Australia is governed by a Federal Government and by six State Governments. National coordination of their respective geodetic survey and topographic mapping activities is effected on the advice of a National Mapping Council. Twenty years ago, at least 95% of Australia was poorly mapped and what maps existed were in need of revision. only a small area of the continent was covered by horizontal geodetic control and there was no scheme for a national levelling survey. Over the intervening period there has been an urgent and increasing demand for topographic maps varying from large scale contoured maps in support of specific engineering projects to rapid reconnaissance maps required for mineral prospecting in remote areas. Superimposed on this has been a defence requirement, specifically for military training areas, and generally for maps of the whole country. During the period much progress has been made. The core samples in the display cabinet were obtained from the various sites at which drilling into the rock surface was carried out (under the control of design and structural engineers of the SEC Kiewa Hydro Scheme - late 1940's). This function was a precursor to the decision where to locate, in this case, the McKay Creek Power Station. The information gained by structural engineers from the core samples would be used also for the placements of underground tunnels entry and exit points and the overall effective size of the generator plant. This would have included drill and blast techniques (rock characteristics play an import part of explosion control), requirements for support structures and reinforcing cement/steel forms. The use and replenishment of diamond drill bits(the strongest available, see KVHS 0280) was dependent on the "type" of rock found (harder rock required greater numbers of drill bits). Support beams for reinforced ceilings and floors was also a necessity.These rock core samples are very significant in the formulation and placement of the underground Power Stations and their maze of tunnels (in and out) for a successful implementation of the Hydro Scheme. The amount of pre-planning and engineering studies required for such a large scheme must be undertaken to ensure that a "white elephant" was not the result.There are nine columns of rock cores, each 30mm in diameter, set in a wooden display rack. Verna Barry commenced worked as a typist at the Ballarat School of Mines (SMB) in 1961. In 1965 she became private secretary to Jack Barker, Principal of the Ballarat School of Mines and later Director of the Ballarat Institute of Education (BIAE) and the Ballarat College of Advanced Education (BCAE). A trusted and loyal member of staff, Verna was devoted to her job, her workplace and greatly respected Jack Barker with whom she worked loyally for until his retirement in 1987. In 1988 Verna was appointed Administration Officer with Engineering Faculty. She spent five years with Engineering Science from 1990, and in 1996 worked for Information Technology & Mathematical Science (ITMS), becoming a key member of the Research Support team. This book was written by Dr J. J. C. Bradfield, (John Job Crew), 1867-1943. Dr JJC Bradfield was a visionary Australian engineer who worked with enormous energy and vision to build the infrastructure which he foresaw that Sydney would need as it grew. As early as 1903 Bradfield was making the case for the Sydney Harbour Bridge, in his presidential address as President of the Sydney University Engineering Society. Bradfield’s proposal — at that stage for a cantilever bridge between Dawes Point and Milsons Point — won the committee’s support and they recommended it be accepted. However, the First World War put a stop to these plans. While a bill to authorise the project passed the lower house of the NSW parliament in 1916, it failed to pass the upper house, on the grounds that funds should not be diverted from the war effort. With the war over, in 1922 the Sydney Harbour Bridge Act was passed by the NSW Parliament. The Sydney Harbour Bridge was officially opened in 1932 after Museum and St James railway stations were built. This book was written from the story broadcast by Dr. J.J.C. Bradfield. NILLUMBIK SHIRE COUNCIL ORAL HISTORY PROJECT Interview: Russell Yeoman Date: Monday 25 March 2024 Place of Interview: Russell’s home in Eltham Interviewer: Katherine Sheedy; Way Back When Consulting Historians In 2023 Nillumbik Shire Council agreed to support two Oral History projects associated with local history groups within the shire. One project was training sessions for group members on undertaking oral history recordings, which occurred in November 2023. The other project involved a professional historian recording two selected history group members, which occurred in March 2024. The interviews were undertaken by Katherine Sheedy of Way Back When Consulting Historians. Russell Yeoman, a life member of the Eltham District Historical Society, first came to Eltham in 1964 when he was employed in Engineering and later as a Town Planner with the former Shire of Eltham. Following Council amalgamation and the establishment of the new Shire of Nillumbik (December 1994), Russell carried over to Nillumbik for a brief period. Russell was a founding member of the Shire of Eltham Historical Society in 1967 which following Council amalgamation was renamed the Eltham District Historical Society. Russell is the Society Secretary and has held that volunteer position for more than 55 years. The Royal Australian Engineers (RAE) is a corps of the Australian Army (although the word corps does not appear in their name or on their badge). The RAE is ranked fourth in seniority of the corps of the Australian Army, behind the Staff Cadets, Armoured and Artillery Corps. The Corps was formed by the amalgamation of the various colonial engineer corps of the States and territories of Australia in 1902[2] and since then has served in various conflicts including World War I, World War II and the Vietnam War. The Corps has also served on numerous peacekeeping operations and is currently involved in the Australian contribution to the war in Afghanistan. The RAE provides combat engineering, construction and other technical support to the Australian Defence Force. One of the main roles of the Corps is to provide mobility and counter mobility capabilities to the Australian Army and its allies. This means enhancing the ability of friendly forces to move while denying movement to enemy forces. In order to provide these capabilities, engineers are required to conduct many tasks including penetrating minefields, locating and disarming booby traps, purifying water and building roads and bridges. Arthur Street, Eltham next to ANZ Bank The Hiroshima Day Banner was made by Jacky Talbot as part of the project. The women wanted to do something for Hiroshima Day and suggested that a workshop be set aside to make a banner. The artist was concerned about the remaining time scheduled for the project and spent several days "whipping" up the banner herself. For the artist this banner was to prove quite significant. The women hung it at the Community Notice Board