Australia became a Federation on January 1st, 1901, uniting Australia's six British colonies - New South Wales, Victoria, Queensland, South Australia, Western Australia and Tasmania – into States of the Commonwealth of Australia. The Government of Victoria invited 12,000 guests to attend the official celebrations for the Opening of the Federal Parliament by His Royal Highness, the Duke of Cornwall and York (later King George V). The historic occasion was held at noon on May 9th, 1901, at Melbourne's Royal Exhibition Building, the only building large enough for that number of guests. The guests represented all six states of Australia with varied connections and interests, including politics, business and industry, the arts, religion, education, and public service. In Melbourne, the occasion was followed by two weeks of celebrations. The decorative, elaborate design of the certificate-size invitation represents Australia’s colonial history and its transition to the Federated Commonwealth of Australia. The National Gallery of Australia attributes the artwork of this invitation to Australian artists Norman Lindsay (1879–1969) and John Longstaff (1861–1941) and its printing to Sands & McDougall Limited, Melbourne. The invitation has no date or location details. This invitation has the label “Mr. C Swinburne” added over an original, handwritten name. Perhaps it was a spelling correction, or a late change, with Swinburne attending in the place of another citizen. The book “Our Invited Guests An Official Directory, Melbourne, Victoria, 1901” lists all the guests, but not one has the surname SWINBURNE. There are five Warrnambool listings, eight people in all: - - MoCOBMICK, G. D., Esq., P.M., Warrnambool. - O’DOWD, The Ven. Monsignor, Warrnambool. - OPIE, C. N. T., Esq. (and Lady), Warrnambool. - OSBORNE, Hy. Wm., Esq., Shire Secretary (and Lady), Town Hall, Warrnambool. - STEVENS, Mrs. F. P., Mia Mia, Warrnambool. CHARLES GRANT SWINBURNE (1864-1934): - Charles Grant Swinburne, known as Chas.., was a prominent Warrnambool figure: a member of Toc H., the Progress Association and several other local clubs and societies. He purchased Warrnambool’s Tattersall’s Hotel in 1911 and had a booth at the 1914 Warrnambool Show. In 1891, he married Susan Jane Granter (1867-19 June 1935), daughter of Joseph Granter (1832-1879) and Ann (born Holley). Joseph had arrived in Melbourne on the famous tall ship Marco Polo in February 1856. In 1868, he was a shareholder of the Warrnambool Steam Packet Co., trading along the coast of Victoria. His portrait is among those recognised on the historic Warrnambool Pioneers Board. The invitation is nationally significant for its connection with the first Federal Parliament in May 1901, where the first federal parliamentarians were sworn in, and where the Duke and Duchess of Cornwall and York attended, representing the continued link with Britain. The invitation also unites a local Warrnambool businessman, Mr C Swinburne, with the 12,000 guests representing their towns and states that in 1901 became the Commonwealth of Australia. Swinburn was also married to the daughter of Joseph Granter, an early pioneer recognised on Warrnambool’s Pioneer Board. Invitation: certificate size, colour lithograph on cream card with gilt highlights. The Victorian Government invited Mr C Swinburne to celebrate the Opening of Federal Parliament by HRH the Duke of Cornwall and York, held in Melbourne. The invitation has printed drawings of figures, decorations, heraldic symbols, and gilt accents behind the central figure, on the capital letters of the message, and the Advance Australia Arms. Queen Victoria was born at Kensington Palace, London, on 24 May 1819. She was the only daughter of Edward, Duke of Kent, the fourth son of George III. Her father died shortly after her birth and she became heir to the throne because the three uncles who were ahead of her in the succession - George IV, Frederick Duke of York, and William IV - had no legitimate children who survived. Warmhearted and lively, Victoria had a gift for drawing and painting; educated by a governess at home, she was a natural diarist and kept a regular journal throughout her life. On William IV's death in 1837, she became Queen at the age of 18. Queen Victoria is associated with Britain's great age of industrial expansion, economic progress and, especially, empire. At her death, it was said, Britain had a worldwide empire on which the sun never set. In the early part of her reign, she was influenced by two men: her first Prime Minister, Lord Melbourne, and then her husband, Prince Albert, whom she married in 1840. Both men taught her much about how to be a ruler in a 'constitutional monarchy, in which the monarch had very few powers but could use much influence. Albert took an active interest in the arts, science, trade and industry; the project for which he is best remembered was the Great Exhibition of 1851, the profits from which helped to establish the South Kensington museums complex in London. Her marriage to Prince Albert produced nine children between 1840 and 1857. Most of her children married into other Royal families in Europe. Edward VII (born 1841), married Alexandra, daughter of Christian IX of Denmark. Alfred, Duke of Edinburgh and of Saxe-Coburg and Gotha (born 1844) married Marie of Russia. Arthur, Duke of Connaught (born 1850) married Louise Margaret of Prussia. Leopold, Duke of Albany (born 1853) married Helen of Waldeck-Pyrmont. Victoria, Princess Royal (born 1840) married Friedrich III, German Emperor. Alice (born 1843) married Ludwig IV, Grand Duke of Hesse and by Rhine. Helena (born 1846) married Christian of Schleswig-Holstein. Louise (born 1848) married John Campbell, 9th Duke of Argyll. Beatrice (born 1857) married Henry of Battenberg. Victoria bought Osborne House (later presented to the nation by Edward VII) on the Isle of Wight as a family home in 1845, and