The Nillumbik Festival was introduced as a replacement for the Eltham Festival following the disbandment of Eltham Shire Council in December 1994 and the creation of Nillumbik Shire Council. It was an attempt to draw away from Eltham and be more inclusive of the wider communities in Nillumbik. However other local communities had their own festivals and the concept of a Nillumbik Festival was never widely accepted by the community and it shortly reverted back to the Eltham Fesitval in 1997. 1986 Grand Parade, 8 November. The Society's entry in the Eltham Community Festival parade included Ben Hall's Cobb and Co. coach and was awarded the major prize for the parade. This involves a perpetual trophy which the Society holds for one year. Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" Alfred Patrick Armstrong was born in England in 1825 and was employed under the renowned Isambard Kingdom Brunel as a civil engineer during the construction of the Great Western Railway and the South Wales Railway. He came to Melbourne in 1852 and purchased property in Eltham. He became a mining surveyor and was Inspector of Mines and the Mining Registrar for the St Andrews Division of the Castlemaine Mining District. In 1855, he chaired a meeting calling for a bridge to be erected across the Yarra River between Eltham and Temple Stow. He was registered as an innkeeper in 1858, was a recognised collector of the £110 raised for the building of the first building of State School No. 209 (Eltham Primary) and was a Trustee for the Church of England site on the Eltham Cemetery Trust in 1860. He was elected to the Eltham District Road Board (forerunner of Eltham Shire Council) from 1867 to 1871 and then served as an Eltham Shire Councillor from 1871 to 1878 (including Shire President in 1873). Margaret Armstrong to whom he was married in 1854 at St Pauls Church, Melbourne, died on the 27th March 1887. Alfred died in 1893, having been in ill health for some time, and is buried in Eltham Cemetery with his wife Margaret. The monument features a tall pillar capped with a draped urn: a symbol of death. The Orford family, a pioneer family remained continuously living and working in Eltham for 170 years from 1854 to 2024. James and Sarah Orford arrived in Sydney in 1839 aboard the ship “Orestes”; they had several children there before settling in Eltham in 1854. Three children, James Mathias, Sarah Amelia and Thomas Henry initially remained in the Eltham area. James eventually moved to Brunswick. Sarah married Arthur Butler Young and finally lived in Bunyip. Thomas who was six years old when the family arrived in 1854 remained in Eltham, married Helen Logan who died, leaving a large family. They lived in a slab hut by the Yarra at Laughing Waters and Thomas managed the Panton Park Estate, a selection owned by Magistrate Thomas Panton. Thomas’s son, Ernest Orford was born 1892 at Pitt Street, Eltham and also lived his entire life in Eltham working as a labourer, orchardist and later as a gardener and grounds keeper for Sir William Irvine, a former Chief Justice and Premier of Victoria. Ernest married Kate Thomas; their two sons Ron and Doug stayed in the area. Another of Thomas' sons, Arthur, also lived in Eltham. Four Orford generations attended Eltham schools. Doug Orford was born on the kitchen table (reference, son Ted Orford) of the family home at the corner of Reynolds Road and Mount Pleasant Road. Doug married Gwen and they established a family however Gwen died at a young age from cancer. Doug eventually remarried another Gwen and they lived for several decades in Napoleon Street, Eltham. Doug was actively involved in EDHS over many years, including serving as a committee member and vice president. Contributions by Doug and Gwen, his wife, assisted EDHS to continue to develop as a not-for-profit group intent on promoting and preserving our local history. Both Doug and Gwen were made Life Members of EDHS. His significant work with assisting to establish our valued Local History Centre helped develop our home base and supported the continued growth of our society. Doug’s local knowledge, suggestions and family connections were highly valued, Until recent times, he continued to regularly attend our Collections Team workshops providing his insights and historical information about photographs and society records. Doug died peacefully July 8, 2024, and represents the last link in the Orford Eltham chain which spanned 170 years. 20th Eltham Community Festival and last under the auspices of the Shire of Eltham. The Grand Parade focussing on the theme "Echoes of Eltham - Celebrating the visions of Eltrham from the past and into the future" was headed by Jock Read on his horse Lofty who had been filmed in an Anzac Day Parade on an earlier horse which had featured in the television show Matlock. The parade travelled north along Main Street to just past the Post Office then back south to Panther Place. Following the parade is video footage from a helicopter of Alistair Knox Park, displays along Main Road and activities in Alistair Knox Park and the Rugby oval along with stationary engines, helicopter joyrides, Eltham People's Choir, music entertainment. Scenes also from the Diamond Valley Railway at Eltham Lower Park and finishing with the fireworks display. At the end of the video is a promotional video for Dynavision Video Production, a local video production company that produced the video and Diamond Photos (Kodak Express). One of the highlights of the festival was a tree planting ceremony in Alistair Knox Park to celebrate 123 years of the Shire of Eltham led by Shire President Cr. South Warrandyte State School was destroyed in the Black Friday bushfire of 13 Jan. 1939. Whilst a new school building was being constructed, classes were conducted in a tent as seen in this image from 'The Age" of Mr William Everard, M.L.A.delivering his 22nd annual Arbor Day address to children of the school on 30 June 1939. This timber