On Saturday September 2, 2023, Russell Yeoman led a group of 22 society members and interested others on a walk following trhe bounadries of the original Shillingalw farm. Commencing at the corner of Panther Place and Library Place, we proceeded up to Shillinglaw Cafe then the Shillinglaw trees at the former Eltham Shire Office site then along Main Road to the fire station then throughh St Laurence Lane and uinder the railway line , along Diamond Street then return via the Diamond Creek trail behind Andrew Park. The actual farm boundary went past the creek and further up the hill. The original farm comprised lot 90 of Holloway’s 1851 subdivision of Little Eltham. Its area was 30 acres lying east of the Diamond Creek and north of Henry Street. SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. Gates donated by Cr. and Mrs Ernie J. Andrew. A check of the 1949 census shows Ernest James Andrew and Ellen Andrew living at Arthur Street. In 1937 they were both recorded in Main Road, Eltham, Ernie's occupation as newsagent. By 1943 they were recorded in Arthur Street and Ernie was retired. A search of our records shows that Ellen died 13 July 1946 and Ernie on 29 March 1950. William Bravery Andrew was a native of Surrey, England. He came out to Australia in 1842 and lived in Brighton, Victoria for 14 years. He revisited England for a year, departing July 1856 and returning to Victoria in July 1857. William moved to Eltham around 1859 where he met and married a widow, Ellen Harper (nee Clarke) in 1867 whose husband John, a carpenter, had died in Melbourne the previous November leaving her with four surviving children: Edith Harper (1856 Eltham), Newell Harper (1858 Eltham), Ida Ellen Harper (1862 Eltham) and Lilian Harper (1862 Eltham). Ellen and John had suffered the loss of two children: John (1860-1864 Eltham) and Percy (1865-1866). William and Ellen had three more children of their own: Mabel Andrew (1868 Eltham), William Bravery Andrew (1870 Eltham) and Ernest James Andrew (1873 Eltham) By 1867 William was the registered newsagent for Eltham with a produce store, W.B Andrew Corn Store, on "Policeman's Hill", at the corner of Maria Street (now Main Road) and Franklin Street. He also took a lively interest in the public affairs of the town and district, and with his wife Ellen, continued to run the store for some fifty years. Ellen pre-deceased William on February 9, 1906, after a long and painful illness of some 11 years. William died October 8, 1907 and is buried with Ellen in Eltham Cemetery. Their youngest son, Ernest James took over running the business and became a prominent member of the community and Eltham Shire Councillor for 30 years. Photo taken by Nathan Islip who at the time was studying Architecture at the University of Melbourne. During his experience year he worked as a builder's labourer on the new Eltham Library construction project. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. The Rose Series P. 4284 post card Taken from near what would be present day CLC car park looking southwest across Diamond Street, present-day Andrew Park to the railway station and developing Eltham shopping precinct. Arthur Street visible, Pryor and Luck Street not evident. Sunnybrook, the Taylor home is visible at the top of the hill in Bible Street. Only three residences visible in Arthur Street on the southern side, two of these are the David Harbison Rest Home at 10 and 12 Arthur Street (built and opened in November 1919), present day site of Eltham Mall. There are none on the north side of the street. Based on 1945 aerial view there are 8 buildings on the northern side between Main Road and Bible Street which and given the extent of commercial development on Main Road, it is estimated this image is circa 1925. Luther Haley was the first to build an open a baker and General Store in this location next to the railway station in 1902. However, it took nearly twenty years until the early to mid-1920s when a period of significant growth in the Eltham shopping centre happened with many businesses relocating their operations from the original town centre of Maria Street in Little Eltham as well as new businesses opening. Other stores/buildings noted (L-R) are: Stationmaster's House built circa 1910 Eltham Hardware Store opposite the railway station first opened on Main Road opposite the Railway Station around late 1922. An advertisement placed in the Hurstbridge Advertiser advised that the Hardware Store had just opened with a varied stock of Saws, Hammers, Nails, Shovels, Screw Drivers, and every article required in a house or on a farm. People were also encouraged to try their Jams, Pickles, Sauces, Cups and Saucers, etc. Newsagency with 'Leader' advertising on awning - E. J. Andrew opened his newsagency shop opposite the station in March 1923, advertising for sale stationery, school requisites and periodicals. Bird Brothers Cash Grocer & Fruiterer opposite the railway station offering summer drinks and confectionery a specialty with a full Stock of groceries of the best