Albert bought Balmoral in 1852. Victoria was deeply attached to her husband and she sank into depression after he died, aged 42, in 1861. She had lost a devoted husband and her principal trusted adviser in affairs of state. For the rest of her reign she wore black. Until the late 1860s she rarely appeared in public; although she never neglected her official Correspondence, and continued to give audiences to her ministers and official visitors, she was reluctant to resume a full public life. She was persuaded to open Parliament in person in 1866 and 1867, but she was widely criticised for living in seclusion and quite a strong republican movement developed. Seven attempts were made on Victoria's life, between 1840 and 1882 - her courageous attitude towards these attacks greatly strengthened her popularity. With time, the private urgings of her family and the flattering attention of Benjamin Disraeli, Prime Minister in 1868 and from 1874 to 1880, the Queen gradually resumed her public duties. In foreign policy, the Queen's influence during the middle years of her reign was generally used to support peace and reconciliation. In 1864, Victoria pressed her ministers not to intervene in the Prussia-Denmark war, and her letter to the German Emperor (whose son had married her daughter) in 1875 helped to avert a second Franco-German war. On the Eastern Question in the 1870s - the issue of Britain's policy towards the declining Turkish Empire in Europe - Victoria (unlike Gladstone) believed that Britain, while pressing for necessary reforms, ought to uphold Turkish hegemony as a bulwark of stability against Russia, and maintain bi-partisanship at a time when Britain could be involved in war. Victoria's popularity grew with the increasing imperial sentiment from the 1870s onwards. After the Indian Mutiny of 1857, the government of India was transferred from the East India Company to the Crown, with the position of Governor-General upgraded to Viceroy, and in 1877 Victoria became Empress of India under the Royal Titles Act passed by Disraeli's government. During Victoria's long reign, direct political power moved away from the sovereign. A series of Acts broadened the social and economic base of the electorate. These acts included the Second Reform Act of 1867; the introduction of the secret ballot in 1872, which made it impossible to pressurise voters by bribery or intimidation; and the Representation of the Peoples Act of 1884 - all householders and lodgers in accommodation worth at least £10 a year, and occupiers of land worth £10 a year, were entitled to vote. Despite this decline in the Sovereign's power, Victoria showed that a monarch who had a high level of prestige and who was prepared to master the details of political life could exert an important influence. This was demonstrated by her mediation between the Commons and the Lords, during the acrimonious passing of the Irish Church Disestablishment Act of 1869 and the 1884 Reform Act. It was during Victoria's reign that the modern idea of the constitutional monarch, whose role was to remain above political parties, began to evolve. But Victoria herself was not always non-partisan and she took the opportunity to give her opinions, sometimes very forcefully, in private. After the Second Reform Act of 1867, and the growth of the two-party (Liberal and Conservative) system, the Queen's room for manoeuvre decreased. Her freedom to choose which individual should occupy the premiership was increasingly restricted. In 1880, she tried, unsuccessfully, to stop William Gladstone - whom she disliked as much as she admired Disraeli and whose policies she distrusted - from becoming Prime Minister. She much preferred the Marquess of Hartington, another statesman from the Liberal party which had just won the general election. She did not get her way. She was a very strong supporter of the Empire, which brought her closer both to Disraeli and to the Marquess of Salisbury, her last Prime Minister. Although conservative in some respects - like many at the time she opposed giving women the vote - on social issues, she tended to favour measures to improve the lot of the poor, such as the Royal Commission on housing. She also supported many charities involved in education, hospitals and other areas. Victoria and her family travelled and were seen on an unprecedented scale, thanks to transport improvements and other technical changes such as the spread of newspapers and the invention of photography. Victoria was the first reigning monarch to use trains - she made her first train journey in 1842. In her later years, she became the symbol of the British Empire. Both the Golden (1887) and the Diamond (1897) Jubilees, held to celebrate the 50th and 60th anniversaries of the Queen's accession, were marked with great displays and public ceremonies. On both occasions, Colonial Conferences attended by the Prime Ministers of the self-governing colonies were held. Despite her advanced age, Victoria continued her duties to the end - including an official visit to Dublin in 1900. The Boer War in South Africa overshadowed the end of her reign. As in the Crimean War nearly half a century earlier, Victoria reviewed her troops and visited hospitals; she remained undaunted by British reverses during the campaign: 'We are not interested in the possibilities of defeat; they do not exist.' Victoria died at Osborne House on the Isle of Wight, on 22 January 1901 after a reign which lasted almost 64 years, then the longest in British history. Her son, Edward VII succeeded her. She was buried at Windsor beside Prince Albert, in the Frogmore Royal Mausoleum, which she had built for their final resting place. Above the Mausoleum door are inscribed Victoria's words: "Farewell best beloved, here, at last, I shall rest with thee, with thee in Christ I shall rise again." In UK in early 1800's the word 'mechanic' was applied to a broader range of