Originally there was another house adjacent but it had been moved by the time of the 1951 aerial survey. The house was also the first home of Russell Yeoman who had been newly appointed to the Shire of Eltham and this house belonging to the council was vacant and made available to him for four weeks before it was relocated to Susan Street just south of the bowls club and was used a child care centre associated with the Living and Learning Centre (Russell believes). This testing voltmeter recorder was last certified by SEC Vic laboratories on the 17/4/77. It was used extensively as mobile recorder placed for periods of one month at locations experiencing unacceptable fluctuations of power. These locations would cover the North East regions of Victoria. They cover voltage drops at domestic and business properties especially those that were experiencing regular fluctuations(daily) at approximately the same time of the day. As the electrical network is required to operate within a set level of voltage, fluctuations outside of this has to be investigated and necessary remedial action taken. This is especially so for rural properties where power "drainage" can occur through animal/bird and tree interference. It can also be the result of defective wiring and overloading at peek operational times (milking machines).This mobile voltage recorder is very significant to the Kiewa Valley because it highlights the difficulties that can occur in maintaining a power supply that experiences fluctuating power demands by the rural industries that it supplies. The requirement of a mobile testing apparatus to cover the various sections in the Kiewa Valley and other rural areas in the northeast region is one of necessity as electricity once connected to a rural property is a labour saving supply as generators on rural properties require a higher degree of maintenance an ultimately at a higher cost. The testing of the SEC Vic supplied electricity to rural properties,those who had previously run on generators, had to be quick and unassuming with certainty of correct supply levels.The mechanism of this voltage recorder has been installed(by the manufacturer) into its own protective wooden box. This box has a front (swing open) lockable section which permits direct access to the installed measuring equipment (for servicing and data collection). The top section of the box has two screw on terminals for access to the machine being tested. This tester has its own inbuilt ink supply facilities and a mechanical clockwork device that unwinds a roll of paper onto a second roll at a rate of 10 mm per hour. The recording chart is marked with time slots against voltage. There is a recording arm which has an ink pen at the end. Both arm and pen carry the ink supply from the ink reservoir, located on the left side of the cabinet door in specially constructed bottle holder( three small bottle capacity). To record a suspect power problem to a home or business establishment the voltmeter is connected to a power supply outlet being tested and wind the recording clockwork mechanism (gives a four week running time). This photograph was taken at Samaria Farm on Sunday the 5th of September as part of a day trip by the Wooragee Landcare Group. The event was about looking at land use on small farms and as a social get-together for the Group. Wooragee Landcare was also researching how small landholders could run some enterprises around the time of this trip. Samaria Farm is located in northeast Victoria, near Mount Samaria, which is located 130 km northeast of Melbourne. Samaria Farm was owned by Sue and Due Matheson at the time of the trip and had a renowned rose garden, pigs, poultry, alpacas, and goats on their nine-hectare farm. The rose garden consists of 3000 damask roses. Samaria Farm distils the oil from these roses and is the only farm in Australia to do this. Rose oil has historically been used for religious and medical use. 20 kg of rose buds are picked by hand every day, which is then distilled and produced 5 to 8 ml of oil. The entire four-week season produces 80 to 100 ml of oil. Rose water is also created during this process and produces about 300 litres per season. Along with the oil, the Farm also harvests lemons, lime, olives, and oranges. The Farm is currently owned by Utako and Anthony since 2022, with Vicki and Allan Wight being the previous owners. Wooragee Landcare Group was created in 1988. Its core mission is to work towards eradicating animals and pests from the land to protect the natural vegetation and promote revegetation projects. This photograph is a great example of the type of events that Wooragee Landcare Group has organized, while educating the public about the importance of land use management. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. In WWII New Guinea, GUINEA GOLD presented news to all troops "in the field". It avoided editorial comment. It published for 1320 continuous days, without missing a single edition. The front and back pages concentrated on current world news, including major sporting events. Page 2 was generally devoted to extracts from Australian and US newspapers. Some news was obtained by taking shorthand notes of short-wave radio bulletins from Australia, the U.S. and the B.B.C. At its peak, distribution was 37,000 to US forces and 27,000 to Australian forces, daily. The daily version had four pages and the WEEK-END SUPPLEMENT edition contained 8 pages (with extra pictures & cartoons).Guinea Gold" daily brought to the news-hungry men of the Australian and American forces serving in the steaming jungle, topics of interest to allay their boredom and boost their morale. It was able to do so because US General Douglas MacArthur, Supreme Commander of Allied Forces in the South-West Pacific, gave it permission to publish his communiqués 20 hours before the release time for the rest of the world's media. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. In April 1914, the Federated Mining Employes' Association, Victoria, put in a submission to establish improved wages for mining employees. A hearing in the Commonwealth Arbitration Court was to be held in four to six weeks from the lodgment of the plaint. The new log of claims would provide for a general increase in the previous log rates. The new rates affecting Victorians were: miners, hard labor ordinary 12/- a shift; sinking 13/4; rising 14/6; underground stoping 14/-; miners, machine labor to receive 1/- per shift in addition to the above rates; timber men ordinary 13/2; shafts 16/2 a man; bracemen 12/-; truckers underground 11/6; open cut miners 13/-; laborers underground 11/-; on surface 10/-; boys between 16 and 19 9/-; over 19 full pay; shift bosses 15/-; tailings dame man 11/-; sluice man 11/-; grating man 11/-; box cleaners 11/-; pump-hole man 12/-; dressers and cleaners 13/-; man in charge erecting legs 12/6; woodcutters 12/6; woodcutter man, horse and dray 1/-/-; blacksmith 14/-; carpenter 15/-; bricklayer 15/-; tool sharpener 13/-; blacksmith's striker 11/-; rough carpenter 13/-; horse driver 11/-. This meticulously hand crafted ship model is one of the most intricate and challenging projects for a ship modeller to create. Jim Williams took up the challenge, choosing to make all of the components by hand, following a plan of the ship rather than purchasing a pre-made kit. He even made his own tools specifically for working with this model. The “Sovereign of the Seas” 1637-1697 - The magnificent ship “Sovereign of the Seas” was ordered by Charles I of England, who desired a giant Great Ship to be built. It was built by Peter Pett under the guidance of his father Phineas, the King's master shipwright, and launched with 102-guns at Woolwich Dockyard on 13th October 1637, as the Navy’s second three-decker first-rate ship. It was the most extravagantly decorated warship in the Royal Navy, bought with the help of a special 'Ship Money' tax imposed by the King. Soon afterwards the ship was remodelled and cut down to a safer and faster ship. Over the ship’s lifetime it was renamed “Commonwealth”, then in 1650 it became simply “Sovereign” then again after a rebuild in 1660 it was named “Royal Sovereign”. By 1642 the ship’s armament had been reduced to 90 guns. In 1651 Sovereign was made more manoeuvrable by reducing the upper works. It served throughout the wars of the Commonwealth and became the flagship of General Robert Blake. It was involved in all of the great English naval conflicts fought against the United Provinces and France and was referred to as 'The Golden Devil' by the Dutch. By 1660 the armament was changed attain to 100 guns. After the English Restoration, it was rebuilt as a first-rate ship of the line, with flatter gun decks and 100 guns, and most of the carvings were removed. During the First Anglo-Dutch War, in a secret session on 21 October 1652, the States-General of the Netherlands announced reward money for the crews of fire ships that succeeded in destroying enemy vessels; the Sovereign was singled out with an extra prize of 3000 guilders to sink or ruin it. Although repeatedly occupied by the Dutch, the Sovereign was retaken every time by the British and remained in service for nearly sixty years as the best ship in the English fleet. The Sovereign was in regular service during the three Anglo-Dutch Wars, surviving the Raid on the Medway in 1667. After a second rebuild in 1685 the Sovereign was relaunched as a first-rate ship of 100 guns, before taking part in the outset of the War of the Grand Alliance against Louis XIV of France, venturing into the Irish Sea, and later participating in the Battle of Beachy Head in 1690 and the Battle of La Hougue. At this time she was more than fifty years old. It was the first ship in history to fly ‘royals’ above the topgallant sails and a top gallant sail on the jigger-mast. The Sovereign eventually became leaky and defective with age and was laid up at Chatham when, on 27th January 1697, the famous ship caught fire, burning to the waterline. Jim Williams, the model’s maker - Jim (James Bernard) Williams was born in 1888 at The Forth in Scotland. He lived in Tasmania for some time and enlisted to fight in France in WW1. After the war he moved to Warrnambool, Victoria, where he worked at the Cramond & Dickson clothing store until the Great Depression in the 1930’s. He was later employed at Fletcher Jones Menswear, where he worked for 27 years until just before his death in 1959. Jim was a passionate ship model builder. He worked on his model ships between 1930 and 1955, including The Endeavour and The Sovereign of the Seas, which was one of the most intricate historic ship models to build. He had a table set up in a bay window and worked on them on and off using a jeweller's eye glass on the finer pieces. Jim’s long-time employer, Fletcher Jones, knew of Jim’s hobby and skill as a ship model builder and requested Jim to describe the model, Sovereign of the Seas, with the view of putting it on display. When the model was finished there was a full article and photo in The Standard newspaper. Jim described his work on the ship mode “Sovereign of the Seas” in correspondence to his then employer, Fletcher Jones. The document gives us an insight into his skill, patience, and regard for replicating the details of the original ship. Some of the details are: "In making the model the time taken to make certain items might be of interest. For instance "The Great Lantern" on the stern, four weeks, a similar time for the figurehead of St George & the Dragon. "The lower shrouds three to each side about six weeks & the rigging as whole several months. There are nearly 300 blocks and pulleys ranging from nearly 1 / 16 inch in diameter. Dead eyes were bored with 3 to 5 holes. To do this needles of different sizes, set in handles & ground to wedge ends were used. Glass cut and ground to shape were used windows. All gun-port covers (74) hinged. "All guns and anchors made of wood. Nothing for the model was purchased ready-made; everything hand made." Jim’s family donated the ship model along with many associated tools, accessories and papers. The model represents the Sovereign of the Seas. The Royal Navy ship of the line launched in 1637 has a significant British maritime heritage. These days the Sovereign of the Seas still remains one of the most intricate historic ship models to build, representing to the model enthusiast a true challenge to the art of model shipbuilding. The model of Sovereign of the Seas in Flagstaff Hill's collection is an exemplary example of a ship model built and hand crafted from a plan with the making of every item on the model, not a model kit with prefabricated parts. It was made by a local Warrnambool man Jim Williams as a leisure activity in the mid 20th century. The hobby and craft of ship model making has resulted in visual representations of the changes in maritime technology and advances in world-wide navigation.
