James Bickford (1816-1895), Wesleyan clergyman, was born on 6 May 1816 in Modbury, Devon, England, fifth child of John Bickford, tenant farmer, and his wife Anne, née Whiteway. He received an elementary education and then worked for a commercial house at near-by Kingsbridge in 1830. Although raised in the Church of England, Bickford joined the Wesleyan society at Kingsbridge and was appointed a local preacher in 1835. He decided to become a missionary, and after a short informal training by the Wesleyan Missionary Society was ordained on 29 October 1838. Rev James Bickford became superintendent of the Yarra Street, Geelong, circuit in 1866. He was elected president of the Australasian Conference in 1868. Increased involvement in public affairs followed his appointment to Wesley Church, Melbourne, in 1870 and he was associated with the Society for Promoting Morality and the Sabbath Defence Association. Despite his previous advocacy of a 'mixed system' of education he supported the Victorian Education Act of 1872 as the only solution to sectarianism. Williamstown was first incorporated as a borough on 14 March 1856. It became a town on 2 April 1886, subdivided into four wards in 28 October 1887 and was proclaimed a city on 17 May 1919. The city was proclaimed by His Excellency the State Governor, the Hon. Sir Arthur Stanley on 17 May 1919. At the same time he unveiled a photographic honour board in memory of local soldiers killed during World War One and officially opened the Town Hall/Council Chambers building at 104 Ferguson Street. The Governor was presented with this proclamation and asked to sign the parchment. The official birth of the city was celebrated by 2000 residents. Presented to the Major The Honorable F. T. Sargood together with the V.R.A. Challenge Cup on 8 December 1876. The cup was competed for by all the volunteer corps in Victoria. The following extract is from The Argus (Melb), Sat 9 Dec 1876, page 9 https://trove.nla.gov.au/newspaper/article/5912315 The second quarterly official inspection of the St Kilda Battery was held last night by Colonel Anderson. The gun drill was held in the orderly-room, and afterwards the corps was put through field movements in the drill around. At the termination of the inspection Colonel Anderson expressed his satisfaction at the manner in which the drill had been performed. Colonel Anderson then presented Major Sargood with the Victorian Rifle Association Challenge Cap, which had been won by the St. Kilda Battery three times. The cup has been competed for the last 12 years, and in that time the cost of the ammunition used in the contest and markers' fees amounted to about £3.000. The value of the cup is 20 guineas. An address to Major Sargood was then read by Captain Hearn. On receiving the cup Major Sargood said that he was afraid from the state of his health he would either have to retire from command of the battery, or obtain a long leave of absence. He said that six years ago he bad been presented with a sword which he wore that evening, and he was glad to see that there was no diminution of the goodwill then expressed towards him. Following the death of the Dorothy Rogers, a donation of material relating to the historian and her family was made to the Historical Society by her sons. The minutes of the Society record that they were originally placed with the City of Kew for safekeeping. The Society's minutes record gradual discoveries of items from the collection, including this scrapbook, by later researchers.