skills such as working man, tradesman or artisan. Mechanics' Institutes were formed originally for voluntary, self-funded organisations, to improve the education of working men and to instruct them on their various trades. The germ of the idea came from a class formed in 1799 by Professor George Birbeck in Glasgow, Scotland, for journeymen mechanics (apprentice trade workers), with the first Institutes being organised in London and Manchester in the 1820's. By then the original aim had broadened and the Mechanics' Institutes were established as popular agencies of adult education. The Mechanics' Institutes were run by committees that provided facilities for a meeting room, hall suitable for lectures, and a library. Funding was raised locally and often supplemented by grants from government agencies for the purchase of books and other resources. Activities were community based. In Australia, Mechanics' Institutes were set up in New South Wales and in Tasmania in the late 1820's. Mechanics' Institutes began in Victoria, with the first one in Melbourne dating from 1839, providing similar services but in time offered services tailored to their specific area. Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853 a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. "These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In q856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fund raising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former court house in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art., and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. In 1975 the original building was demolished and the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: - The new City Library took some of the historic books and some important documents, historic photographs and newspapers. - The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. - The Historic Society has some items - The State Museum has some items - Some items were destroyed - Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed art works and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. NOTE: Pages of this book have been digitally recorded and archived. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. Martini-Henry Artillery Carbin rifles were made by the Royal Small Arms Factory at Enfield, Britain, from 1877 until 1900. Many were distributed to the British Colonies, including this pair, which was allocated to the Woodford Police, Victoria Police District of Warrnambool, Southwest Victoria. The Carbine model rifles were shorter than the standard rifles and more suited to mounted police and troopers. It is likely that in the early 20th century, Victoria Police replaced the two carbines with more modern firearms, and the outdated guns were stored in the stables. The rifles were left there and likely forgotten about due to changes in police staff. In 1915, police authorities announced that they would be replacing patrol horses with bicycles and would also close some smaller police stations. This affected Woodford Police Station, which closed in 1917. The forgotten firearms remained in the stables and were noticed by schoolboy Robert Jellie in 1940 and seen again in 1946. In 1995, the property was sold by the Education Department to a private owner. The Woodford Community donated the pair of Martini-Henry Carbines to the Victoria Police Museum in the late 1990s for mounting and display, which was funded by the Victoria Police Historical Society Inc. The decorative wood and glass display case and frame were designed to preserve the significant history of the guns. On November 1st 1999, the display was presented to Warrnambool Police and the local community due to the historical significance of the Woodford Police Station. In 2025, these items were formally deaccessioned by the Victoria Police Museum, and ownership was transferred to the Warrnambool Police Station. On March 10th, 2025, the display was transferred to Flagstaff Hill Maritime Museum and Village, where the historical story of the Martini-Henry Carbines could continue to be preserved and accessed by local families, the community, visitors to the area, and online visitors. WOODFORD POLICE: - The small settlement at Woodford was established in the 1840s around the Merri River where there was a ford across the water and a bridge from 1848 to 1851. The area was settled very early in Victoria’s history, and the river crossing provided travellers with access to the early route between Port Fairy (named Belfast at that time), Warrnambool and Melbourne. Occasionally, a Warrnambool police trooper would ride through Woodford and the district. In December 1854, Woodford Police barracks and stables were built on the hill by the Merri River on Bridge Road east, where Jubilee Park now stands. A local mounted trooper kept law and order in the area. In 1856, a lock-up was installed, and the first Woodford Police Station was in action in 1857. By 1871, the police station had been moved from the hill to land across the Merri River bridge, on the southern side of Bridge Road west, near Mill Street. In 1890, the police residence there was replaced by a stone Edwardian-style building with the stables and lock-up behind it and the old police station at the rear. The police continued to have a presence in Woodford until it was closed by the Police Commissioner in July 1917 for economic reasons. The residence was used for government housing until 1923, when it was taken over by the Education Department for the school teacher’s home. In 1995, it became privately owned. THE MARTINI-HENRY ARTILLERY CARBINE: - The Martini-Henry rifles were made in Britain from 1871 at the Royal Small Arms factory at Enfield and were stamped with the symbol of the Royal Cipher (Crown over VR) over ENFIELD to identify their origin. They were named after two of several people who helped design this method: Swiss Friederich von