The Baby Health Centre opened in the Surrey Gardens in 1930 on the site previously occupied by the screen for outdoor pictures. Previously during the 1920s it had operated in the room underneath the rotunda in the Surrey Gardens. The room was also shared by other groups including the Surrey Hills Progress Association (SHPA). The SHPA raised 200 pounds to provide the materials for the building, which was built by voluntary labour under the leadership of Ralph Hayes, a local builder. The foundation stone was laid by Mrs A Latham, Mayoress of Camberwell on 31 March 1930. There is a bottle containing the names of the committee members sealed in the pillar behind the memorial stone. The centre was managed by a committee until 1975. Maternal health nurses associated with the centre included Sister D Thompson, Sister Newnham, Sister Kelsell, Sister Barker, Sister Sharp and Sister Bolton. Ref: Mrs D Lancashire - a long-serving member of the committee. The site of the Surrey Hills Maternal and Child Health Centre was moved to 18 Verdun Street, adjacent to the pre-school, in accord with Council policy to co-locate services and from a concern regarding solo staff working in relatively isolated locations. The building was included in the heritage overlay protecting the gardens and was refurbished by Council for community use. The cairn commemorates the work of Cr Albert Ernest Vine who was a Camberwell Councillor from 1926-1934 and 1937-1944; he was also Mayor on 1940-41. The rotunda was built in 1912 by Clarence Montgomery for the Surrey Hills Progress Association and the local community and dedicated to John Gray, "a highly respected and revered citizen". Surrey Hills Brass Band regularly gave concerts in the rotunda, provided music for regular 'loyal' celebrations and also for silent films held in the gardens. The rotunda was quite elevated off the ground due to the slope of the gardens and the bioscope was stored in the room underneath. This was later used as the infant welfare centre until the Progress Association built a dedicated facility for these purposes. The rotunda was demolished in 1972. Clarence Montgomery, carpenter, was living in Sunbury Crescent in 1914. By 1916 he had moved to 83 Croydon Road where he lived for the rest of his life. Clarence was born in 1869 in Taradale, son of John Montgomery and Jane Ford. He married Sarah Ann Ingram in Echuca in 1894. Their children were: 1. Annie (Mrs P Paynter) born Echuca in 1895 2. William Henry born Echuca in 1897 3. Christina Mary (Mrs F Meyers) born Echuca in 1898 4. Violet (Mrs G Ewing) born Echuca in 1902 5. Clarence George Ingram born Echuca in 1906 and died aged 7 months. Violet became a tailoress and Christina a dressmaker. William became a carpenter like his father. Sarah Ann Montgomery died at their home in June 1932 aged 62 years. Clarence died in August 1946 aged 77 years. They are buried in Box Hill Cemetery (P-EB-0020). John Gray was "actively associated with all movements for the benefit of neighbours and fellow citizens". [Quote from the official tribute on his death in 1909.] He was very active in the Surrey Hills Progress Association in the early 1900's. The rotunda built in the Surrey Gardens by the Progress Association in 1912 was dedicated to him. John Gray was born in 1861 in Eldorado. He died on 7 December 1909 in Surrey Hills and is buried in Box Hill Cemetery (M0472). He married Emma Beckett in 1888 at 'Guildford Villa' in Essex Road, the Beckett home. They are listed in both the 1903 and 1906 electoral rolls in Arundel Crescent; his occupation is given as bootmaker. The Alan Holt property register identifies this as 24 Arundel Crescent, known as 'Tumberumba'. The donor Violet Ewing (nee Montgomery) was Clarence's daughter. She married George Isaac Henry Ewing (blacksmith) in 1934. They inherited the family home at 83 Croydon Road. Although constructed 5 years after their opening, this rotunda was a central feature of the Surrey Gardens which was planted to a design adapted from one suggested by the renowned landscape gardener and botanist William Robert Guilfoyle (1840-1912). Rotundas were a key feature of many late nineteenth and early twentieth century public parks. This