In 1991 Premier of Victoria Joan Kirner visited her former workplace (Ballarat Girls' Technical School, a division of the Ballarat School of Mines), to officially open and name four new facilities, marking stage 2 of the school's State Works and Services Development Project. Honoured in the naming ceremony was the late Albert Steane, the late Kenneth Flecknoe and Mr Jack Barker, President of the Ballarat School of Mines. The fourth facility was the recently opened carpentry and joinery complex. Mrs Kirner said naming the building in honour of the three men would act as a continual reminder of their contribution to education in Australia and what they have passed on to future generations. She said the Government and the State Training Board saw the college as not only one that was most important to Victoria but also nationally and internationally. The photo shows Legatees Pat Hanna (left) and Frank Doolan (right) with a wreath at a war memorial on Anzac Day in 1936. The wreath was an interesting design with a torch to resemble the Legacy logo. From the pencil note on the reverse it was thought it might be the cenotaph in Whitehall, London. Pat Hanna lived in London for a number of years. It might also be the cenotaph that was in Spring St, near Parliament house, until the Shrine of Remembrance was dedicated in 1937. (see photo at 01371). The two were very similar in design as the Victorian one was a half size replica of the London one. In February 1913 the Ballarat Junior Technical School opened its doors to its 86 pupils. The old bluestone building in the grounds of the Dana Street Primary School became their temporary for eight years. In its early years the school offered only a two-year course. The first year was of a general nature giving a thorough grounding in Mathematics and Instrumental Drawing, and introducing students to the various branches of trade work. The second-year students studied for the Junior Technical Certificate and specialized in a course of their choice - either a trade (Woodwork or Fitting and Turning) or a course leading to higher studies at the School of Mines. It is historically significant as it marks a royal visit made by the Duke and Duchess of Gloucester during the Duke of Gloucester's term as 11th Governor General of Australia (1945 - 1947). Frank Wright was a renown resident of Smeaton, where he was born. He lived at Laura Villa, and attended Smeaton State School. His father William was a gold miner and his mother's name was Sarah. Their family won many singing and instrumental awards. Frank was tutored by Percy Code and was awarded a gold medal for the highest marks in the ALCM examinations in the British Colonies at the age of seventeen years. He became the Australian Open Cornet Champion by the age of eighteen. A year later, Frank conducted the City of Ballarat Band, and later the Ballarat Soldiers’ Memorial Band. He formed the Frank Wright Frisco Band and Frank Wright and his Coliseum Orchestra. These bands won many South Street awards, and Frank as conductor won many awards in the Australian Band Championship contest. In 1933 Frank Wright sailed to England to conduct the famous St Hilda’s Band and was later appointed Musical Director of the London County Council, where he organized many amazing concerts in parks, in and around the London district. He was made Professor of Brass and Military Band Scoring and conducted at the Guildhall of Music and Drama. Frank was often invited to adjudicate Brass Band Championships around Europe, in Australia, including South Street and in New Zealand. The Frank Wright Medal at the Royal South Street competition is awarded to an individual recognized as making an outstanding contribution to brass music in Australia.1). Photograph was taken at the Mission to Seafarers Melbourne. It is historically significant as it marks a royal visit made by the Duke and Duchess of Gloucester during the Duke of Gloucester's term as 11th Governor General of Australia (1945 - 1947). Princess Alice, Duchess of Gloucester, GCB, CI, GCVO, GCStJ, GBE (born Lady Alice Christabel Montagu Douglas Scott; 25 December 1901 – 29 October 2004) was the wife of Prince Henry, Duke of Gloucester, the third son of King George V and Queen Mary. Frank Oliver was MTS chaplain during this period. The Gloucesters did not return to Australia on any official visit until 1965. (see ADB entry for Duke of Gloucester) According to the list of engagements from the Argus, on Saturday the Duke and Duchess left Governor House to visit the Central Institute at 11am where they were received by the Governor and Lady Dugan, the chaplain (Padre Oliver) and members of the committee. They left at 11.15am : the legend of the picture "AS THE DUCHESS LEFT THE MISSION TO SEAMEN Central Institute on Saturday morning, Padre Frank Oliver, chaplain, called for three cheers, which were given heartily."This photograph reveals the contemporaneous relationship between Australians and the British Royal family and connection through the International organisation that is the Mission to Seafarers.