Martini and Scotsman Alexander Henry. The design was breech-loaded, and the inner barrel was rifled. A thumb rest was incorporated into the top right of the bullet receiver’s chamber. The small teardrop lever on the right side of the rifle showed whether the rifle was ready to be shot. In 1877, the shorter, lighter-weight Carbine version of the firearm was produced for mounted troops and artillery. Its official name was “Carbine, B.L., Rifled, Martini-Henry.” The bullets were slightly lighter in weight than those used for the longer rifle. The sight position was adjusted for the shorter gun, and wings were added to the sight on the tip, making it easier to slide the rifle back into a saddle bag. Some of the later Carbines also had leather sight covers screwed to the stock to prevent them from catching on the saddle bags. The Carbines had accessories available, such as barrel extensions with bayonets and swivels for adding slings. The Martini-Henry Carbine designs were later modified to fire the British .303 ammunition. Eventually, by 1900, the Martini-Henry Carbines were replaced by the Lee Enfield gun design. The pair of Martini-Henry Carbine firearms represents policing in the early pre-1900 days of colonial settlement; Woodford was one of the first townships settled in Victoria, and it had a police presence from 1854 until 1917. The rifles and display provide a historic connection between the location of Woodford and relatives and associates. The carbine rifles show a stage in the evolution of weapon design, adapted to suit mounted troops, and adding features to streamline use and storage. The ammunition was also improved during this progression. The carbines are important for their connection to policing law and order in a remote area. They are significant for their association with the township of Woodford, which was important to travel in the southwest Victoria district, providing access across a river for a road between Port Fairy and Melbourne, and later Warrnambool, and supplying food, goods and accommodation for the travellers. A pair of mounted rifles is mounted behind glass in a timer case, accompanied by a framed display of two photographs and an account of the rifles’ history. The case and display each have a horizontal board with a gently curved edge and carved decorations added. The identical firearms are British-made Martini Henry Carbine breach-loaded rifled guns, supplied by Britain to its Colonial troops from around 1877. The rifles are lever-action, single-shot .500 calibre weapons. They have a teardrop lever on their right side. They were used by Victoria Police mounted troops at the Woodford Police Station, Victoria. The black and white photographs were taken in 1946. The left photograph has a circled area; the right photograph is an enlarged view of the circled area, showing the Woodford Police Station in detail. The printed text is on textured paper with the Victoria Police watermark. It gives a summary of the rifle’s history. There is an inscription on the left photograph. Left photograph, handwritten in white pen: “WOODFORD” Document’s print: “During the late 1840s the small town of Woodford grew around the crossing of the Merri River on the Melbourne/Port Fairy Rad. Woodford was proclaimed a township in 1854 and a police quarters was established there in 1857. The police station remained until 1917 when it was closed and police service from then on was provided from Warrnambool. The building was then used as a school residence and is now privately owned. In !940 Robert JELLIE, then a schoolboy, observed two rifles mounted on the wall of the disused stable at the rear of the old police building. Following the devastating flood of 1946 (see photograph above) the rifles were again seen in the room next to the stable but were not seen again until the building was sold by the Education Department many years later. It was a recognition of the historical value of the rifles which led to their donation to the Warrnambool Police Complex. The rifles have been authenticated by the Victoria Police Armoury as being Victoria Police issue some time before 1900. The rifles are an identical pair of the famous British-made Martini Henry, a .500 inch calibre military weapon widely used by British Colonial troops. Victoria Police and the wider community of Warrnambool are indebted to the members of the Woodford community for their fine gesture in donating the rifles for mounting so that their historical importance can be preserved and they can be displayed for generations to come. This display was funded by the Victoria Police Historical Society Incorporated, and presented on the first day of November, 1999.”flagstaff hill maritime museum and village, great ocean road, shipwreck coast, martini henry, victoria police, woodford police station, rifle, carbine, display case, british, martini henry carbine, breech-loaded, rifled, colonial, single-shot, .500 calibre, weapon, gun, 1877, troops, mounted troops, merri river, victoria police woodford, victoria police warrnambool, victoria police melbourne, police quarters, robert jellie, school residence, stable, 1946 flood, victoria police armoury, identical pair, british colonial troops, victoria police historical society incorporated, woodford, bicycles, found by a schoolboy, edwardian-style building, victoria police museum, warrnambool police station

