Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. This book is a register of land holders with miners' rights. The correspondence is associated with applications for miners' rights on privately owned land and business sites. They include application fotrms and objections to registrations. The areas referred to are Combienbar, Goongerah, Club Terrace, Wombat Creek and Dundong. One of the privileges under the Mines Act, conferred by the holding of a miner's right until 1935 was that of residence on up to one acre on a gold-fields area. Those occupying a residence area were "deemed in law to be possessed ... of such ... parcels ... and the property therein".This is a useful research tool.A large, heavy book with a grey cloth cover and red spine. The end papers are marbled. The inside pages are ruled in grey with red ruled columns. Entries are hand-written. There are copies of correspondence inside. Details given are the registration number and date, the name of the person, the number of the miner's right and its date, a description of the allotment and any remarks or references to other volumes. Originally Wellers Hotel, it was constructed by Edward Weller in 1872. Following his death in 1883 it was taken over by his widow, Mary Weller. The hotel was delicensed in 1909 and converted to a private residence. Around 1920 William Pitman bought the property, succeeded by his son Vernon who coined the term Pittman's Corner. Vernon and Isabel Pitman owned the house form 1945-1973. Following Vernon's death, Isabel remained there till her death in 1983. The property was converted to a restaurant in 1984 by owners Robert and Kath Hendry who undertook extensive renovations in 1988. Shawn and Stephanie Wolfe purchased the property from the Hendrys in 2003 and introduced live entertainment with many famous bands and entertainers from the 1960s, 1970s and 1980s performing there, including James Reyne, Daryl Barithwaite, Brian Cadd and Billy Thorpe. In 2014 the Wolfe's sold the property and the entire contents were sold at auction. New (local ) owners Gregory Anderson, Craig Jones and Steve Gist refurbished the property and relaunched it as Fondata 1872 in 2017. Covered under Heritage Overlay, Nillumbik Planning Scheme. In the late 19th century Weller’s Pub, as it was called then, provided a store and an overnight stopping place and changing post for Cobb & Co coaches. The coaches were bound for the Caledonia Goldfields, near Queenstown (now St Andrews) and the Woods Point gold mines.1 Builder Edward Weller constructed the hotel and store on three acres (1.2 ha) in 1872 and after he died in 1883, his widow, Mary, continued to run the hotel, which was delicensed in 1909. This was not the first enterprise Weller ran in the district. In about 1866, he came to Kangaroo Ground and rented a general store and nine acres (3.6 ha) of land. The store, opposite the present school, was on the site of the present store and Weller also acted as the postmaster there. Mrs Weller was born in Scotland in 1841 and came to Victoria with her parents in about 1852. After two years in Melbourne the family moved to the Caledonia Goldfields where they remained for several years during which time she married Weller. The couple subsequently had five sons and five daughters. Weller’s Pub was made of handmade bricks fired from clay dug on the property. The pub must have been a haven on hot days with its 40cm thick walls throughout. One quaint reminder of its early use is that every room except the dining room has an outside door. Inside, the pub was converted to a home with extra doors connecting the inside rooms. There is no trace of the original bar room in the present dining room, where the steps leading to the cellar were bricked in. An unusual feature is the pressed metal which lines the ceilings, yet with moulding and white paint, looks like plaster. The main road once passed the back of the building and wound up to the top of the hill through a cutting. This steep hill was known to the bullock drivers in the early days, as Salvation Hill, because they were always very glad to reach its peak. After the hotel was delicensed it was converted to a private residence and extensive renovations were made, changing much of its design from a Victorian to an Edwardian style.2 Between 1912 and 1915, Gordon Cameron, a Cobb & Co coach driver and his wife rented the former hotel. Mr Cameron was related to the parliamentarian Ewen Cameron of Pigeon Bank, Kangaroo Ground, and his wife was related to Albert Pepper who owned Pigeon Bank from 1916 to 1919, when Gordon Cameron bought it. About 1920 William Pitman bought the property, which in turn was owned by his son, Vernon, who coined the name Pitman’s Corner. He and his wife Isabel owned the house from 1945 to 1973. Then as a widow Isabel Pitman lived there until her death in 1983.3 In 1984 the property was converted to a restaurant by owners P A Tribe, a barrister, his wife Sharon, and Robert and Kath Hendry. Extensive renovations maximised the splendid views of the Dandenong Ranges and the Yarra Valley.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. Handwritten extract from the Bendigo Advertiser Jan 2nd 1911. ''In absence of Mr McBride, Minister for Mines in the country, officers of the Mines Department were inclined to-day to say much about unwatering the deep Bendigo mines, which is again a pressing problem. Owing to the breaking of the steel wire rope at the victoria Quartz mine, the trouble was intensified. An arrangement had been made by which the companies affected along the line should contribute, but two of the companies, it is stated, suspended operations. A scheme has been placed by Mr Stanfield before the parties interested, and the officers of the Mines Department expressed the hope that for the sake of the future of deep mining, some arrangement should be come to. Unless the companies show a disposition to help themselves substantially, the officers do not think it likely that the Government will co-operate. There are, it was added certain provisions of the Mines Act, and covenants in leases can be enforced, but there is no desire to compel the companies which have carried on in the face of great difficulties, to do anything reasonable.''
