but some disappointment was expressed by the fact that he did not wear his official robes, being attired in the more sombre European dress. Mr W. D. M’Kee presided at the dinner, on the invitation of the Bow Leong Society, and in addition to representative Chinese residents, three were also present the mayor of the city (Cr. J. J. Brokenshire), Crs. R. Pearse, G. Crocker (City), J. R. Elsworth, A. Mackenzie, J. A. M’Neil, A. Levy, G. Bunting, F. Penhalluriack (Town), Col. Williams, Mr. J. Gent, Messrs. F. J. Martell (director of the School of Mines), A. W. Hager (president of the Orphan Asylum), A. Kenny (superintendent), R. G. Fitzgerald (clerk of courts at Ballarat East), J. Trethowan, A. A. Buley, Serg Dalton, and others. Apologies were received from the mayor of the town Revs. J. West Lau, Dr Cairns, Hon. J. Y. M’Donald, L. Lederman, C. C. Shoppee and others. The gathering was a very cordial one, and the hospitality of the Chinese was greatly appreciated. After the loyal toasts, “The King” and “The Emperor of China,” had been honoured, the chairman extended a hearty welcome on behalf of the society and others to the commissioner. Mr M’Kee said he was privileged to speak in behalf of the Chinese. There was a warm feeling of friendship between them and himself, and his services were always at their command. If he were in China he would desire that a similar compliment would be extended to him. They were all pleased the Emperor of China had sent the commissioner to establish consulates in Australia with a view of the empire understanding the feelings of Australasia better than they did at present. He hoped the commissioner would have opportunity of visiting some of their industries, as they desired him to gain all the scientific and practical knowledge of those industries that he could. The toast of “The Commissioner” was proposed by Col. Williams who expressed pleasure at the visit of a gentleman of education and attainments to look into the condition of the scions of China in Australia. He hoped the commissioner would carry away a correct impression. In Australia they had nothing to conceal; they hoped to be understood. (Applause.) No intelligent man had the temerity to condescend to patronise China, one of the richest countries in the world, with a civilisation dating back thousands of years. In the matter of population alone it was equal to one-third of the world. They heard a lot about the “awakening of China.” They hoped it would be humane, just, and considerate if it had power. He hoped the commissioner would be satisfied with what he saw. The law of filial relation to the children was strictly observed in China, and he did not know whether it would not be a good thing if they had a little more of that religion here. It would be a fair thing to tell the commissioner that while he might inquire into the labour laws, the basis of these laws was not a desire to oppress but to enable every man to obtain the same conditions they expected from their own people. If he gained that impression he felt they would be fairly treated. (Applause.) Mayor Brokenshire supported the toast. They had, he said, in the Chinese a most law-abiding people. Their behaviour was an example to the British citizens. They were quiet, inoffensive men, and they toiled hard, even on Sundays. (Laughter.) Mr Ah Ket; That is what the government does with the railway employees. (Laughter.) The Commissioner replied through Mr Ah Ket, who in a graceful speech acknowledged the toast. The commissioner had, he said been delighted with what he had seen of the country – he believed it to be one of the finest in the world – and he greatly appreciated the hospitality extended to him. (Applause.) The Chairman proposed the toast of “The health of Mr Ah Ket,” and paid a tribute to his ability. It was satisfactory to see that he had risen to such a position, and it might be that in the future he would be asked to occupy a position on the bench. (Applause.) Mr Ah Ket, in response, said he had not come prepared to make a speech. He had come to Ballarat to have a quiet evening with his friends, and as soon as he arrived he had been whirled away in a motor car to a place where he found an aggregation of East and West. He was pleased to see them commingled at the festive board. That suggested the idea that East and West could meet together without friction. Misunderstandings arose only because men were superficial. If they threw off outer garments they would know each other better. He looked forward to the time when nations would understand each other. It was by an interchange of visits that such things could be accomplished, and nations would then live at peace with each other. (Applause.) Other toasts were also honored. A good response to a call for items related to the historical area of Moorabbin Shire brought donations of a wide variety of artefacts which are now preserved by the current members of CMHS at Box Cottage Museum . Helen Stanley, Secretary of CMHS, began producing a Newsletter for members in April 2007 to provide current information and well researched items of historical interest Helen Stanley has produced a bi-monthly Newsletter, 2007 - 2013, for the members of the City of Moorabbin Historical Society that contains well researched interesting historical items, notification of upcoming events, current advice from Royal Australian Historical Society , Museums Australia Victoria and activities of Local Historical Societies. The Newsletter is an