quality always on hand at city prices opened December 1921 William Capewell's Butcher shop at the corner of Dudley Street. Capewell previously had a small shop in front of the station opposite Luck Street. He enlisted in the AIF during WW1 and returned home in 1919. He re-applied for a slaughtering license in February 1920 and was advertising by October 1922 supplying all districts. Not visible (or not yet identified) but in business by October 1922 were: J.H. Fraser, Carpenter and Builder at Luck Street opposite the station George A. Danslow, Hairdresser and Tobacconist opposite the railway station Miss Barber's 'Blue Gum' Soda Fountain opened October 1922 opposite the railway station (hidden behind Stationmaster's House). It was so named due to its proximity to a tall Blue Gum tree G.H. THE WEEK REVIEWED (Article; Bush Fires: A pictorial survey of Victoria's most tragic week, January 8-15, 1939. Published in aid of the Bush Fire Relief Fund by the Sun News-Pictorial in co-operation with its newsagents, pp2-3) THE fiercest bush fires Australia has known since its discovery are quiescent at the moment, and Victoria, in the comparative coolness of the change which came with rain on Sunday night, has begun·to count its losses. In the fiery eight days, from Sunday to Sunday, at least sixty-six men, women and children have lost their lives in forest fires, or have succumbed to burns and shock; many others have died from heat; and several serious cases of burns are being treated in hospitals. Two babies in Narrandera district have died, and ten others are in hospital, because of milk soured by the record temperatures of those eight days. Forest damage totals at least a million pounds, and incalculable damage has been done to the seedlings which were to have been the forests of the future. Water conservation will be seriously affected by the silting-up of reservoirs and streams from which protective timber has been taken by the all-engulfing flames. More than a thousand houses have been destroyed, and these, with 40 mills, and schools, post-offices, churches, and other buildings, represent a loss of at least half a million. At least 1500 are homeless. For their aid, money raised in appeals has now passed the £50,000 mark, and the biggest relief organisation ever set up in peace time has swung into operation. The First Hint Victoria's first hint of what was to come appeared on Sunday, January 8, when most parts of the State awoke to find a blistering day awaiting. At 12.20 p.m., when the thermometer reached its highest for the day, 109.6 degrees, the first fire victims were at that moment going to their death on a bush track five feet wide off the main road to Narbethong. They were the forestry officers Charles Isaac Demby and John Hartley Barling, who went to warn Demby of his danger when he parted from his companions, and was himself surrounded by the treacherous fire. It was not until 8 o'clock next morning that the tragic news was flashed throughout the State. Searchers found the two charred bodies close together, one seeking protection in the nook of two logs. Barling's watch had stopped at 1.20. In the meantime, tragedy was spreading its cloak. By Monday, big fires were raging at Toolangi, Erica, Yallourn, Monbulk, Frankston, Dromana, Drouin South, Glenburn, and Blackwood, with smaller outbreaks at many other centres. In the ensuing week, while women and children were evacuated as fast as the flames would permit, Erica-scene of the 1926 fire disaster-thrice escaped doom by a change of wind. Indeed, those who have been in the fire country these past days say that the numbers of times a change of wind has saved towns from destruction is amazing. In the towns they speak of miracles. Monday's Miracles The escapes from Monett's Mill at Erica and from the Hardwood Company's Mill at Murrindindi, near where Demby and Barling went to their death, were Monday's miracles. Twenty came out alive from each mill. At the first a 60ft. dugout provided an oven-like refuge; at the second, 12 women and children survived in the smoke-filled gloom of a three-roomed cottage while their eight men, their clothes sometimes afire, poured water on the wooden walls. Three houses out of ten remained when the fire had passed. Record Temperatures Sunday had been the hottest Melbourne day for 33 years; Monday dropped to a 76.1 degree maximum; but Tuesday dawned hotter than ever, the mercury reaching 112.5. By now rumor was racing ahead of fact; whole towns were being reported lost; the alarm was raised for scores of missing persons. But fact soon overtook rumor, and within a few days the staggering toll began to mount to a figure beyond the wildest imaginings of the panic-stricken. Six died from heat on this torrid Tuesday, and the fires spread in a wide swathe from south-west to north-east across the State. Fish died in shallow streams. A curtain of smoke hid the sky from all Victoria, and hung far out to sea. It alarmed passengers on ships. On the Ormonde, on the voyage to Sydney from Burnie, women ran