World War 2 commenced in 1939 in Europe. The first controls over the production and distribution of products in Australia were introduced in 1940, partly due to disruption of shipping. In 1942, after Japan entered the War, comprehensive rationing was introduced to manage shortages and control civilian consumption. After the War, rationing was gradually phased out. Clothing rationing was abolished on 24 June1948. The last rationed product was tea, which ended in July 1950.Many young men from the City of Moorabbin volunteered for active service during WW2 .The market gardeners had to manage their farms with reduced labour. Farms and businesses over the whole country were affected so rationing was introduced to control the civilian use of commodities. This gold miner's pick from the Ballarat Goldfields c 1920 was donated by Mr David Hopcraft, a dealer at the Arkuna Market Berwick, Victoria in December 2010. When Gold was discovered in Victoria c1853 most of the labourers and some landowners left the market gardens and farms to try their luck on the goldfields. Local Blacksmiths made picks similar to this one for them. There was a great shortage of labour in Melbourne and at the same time, due to the huge influx of people lured by the Gold, there was an increased demand for food. The market gardeners were getting very good prices for their produce and many increased their wealth considerably and many of these tenant farmers were able to purchase their blocks of land and live a profitable life. There was such a shortage of labour that J.B.Were applied for Irish immigrants to work the farms. This pick is an example of the hand made tools many pioneers took with them when they abandoned their farms and market gardens in the District of Brighton to try their luck at prospecting when gold was discovered in Ballarat and Bendigo c1853. Some were successful , most were not and retuned again to the hard life of farming. A forged steel pick with a wooden handle. The steel pick-head was hand-forged by a blacksmith. Circa late 1800s early 1900s a horse-drawn plough, potato digger, is one example of the implements that were widely used by early market gardeners in the Shire of Moorabbin. The flat plate, seen to the right of the photo, dug down into the ground below the potatoes and "scooped" them up. Behind the plate, two driving chains on cogs, (these chains are missing from our exhibit), then "rocked' the dug potatoes to loosen the soil from the "spuds". The potatoes were then harvested by hand. Very large tracts of land in the Shire of Moorabbin were planted with potatoes. Harvesting commenced in October, into November and on into December. Potatoes were a necessary food staple. The market gardeners were always in a rush to be first to get their potatoes to market, and hence the best price. Some market gardeners were so keen to be the first to market, (and get the most money), that they dug their potatoes "green" (or new). The only downside of this practice was that these early potatoes had to be handled with extreme care as their skins were very loose, and came off easily - so decreasing their profits.As well as taking their produce to the Melbourne and St Kilda markets, they also sent produce off to Sydney markets. It is interesting to note that a group of Chinese market gardeners were the first to access the Sydney market. .Following the 'Dendy's Special Survey' 1841 and the Crown Land Sale of 1852, land allotments were sold to pioneer settlers who established market gardens in the area of Moorabbin Shire. During the 1850s gold-rush population boom the number of market gardeners increased significantly spreading throughout the Moorabbin Shire. Potatoes were considered a staple foodstuff, so crops were regularly sown throughout the whole Moorabbin area. Circa late 1800s early 1900s. This preserving jar was used in the first half of the 20th century to preserve cooked food - pickles. Preserving home produce in bottles is a method that applies heat to food in a closed glass home canning jar to stop the natural spoilage that would otherwise take place. It removes air from the jar to create a seal. he bottling process forms an air tight seal between the bottle and the lid. Residents of Orbost have long been self sufficient growing their own fruit and vegetables with earlier market gardeners They preserved their produce for use all year. Fowlers Vacola preserving kits were common in most kitchens.A brown glass Fowler's Vacola preserving jar filled with pickles. It is a No. 27 bottle with a size 3 metal clip. It has an 850ml capacity. The lid has metal tension clips which are secured during the canning process and are removed once a vacuum seal has formed. Vegemite hit the market in 1923 but failed