The Bass Coast Shire was formed in 1994 from the amalgamation of the Shire of Bass, Shire of Phillip Island and Borough of Wonthaggi, as well as parts of the Shire of Woorayl, Shire of Korumburra and City of Cranbourne. Until 1994, Phillip Island was a Shire in it’s own right. That year the Victorian government restructured local government throughout the state. They dissolved 210 councils and created 78 new councils through amalgamations. Wodonga Shire was created in 1876 when the colonial government agreed to ratepayers' petitions to have their part of the local government district severed from the Yackandandah Shire to form a new municipality. In March 1973 Wodonga was declared as the first Rural City in Australia. This was officially proclaimed by the Governor of Victoria, Sir Rohan Delacombe at an open-air ceremony in Hovell Street following a procession along High Street led by the Victorian Police Band. The first meeting of the held in the open air immediately after the proclamation. In 1994, the Jeff Kennett government restructured local government in Victoria. His reforms dissolved 210 councils and sacked 1600 elected councillors. Commissioners were appointed in their place. Wodonga’s Commissioners were Mel Reid, Des Kelly and Michael Hanson. Reforms introduced created 78 new councils through amalgamations. Democratically elected councillors returned to Wodonga in 1997, with Graham Crapp as Mayor. This item documents the leaders of local government in Wodonga since its inception in 1876 until Local Government reform in 1994.A photo collage representing Shire Presidents and Mayors of Wodonga, including a typed list of names and dates. Some decades ago a card sorting set for the identification and description of Australian timbers was developed for timber species which were available commercially and were in common usage, by the Commonwealth of Australia (CSIRO, Division of Forest Products) To complement and inform this national timber set each State or Territory developed reference timber sets of representative species. The Commercial Timbers of Victoria set was Victoria’s most recent (circa 1984) expression of this Victorian timber samples were sourced from logs selected by Forest Commission of Victoria (FCV) District Foresters and milled locally. Kiln drying and machining was carried out at timber producers Row, Web and Anderson, in Port Melbourne. Labeling and boxing was done by FCV Timber Inspectors, with box and booklet design and graphics handled in-house More recent timber samples were badged as Conservation Forests & Lands, reflecting historical government restructuring in the early 1980s Info: Simon MurphyProvided the public, industry (timber and associated), and educational facilities with a reference collection of notable Victorian timbers. Produced by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Pty Ltd as part of the planning process for redevelopment of the former Eltham Shire Office site at 895 Main Road. In 1963 the Shire of Eltham purchased the Shillinglaw property of approximately 2 acres in Main Road, Eltham for the widening of Main Road and as a site for new Council offices. This land, which contained the Shillinglaw Cottage (c1878-80), was the remaining section of the Shillinglaw family holding that originally comprised 30 acres, being Lot 90 of Holloway's 1851 subdivision. Eltham Council intended to demolish this cottage, but through extensive community action it was saved, funds were raised, and it was relocated to the current site adjacent to the Eltham Library. The new Eltham Shire Offices opened in 1965 were designed to ensure retention of the three Italian Cypress trees that were located outside the Shillinglaw Cottage. In 1971 the building was extended at the southern end to provide additional space, including for the Eltham Library and Council's Engineering Department. Renovations were undertaken to the offices during 1987. The Victorian State Government commenced to restructure local government in 1994, which resulted in the establishment of the Shire of Nillumbik and the cessation of the Shire of Eltham. This new Nillumbik Shire Council was headed by government appointed commissioners, who decided in 1995 to put the former Eltham Shire offices on the market. Eventually in June 1996 the property was sold for $1.1 million and the building was subsequently demolished. A planning application for the site was then submitted to Nillumbik Shire Council in September 1996 for construction of a 24-hour service station, convenience store, cafe/takeaway food premises, a retail facility and community facility. There were many objections to this proposed development and in controversial circumstances a planning permit was granted by the Nillumbik Shire Council commissioners. After protracted actions involving a planning panel and a planning advisory committee, established