Sylvia Jean Veronica McCullagh Barr (1914–1998) was a student at the Presbyterian Sabbath School in Dennington, near Warrnambool. In December 1930, she received a book as an award from F. Jones, the Sabbath School Superintendent, recognising her involvement and achievements at the school. Sylvia was the granddaughter of James McCullagh (1831–1911) and Elizabeth Eccles (1831–1909), a pioneering couple in the region. Married in 1856, James and Elizabeth settled at Oak Grove, Yangery, Illowa from 1859, where they lived until their deaths. One of James and Elizabeth’s sons, William McCullagh (1873–1940), married Margaret Jane Russell (1879–1981). William and Margaret also made their home at Oak Grove and raised eleven children there, including Sylvia. The book, “That Boarding School Girl” by Dorita Fairlie Bruce, represents an example of literature accessible to older girls during the early 20th century. It was specifically selected as an end-of-year award, recognising consistent attendance at Sabbath School. Such choices highlight the role of books in supporting the educational and moral development of young women during this period. The book is important as a connection to the early township of Dennington, a community distinguished by its established school and church. This association reflects the values the community placed on education and religious instruction. The book’s significance is further enhanced by its relationship with colonial pioneer families in Australia, particularly those from Victoria and the Warrnambool district in southwest Victoria. It is a tangible link to the history and legacy of these early settlers, who were instrumental in shaping the regional development. That Boarding School Girl Author: Dorita Fairlie Bruce Publisher: Oxford University Press Date: 1926 The front cover and the page opposite the fly page have drawn and coloured illustrations. The cloth-covered, hardcover book includes black and white illustrations and coloured illustrations on the front cover and frontispiece. Alma McCullagh was a student at the Presbyterian Sabbath School located in Dennington, near Warrnambool. In January, around 1928, she received a book as an award from R. Conn, her Sabbath School teacher, in recognition of her involvement and achievements at the school. The exact year of this award is based on available records: in January 1928, Alma was presented with a prize by R. Conn, whereas by 1930, the role of awarding prizes had passed to F. Jones. Alma was probably the granddaughter of James McCullagh (1831–1911) and Elizabeth Eccles (1831–1909), who were pioneering settlers in the region. James and Elizabeth married in 1856 and established their home at Oak Grove, Yangery, Illowa from 1859, residing there until their deaths. One of their sons, William McCullagh (1873–1940), married Margaret Jane Russell (1879–1981). William and Margaret continued the family tradition, making their home at Oak Grove as well. They raised eleven children, with Alma likely being among the youngest of their children. The book, “The Rose Book for Girls”, edited by Mrs Herbert Strang, represents an example of literature accessible to older girls during the early 20th century. In addition, the book is notable for its connection to the McCullagh family, a prominent farming family whose contributions supported the social and economic growth of the local district. This historical association enriches its value, situating the book within the broader narrative of community progress and pioneer achievement in the area, and highlighting its place within a tradition of religious life and community building. The Rose Book for Girls A collection of short stories by various authors Edited by Mrs Herbert Strang Publisher: Henry Frowde, Hodder & Stoughton, London Printer: Morrison & Gibb Ltd., Tanfield, Edinburgh, Scotland, UK Date: 1916 Hardcover book. The Adventures of Philip Author: William Makepeace Thackeray Publisher: Henry Frowde Oxford University Press Date: 1908fictionThe Adventures of Philip on His Way Through the World was originally serialised in The Cornhill Magazine from 1861 to 1863 and is Thackeray's final completed novel. The story is heavily semi autobiographical, reflecting Thackeray's own youth, early struggles, and financial losses. The narrative follows Philip Firmin, a passionate, blustering, but fundamentally good hearted young man. He stands to inherit a comfortable fortune from his late mother. However, Philip is completely betrayed by his own father, the aristocratic and deceitful Dr Brandon Firmin. The doctor secretly squanders, swindles, and speculates away his son's entire inheritance, leaving Philip financially ruined. Forced to make his own way in the world, Philip moves to Paris to work as a struggling journalist. He falls in love and marries Charlotte Baynes, despite having almost no income. The novel becomes an intense critique of Victorian societal expectations, exploring the crushing anxiety of genteel poverty, the snobbery of wealthy relatives, and Philip's struggle to maintain his pride and integrity while desperately trying to support his growing family.shipwrecked-coast, flagstaff-hill, flagstaff-hill-maritime-museum, warrnambool, maritime-museum, shipwreck-coast, flagstaff-hill-maritime-village, shipwrecked-artefact, book, pattison collection, warrnambool library, warrnambool mechanics’ institute, ralph eric pattison, corangamite regional library service, warrnambool city librarian, mechanics’ institute library, victorian library board, warrnambool books and records, warrnambool children’s library, great ocean road, the virginians-, william makepeace thackeray

