Homestead is a 110-year-old Federation style mansion situated ...Towong Hill Homestead is a 110-year-old Federation style mansion situated on a rock outcrop, with views of about 260 degrees. It was built over 2 years by grazier Walter Mitchell from bricks made from local clay dug from the river bank, to be the family home for his new bride Winifred. They established their home in 1904. After the death of Walter in 1917, Winifred relocated her family, but the homestead remained in the families hands. In 1935, Thomas Mitchell (1906-1984) returned home to Australia, a successful Lawyer, and married city girl, Elyne Chauvel, and settled himself back at his childhood home, Towong Hill. Thomas was a world champion slalom skier, had been a prisoner of the Japanese at Changi, and was elected for the Country Party in 1946 and served as attorney-general in the McDonald government. His wife Elayne (1913-2002) is best remembered for her Silver Brumby series of novels for children. But Elyne also wrote a substantial number of non-fiction works about the Snowy Mountains. Photographs demonstrate local Kiewa Valley residents enjoying a community visit to the historic homestead at Towong Hill which holds significance to the early history of the area. Also demonstrates a pictorial history of social activities undertaken during this period2 black and white photographs mounted on buff card. On the back of the postcard is written: "21-12 ...A woman, an elderly woman and two children pose on the verandah of a Federation style home. On the back of the postcard is written: "21-12-15 To wish you and all. A Happy Christmas, and all good wishes for the new year from Mrs Green and M. Mills". This family is possibly related to the Rev Wm Green who was associated with St Margaret's Church Eltham at around this time. Evelyn Observer and Bourke East Record, Friday 6 March 1914, page 2 A very pleasant social gathering was held by the Glee Club in the Church of England schoolroom on the evening of last Thursday. An interesting programme of music, varied by a very amusing dialogue by Glee Club members; made an enjoyable evening. After the programme was finished, and before refreshments were served, Mr, Gilsenan, on behalf of the Glee Club and the visitors, expressed their good wishes to Rev. Wim. Green, Mrs. Green, and Miss Mills, who were leaving on the 3rd inst. for a visit to the old country. Mr. Green responded, reciprocating the good wishes expressed. The gathering broke up to the strains of "Auld Lang Syne." Evelyn Observer and Bourke East Record, Friday 11 December 1914, page 2 The Rev. Wm Green, Mrs. Green, and Miss Mills; who have been on a nine months' trip to Europe, returned to Melbourne by the "'Morea" on Monday and out to Eltham the same day. As the rev. gentleman only left England a few weeks since and the continent just before war broke out, he ought to have some reminiscences worth listening to; His return is welcome both to his church, and the community generally, the more so he being the only resident clergyman in the neighbourhood. The Ballarat Technical Art School (No. 10) was part of the Ballarat School of Mines and was established in 1907. After conducting classes in various locations around Ballarat a custom built art school was erected on the site of the former Ballarat Circuit Court House, previously used as the initial building of the Ballarat School of Mines. Examples of drawings undertaken by students, as well as some plaster castes are held in the University of Ballarat Historical Collection. The Ballarat Technical art School is the oldest continuous Tertiary Art School in Australia. Sir Alexander Peacock opened the new Ballarat Technical Art School building in July 1915. It cost 10,000 pounds and was constructed by the Public Works Department from plans drawn by the then Art School Principal, Herbert H. Smith. The building contractors were Messrs Gower and Eddards. According to the SMB Annual Report of 1914 'the internal upholstering and fittings have all been carried out in Australian timbers, with Queensland maple largely used throughout.' The building could be described as federation-art deco in style. It features sandstone insertion with sandstone string coursing. The base of the building is rusticated sandstone. ... in brick of the Federation Queen Anne style which was used... in brick of the Federation Queen Anne style which was used ..."A court was established in Melton by 1864, when the first recorded case was heard before Mr BA Porter JP, with Mr A Carroll as the Clerk of Courts. John James was convicted of being drunk, for which he was fined five shillings or 24 hours imprisonment. The court was held in the ‘long room’ of the old Melton Hotel, before moving to rented accommodation at the Raglan Hotel, and finally to the Roads Board office. Tenders for construction of the present building were called for by the Public Works Department on 13th February 1892. The architect Samuel Edward Brindley was born in Birmingham, England, in 1842. He was articled to the local architect, J.R. Botham, FRIBA, before emigrating to Victoria where he was employed as an architect