particular rotunda was notable for the Chinoiserie influence reflected in its roof. Surrey Gardens are now regarded as one of the City of Boroondara's heritage gardens and this image is significant as evidence of the design of the rotunda which is no longer extant. It is also significant as evidence of the extent of the role of the Surrey Hills Progress Association in the provision of public facilities. Albert Ernest Vine Snr, was a City of Camberwell Councillor from 1926-1934 and 1937-1944. He was also Mayor of Camberwell in 1940/41. There is a sundial in the Surrey Gardens erected in his memory. Known as Ernest, he and his wife Edith (nee Sword) lived at 3 Norfolk Road from 1920-1945. Earlier addresses are on file in Alan Holt card index. He was active in Surrey Hills Progress Association. He was the son of William James Vine (1860-1920) and Sarah Elizabeth Gunner (1859-1941). W J Vine & Co Timber Yards were located at 587-593 Canterbury Road. Elizabeth Gunner's brother was Henry Gabez Gunner (1862-1940), a builder in the Surrey Hills area. Box Hill Reporter (6/6/19) records that Ernest applied to Camberwell City Council for permission to subdivide land in Norfolk Road with a frontage of 85' into 2 equal lots for a dwelling to be erected on each, one for himself and the other for his mother. Albert Ernest & Edith Vine had the following children: Albert Ernest Jnr (b 1904), Robert (b 1908), Edgar (b 1912), Inez (b 1915) and Beth (b 1918). The Honor Roll and Shrine in the Surrey Gardens were opened on Sunday 7 April 1918, prior to the cessation of fighting. Mrs Charles H D Steele (MS: Sarah Margaret Russell), president of the local Patriotic League, is credited with the idea of building The Shrine as a fitting memorial to the soldiers of the district. The Surrey Hills Progress Association coordinated raising funds from local residents. John Kendrick Blogg carved the beautiful honor roll in Indian teak and Australian white mahogany and the design of The Shrine was by architectural firm Gawler & Drummond. John Stevens Gawler was a partner in the firm, lived locally and also enlisted. Although he may have been overseas during some of the design process he is often credited with the design. Both men donated their services. The 2 cannons in the gardens were acquired by Mr Arthur Brookes in 1901 to commemorate the end of the Boer War. He was popularly known as 'Empire Brooks' and the cannons as 'Brooks' Babies'. They were originally placed in the grounds of the Guildford Road Recreation Oval. Arthur Brooks was an active community member and one of the founding members of the Surrey Hills Progress Association. Original photo was contained in a booklet printed by Camberwell Council in 1933.This is one of the earliest known photos of 3 elements important in designating the Surrey Gardens as one of the City of Boroondara's heritage gardens, now protected by a heritage overlay. The Shrine was one of the first WW1 memorials to be built in Australia and possibly the first in Victoria. It was unveiled prior to the end of hostilities and was built entirely through local community effort. The design of The Shrine, reflective of domestic architecture, is unusual. Its Honor Roll is also a noted example of sculptor John Kendrick Blogg's work and valued especially for its incorporation of Australian motifs, wattle blossom and gum leaves. The boomerang over the full width of the monument was said to be symbolic of both those who did and did not return. This envelope and its unknown contents were sent in 1937 to Fred Miller of Boughton Farm at Cassady's Bridge. west of Warrnambool. The envelope advertises an Annual Gala Week in Warrnambool from December 26th 1937 to January 2nd 1938. This was an event organized by the Warrnambool Progress Association as a tourist promotion exercise. The Secretary of the Association at the time was Martin Carter, a well-known Warrnambool saddler and local band conductor. The envelope also advertised the forthcoming Warrnambool Centenary Celebrations in 1939-1940 but these were not held because of the outbreak of World War Two. The Centenary celebrations were eventually held in 1947, a more appropriate year as Warrnambool was founded in 1847.