The portrait was commissioned after Higinbotham's death in 1893. A committee was appointed to investigate the making of a portrait and they appointed Mr L Bernard Hall, instructor and later director of the National Gallery of Victoria. George Higinbotham (1826-1892) had a distinguished career as a newspaper editor and politican before becoming a Judge of the Supreme Court in 1880 and the third Chief Justice in 1886. Higinbotham was a long serving attorney-general in the 1860s colonial administration. Higinbotham was active in the education, land and constitutional debates of his time. He played a prominent role through his chairmanship of the of the Royal Commission into Public Instruction with regard to the introduction of the free and secular primary school education. The portrait of George Higinbotham is of historic significance as the depiction of an important public figure in 19th Century Victoria. Joseph Chamberlain was was an important businessman and a politician. He worked to improve education, and cities. He was a Member of Parliament from 1876 to 1914, and Colonial Secretary (controlling British colonies) from 1895 to 1903. His son Austen won the Nobel Peace Prize and another son Neville was Prime Minister from 1937 to 1940. (Wikipedia) Chamberlain was a Unitarian, a Christian who believes Christ was an example of the way to live life, but was not divine (not a part of God). Unitarians try to work to help society. There were many problems in Birmingham after the industrial revolution, and many men were not allowed to vote. In 1868 Chamberlain helped a liberal man to become the Member of Parliament for Birmingham. In 1869, he started a group working for free primary education for all children. In November 1869, he became a member of Birmingham City Council. There he worked for cheaper land prices for rural (countryside) workers, and became very popular. In 1873 he became the Mayor of Birmingham. He bought the gas companies and water companies for the city, so people were able to have clean and safe water. He made parks, roads, schools museums and built new houses for poor people. In June 1876 he became the Member of Parliament (MP) for Birmingham. In parliament he worked to unite radical M.P.s (MPs that wanted change) against the Whig party who were in power. His work helped William Ewart Gladstone to become Prime Minister in 1880. Chamberlain often spoke about education in parliament. (Wikipedia)Image of a man called Joseph Chamberlain.ballarat irish, chamberlain, joseph chamberlain

STANWAY, ALFRED (b. 9 Sept 1908; d. Melbourne, Vic, 27 June 1989). Anglican bishop, missionary. Stanway grew up in the Wimmera district of western Victoria, and left school when 14 years old. He found work in Melbourne, trained as an accountant, and at the age of 20, held a responsible position with a publishing company. This background, allied with an uncommon flair for figures and finance, was to stand him in good stead throughout his life. But he had little knowledge and no experience of the grace of God until 29 July 1928. At the Evening Service in the parish church of Fairfield on 29 July, he heard the Rev C H Nash (q.v.) preach a sermon which led to his conversion. Within two years he made up his mind to become a missionary and began night studies in order to matriculate. He entered Ridley College in March 1932 to prepare for ordination undertaking week-end duties as a catechist at Deer Park and St Albans. He joined the CMS League of Youth, became chairman, and gathered a fine band of young people many of whom were to become missionaries. He was closely involved with the Belgrave Heights Convention (then at Upwey) and established a League of Youth camp on the site. All his energies were thrown into the task of building up its members in personal holiness and vigorous evangelism. Stanway was ordained in St Paul's Cathedral, Melbourne on St Thomas Day 1934 and was placed in charge of the Old Mission Church of St James and St John, Melbourne. The duties were light enough to allow him to enrol in the Melbourne Teachers College and to complete the Diploma in Teaching. On 26 January 1937, he sailed for Africa to become a missionary in the Anglican Diocese of Mombasa, which at that time embraced the whole of Kenya. He was sent to the hot coastal town of Kaloleni as principal of a Secondary Boys School. Before he left Melbourne, he had become engaged to Marjory Harrison: she followed him to Africa and their marriage took place in Mombasa Cathedral in June 1939. He remained at Kaloleni until 1944 when he was transferred to the inland station of Maseno where all his gifts were to be deployed as rural dean of Nyanza. His oversight of some 500 village churches as well as a widespread primary school system was so efficient that in 1948 he was appointed archdeacon of Kenya with his home and office in Nairobi. As secretary of the African Church Council and of the African Education Board, he was responsible for all African work in the diocese. His contacts with government ministers and public servants were of first class significance at the time when the cry of Uhuru and the demand for independence was travelling throughout the colonial world. On 2 Feb 1951, Alfred Stanway was consecrated in Westminster Abbey as the third Anglican Bp of Central Tanganyika. This Diocese was the special sphere of the CMS Australia, and he already knew most of the missionary personnel. He brought with him the understanding and experience of one who had fully shared the lot and problems of a district missionary, but he came to the diocese at a time when it had yet to recover from its losses in personnel and finance as a result of the war. His immediate task was to provide the impetus of fresh leadership and a long-term overall policy. His aim from-the outset was to build up a strong autonomous church with its own indigenous pastorate. With the whole-hearted confidence of the home base, he was able to enlist the service of new missionaries. He saw a great increase in the number of African clergy and he encouraged village evangelists to open new fields of work. Simple structures were built as new churches at the rate of two a week, week in and week out, year by year. He worked hard to meet the need for Christian literature, bookshops, adult literacy and theological training. He opened Bible schools for village evangelists and sent suitable clergy overseas for further studies. He encouraged initiative in others, helped them to find and use their talents, and gave them his unstinted confidence and support. Fresh finance was required for new ventures. This led him to travel widely in Germany and America, where he raised large funds for these projects. Mackay House was built in Dodoma