by the Minister for Local Government, the proposal was eventually rejected as not satisfying the requirements of the planning scheme. In December 1997 the purchaser withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract. While there have been a number of possible development proposals considered by subsequent Nillumbik Shire Councils, this site has remained vacant since July 1996. TIMELINE (Prepared by Jim Connor, Eltham District Historical Society- March 2018- Based on press, council and personal records) June 1996 - Eltham Shire offices sold to Dallas Price Homes for $1.1 million. July 1996 - Shire office building demolished against community's wishes. Council claimed building riddled with asbestos. September 1996 - Planning application submitted to Nillumbik Shire Council to construct on the site a 24 hours Shell service station, convenience store, Hungry Jacks café/takeaway food premises, a retail facility and community facility. 213 objections and petition of over 1400 signatures received. Minister for Planning and Local Government orders an independent investigation into valuation and sale. 9 October 1996 - Permit granted by Nillumbik Shire Council commissioners, in controversial circumstances. A Planning Special Committee consisting of 3 commissioners and 3 community representatives considered 32 community objections. One commissioner declared a potential conflict of interest so only 2 commissioners were able to vote. After hearing all objections, the community representatives moved a foreshadowed motion to refuse a permit. The commissioners then closed the meeting, formerly opened a council meeting (for about a minute) and approved the application. October 1996 - Community members appealed planning decision to Administrative Appeals Tribunal. November 1996 -Minister for Planning and Local Government Robert McClelland calls appeal in and directs MT to refer this 'major policy issue' to the Governor in Council. February 1997 - Planning panel (Dimity Reed and Margaret Pitt) established to consider submissions. March 1997 - New council elected with five councillors. April 1997 - Three of the five new councillors vote to fight Commissioner's decision to grant a permit. April 1997 - Planning panel (Dimity Reed and Margaret Pitt) conducts hearings at Nillumbik Shire offices. June 1997 -Planning panel rejected Dallas Price Homes proposal as being 'totally inappropriate' for the site and recommends the site be rezoned for 'public purposes'. July 1997 - Dallas Price Homes threatened to sue Council and individual councillors. October 1997 - Report released of an Advisory Committee (Paul Jerome) established by the Minister for Planning and Local Government. Committee considered Dallas Price Homes proposal and an alternative concept plan proposal by Council for a gallery, workshop, offices and cinema community-based development. Advisory Committee recommended Dallas Price Homes proposal be rejected as not satisfying the requirements of the planning scheme and recommended further testing of the financial viability of Council's proposal. December 1997 - Dallas Price Homes withdrew from the contract of sale, just prior to Council announcing a withdrawal from the contract, which expired on 28th November and was not renewed by either side, after previously being extended twice pending a decision by the Minister. Council had to pay developer $58,000 for demolition costs. February 1998 - Dallas Price Homes application rejected by Planning and Local Government Minister. October 1998 - Nillumbik Councillors suspended and an Administrator appointed (until March 1999). The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. This issue led to the formation of the Eltham Community Action Group which still operates strongly today (2023) on behalf of the community to ensure appropriate development within the community.895 main road, commissioners, dallas price homes, development application, eltham hub, hungry jacks, nillumbik shire council, re-zoning, shell service station, town planning, eltham gateway, eltham gateway action group, eltham shire offices, shillinglaw cottage, shillinglaw farm, shillinglaw trees, jim connor collection

Guest speaker at Eltham Community Action Group (ECAG) Annual General Meeting The Shire of Eltham was established in 1871 and ceased to exist, due to a municipal restructure, when all councillors were sacked on 15 December 1994. Jim Connor, a past Councillor of the former Shire of Eltham and current President of the Eltham District Historical Society gave a very interesting presentation about the machinations of how and why Eltham became Nillumbik. He also displayed and discussed images of the various plans that have been suggested for the former Shire Office Site since the building was demolished by the decision of the commissioners in July 1996, the commissioners having replaced the elected council when the Kennett government amalgamated all Victorian councils.1:08:28 duration Digital MP3 file; 23.5MBaudio recording, meeting, eltham, guest speaker, commissioners, community engagement, community protest, council amalgamation, demolition, eltham gateway action group, eltham shire offices, jim connor, planning application, shire of eltham, shire of nillumbik, agm, eltham community action group (ecag), eltham district historical society

