On Saturday September 2, 2023, Russell Yeoman led a group of 22 society members and interested others on a walk following trhe bounadries of the original Shillingalw farm. Commencing at the corner of Panther Place and Library Place, we proceeded up to Shillinglaw Cafe then the Shillinglaw trees at the former Eltham Shire Office site then along Main Road to the fire station then throughh St Laurence Lane and uinder the railway line , along Diamond Street then return via the Diamond Creek trail behind Andrew Park. The actual farm boundary went past the creek and further up the hill. The original farm comprised lot 90 of Holloway’s 1851 subdivision of Little Eltham. Its area was 30 acres lying east of the Diamond Creek and north of Henry Street. SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. Gates donated by Cr. and Mrs Ernie J. Andrew. A check of the 1949 census shows Ernest James Andrew and Ellen Andrew living at Arthur Street. In 1937 they were both recorded in Main Road, Eltham, Ernie's occupation as newsagent. By 1943 they were recorded in Arthur Street and Ernie was retired. A search of our records shows that Ellen died 13 July 1946 and Ernie on 29 March 1950. William Bravery Andrew was a native of Surrey, England. He came out to Australia in 1842 and lived in Brighton, Victoria for 14 years. He revisited England for a year, departing July 1856 and returning to Victoria in July 1857. William moved to Eltham around 1859 where he met and married a widow, Ellen Harper (nee Clarke) in 1867 whose husband John, a carpenter, had died in Melbourne the previous November leaving her with four surviving children: Edith Harper (1856 Eltham), Newell Harper (1858 Eltham), Ida Ellen Harper (1862 Eltham) and Lilian Harper (1862 Eltham). Ellen and John had suffered the loss of two children: John (1860-1864 Eltham) and Percy (1865-1866). William and Ellen had three more children of their own: Mabel Andrew (1868 Eltham), William Bravery Andrew (1870 Eltham) and Ernest James Andrew (1873 Eltham) By 1867 William was the registered newsagent for Eltham with a produce store, W.B Andrew Corn Store, on "Policeman's Hill", at the corner of Maria Street (now Main Road) and Franklin Street. He also took a lively interest in the public affairs of the town and district, and with his wife Ellen, continued to run the store for some fifty years. Ellen pre-deceased William on February 9, 1906, after a long and painful illness of some 11 years. William died October 8, 1907 and is buried with Ellen in Eltham Cemetery. Their youngest son, Ernest James took over running the business and became a prominent member of the community and Eltham Shire Councillor for 30 years. Hughes Fruit Shop and Milk Bar, Main Road, Eltham, c.1949 promoting Peters Ice Cream Immediately to the right of the shop is a bootmaker factory that employed 15 people. It was situated on the corner of Pryor Street and is the site of the present-day Westpac Bank. Pryor Street is an unmade road. To the left of the shop are four vacant blocks stretching to Luck Street where Mr and Mrs Britton had a house. On the other side of Pryor Street is the original Blue Gum Cafe and Milk Bar advertising Swallow's Ice Cream. At the time it was operated by Pop Warner. [We believe the fruit shop was built 1946-1948 based upon evidence of another photo (EDHS_02182) looking northeast from Staffs store circa October 1945 and an aerial photo of December 1945 which only shows the bootmaker factory.] Behind the shop is a tall Bluegum tree. This was the tree that the Bluegum Cafe was originally named after. Miss Barber's 'Blue Gum' Soda Fountain opened October 1922 and was the first shop on the eastern side of Main Road following Luther Haley's Bakery and General Store on the other side adjacent to the railway station in 1902. The Bluegum was felled in the early 1960s when Burge's Blue Gum Cafe and milkbar was sold and demolished in September 1960 to make way for a new store, Mr. J. Millet's Foodland. OLD LANDMARK GOES Perhaps the most famous landmark in Eltham's' business section disappeared last Wednesday when the towering blue gum in Pryor Street at the rear of Main Road shops was felled. The tree, stated to be more than 80 feet high, was the one for which the adjoining café was named, when that business was Eltham’s only provision store, long before the turn of the century. Mr. J. Millett, who now owns the property on which the tree stood, deeply regretted its removal, but was mindful of the need for expansion in the business area. The "Old Blue Gum" was removed by Mr. A. Wilson, expert tree feller, from Heidelberg. Its proportions might be assessed by these facts – it took a gang of experienced