in the Education Department from 18 August 1873. With the amalgamation of the architectural branch of the Education Department with the Public Works Department in 1884, Bindley was placed in charge of Victorian government building design for the North-Western District. In 1975, the Melton and District Historical Society became concerned at hearsay that the court house was to be demolished to make way for carparking space. Melton had been declared a ‘satellite city’ and was developing rapidly. A new shopping centre had recently been built at a setback of 60 feet (c.18 metre) from 323-329 High Street, and the court house, together with the adjacent weatherboard police station, had been left standing alone. A new police station was planned, and the weatherboard police station was subsequently demolished. In its nomination of the building for National Trust classification the Society argued that the Court House was ‘the best of two early buildings left in the main street’ (the other being a bluestone hotel) and that its loss would be ‘tragic’. However the nomination was unsuccessful, the National Trust at the time judging that it was of no particular ‘distinction’ or ‘antiquity’. The building continued to be used as a court house at least until 1991 when the Department of Housing and Construction (formerly the PWD) conducted a heritage study of court houses. By this time Federation-era architecture had achieved acceptance within the heritage movement. The building was recognised as being ‘the only surviving example in brick of the Federation Queen Anne style which was used for court houses only twice.’ Twenty years later when it was proposed to modify the eastern façade of the building to accommodate a café, the M&DHS was again concerned. This time the National Trust objected that the proposed extension would be an over-development of the site, and questioned the changes to the interior court room furnishings and fittings. The site never appears to have been nominated to the Victorian Heritage Register. It has since been converted into the Shire of Melton Tourist Information Centre". Photograph, Ballarat Junior Technical School - outside the Ballarat Gaol Wall, c1921
In February 1913 the Ballarat Junior Technical School opened its doors to its 86 pupils. The old bluestone building in the grounds of the Dana Street Primary School became their temporary home for eight years. In its early years the school offered only a two-year course. The first year was of a general nature giving a thorough grounding in Mathematics and Instrumental Drawing, and introducing students to the various branches of trade work. The second-year students studied for the Junior Technical Certificate and specialized in a course of their choice - either a trade (Woodwork or Fitting and Turning) or a course leading to higher studies at the School of Mines. Increased enrolment - 86 to 110 in the second year. Some applicants were turned away due to lack of space. An abandoned single room school was brought in and this helped for a time. Plans were developed and a two-storied red brick building in the vacinity of the School of Mines was build. An acre of land was reclaimed from the north-east corner of the Ballarat Gaol. The school backed onto the wall of the gaol. The task of landscaping and terracing of the area was to cost a great deal and time. The boys did much of the heavy work. This kept them occupied as the official playground areas were still full of rubble.View from the south-east of the Junior Technical School with the slope from the gaol wall down to the area known as the Battery Paddock. The new school building was a two-storied red brick building along the Education Department style of the 1920s. On 9 September 1921, the Junior Technical School building was officially opened. Much work was needed to terrace and landscape the area. The facades are also characterised by banks of aluminium framed, horizontal ribbon windows, which wrap around the building corners. Metal shades project beyond the windows, while post‐supported bullnosed verandahs and hoods and projecting concrete stairs are other features. The design of asylums as a specific building type orginated in England in the mddle of the 19th century when it was decided that 'pauper lunatics' would be better cared for in a separate institution rather than being house within the workhouses. Some of the early purpose built asylums were based on the radiating principle of prisons but the arrangement of separat wings at right angles used in hospitals and whorkhouse design soon came to be seen as the most appropriate. The largest 19th century asylum in England was built at Colney Hatch. Kew, Beechworth and Ararat Asylums closely followed the Colney Hatch model. In victoria the population rose due to the gold rushes resulting in severe housing shortages, and additional pressure on asylums. The first asylum in Melbourne was established at Y arra Bend. In 1862 a new asylum was established at Kew. Ararat Asylum and Beechworth Asylum were designed in 1864. Ararat was opened on 19 October 1867, with Beechworth Asylum opening five days later.