October Meeting (Newsletter No. 242, Oct. 2018) At our Society meeting at 8.00pm on Wednesday 10th October 2018 we will explore ideas about what is considered to be the ‘Spirit of Eltham’. We will view a video produced for the Shire of Eltham in response to the 1985 Victorian Local Government Commission Report titled ‘The Restructure of Local Government in Victoria – Principles and Program’ (the Morris review). The recommendation was to amalgamate the Shires of Eltham and Diamond Valley, something that Eltham Council did not support as being appropriate for the shire or compatible with the ‘Spirit of Eltham’. We will also be fortunate to have a presentation on this theme by Lynnsay Prunotto, a local architect, who is also involved in community planning activities, as well as some insights from Hamish Knox on his experience of growing up and working for many years in the region.1:29:41 duration Digital MP3 File 32 MB audio recording, eltham district historical society, hamish knox, lynnsay prunotto, meeting, society meeting, spirit of eltham

Nillumbik Shire Council transferred to the former Diamond Valley Shire Offices in Greensborough after municipal restructuing. The offices became the official Nillumbik Shire Council Offices on 16 October 1995. The former Shire of Diamond Valley Civic Centre or Shire Office building was officially opened on 26th February 1972. Archtiects were A.K. Lines, McFarlane & Marshall and it was built by L.U. Simon Pty Ltd, The Diamond Valley Shire had been created in 1964 from part of the City of Heidelberg. On December 15, 1994 the Shire of Nillumbik was established. Under the Council amalgamations imposed by the Kennett government, the Shire of Eltham, Shire of Diamond Valley and City of Heidelberg ceased to exist with the establishment of Nillumbik Shire Council and the City of Banyule. The new Nillumbik shire surrended the west riding from Eltham to Banyule but in place gained parts of the former Diamond Valley Shire which itself had been created in 1964 from parts of the City of Heidelberg. Three unelected and non-local Commissioners were put in place by the government bringing democracy into question by many members of the local community. The Commissioners determined to abandon the former Shire of Eltham offices located in Main Road, Eltham and in turn occupy the former Shire of Diamond Valley offices located at the boundary of the new shire with Banyule, in Civic Drive, Greensborough. In July 1996 the Commissioners sold the former Eltham Shire Offices and had them bulldozed leading to many years of communiity protest over the process and future development applications. The site has remained vacant ever since. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p43 It was the need for roads that led to this district’s first council. In 1853 a committee was formed to improve the rough roads, some in Kangaroo Ground being almost impassable in winter.1 The committee fundraised by voluntary levies and grants to improve in particular, the main road between Kangaroo Ground and the Plenty River. From this committee arose the Eltham District Road Board, in 1856, which was the precursor to the Eltham Shire Council. The Board’s first chairman was Kangaroo Ground farmer, John Barr. Secretary was the former committee’s secretary, Andrew Ross, Kangaroo Ground’s first school teacher, and founder of the district newspaper, The Evelyn Observer.2 Most of the board’s income came from a toll-house north of the Lower Plenty Bridge, which funded such projects as a road from Kangaroo Ground to the Caledonia Diggings. In 1871 the Shire of Eltham was proclaimed, with its boundaries the same as those of the Road Board, and Councillor A Donaldson of Kangaroo Ground was the first president. Eltham was at the southern tip of the shire, which extended north to Kinglake and east beyond Yarra Glen. In 1878, part of Kinglake was added to the shire, while the area east of Watts River, near Healesville was removed. In 1912, then again in 1958, the shire was further reduced. Yarra Glen, Steels Creek, Tarrawarra, parts of Healesville and Christmas Hills, were transferred to the Shire of Healesville. In 1972 a smaller area, at Kinglake, was transferred to the Shire of Yea, leaving 277 square kilometres in the Eltham Shire. Perhaps no other Victorian municipality has had so many meeting places. Although from 1858 to 1904, the council