important record of the activities of the CMHS The issue of Chinese migration was very inflamed and caused much distress to local market gardeners c1900. Issue 18 of the bi-monthly, City of Moorabbin Historical Society Newsletter produced by Society member and Secretary, Mrs Helen Stanley in August 2010. Notice re meeting august 29th. Items of Interest explain that volunteer Ronnie has completed The CMHS site on Vicnet, Dennis Maynard has built display benches for the Barn and repaired school desks, Mr Neil Follett has donated a photograph of the Tuck family and ‘Baydon Hill’ c1800, Trish Smythe, manager Kingston Library, has displayed Posters and Flyers about Box Cottage Museum, and 3 bridal gowns are now on display at Box Cottage. Robina Naughton has researched a photograph , 1906, of His Excellency Hwang Hon Cheng, Chinese Commissioner, donated by Frank and Lorna Thatcher. A copy of this photograph has been sent to Sophie Couchman, Curator of Museum Of Chinese History. The Uncounted Cost is one of a number of works written by Mary Gaunt. Her other works include, Alone in West Africa, A Woman in China, The End of the Earth, Kirkhams Find, The Moving Finger and Deadman’s. Mary was born at Indigo near Chiltern in 1862 and lived for many years in Ballarat where her father W.H. Gaunt was gold commissioner and later a judge. The original Gaunt family home was converted into St Patrick’s College. She married Dr Lindsay Miller and moved to Warrnambool and after his death in 1899 she embarked on her travels which took her to many parts of the world. She died in Cannes, France in January 1942.Mary Gaunt wrote over 25 novels, numerous travel books and many stories and articles. She had a strong link with Warrnambool and details of the district are included among her writings. She also wrote regularly in the early 1900’s for the Times in London on women issues. This photograph is a copy displayed in the Australian Dictionary of Biography. The original photograph is in the La Trobe Collection in the State Library of Victoria. William Henry Gaunt (1830-1905), judge, was born on 27 July 1830 at Leek, Staffordshire, England, son of John Gaunt, banker, and his wife Mary, née Bakewell. Educated at Leek Grammar School and Whitchurch, Salop, he migrated to Melbourne, and entered the Victorian public service and was rapidly promoted. By March 1854 he was chief clerk at Beechworth, the administrative centre of the Ovens goldfield. In July 1855 the resident warden commended Gaunt as 'a highly valuable public servant' with an intimate knowledge of the district and the 'temper and disposition of the miners'. Appointed sub-warden in the Beechworth district in January 1856 and a Chinese protector in August, he was given control of the extensive Woolshed district. When European miners attacked a party of Chinese at the Buckland River diggings in May 1857 Gaunt was sent to restore order. One of his proclamations, issued in Chinese characters, concluded 'W. H. Gaunt, your protector—tremble and obey!' In June he was appointed a police magistrate and next month was sent to take charge at the Buckland where the Chinese had been expelled from the diggings; the police force assisting him was led by Robert O'Hara Burke. In January 1858 Gaunt was appointed a warden, in November was transferred to Chiltern, north of Beechworth, and in August 1859 was made a commissioner of crown lands. In February 1860 Gaunt was appointed a coroner of Victoria, acting at Indigo, near Chiltern. In April 1865 he was transferred to Beechworth, became visiting justice of the gaol and later moved to Sandhurst. In January 1869 he was appointed returning officer for the mining district of Ballarat and visiting justice of the gaol. He was associated with this area for the rest of his life and won high repute for his integrity. In 1874 he chaired the inaugural meeting of the first Australian competitive swimming club. For years he studied law and was called to the Bar in December 1873. He was one of the many public servants dismissed by Graham Berry on 9 January 1878 (Black Wednesday). After petitioning the Queen in vain over his dismissal he began practice in Ballarat as a barrister. He soon became a leading authority on mining laws; one of the cases in which he was involved was the lengthy inquest on the bodies of the twenty-two miners drowned in the New Australasian mine disaster at Creswick in 1882. He was appointed a temporary judge of the Insolvency Court in 1889 and a County Court judge in 1891. In 1900 he was chairman of the royal commission which considered Metropolitan Board of Works matters, and in 1902 was president of the inquiry into the unification of municipalities in Victoria. In 1860 Gaunt married Elizabeth Mary, the youngest daughter of Frederick Palmer; they had nine children. Of the surviving five sons and two daughters, Ernest Frederick Augustus and Guy Reginald Archer both became admirals and were knighted; Cecil Robert became a lieutenant-colonel, Clive Herbert a government advocate in Rangoon and Mary (Mrs H. L. Miller) one of the first women students to enrol at the University of Melbourne (1881), although she did not complete her degree; she became a successful novelist. Gaunt died on 5 October 1905. An anonymous colleague said: 'I don't think he was ever excelled as a police magistrate, and during the many years he was on the County Court bench he earned the highest regard. His capacities were as unquestioned as his integrity, and more could