on Hiroshima Day and were photographed by the local newspaper publicising the group and drawing wider community attention to the remembrance of the day. Although no new members joined the group from this activity, the artist felt that she was more fully accepted by the group afterwards. This banner has initiated a small group of women committed to peace. The artist has also continued to liaise and meet with the women as time permits. Future group plans include: making kimonos to wear when carrying the banner, participating in the Palm Sunday March, an observance of Hiroshima Day activity, which is yet to be decided, establishing contact with a sister-town in USA and USSR and supporting Eltham Council's stance as a Nuclear Free Zone. Several major works will be undertaken over the next few months so the two tracks can be brought into service later this year. Intensive work on this section follows completion of duplication works between Ringwood and Bayswater on the Belgrave line last December. The completion of this 5.17 kilometre section between Ringwood and Bayswater means that this Belgrave line is now duplicated as far out as Ferntree Gully. Commuters using the Belgrave line now have an improved service with the intro duction in January of an additional evening peak train to Upper Ferntree Gully, two additional peak hour services in the morning from both Belgrave and Upper Ferntree Gully, and with the additional tracks delays on one line will not affect trains travelling in the opposite direction. Commenting on the completion of this stretch of track the Minister of Transport, Mr. Crabb, said a further improvement had been made with the commissioning of boom barriers at the Bedford Road level crossing in Ringwood. "The installation is part of the State Government's $9.4 million four-year plan to equip 70 dangerous level crossings throughout the State with boom barriers", he said. Works to be carried out on the Ringwood/ Croydon section include laying of new track, station works at Croydon and installation of boom barriers at East Ringwood. Already completed are bridge works to cater for double tracks at both Mt. Dandenong and Eastfield Roads between Croydon and East Ringwood and construction of an island platform at East Ringwood station. At several locations alignment of the existing track will be slightly relocated. The new line is being constructed with concrete sleepers and heavyweight rails. The existing line will also be reconstructed using these heavy 60kg per metre rails. Engineering works to be completed include installation of overhead wiring necessary to supply power to trains, construction of two new station buildings and a new platform at Croydon, provision of boom barriers, and pedestrian boom barriers at Dublin Road level crossing. East Ringwood, and replacement of existing timber overhead wire support structures with steel structures. Other works in this program included installation of boom barriers at Bedford Road, Ringwood and Scoresby Road, Bayswater and provision of a new platform for trains going to Melbourne and Heathmont. A new timetable on the Lilydale and Belgrave lines will commence when the Ringwood—Croydon duplication track work is completed.”

This distress EPIRB unit (Emergency Position Indication Radio Beacon) was found on the beach at Levy's Point, Warrnambool, in December 2000 by a Warrnambool resident. Local police were alerted at the time. This distress signal unit is a world-wide COSPAS/SARSAT, satellite assisted, SAR (Search and Rescue) system for location of distress transmissions emitted by an EPIRB. Offshore cruising vessels must have such a unit as part of its essential safety equipment. This model EPIRB relies on four satellites with orbit times of approximately 100 minutes. Earlier units relied solely on aircraft flying overhead to detect and forward on the EPIRB’s location to Search And Rescue authorities, whereas this new system utilises satellites. An employee from the Lokata firm provided additional information about the Lokata EPIRB units. They had a machined aluminium case with labels that were also made on site. The units could be activated manually or automatically released when a magnetic switch in the case casing was activated. This later model, circa 1983, would have been mounted externally on a vessel's bulkhead in a spring-loaded, stainless-steel protective 'skeleton' mounting, The unit released when the water pressure sensor detected a set time it was under the water, in a similar way that life crafts were released. Each unit was registered to a particular vessel - the vessel's details on this unit are indecipherable. The Lokata Company was established in 1970, designing and manufacturing marine products including communications. The company no longer makes products with the “Lokata” brand. In 2001 Sartech Engineering Ltd. took over the support for the Lokata EPIRB beacons. This emergency location device is a late 20th century invention to help save lives at sea. It adds to the history of maritime life, its risks, the lives lost as sea, and the many inventions aimed as rescuing and saving lives. The local area is notorious for the number of lives lost through shipwreck. The wooden pattern forms part of a larger collection, securely stored within a durable wooden crate. This pattern was an essential tool at Briggs’ Brass Foundry, specifically designed for creating sand casts. Sand casting is a time-honoured technique, with a history exceeding 2,000 years. The handcrafted nature of this process results in the production of brass and copper alloy items, which are particularly suitable for maritime applications. Typical products include bells, boat hooks, cowls, propellers, handles, lids, rowlocks, hooks, letters, bolts, rail holders, brackets, deck plates, flanges, rudder guides, portholes and covers. The distinctive bronze mixture used at Briggs’ Foundry is copper-based, composed of local ingots of copper, tin, zinc and lead, blended in precisely measured quantities. The resulting alloy is non-ferrous, known for its exceptional durability and longevity. In the early years of Flagstaff Hill, the Briggs family generously donated the crate of patterns along with other related items such as brassware, tools and machinery. These items were prominently displayed in a simulated Brass Foundry within the Village, alongside other working crafts, trades and services typical of a maritime town. From the completion of the building in 1986 until its repurposing in 1994, visitors could view these items and gain insight into the foundering and metalwork trades that supported maritime industries, including shipwrights and boatbuilders. The castings produced at the foundry were also vital for farmers, manufacturers and other local industries. The Brass Foundry display featured a historic Cornish chimney, constructed as a working model to illustrate the process of smelting metal in furnaces and pouring it into sand moulds. The chimney, crafted from specially curved bricks, currently stands at approximately two-thirds of its original height, having previously been located at the Grassmere Cheese factory.