trestle bridge is said to have been built some time after 1907 by Melbourne master-builder, David Mitchell (the father of Dame Nellie Melba), to connect his two "Henley Farm" properties with Lilydale. In earlier days, when the McPhersons owned the property, their children used a punt to cross the river to attend Yering Primary School. The grave of Thomas Sweeney, former convict turned respectable citizen. The Murray and Sweeney families were both early settlers of the Eltham district and connected by marriage. Their family plots are located side by side in the Catholic section of the Eltham Cemetery. Irish-born Thomas Sweeney is regarded as the first settler in Eltham. He was transported to Sydney in 1823 after being convicted of arson. He was granted his freedom in 1838 and married Margaret Meehan in the same year. They moved to Melbourne and in 1842 Thomas purchased 110 acres beside the Yarra River in the vicinity of present-day Sweeneys Lane. He called the property ‘Culla Hill’ and built a small slab hut (reputedly with Wurundjeri help; Margaret is said to have run an informal hospital for them in return). This was followed in 1846 by more substantial buildings consisting of a three-roomed Irish-style ‘longhouse’ and a barn made of stone and handmade bricks, with doors large enough to accommodate a fully loaded wagon. When the gold rush came, Thomas prospered by selling meat and potatoes to the prospectors, enabling him to purchase a further 308 acres in 1856. He promoted the construction of a bridge over the Plenty River and the establishment of a school at Eltham. Roman Catholic Church services were held at Culla Hill in the early years. When he died in 1867, he was regarded as a respected member of the community. Thomas and Margaret are buried in Eltham Cemetery with many of their descendants. Their first son John continued to farm Culla Hill until his death in 1909. Culla Hill passed out of the Sweeneys' possession in 1939. The house and barn remain today, though lesser outbuildings have gone. The facade of the house is much the same as it was in the 1840s. A visit to Eltham Cemetery reveals an important social record since its beginnings in 1858. The cemetery was situated on about six acres (2.4ha) (now around 4.8ha) at the corner of Mount Pleasant and Metery Roads.1* It is thought that Metery Road was originally called Cemetery Road, but in the early 1940s, a resident, possibly a councillor, objected to the name resulting in the change.2 Much can be gleaned about the developing Eltham community from burial styles and the names of former local residents. Originally the cemetery was divided into Christian denominations, like others of that time, following the United Kingdom burial system. In 1861 the cemetery included Church of England, Presbyterian, Roman Catholic and Wesleyans (later Methodist) sites. Graves also indicated social class. Some had grand tombstones, perhaps fenced with ornamental cast iron railing, but most in the 1860s and 1870s were constructed of modest stone slabs.3 This indicated the poverty of the district, which was largely inhabited by farmers on small landholdings. A poignant reminder of the high rates of infant mortality of those times, are the many infants and young children recorded on the headstones. Major changes occurred in the cemetery in the late 20th century as Christian adherence weakened and society became more egalitarian and informal. In the early 1970s a non-denominational lawn section for burials was established. Since then all new areas have been non-denominational to accommodate the more diverse local community. Now, instead of large ornamental headstones, some mourners have chosen boulders, reflecting the natural Eltham style, while others choose graves in the lawn areas or niches in walls. In the late 1970s, the University Donor Section was established north-west of Candlebark Lawn for those who donated their bodies for The University of Melbourne medical research. In the early 1980s the natural Australian garden style, popular in Eltham, was mirrored in a new section called Ashes Walk. Local landscape architect Gordon Ford, who had popularised this style, designed the Walk using boulders shaded by native plants beside curved pathways. Landscape architect Robert Boyle later redesigned Ashes Walk and developed other parts of the cemetery in keeping with this style.4 Appropriately Ford, who died in 1999, was interred in the Native Garden Section in a cluster of sites shaded by a large eucalyptus tree.5 By 2007, about 6400 interments were recorded in the Eltham Cemetery. Close inspection reveals notable names in the district’s history. The grave of Thomas Sweeney, a former convict who became a respected citizen, can be found in the Roman Catholic section near the path. Eltham Primary School’s first headmaster, David Clark, is buried in a modest grave in the Church of England section to the east of the path from the main entrance. Sir William Irvine, Victorian Premier from 1900 to 1902, whose grave is in the north-east Presbyterian section was at various times Victoria’s Chief Justice, Deputy Governor and Treasurer.6 Further south is the grave of social reformer Bertram Wainer, born in Scotland in 1928 and died in 1987. He campaigned to legalise abortion and exposed police corruption in allowing illegal ‘backyard’ abortions. Other prominent local residents interred in the cemetery include: Justus Jörgensen, who founded Montsalvat; Alistair Knox, the mud-brick housing pioneer and Eltham Shire Councillor from 1971 to 1975 and President in 1975; Clem and Nina Christensen, who had a major influence on the literary development of post World War Two Australia. Others were: composer Dorian Le Gallienne; artist Peter Glass; Stephen Dattner, a prominent Melbourne furrier; ALP parliamentarian for Greensborough, Pauline Toner and political scientist and commentator, Professor William Macmahon Ball.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century.