men two days to completely fell and clear the tree, and, falling sections being brought down by cable tipped electricity wires on the opposite side of Pryor Street. Images from the private collection of Mrs Noel Williams (nee Hughes) Noel’s parents, George Elgar Hughes and Jean Alice Hughes had a combined milk bar and fruit shop in Main Road, Eltham. Noel worked in the shop after leaving Eltham High School aged 15 (1950), until she married George Williams in 1956, whose grandparents, Violet and Will Williams, owned the Bellevue estate in Livingston Road, Eltham. Her father, then sold the property. Ernest James Andrew was born in Eltham on 6 July 1873 and died at his home shown here in Arthur Street Eltham on 29 March 1950 aged 76. His father was William Bravery Andrew who ran corn store in Eltham at the corner of Franklin Street and Main Road and was a member of the Eltham Shire Council. Ernest also became a councillor and Shire President. His brother was also named William Bravery Andrew. The house was known locally as "Cook's Cottage" because of its resemblance to Captain Cook's Cottage in Fitzroy Gardens, Melbourne. Pages from a scrapbook belonging to Heather Jenkins (nee Cone) who lived as a child in the Police Residence at 728 Main Road, Eltham in the 1920s. See also 00183 Home to Cr. Ernie Andrew, newsagent and his wife Ellen. Known locally as Cook's Cottage due to its resemblance to Captain Cook's cottage in Fitzroy Gardens. Erected after Nov 1931 and before Dec 1945. The cottage was situated immediately adjacent to the east of the undergound carpark entrance off Arthur Street which used to be Commercial Place. Ernie Andrew's wife, Ellen, died 13 July 1946 and Ernie died 29 March 1950. Aerial photos show the cottage was still present in April 1963 but it had been demolished by April 1972 with a carpark extending from behind the new Eltham Village built on the former Shire Office site opposite through to Luck Street. McMahon) had a busy time during the week transferring all the books, documents, etc. of the council from the temporary offices (the shire secretary's residence at Kangaroo Ground) to the new offices. The new premises are owned by Mrs. E. J. Andrew, from whom the council has leased them, and consist of a five roomed brick villa which has been completed to meet the council's requirements. It would appear that this brick building was built on Andrew's land upon which he had loaned for use of Eltham's first Fire Station (Sep 1928 to June 1931) and based on aerial photos of Nov 1931, Dec 1945 and July 1951 was erected prior to Cook's Cottage.Heather Jenkins was the daughter of Constable John Thomas Cone, Badge #3935 served at Eltham Police Station 1 May 1911 to 9 July 1922.Glued on a brown paper scrapbook page (torn from scrapbook) with 8 black and white/sepia photos of varying sizes, 1 newspaper clipping and one greeting card with printed sketch and handwritten captions in ink. The store was built in 1902 by Luther Haley adjacent to the new railway station and was the first shop in what was to become Eltham’s present-day shopping precinct. Across the road was known as Haley’s Paddock and it was here in 1922 that the next store was to open, Miss Barber’s Blue Gum Soda Fountain. That store is visible in the upper centre of the picture on the southern corner with Pryor Street. At the time of the photo the shop was owned by Harold Eugene Borner and his older sister, Miss Edith Florance Borner, known as H.E. Borner’s shop. Immediately to the right is vacant street frontage then the Eltham Timber and Hardware Store owned since 1923 by William Walker, a plumber. It was about the same time as this photo that William Walker’s son, Thomas Roy Walker, also a plumber, returned home from active service overseas and took over till it was sold in 1950. Outside the hardware store is a Post Master General (PMG) mailbox, a petrol bowser and Telephone Box, then further to the right another vacant frontage then Rains Newsagency. North of Pryor just visible behind the trees is the Bootmaker factory on the corner of Pryor Street opposite the Blue Gum. The vacant site next door is where Hughes Fruit Shop and Milk Bar was built sometime between Dec. 1945 and 1949. Eric Nieve Staff and his wife Mary Forbes Staff lived at Main Road, Eltham. Eric Staff bought the Railway Store in 1939. In the 1946 Electoral Roll, Eric Staff’s profession was stated as printer. Their son, Raymond Charles Staff was also listed at Main Road, his profession, grocer, so presumably he had taken over the business by then. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. The Rose Series P. 4284 post card Taken from near what would be present day CLC car park looking southwest across Diamond Street, present-day Andrew Park to the railway station and developing Eltham shopping precinct. Arthur Street visible, Pryor and Luck Street not evident. Sunnybrook, the Taylor home is visible at the top of the hill in Bible Street. Only three residences visible in Arthur Street on the southern side, two of these are the David Harbison Rest Home at 10 and 12 Arthur Street (built and opened in November 1919), present day site of Eltham Mall. There are none on the north side of the street. Based on 1945 aerial view there are 8 buildings on the northern side between Main Road and Bible Street which and given the extent of commercial development on Main Road, it is estimated this image is circa 1925. Luther Haley was the first to build an open a baker and General Store in this location next to the railway station in 1902. However, it took nearly twenty years until the early to mid-1920s when a period of significant growth in the Eltham shopping centre happened with many businesses relocating their operations from the original town centre of Maria Street in Little Eltham as well as new businesses opening. Other stores/buildings noted (L-R) are: Stationmaster's House built circa 1910 Eltham Hardware Store opposite the railway station first opened on Main Road opposite the Railway Station around late 1922. An advertisement placed in the Hurstbridge Advertiser advised that the Hardware Store had just opened with a varied stock of Saws, Hammers, Nails, Shovels, Screw Drivers, and every article required in a house or on a farm. People were also encouraged to try their Jams, Pickles, Sauces, Cups and Saucers, etc. Newsagency with 'Leader' advertising on awning - E. J. Andrew opened his newsagency shop opposite the station in March 1923, advertising for sale stationery, school requisites and periodicals. Bird Brothers Cash Grocer & Fruiterer opposite the railway station offering summer drinks and confectionery a specialty with a full Stock of groceries of the best quality always on hand at city prices opened December 1921 William Capewell's Butcher shop at the corner of Dudley Street. Capewell previously had a small shop in front of the station opposite Luck Street. He enlisted in the AIF during WW1 and returned home in 1919. He re-applied for a slaughtering license in February 1920 and was advertising by October 1922 supplying all districts. Not visible (or not yet identified) but in business by October 1922 were: J.H. Fraser, Carpenter and Builder at Luck Street opposite the station George A. Danslow, Hairdresser and Tobacconist opposite the railway station Miss Barber's 'Blue Gum' Soda Fountain opened October 1922 opposite the railway station (hidden behind Stationmaster's House). It was so named due to its proximity to a tall Blue Gum tree G.H. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. Ernest James Andrew was the son of William Bravery and Ellen Andrew. The Andrews moved to Eltham in the 1850s and opened a produce store on "Policeman's Hill", at the corner of Maria Street (now Main Road) and Franklin Street. William took a lively interest in the public affairs of the town and district, and with his wife Ellen continued to run the store for some fifty years. He died in 1907 and is buried with his wife in Eltham Cemetery. Ernest took over the business, which became a general store and newsagency. Later, it shifted to the main Eltham shopping centre as a combined newsagency and haberdashery/clothing shop. The original weatherboard building at the corner of Franklin Street was replaced around 1940 by a brick structure, which is now a cafe called Zen Den. Ernie too was married to an Ellen and they lived in Arthur Street at so-called "Cook's Cottage" (due to its resemblance to Captain Cook's Cottage in Fitzroy Gardens). He was an Eltham Shire Councillor between 1920 and 1950 and was Shire President for 1930 and 1947 as well as a Trustee for the Eltham (Public) Hall in Henry Street from the time it was purchased in 1922 until 1940. Andrew House at Eltham High School and Andrew Oval in Diamond Street are named after him. Ernie died in 1950 and is buried with Ellen in Eltham Cemetery. In his Will he made provision to the Eltham War Memorial Trust for funding of the Eltham War Memorial Gates – “These Memorial Gates were donated by the Late Cr. And Mrs E.J. Andrew”. Designed by multi-award winning architect, Gregory Burgess, the library at Panther Place, won him the 1995 Royal Australian Institute of Architects (Vic) Merit Award in the New Institutional category.1 The design is typical of Burgess’ work, emphasising natural materials and forms, and the integration of building