on deck, believing fire had broken out in the hold. Days later the smoke reached New Zealand. In Melbourne thousands of fire-volunteers were leaving in cars: vans, motor-buses-anything reliable on wheels-to aid the country in its grim fight. In the fires at Rubicon and. Narbethong, seventeen were facing death this day. But not till Wednesday, when Melbourne breathed again in a cool change, while the country still sweltered in temperatures up to 117 degrees, did the news come through the tree blocked roads. A woman and her little daughter, trapped on the road, were among those who died. Their bodies, and those of menfolk with them, were found strewn out at intervals along the road, where the furnace of the surrounding fire had dropped them in their tracks as they ran. Twelve died at a Rubicon mill, five on the road at Narbethong. At Alexandra, not far distant, a baby was born while the fires raged, and stretcher-bearers brought in the injured. On Thursday the State Government voted £5000 for the relief of fire victims. The Governor (Lord Huntingfield) and the Lord Mayor (Cr. Coles) visited some of the stricken areas, and dipped into their pockets personally. Later, the City Council, too, voted £5000. Friday, The 13th Friday, the Thirteenth, justified its evil name. A blistering northerly came early in the morning, presaging destruction, and forcing the mercury to a new record of 114 degrees. Racing fires killed at least ten in those terrible 12 hours. Four children were engulfed in the furnace at Colac. Panic drove them, uncontrollable, into the smoke-filled road when the fire raced down behind their home. They choked to death. In other parts fires were joining to make fronts of scores of miles. Kinglake was being menaced on two fronts, £60,000 worth of timber was going up in smoke in Ballarat district. Warburton was surrounded. Residents at Lorne, favoured resort, were being driven to the sea-front by a fire which destroyed at least 20 homes. Healewille. with flames visible from the town at one stage, was in a trough between two fires which burned four guest-houses, seven homes and left its surrounding beauty-spots wastes of bowed-over, blackened tree-fern fronds; with its famous Sanctuary, however, intact. Most of Omeo was destroyed this black day: Noojee. while 200 residents crouched in the river, was being reduced to a waste of buckled iron and smoking timber; Erica was once again saved by a change of wind. Beneath a pall of smoke, the Rubicon victims were buried at Alexandra. Friday night and the early hours of Saturday saw the streets of beleagured towns strewn with exhausted fire-fighters. Their flails beside them, ready for the next call, they lay where exhaustion overtook them-on footpaths, beside lamp-posts, in gutters, in cars, under trucks. Saturday's dawn brought clear skies and lower temperatures in many parts, and from the burnt-out areas came a great rush of tragic reports. The death-roll rushed past the fifty mark with incredible speed. Some had been trapped on roads, others at mills; some, after burying their treasures, had clung too long to the places they had made their homes for many years. Four men lost their lives because one went back for his dog. The Rose Series P. 4344 postcard. Similar view to SEPP_0609 taken from near Dudley Street looking north but significantly later in time with numerous stores now constructed on the eastern side south of Pryor Street in what was once Haley's Paddock. Luther Haley sold his bakery store in 1917 and the roof now sports advertising signage for Electrine Candles, presumably coincident with the period of ownership by Hannah Lloyd from 1917 to about February 1920 or Lee’s Railway Store (Messrs J.R. & N.E. Lee 1920-Sep 1922). A boy and a man are standing in the road and the ghost image of three people walking towards them on the footpath just past the store. Ernie Andrew’s combined newsagency and haberdashery/clothing shop with advertising for "The Age" is present at the corner of Arthur Street, on the opposite corner would be the Bootmaker's shop (F. Butterworth, succeeded in 1922 by G.H. McDonald) and William J. Capewell's Butcher shop, second building from right (relocated from in front of the railway station in 1910). North of the News Agency is believed to be Horace H. Black and white photograph depicting a dog (named Jack) carrying newspaper delivery from the railway station up Were Street (to the Post Office). Mr. and Mrs Musselwhite ran the post office and owned Jack (the Alsatian dog) which was trained to go down to the railway station each day about 3pm and collect the daily parcel of evening newspapers, delivered by train, and take the bundle up to the newsagency. Designed by multi-award winning architect, Gregory Burgess, the library at Panther Place, won him the 1995 Royal Australian Institute of Architects (Vic) Merit Award in the New Institutional category.1 The design is typical of Burgess’ work, emphasising natural materials and forms, and the integration of building and site.2 In its distinctive