Eltham Shire Councillor Albert Price joined over 500 spectators for the official opening of the new re-inforced concrete bridge across the Diamond Creek at Hurstbridge. Eltham Shire shared the cost of the construction of the bridge with Heidelberg and Whittlesea Shires.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book, "Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' Unlike regular postage stamps, Cinderella stamps were privately produced and had could not be used for postage. They were produced for a number of reasons:- 1. as souvenirs of a specific event, 2. as promotional tools either for a business our tourism, 3. to raise funds for a particular project. Ref. The Coronation seals have been issued by the Port of Plymouth junior Chamber of Commerce and the proceeds are in aid of the following charities: the Lord Mayor's Christmas fund, the Patient's Voluntary Welfare fund and the Plymouth Council of Social Service. The poster includes a cartoon by Arthur Jordan, with a conversation between an ailing man and a good man after baths visits. There are several reviews dating from 1906 to 1908 extolling the healing powers of the baths' waters. In February 1877 a Baths Company (1050 shares) was formed in the town of Warrnambool for the establishment of the baths at the south end of Gillies Street. The baths were filled with sea water from Lady Bay, originally pumped by a windmill situated near the current Surf Lifesaving Club and carried by iron pipes to the Public Baths; later the water was pumped by gas motor. Hot and cold fresh water baths were advertised. The gentlemen’s bath was 100 feet long and 50 feet wide, of graduating depth. A second bath, solely for ladies, was 60 feet long by 30 feet wide. Hot Sea-water Baths were also part of the institution, and were sought after for their ‘wonderful curative powers’, and ‘incomparable’ as a ‘tonic for the feeble’. In June 1881 the Hot Sea Baths were opened, and both hot and cold water baths were supplied at reasonable charges. Patrons came from near and far to receive the benefits. The manager of the Baths was J. Kirkpatrick. The Baths Company struggled for several years without success so in 1883 the baths were sold to the Borough Council for 1250 pounds. The original shareholders received nothing for their outlay; the overdraught was over the sale price. In May 1884 the Council announced that an estimated they has spent 1000 pounds in improving the baths since purchasing them and were now returning an income of 11 per cent. Eltham Town Park was partially constructed on a tip site. The park and lake were landscaped in 1973-1974. As early as late 1980 a proposal to rename it Alistair Knox Park was met with significant community resistance with a petition of 1600 signatures against however Council ultimately pushed the name through in 1987. Many residents continued to call it Eltham Town Park for some years later. Wendy Price 1988 Entrant No. 147 Ref: Series 34, Items 35, 36, 107, 108 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). Eltham Town Park was partially constructed on a tip site. The park and lake were landscaped in 1973-1974. As early as late 1980 a proposal to rename it Alistair Knox Park was met with significant community resistance with a petition of 1600 signatures against however Council ultimately pushed the name through in 1987. Many residents continued to call it Eltham Town Park for some years later. SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Andy Clapham owned and operated a boat yard on the Maribyrnong River in Footscray, Victoria. The river runs into Port Phillip Bay (sometimes known as Hobson’s bay) at Williamstown, an area with a history of trades associated with the shipping and construction industry. Andy Clapham’s photographs include those of the Reginald M and one of Polly Woodside, another vessel restored and used as a maritime exhibition. Andy Clapham’s letter of 1972 was posted in a and envelope with an early Australian decimal currency stamp showing the profile portrait of Queen Elizabeth II, and valued at 7 cent. Andy offered invaluable advice to the Flagstaff Hill Historic Park Planning Board regarding the purchase a vessel suitable for use as an exhibit once Flagstaff Hill was opened. The Planning Board was set up by the Warrnambool Chamber of Commerce and approved by the City Council and State Government. Flagstaff Hill was investigating vessels in Adelaide and Tasmania as well as Melbourne. Andy looked at several vessels in 1972-1973. He also serviced the Reginald M among other vessels belonging to Captain Julian Dyson of Yarra Ferries, who had casually offered the vessel to Flagstaff Hill as a price that was unattainable at the time. Flagstaff Hill later requested photographs of the hull to discern the dimensions and also the condition of the timbers as well as wanting advice on its seafaring capability. In 1972 the Flagstaff Hill Historic Park Planning Board – Chairman J. (John) S. Lindsay (1972-1980), Secretary J. (James) Mark – wrote a letter of appreciation to Mr A. (Andy) Clapham of 3 Charles Street Footscray ... “Dear Mr. Clapham, The Board has asked me to write to you to express our appreciation for the assistance you have offered us through our Chairman John Lindsay. The information you have already given us has been invaluable, in that is shows us that we have not been setting out to do something that is impossible. We look forward to receiving further information from you as it becomes available and we appreciate that you must be busy enough without our problems. Members of our Board hope to call and see you on a trip to Melbourne in the near future. The Board is optimistic about the future of Flagstaff Hill as a Maritime Museum and look forward to you visiting Warrnambool to examine what we believe will be an ideal site. Yours faithfully, James Mark.” ABOUT the vessel “Reginald M” The vessel “Reginald M” was a two-masted, timber coastal vessel built by John Henry Murch in Birkenhead, Port of Adelaide, South Australia. It was named after Reginald Murch. (It was occasionally referred to as the Reginald “Emm”). Its construction took approximately 6 months using many materials and fittings from salvage yards. It is believed that the keep was hewn from two telegraph poles! Reginald M was launched at Largs Bay in 1922. Reginald M was approximately 30 metres long and was fore-to-aft ketch rigged with an ‘auxiliary’ motor to support any loss of sail power. The Reginald M was built to service the coastal ports of South Australia to Port Victoria on the York Peninsular, Spencer Gulf. It freighted cargo from port to port cheaply and efficiently. It had a very shallow draft and a flat bottom, enabling it to come close to shore and sit high and dry at low tide, or to be beached on the sand. It could easily skim over reefs due to its flat bottom. Wagons could be loaded and unloaded directly from the side of the vessel. Over the years her cargo included guano, barley, wool, horses, cattle, timber, explosives, potatoes, shell grit and gypsum. The Murch brothers from Port Adelaide were owners of the Reginald M and Richard Murch as the Captain. On April 9, 1931, Reginald M weathered a large storm in St. Vincents Gulf, SA, suffering much damage; the mast snapped and the crew laboured for four hours to free it up by severing the mast and rigging. The crew patched it up and slowly returned to Port Adelaide with only a portion of the insured cargo being damaged. The crew members at that time were owner Mr John Henry Murch of Wells Street Largs Bay, Skipper Mr R Murch – John’s brother, Murray – son of Captain Murch and Seaman John Smith. At some stage it seems that the Reginald M was used as a Customs vessel “H.M.C. No. 3, Pt Adelaide” as shown in a photograph in Flagstaff Hill’s collection. In 1969 Reginald M’s last freight trip left Marion Bay, carrying grain, wool and explosives. In late 1970 it was sold to the Mount Lyall Mining and Railway Clompany and used as a barge to carry explosives. In 1972 The Navy League of Strahan, Tasmania, purchased the vessel for use by the Strahan Sea Cadet Unit at Macquarie Harbour; it was renamed “T.S. Macquarie”. (This plan did not come to pass.) In 1974 Mr Andrew Rennie of East Brighton, Melbourne, brought Reginald M for shipping purposes, He sailed it from Strahan to Melbourne, planning to use it for pleasure sailing. The Reginald M was later sold at auction to Captain Julian Dyson, owner of Yarra Passenger Ferries in Melbourne. Later in 1975 funds became available to Flagstaff Hill Maritime Village to purchase the Reginald M. It was then restored and used as an exhibit here for many hears. Flagstaff Hill’s collection also includes various objects related to the Reginald M: - Photographs of Reginald M over the years in various aspects of its use - a life buoy with the inscription of “Pt. Adelaide” - helm section that was removed and replaced during restoration - a bullet found in pieces of timber during the 1979 restoration ABOUT THE POLLY WOODSIDE On the bow in the Polly Woodside's photograph is the word "RONA". the Polly Woodside was built at Belfast in 1885. In 1904 the vessel was sold to A.H. Turnbull of New Zealand and renamed "RONA". The letter and photographs are significant for their association with the Reginald M, an Australian built coastal trader now on the Australian Register of Historic Vessels (number HV000562). The letter and photographs are also significant as part of both the history of Flagstaff Hill and the history of the vessel “Reginald M” that has been on display in the lake for many years. Objects retained from this boat are included in Flagstaff Hill’s collection of maritime history.Packet with photographs and negatives in a KODAK envelope. The envelope postmarked 9 Dec 1972, with the Warrnambool postcode 3280, A 7c Australian postage stamp in attached to the envelope. They are associated with Flagstaff Hill’s acquisition of the vessel “Reginald M”.