not be said of any judge'. In July 1862, Victoria’s out-going Inspector of Fisheries and Oyster Beds, James Putwain, wrote a report of his observations of the colony’s commercial fisheries to deputy premier Charles Duffy. Irish-born Duffy was the Commissioner for Public Works, President of the Board of Land and Works, and Commissioner for Crown Lands and Survey, later to become Premier of Victoria. Reckoned to be of public interest, Putwain’s report was published in the Lands Circular of the day. Apart from its general historical interest in describing the fishes, fishing gear and boats of the time, this report remarks on the vulnerability of commercial fishermen to market wholesalers. It also comments on the particular role of Chinese, both as fishermen and as a discrete section of the fish-buying community at the time. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p61 Panton Hill was originally known as Kingstown, and consisted of only one hotel when the Orams Reef was discovered in 1859. Kingstown was a quartz mining centre and many old mine shafts remain in the area. Orams Reef was one of the first reefs with a rich find of gold in the area. The Hotel Francais, which had been operating in 1861, was well situated on the way to Queenstown (later St Andrews). So was Herr Hirt’s Hotel and store at Smiths Gully. The Kingstown hotel, known as the Frenchman’s and in 1864 as the Hotel de France, was run by a Monsieur Emile Hude and his wife Jeanne, and known for its good food. They hosted social events, business conventions and debates, attracting patrons from as far as Melbourne. The hotel’s name was changed to Panton Hill Hotel in 1905. In 1883 Charles Caudwell built another hotel nearby, possibly in Long Gully Road,3 which it is thought, was burnt down early last century. Today’s Panton Hill Hotel, built around 1920, is the only one of the cluster of buildings in the main road, not to date from around the turn of last century. It was severely damaged by fire in 2003, then underwent extensive alterations. It is the township’s only hotel and is an example of a modest hotel building exterior, constructed early last century. In its early days the hotel also housed the first post office, newsagency and store. Orams Reef yielded a total of £100,000, and fossikers also found alluvial gold in the creeks and gullies, but there is no record of the total value of their finds. Gold greatly increased the Panton Hill population, which peaked between 1865 and 1885. On holidays large sports meetings were held with wood chopping contests and foot races and the day would end with a ball. Miners came from various countries to seek their fortune, including many from China. The Chinese became unpopular however, and gradually left the district, although some stayed and grew and sold vegetables.5 Panton Hill was named after Joseph Panton, who in 1862 was appointed Police Magistrate for the Woods Point, Heidelberg and Yarra districts. Panton was an outstanding man, who in 1852, was Commissioner of Crown Lands and Assistant Commissioner of Goldfields at Bendigo. In 1874 he was promoted to Chief Magistrate for the Melbourne Police. Panton was also an artist, becoming president of the Victorian Arts Society in 1888, and in 1913, president of the Royal Geographical Society. Despite Panton Hill’s prosperity, it still lacked many services as poor roads made access to Melbourne difficult. A horse-drawn mail coach travelled to Melbourne until 1890, when the railway came to Heidelberg. The nearest doctor was at Yarra Glen or Heidelberg, and the Indian hawker Singh’s annual visit was very welcome. A miner’s shack opposite the school was used as a post office. Today’s general store and post office in the main road dates from early last century, and has changed considerably. While most people searched for gold, the more enterprising ones established farms to feed the diggers. Farmers grew wheat, barley and oats, and sent animal skins to the Eltham tannery, to make furs in Melbourne. As gold became scarce from around 1880, miners took up farming on 19 to 20 acre (8ha) allotments. The first settlers in Cherry Tree Road included Purcell, Smith, Owens, Hughes and Shillinglaw. By 1900 all the land had been taken up around Panton Hill and Hurstbridge. The orchards in Panton Hill and the wider district, particularly of apple and pear, were very successful, and made Panton Hill a cohesive and successful community. About 1914 the Moores built the first cool-store and refrigeration plant at their orchard in Cherry Tree Road. Many settlers planted vineyards and made high quality wine, but in 1922 the blight destroyed them.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. First part is the objective which is to preserve the mining history and to have exhibits in the places they were used, e.g. quartz mining machinery exhibited in a quartz mining area, not on an alluvial field. Part B is historical notes on the area. Part C is the Site - Victoria Hill area. Part D is Stage One which consists of carpark area, technological museum, restaurant, mineral haulage line, picnic ground, earthworks and planting over the area. Part E is Stage Two which will consist of the open-air exhibits, in the area surrounded by the mineral haulage line, and the Central Nell Gwynne mine on the west side of the site. Part F is Stage Three which will consist of the winery, the steam tram track, the lake, the wildlife sanctuary and various buildings associated with gold mining.