architectural character, Burgess celebrated the spirit of Eltham’s artist/architect Justus Jörgenson and mud-brick builder Alistair Knox. However this library, which opened in 1994, follows decades of efforts to acquire a suitable library for local residents. It was only in 1971 that Eltham acquired its first purpose-built library. In the 1930s books were borrowed from a mobile library run by Mr Foster of Bible Street. From the 1930s to the early 1950s, adults borrowed books from the newsagency and general store in Main Road (still a newsagency) near Arthur Street. As late as the 1950s, adults borrowed books in the shire office foyer, then in Main Road near the corner of Arthur Street.3 In the early 1950s the ratepayers voted for lower rates rather than a library, in a referendum to build a public library financed by higher rates. Children depended on volunteers for their library service until 1966. In 1946 the inaugural meeting of the Eltham War Memorial Trust’s Women’s Auxiliary, decided to support the Trust by raising funds to buy land and build a Children’s Library, Baby Health Centre and other facilities. The auxiliary formed the Children’s Library Committee, which included Mrs Morrison, Mrs Bow and Mrs Currie. They ran a library service in the stage area of the Eltham Hall, at the corner of Arthur Street and Main Road. In 1952 the books were relocated to a room in the newly opened Baby Health Centre on Main Road. Then in 1961, the Children’s Library received its own hall beside the Eltham Pre-School Centre on Main Road. From there, each month, volunteers delivered books to every school in the shire. In 1966 the Children’s Library closed after 17 years of service, following the transfer of the Trust land and buildings to the Shire of Eltham. The books were donated to nine schools in the shire and to Community Aid Abroad. An important boost to the library service came in 1965, when the Heidelberg Regional Library Service was formed by the City of Heidelberg with the Shires of Eltham and Diamond Valley. Its first library service for Eltham Shire was a bookmobile van. Books for children and adults were finally housed in one building in 1966, when the shire converted the Brinkkotter house in Dudley Street, into a library. At last in 1971, the Eltham Library moved to new premises attached to the shire offices near Panther Place. However these were demolished in 1996, by State Government appointed commissioners during council amalgamations. Meanwhile the Heidelberg Regional Library Service was disbanded in 1985 and the Yarra Plenty Regional Library Service was established. The burgeoning population brought pressure for a bigger library. Eltham was one of several municipalities in the 1970s and 1980s, battling with the State Government for adequate funding for public libraries. Funds were so tight, that in 1987 Eltham councillors threatened to close the library. However public petitions persuaded them to set aside funds to replace the cramped library facilities. In 1992 the Federal Government gave $887,496 towards the $3 million cost of the 1560 square metre library.4 The result is a light and spacious building with surrounding verandas, made of sustainable natural materials including earth and recycled and radially sawn timbers. It includes a gallery and function areas. In 2004 Mr Burgess won Australian architecture’s highest accolade: the Royal Australian Institute of Architects Gold Medal. He has received more than forty professional and community awards.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Ernest James Andrew was the son of William Bravery and Ellen Andrew. The Andrews moved to Eltham in the 1850s and opened a produce store on "Policeman's Hill", at the corner of Maria Street (now Main Road) and Franklin Street. William took a lively interest in the public affairs of the town and district, and with his wife Ellen continued to run the store for some fifty years. He died in 1907 and is buried with his wife in Eltham Cemetery. Ernest took over the business, which became a general store and newsagency. Later, it shifted to the main Eltham shopping centre as a combined newsagency and haberdashery/clothing shop. The original weatherboard building at the corner of Franklin Street was replaced around 1940 by a brick structure, which is now a cafe called Zen Den. Ernie too was married to an Ellen and they lived in Arthur Street at so-called "Cook's Cottage" (due to its resemblance to Captain Cook's Cottage in Fitzroy Gardens). He was an Eltham Shire Councillor between 1920 and 1950 and was Shire President for 1930 and 1947 as well as a Trustee for the Eltham (Public) Hall in Henry Street from the time it was purchased in 1922 until 1940. Andrew House at Eltham High School and Andrew Oval in Diamond Street are named after him. Ernie died in 1950 and is buried with Ellen in Eltham Cemetery. In his Will he made provision to the Eltham War Memorial Trust for funding of the Eltham War Memorial Gates – “These Memorial Gates were donated by the Late Cr. And Mrs E.J. Andrew”.
