Mt Beauty rural fire brigade was established in 1948 by the State Electricity Commission of Victoria as an industry brigade. When Mt Beauty was handed over to the Shire in 1961, the fire brigade became a member of the Country Fire Authority (C.F.A.). Today it is an urban fire brigade. A start on the construction of Bogong Creek race line was made at the commencement of winter in 1948. Work proceeded in the following years when work on the High Plains was not practicable. In January, 1951 the special trimming machine, the special slip form and concrete mixing and placing equipment was put into service. A shortage of cement caused some delays as well as a sudden financial recession. The race line was completed and put into service in 1952.An historical record showing the machinery used during this time, the number of workers and supervisors involved and the mountainous terrain where they worked. It also demonstrates the OH&S of the period with workers mostly in street clothing with no hard hats or other safety equipment. These seal skin straps and webbing were introduced into the Victorian Alps by European engineers, conducting survey work for the SEC Hydro scheme in the late 1930s. This period in time produced many immigrants from a war torn Europe with highly developed technical skills. Many of these immigrants provided articles that were well suited to the alpine regions of Australia, ones they used in their homelands. These were times when the home grown cultures of the Anglo Saxon heritage of the earlier settlers within the Kiewa Valley became interwoven with the various European cultures and this formed, what in later years became the beginning of the Australian multi-cultural society. The Kiewa Valley and its surrounding regions where the major rural areas which did not progress in a so typical Aussie "dinky-di", "she'll be right" fashion. The European influence was however not too strong, so as to obliterate the flavour of the home grown rural society.The major populated sections of the upper Kiewa Valley and the Alpine regions were accelerated by the SEC Hydro Development which brought into the slow growing rural regions a quasi multi ethnic society, however this was only noticeable up to the time when the final Power Station was commissioned in the 1960s. The slight variations to the typical Australian rural settlements of the time were in some food preparations, winter apparel such as these seal skin straps and soles and "langlauf" (cross-country skis). The sealskins were sewn so that their grain ran from front to back thereby allowing the skins to grip going up hill and glide going downhill.The gardens and varieties of flowering shrubs and trees where also more in line with traditional European "outdoor" settings. This item of military uniform was worn by Squadron Leader (SQNLDR) Bernard Farley during his period of Full Time service in the Royal Australian Air Force (RAAF) between 27 January 1976 and 02 March 1997. Bernard joined the RAAF as an Airmen was trained and employed as a Clerk Supply (CLKSPL) between 1996 - 1977. He undertook officer cadet training at the Army Officer Cadet School in 1978 and was commissioned into the Ground Defence Category on the 09 December 1978, where he served for 18 years and rose to the rank of SQNLDR. Royal Australian Air Force (RAAF) 1A Service Dress Uniform 1A - Tunic (Jacket - Blue Grey). This uniform was in the period 1966 - 2001 as the primary uniform. Service Dress is approved for wear as either ceremonial dress or working dress when employed in office or business type environments. The Tunic consists of a jacket has a lapel collar, with two external chest pockets and exposed pocket flaps, two side jacket pockets with external flaps and two internal jacket pockets positioned just below the external chest pockets. There is a crescent shaped cloth badge 'AUSTRALIA' sown at the side/top of each sleeve and Squadron Leader - rank stripes sown around each sleeve on the upper wrist area. The Tunic is closed with four gold buttons down the front. Each button is inserted through a small round hole sewn into the right side of the tunic front and held in place at the rear with a safety pin. There are four corresponding button holes sewn into the left front of the tunic to fasten the jacket in the normal closed position when worn. The child's silk smocked dress with feather stitching is believed to have been worn by Mary Hodgetts, sister of the donor's mother. The dress is estimated to have been made in c.1919, but from its style it may date from the 1900s. This would not be uncommon as children's clothing was often 'passed-on' or reconfigured to fit a new wearer. Mary Hodgetts grew up in Kensington Park, Adelaide. As an adult, Mary enlisted in 1941 to the 1st AWAS camp. After six months she volunteers for the 58th AASL (Anti Aircraft Searchlight Battery). She was sent to Sydney where she attended Training School with 33 males and one other female. Mary was the first AWAS to receive a Commission in the RAA (Royal Australian Artillery). Mary Downer was one of many under Mary's command on returning to Adelaide. After a March through the streets of Adelaide, most of the unit transferred to Western Australia (Fremantle area) in 1943 and were scattered amongst the 55th and 65th AASL Batteries. At the conclusion of WW2, Mary travelled to Melbourne to be with her sister and studied Accountancy. She first lived in Mary Street, Hawthorn, and then bought a unit in Harcourt Street, East Hawthorn. During this period she worked as Bursar to St Catherine's Girls' School. On retirement, she purchased a house in Edgecombe Street, Kew, and lived there happily for many years. During this time she was active with the Kew Meals on Wheels, receiving her 10-years of service certificate. Alexander Lau established his business in 1950 in the Nicholas Building, 37 Swanston Street, Melbourne. He designed textiles and commissioned many of his textiles to be spun and woven in Geelong mills. He had a long association with the Returned Soldiers and Sailors Mill and with Mr Schofield, the manager. Rationing regulations for food and clothing were gazetted on 14 May 1942. Rationing was introduced to manage shortages and control civilian consumption. It aimed to curb inflation, reduce total consumer spending, and limit impending shortages of essential goods. The broad reasoning behind the introduction of rationing was to ensure the equitable distribution of food and clothing. It was also hoped that a cut on consumer spending would lead to an increase in savings, which in turn could be invested in war loans. Australians were never as short of food nor rationed as heavily as civilians in the United Kingdom. Rationing was enforced by the use of coupons and was limited to clothing, tea, sugar, butter, and meat. From time to time, eggs and milk were also rationed under a system of priority for vulnerable groups during periods of shortage. Rationing was administered by the Rationing Commission. The basis for policing food rationing was through the surrender of coupons before rationed goods could be supplied. This had to occur between traders as well as consumers. Coupons were passed back from consumers to retailers, from retailers to wholesalers, and in many cases from wholesalers to producers, who were requested to return them to the commission. Breaches of rationing regulations were punishable under the general provisions of National Security Regulations by fines of to £100 or up to six-months imprisonment. Responding to the complaint that these penalties were inadequate, the government passed the Black Marketing Act at the end of 1942. These boots were manufactured by Oliver Stevens in Ballarat to the Forests Commission's own specification. Safety boots were a bit "hit and miss" back in 1981. As well as the steel toe caps these boots had a screwed, glued and stitched Sherpa-pattern rubber nitrile sole. The sole was oil resistant and didn't melt on hot coals. The yellow heels signified safety boots. There were two styles with different leather and staff were all personally fitted and given their choice of style. The only thing that has fundamentally changed over 40 years is there is much more choice and comfort in boots today. These boots proved to be the catalyst for boot manufacturers realising there was a market outside of the armed forces not being served. Ankle injuries along with elastic sided boots were virtually eliminated by these boots. The iconic Tasmanian company, Blundstone, had a work boot called "Forester" at the time. It had won an Australian Design Award and had a bonded Sherpa sole. Unfortunately, the soles tended to separate from the boot under field test conditions.