to sell. In 1928 the company renamed its spread Parwill to compete against the top-selling British import, Marmite but Parwill flopped too. In 1922 the Fred Walker Company hired a chemist, Percy Callister, to develop a useful food from vitamin-rich used yeast being dumped by breweries. Using enzymes to split open the yeast cells, Callister extracted the contents and blended them with vegetables and salt into a sticky black paste with a sharp taste. They tried the Vegemite name again and gave the product away with Walker cheese products and a couple of cars as prizes before Australians finally fell for it. In 1939 Vegemite was officially endorsed by the British Medical Association as a good source of Vitamin B and was included in Australian Army rations during World War II. Buyers were now assured of the nutritional value of Vegemite, which has been a market leader ever since. The Fred Walker Company became the Kraft Walker Cheese Co. Pty Ltd in 1926 and Kraft Foods Limited in 1950. (from Powerhouse Museum) This type of jar was used to package Vegemite between 1935 and 1945. Vegemite has been an 'Australian icon' since World War II when it was recognised as one of the world's highest food sources of vitamin B. It was sent to war with the troops and rationed at home. The marketing strategy that put Vegemite in 9 out of every 10 Australian homes in the 1940s, 50s and 60s emphasised the value of Vegemite to children's health. Willow started business in 1887 as a metal working company based in Melbourne Australia, making tinned biscuit and tea canisters. The outbreak of the First World War saw their manufacturing change to making armaments and essential packaging for the war effort. In the early 1920’s, the Willow brand was established. Making tin plated canisters and baking pans with the well-known Willow pattern, imprinted on them. Some other items in production at this time include billies, boilers, basins and Coolgardie safes. In the late 1950’s, the company ventured into plastics production. Stepping away from its very successful tin plating industry of more than 50 years. In 1965, the company name changed to Willow Ware Pty Ltd, to be more closely linked to its Willow brand. Willow Ware is still  in business today. A food safe known as a “Coolgardie” meat storage made by an emerging Australian company no longer in bushiness. This item gives a snapshot into early Australian manufacturing specifically aimed at the Australian market. The entries in this ledger relate to the everyday expenses of the town council. It contains entries which relate to utilities, gardens, market fees, Town Hall, pure food act, interest on loans, sanitary services and fever ward. Each ledger item has a double page and the expenses incurred over the period 1917-1921.This ledger shows the involvement of council in many different aspects of administration in a town in the early part of the 20th century. While some aspects of this life in Warrnambool are no longer necessary, others still remain part of council duty and administration to the present day.Green cloth covered card cover with tan corners and spine, in leather. These two bottles have contained milk sold by the Warrnambool firm of Antarctic Ice Pty Ltd. in the mid 20th century.In the 1930s a pasteurizing plant was set up in Warrnambool in conjunction with an ice works in Kepler Street known as Antarctic Ice (Good and Stevenson). This firm had secured a milk supply from farmers in the Warrnambool region. Eventually Antarctic Ice was bought by the Warrnambool Cheese and Butter Factory and Kraft Foods as equal partners and the milk was marketed as Sungold. Also a farmer named Kaye Ryan had set up a pasteurization plant in East Warrnambool (Raglan Parade/Verdon Street) in opposition to Antarctic Ice and Sungold. Kraft and Warrnambool Cheese and Butter bought out Ryan and moved Sungold operations to the Ryan site. Kraft Foods sold its share of Sungold to Warrnambool Cheese and Butter and in 1989 the milk factory was moved to the Allansford site of Warrnambool Cheese and Butter and Sungold continues there today.These bottles are of interest, firstly as examples of the half-pint milk bottles familiar to people living in the mid 20th century and secondly because they are good examples of the bottles used by an important Warrnambool business, Antarctic Ice. These are two clear glass bottles. When filled each bottle contained 10 fluid ounces or half a pint of milk. The bottles have a round base with a rounded body tapering slightly to a thick neck and a thick moulded top. The bottles when filled had a seal consisting of a circle of waxed cardboard that was pressed into a recess on the lip of the bottle. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway.