as the central administrative base for the diocese, hospitals such as those at Mvumi and Hombolo were modernised or established, schools were built and upgraded. In keeping with his vision for ultimate leadership by African personnel, he consecrated Yohana Omari in 1955 as his assistant, he was the first national to become a bp in East Africa. Bp Stanway then set on foot the long and complicated process for the division of his sprawling diocese. In 1963, the diocese of Victoria Nyanza came into being; in 1965, that of Morogoro; in 1966, that of Western Tanganyika. Yet in 1971, his own diocese of Central Tanganyika, though greatly reduced in size, had more churches and more clergy than in its undivided state in 195 l. Stanway then played a leading part in the formation of the Province of Tanzania in 1970, with an African abp as metropolitan. A year later, after 35 years in East Africa and 20 years as bishop of Central Tanganyika, he resigned. His leadership and achievements throughout those years had placed him in the front rank as a great missionary statesman. Stanway had returned to Melbourne at the time when his resignation took effect in August 1971. His early love for Ridley College reasserted itself and he went into residence as deputy principal under the Rev Dr Leon Morris. He was put in charge of chapel worship and the pastoral oversight of the students. All his gifts and experience were called into play as he sought to guide and encourage those who were on the threshold of their ministry. The whole bent of his heart was to foster the spiritual life and missionary calling of those whose hearts the Lord had touched. It was during those years that his life-long zeal for the spread of the gospel through Christian literature had its ultimate flowering. It had begun in his Nairobi days with a small church bookstall, this had developed into a major book-shop in the heart of the city. Then in Dodoma he had established the Central Tanganyika Press in order to promote the publication and distribution of Christian literature at all levels. He had marked out Kevin Engel, trained him, and launched him on the international scene. Hence it was natural that in Melbourne he and Kevin Engel should found the Australian Christian Literature Society. But his time at Ridley College was not to last. Unknown to him, the Rev J R W Stott had put his name forward as that of a person who could head a new school of theology in the United States to provide a sound training for evangelical ordinands. Such a task would have been formidable enough for a younger man who had grown up in America. How could an Australian who had spent half his life in Africa hope to succeed in a venture of that kind in America? How could one who had been a missionary, not a theologian, found a new school to train men for ordination? Nevertheless he rose to the challenge. In Sept 1975, he and Mrs Stanway left Melbourne for Sewickly, an outer suburb of Pittsburg, with the promise of three years' service. He had to start from scratch. He found a house to live in, but there was no land for the school, no funds in hand, no staff yet appointed, no students, and no buildings. His drive, his infections enthusiasm, and his flair for practical enterprise carried the day. One by one, obstacles were overcome and support grew in volume and strength. Twelve months after his arrival, in Sept 1976, the Trinity Episcopal School for Ministry was opened with three staff members, seventeen students, and the goodwill of the whole American Episcopal Church to win. During the next two years, the school took shape and was firmly established. Bp Stanway left an indelible stamp on every aspect of its life and work, its spiritual tone and ideals, its financial and administrative principles. He had inspired widespread support among evangelical episcopalians and had imparted a strong sense of divine guidance and purpose. The council would gladly have extended his term in office beyond three years, but at 75 years of age he knew that his health had begun to fail. When he finally relinquished his office in Nov 1978, he could look back on those three years as the crown of his ministry. It is not too much to say that his name was even more highly honoured and revered in the Trinity School of Ministry than in his own dearly loved Africa. His return to Melbourne led to quiet retirement at Mount Waverley where he settled down to a long battle with the ever worsening effects of Parkinson's Disease. The slow loss of physical capacity and the ultimate failure in powers of speech were a great trial, but he never complained. His faith was summed up in his brief reply when he was asked why he had not prayed for healing: 'What God allows, I accept'. That acceptance was without reserve; his testimony was never brighter. His mental powers were undiminished and his spiritual concerns were as wide as ever. He kept in touch with CMS, he went to church, he met with missionaries, he led Bible studies in his home as long as he was able. Africa was always in his heart, news from Sewickly always gave him great pleasure. He had left a mark for God on three great continents and his death left sad but thankful hearts in them all. It was the close of a life in which he had felt that he could never do enough for God who had done so much for him. One of Bp Stanway's sayings was 'when the Holy Spirit takes hold of you, anything can happen'. So it was in his case. He was very human, with his full share of human foibles and frailties. He had a great zest for life and an endless fund of stories drawn from his own experience. He was himself the subject of many stories, some true, others legendary. His vibrant personality always seemed to fill the house where he was, his presence could not be overlooked. His own home was one in which Mrs Stanway had a paramount influence. She was a trained teacher, a skilled artist, a born hostess and a first-class