convened at the office in the home of Secretary Charles Wingrove, the board, and later the council, also met at other more central locations.3 The board moved from the Fountain of Friendship Hotel to the Eltham Courthouse, to the Kangaroo Ground schoolhouse. It then met at the Kangaroo Ground Hotel, which some considered put it in danger of interruptions by people ‘the worse for liquor’.4 In 1885 the council met at the hall on Mr J Donaldson’s land at Kangaroo Ground. After Wingrove’s retirement, the council rented space at the Kangaroo Ground General Store and Post Office. Then, in 1917, the council bought the former office of The Evelyn Observer, after its printing works transferred to Hurstbridge. In 1934, fire destroyed the shire office, which was temporarily relocated to the Kangaroo Ground home of Shire Secretary, Mr P J McMahon. In 1941, the shire office moved to a new building (which included a public hall) in Eltham, at the corner of Arthur Street and Main Road, where the Eltham Village Shopping Centre was eventually built. Growth required new offices, which opened in 1965, on the former Shillinglaw property in Main Road.5 In 1994, as part of municipal restructuring under the Jeff Kennett Liberal Government, most of the Eltham Shire formed part of the new Shire of Nillumbik. It joined with the north section of the Diamond Valley Shire and parts of the Healesville and Whittlesea municipalities. The Diamond Valley Shire had been created in 1964, from part of the City of Heidelberg. Turbulence followed Nillumbik Shire’s formation. Under the Commissioners the council transferred to the former Diamond Valley Shire offices in Greensborough, and the Eltham council offices were demolished. In March 1997 the first five-member Nillumbik Council was elected. But, in October 1998, the government suspended the council and appointed an administrator . Early in 1999, shire residents voted to increase councillors to nine: comprising five ward councillors and four shire-wide councillors. Elections were held in March 1999. Then, before the March 2002 elections, nine new wards were created.6 In 2008 these were reduced to seven. Today [2008] the council governs a varied population of more than 60,000 people living in townships and on bush properties in the green wedge. This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. It remains the most recent comprehenesive publication devoted to the Shire's history connecting local residents to the past. nillumbik now and then (marshall-king) collection, greensborough, nillumbik shire council offices, civic drive

The workshops were opened in November 1917 by the Victorian Railways. It opened in response to political pressures from provincial groups for decentralisation, with the Victorian Railways preferring the cheaper option of expanding the existing Newport Workshops in suburban Melbourne. Furthermore, unemployment had risen in both Bendigo and Ballarat due to a decline in mining operations. The main work carried out was repairs and maintenance of existing wagons and locomotives, however during 1919-22 thirteen new steam locomotives were also built - eight DD class (1033 - 1037, 1047 - 1049) and five A2 class (1078 - 1082). From the 1950s onwards, numerous steam locomotives were scrapped at the workshops. During the years immediately following nominal dieselisation in 1968, they were, at times, cutting up locomotives at the rate of one every two to three weeks. The workshops were also the site of the first VR brass foundry, which was transferred to Newport by the 1960s. Also, throughout 1965, VLX louvred vans were constructed at the workshops, at a rate of one a week. Other tasks included spring manufacture, construction of stainless steel footwarmers, and assembly of pantographs for electric trains, with a staff of 720 employed during 1966. By the 1980s, refurbishment work was also being carried out on Melbourne suburban electric multiple units. The 1980s were also a time of restructuring, and on the breakup of the Victorian Railways the workshops passed to the State Transport Authority and then the Public Transport Corporation. With privatisation the workshops were closed, with the loss of 262 jobs. In February 1996, the workshops were taken over by A Goninan & Co. In October 1999 the workshops were purchased by Great Northern Rail Services, with A Goninan & Co remaining as a tenant. In February 2001 A Goninan & Co vacated the site. The workshops were redeveloped in 2002 at a cost of $6.5 million - $4 million from VicTrack, $2 million from the State Government Regional Infrastructure Development Fund and $500,000 by the City of Greater Bendigo. The Bendigo Rail Workshops at North Bendigo are currently used by Southern Shorthaul Railroad to maintain broad gauge rolling stock for Pacific National, V/Line, Metro Trains Melbourne and CFCLA.Typed document.