and site.2 In its distinctive architectural character, Burgess celebrated the spirit of Eltham’s artist/architect Justus Jörgenson and mud-brick builder Alistair Knox. However this library, which opened in 1994, follows decades of efforts to acquire a suitable library for local residents. It was only in 1971 that Eltham acquired its first purpose-built library. In the 1930s books were borrowed from a mobile library run by Mr Foster of Bible Street. From the 1930s to the early 1950s, adults borrowed books from the newsagency and general store in Main Road (still a newsagency) near Arthur Street. As late as the 1950s, adults borrowed books in the shire office foyer, then in Main Road near the corner of Arthur Street.3 In the early 1950s the ratepayers voted for lower rates rather than a library, in a referendum to build a public library financed by higher rates. Children depended on volunteers for their library service until 1966. In 1946 the inaugural meeting of the Eltham War Memorial Trust’s Women’s Auxiliary, decided to support the Trust by raising funds to buy land and build a Children’s Library, Baby Health Centre and other facilities. The auxiliary formed the Children’s Library Committee, which included Mrs Morrison, Mrs Bow and Mrs Currie. They ran a library service in the stage area of the Eltham Hall, at the corner of Arthur Street and Main Road. In 1952 the books were relocated to a room in the newly opened Baby Health Centre on Main Road. Then in 1961, the Children’s Library received its own hall beside the Eltham Pre-School Centre on Main Road. From there, each month, volunteers delivered books to every school in the shire. In 1966 the Children’s Library closed after 17 years of service, following the transfer of the Trust land and buildings to the Shire of Eltham. The books were donated to nine schools in the shire and to Community Aid Abroad. An important boost to the library service came in 1965, when the Heidelberg Regional Library Service was formed by the City of Heidelberg with the Shires of Eltham and Diamond Valley. Its first library service for Eltham Shire was a bookmobile van. Books for children and adults were finally housed in one building in 1966, when the shire converted the Brinkkotter house in Dudley Street, into a library. At last in 1971, the Eltham Library moved to new premises attached to the shire offices near Panther Place. However these were demolished in 1996, by State Government appointed commissioners during council amalgamations. Meanwhile the Heidelberg Regional Library Service was disbanded in 1985 and the Yarra Plenty Regional Library Service was established. The burgeoning population brought pressure for a bigger library. Eltham was one of several municipalities in the 1970s and 1980s, battling with the State Government for adequate funding for public libraries. Funds were so tight, that in 1987 Eltham councillors threatened to close the library. However public petitions persuaded them to set aside funds to replace the cramped library facilities. In 1992 the Federal Government gave $887,496 towards the $3 million cost of the 1560 square metre library.4 The result is a light and spacious building with surrounding verandas, made of sustainable natural materials including earth and recycled and radially sawn timbers. It includes a gallery and function areas. In 2004 Mr Burgess won Australian architecture’s highest accolade: the Royal Australian Institute of Architects Gold Medal. He has received more than forty professional and community awards.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Mr. and Mrs Musselwhite ran the post office and owned Jack (the Alsatian dog) which was trained to go down to the railway station each day about 3pm and collect the daily parcel of evening newspapers, delivered by train, and take the bundle up to the newsagency. Luther Haley sold his bakery store in 1917 and the roof now sports advertising signage for Electrine Candles, presumably coincident with the period of ownership by Hannah Lloyd from 1917 to about February 1920 or Lee’s Railway Store (Messrs J.R. & N.E. Lee 1920-Sep 1922). A boy and a man are standing in the road and the ghost image of three people walking towards them on the footpath just past the store. Ernie Andrew’s combined newsagency and haberdashery/clothing shop with advertising for "The Age" is present at the corner of Arthur Street, on the opposite corner would be the Bootmaker's shop (F. Butterworth, succeeded in 1922 by G.H. McDonald) and William J. Capewell's Butcher shop, second building from right (relocated from in front of the railway station in 1910). North of the News Agency is believed to be Horace H.