linguist. They had no children of their own, but were devoted Godparents and always deeply interested in the children of missionaries. Home life allowed him to relax in a serene and contented atmosphere and to exercise his gifts for friendship and hospitality. He was always on the watch for souls, a person-to-person evangelist par excellence. He was a man of faith and prayer who dared to believe in the God of the impossible. His love for Africa, his total dedication as a missionary; his gifts as a soulwinner; his genius for finance; his shrewd practical initiatives, and his statesmanlike vision were outstanding characteristics. But great or small, all his gifts were laid out in the service of the gospel, and that service marked him out as one of the most remarkable Australian missionaries of his generation. Armstrong as commissioned by the Shire of Stawell for the Inter-colonial and Paris Exhibition in Melbourne in 1866. The education of children in the early years was at the hands of various denominations and attendance was not compulsory. So it was at Pleasant Creek, where prior to 1858, no real effort had been made by any of the nominations to establish schools. In 1864 the denominational system was abolished and school became known as the ‘common school’, such as pictured. stawell education

"The Mechanics Institute movement flourished in Victoria from 1839 to 1950. It was based on the development of Mechanics’ Institutes in Scotland and England from the 1820s, which were intended to educate and enlighten the working classes. The term ‘mechanic’ in those days meant an artisan, craftsman or working man, especially those who had moved from rural areas to work in new city factories during the Industrial Revolution. The early Institutes were usually equipped with a reading room, a library and a lecture room. Although enjoying mixed success in Britain, they contributed to the development of public education and library services. The movement was adopted more enthusiastically in the colonies. It began slowly in Victoria but its expansion after the gold rushes population influx was rapid, especially in rural areas. Every suburb and town wanted to have a Mechanics’ Institute. During the 1850s approximately forty Institutes were established, with even greater growth in the period 1860 to 1900. By 1900 there were 400 Institutes in Victoria. The establishment of a Mechanics’ Institute was often a great achievement for a local community, requiring organising committees to raise substantial funds for a building site (where this had not been granted by the Government), and the building. Once built, the committee then had to purchase books, provide a caretaker or librarian, and finance the ongoing use of and improvements to the building. ‘The history of many Institutes is a story of tremendous community effort, and often, financial difficulties’. In addition to being monuments to local enterprise and community life, the Mechanics’ Institutes played a vital role as an intellectual forum, and in contributing to an informed and participatory democracy in the late nineteenth and early twentieth centuries. They provided journals and other reading matter on local, state, national and international issues, and hosted of lectures and held debates about wider issues such as Federation, colonial nationalism, defence, female suffrage, the price of land and labour. With the development of the school and technical education in the latter part of the nineteenth century, the need for community technical and adult education declined. As a result of the introduction of government library grants in 1867, many Mechanics’ Institutes incorporated a free library in their buildings to finance collection of their books. By 1884-85, there were 257 free libraries in Victoria. However, government support and library grants dropped off in the 1890s depression. Entertainment took on a greater role in the 1890s, with the introduction of moving pictures, billiards rooms, games rooms (chess), concerts and dances. The First World War had a devastating impact on many rural communities, and some Mechanics’ Institutes were no longer viable. On the other hand the early twentieth century was also a time of agricultural development, and many country towns were growing in this period. The 1930s depression further limited growth of many libraries and reduced grants substantially. In response many Mechanics’ Institutes were renamed, for example as memorial halls, in order to retain and attract more patrons (eg at nearby Sunbury). The diminishing role for Mechanics’ Institutes and the preference for larger and better appointed halls (with supper rooms, cloak rooms etc) resulted in demolition of some small Institutes. The advent of cars, radios, and television also provided other opportunities for recreation, learning and entertainment. The greater role of municipalities in providing library services also eroded the need for free libraries. While over 500 Mechanics’ Institutes or halls are extant, very few of these retain their original role as ‘diffusers of useful knowledge’. Most are still available for community purposes, as venues for meetings, socials, civic occasions etc, while others are employed as museums, shops and theatres. Most buildings are on Crown land, and managed by a delegated committee of management, who are responsible for raising revenue to maintain aging buildings. Many of those which were originally established on private land, such as Melton, have since reverted back to the Crown, and municipal Councils. The most common Mechanics Institute building form is the simple weatherboard gable building with iron roofs, notable for their ‘honest simplicity’ rather than as ‘monuments of the ancients’. At the other extreme there are some magnificent two storeyed brick and stucco structures with elaborate ornamentation (as was apparently envisaged by some in Melton in 1905-10)".
