The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. The Republic of Vietnam Cross of Gallantry with Palm Unit Citation was conferred by General Cao Van Vien, Chief of the Joint General Staff, Armed Forces of the Republic of Vietnam on 24 October 1970, and officially presented to the 8th Battalion Royal Australian Regiment by Lieutenant General Do Cao Tri, Commander of II Corps and Military Region 3 Vietnam on 29th October 1970. The citation was awarded for "always displaying high morale while co-operating and assisting the Vietnamese people in their struggle against Communism and to defend peace and freedom .. in Military Region III ... Though fighting under the most difficult conditions, the members of the 8th Battalion, 1st Australian Task Force still fought bravely and determinedly and had many glorious victories. Their most remarkable military operations took place in the area of the Long Hai hills... These are two programmes of the Civic and Memorial Official Service held in the Warrnambool Town Hall on 26th May 1918. The service was held for two purposes. One was to celebrate the gazetting of Warrnambool as a city, two days earlier, on 24th May 1918. The other was to offer prayers and remember those on active service in World War One and those who had died in the war and to pray for the war to end. (World War One came to an end in the November of 1918). The service on 26th May in Warrnambool was conducted by the ministers of churches in Warrnambool and attended by the Mayor and Councillors and Council workers. A collection was taken up at the service for the British Red Cross Society. The Mayor at the time was William Swinton.This program is of considerable interest as it brings to our attention two events of importance in our history – Warrnambool becoming a city in 1918 and the city’s involvement in World War One and the long-term effects of this war on all settlements in Australia. It also highlights the importance at the time of the Christian religions in Australia.These are two copies of the programme of the 1918 Warrnambool Civic and Memorial Service. The programme is one sheet of buff-coloured paper folded in two to make four pages. There is blue printed material on three of the pages. The front page has the crest of the City of Warrnambool with blue edging and some ornamental scrolls. One programme is tattered at the edges. This is a programme of the Warrnambool City Council Civic & Thanksgiving Official Service on November 1918. The service was held in the Warrnambool Botanic Gardens, conducted by the Ministers of the Churches in Warrnambool and led by the combined choirs of the churches. It was a public occasion held to offer thanksgiving for the end of World War One in November 1918. One of the hymns sung had the opening lines: ‘O God of Love, O King of Peace/Make wars throughout the world to cease’. The service was attended by the Mayor of Warrnambool and the City Councillors and Council employees. World War One was a signal event in the history of Warrnanmbool (as it was for all places in Australia) with so many young men volunteering for active service and so many dying overseas.This programme is of great interest as it records an important occasion in Warrnambool – the end of World War One and the official service of thanksgiving that commemorated this happening. This is an original programme issued when the Warrnambool Theatre was opened in 1930 in Kepler Street. The programme for the premiere of the picture theatre included an ‘all talking’ feature, ‘Hollywood Revue’ and all of the 1150 seats were filled. The building replaced the Palais de Danse and the Mansions Theatre, part of the Hotel Mansions destroyed by fire in 1929. The architects for the new theatre were Bohringer, Taylor and Johnson in association with R.A. Le Poer Terry and H. Mervyn Thompson. The Warrnambool Theatre, one of six cinemas in Victoria built in the Spanish Mission style, was renamed the Capitol Theatre in 1935. In 1994 the Capitol Theatre interior was renovated and the rare original design features (only 3 remaining in Victoria at the time) were covered up.This programme has considerable interest as it concerns the opening of the Warrnambool Theatre (later the Capitol Theatre) in Warrnambool. This is a significant building in Warrnambool because of its architecture.This is a programme with a cover and one insert sheet folded into two. Warrnambool was founded as a port settlement to service the farming interests in the area, with the first land sales held in Melbourne in July 1847. The leaflet is a programme of the Civic Memorial Service held in the Botanic Gardens in Warrnambool in February1952 on the occasion of the death of King George VI of England.
