A good response to a call for items related to the historical area of Moorabbin Shire brought donations of a wide variety of artefacts which are now preserved by the current members of CMHS at Box Cottage Museum . Helen Stanley, Secretary of CMHS, began producing a Newsletter for members in April 2007 to provide current information and well researched items of historical interest.Helen Stanley has produced a bi-monthly Newsletter, 2007 - 2013, for the members of the City of Moorabbin Historical Society that contains well researched interesting historical items, notification of upcoming events, current advice from Royal Australian Historical Society , Museums Australia Victoria and activities of Local Historical Societies. The idea to develop a book on the history of the Shire of Eltham to be edited by noted author, Alan Marshall in celebration of the shire's centenary was initiated in 1969. The Shire of Eltham Historical Society undertook significant research in conjunction with Alan Marshall locating material at various institutions and other societies; interviewing longer term residents and a public campaign through the local press to acquire photographic material for duplication and use in the book. The public campaign received generous response and the material collected became the genesis for the Shire of Eltham Pioneers Photograph collection now held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library). It was a thriving business in the days of the bullock wagon and was virtual headquarters of border drovers and teamsters, who camped on the Wodonga Flats opposite. Mr. John Jennings applied for a license in 1871 but it was refused. In October 1872 a License was granted to Thomas Weeks who was advertising that he had purchased the premises. In December 1878 the licensee was advertised as Ann Weeks. Daniel McCormick took over as licensee in 1882 and was followed by Thomas Fitzgerald. In September 1886, Fitzgerald transferred the licence of the hotel which contained eight rooms, to Patrick Flanagan. Flanaghan was a hotel keeper, brewer and stock trader. Pearce Murphy became licensee in 1889, followed briefly by his wife, Julia, in 1890. In September 1890, the licence was transferred back to Patrick Flanagan, the hotel’s owner. During the 1890s, the licence changed hands a number of times. Licensees included Alexander McDonald, Mrs Spehrs, George and Mary Rust. In December 1895, George Rust held the ‘Halfway Races’ on a course at the back of the hotel. Towards the end of the 1890s, Patrick Flanagan was again licensee of the hotel. He died in his residence at the Halfway Hotel in 1929. The license was then held for two years by his son, Mr M.J. Flanagan. In June 1931 the licence was transferred from Maude J. Flanagan to Percy Pickering. In July 1939 the hotel was sold by Mr P.W. Pickering to Irene Weatherall. The new licensee was Mr H.O. Harris of Bonegilla. In April 1940 The Licensing Court granted an application to remove the Halfway Hotel, Albury Road, Wodonga, to the corner of Elgin and Smythe Streets, Wodonga, on condition that premises were to be erected within 42 weeks. Applicants were Irene A. Weatherall and Lena Emma Pickering, owners, and Harold O. Harris, licensee. Mr Edwin Harold and Mrs Ruby Scholz bought the property. Ruby was a sister of Emma Pickering. They lived there until the premises was demolished for the widening of the Lincoln Causeway. Deakin the Australian representative of the Victorian Electric Supply Company on the occasion of the laying of the foundation stone for the new power house building in Hargreaves Street, Bendigo. This power house was built to supply power to both Bendigo and Eaglehawk and the overhead power system for the tramway which ran from Quarry Hill, through the city to Eaglehawk and from Golden Square to Lake Weeroona. The building of the power house changed Eaglehawk and Bendigo as street lights were installed and houses became electrified. A report in the Bendigo Independent in 1902 reported ' Night will then be almost as brilliant as the day and people .... who live in the suburbs are to be provided with a tram service worth of the name'. (See reference A Mammoth Scheme.) The tramways closed in April 1972 after the Victorian Parliament granted the SEC an application to cease operating. Unfortunately they had made a serious miscalculation, as the batteries quickly proved inadequate for the hilly terrain of Bendigo. After a couple of months battery trams ceased running and were later replaced by steam trams in February 1892. Steam trams were a reliable means of transport and successfully moved Bendigonians around for ten years, but the onset of the recession forced the Bendigo Tramways Company to sell up in 1899 to the Electric Supply Company of Victoria (ESCo) who continued to run steam trams until 1902. This turn-of-the-century sale led to the introduction of electric trams to Bendigo in April 1903. These were a success from the very beginning. During peak hour people would be standing in the aisles, in the doorways, even on the running boards on the outside of the tram. In addition, the trams were also the first option for deliveries. Parcels, newspapers, movie reels for the picture theatres and even mail bags found their way onto the trams; sent from outlying post offices to the GPO in the city centre. At the end of World War I the Victorian Government constituted the new semi-government instrumentality, the State Electricity Commission of Victoria (SEC). The SEC was to take over all privately owned power generating companies in Victoria and operate as a state owned monopoly ... Bendigo's tramway system was an integral part of the deal. The outbreak of World War II was a testing time. Revenue and passenger numbers were declining as automobiles became more popular. Additionally, shortages in manpower and materials due to wartime economies caused difficulties. As a result, the SEC made several attempts at closing the tramways and handing over the passenger services to private bus operators. It took some time, but in July 1970 the Victorian Parliament finally granted the SEC's application for abandonment of the tramways. The application was granted on the condition the construction was to be completed by 6th May 1898. ...In December 1897 John Barr applied for a conditional victualler's license, for the Endeavour Hotel, at Chiltern Valley No. 2. Mr Young, architect, stated that the building would cost £900 and would take five months to erect. The application was granted on the condition the construction was to be completed by 6th May 1898. The Grand Opening took place on 19th May 1898 with Proprietors Messrs Cruse and Barr. Due to dissolution of the partnership, the Endeavour Hotel was sold at auction on 16th March 1900. It was purchased and continued to be operated by Mr John Barr. It continued to be an important venue not only for hospitality but also for many community meetings and formation of the local football club In November 1920, the Licensing Reduction Board declared that the Endeavour Hotel, Chiltern Valley would be closed by the end of the year. License surrendered and it closed December 1920. Our Collection includes several photographs signed BONSEMA WODONGA or sometimes simply TBW. Thomas Peter John Bonsema was born in Wodonga in 1876 to Peter John Bonsema and Mary Ann nee Nash. His name first appears on the Electoral Roll for Wodonga in 1909 and on the Electoral Roll in 1912 he is listed as a photographer. His photographs capture many scenes and events around Wodonga and surrounding areas. Thomas Bonsema married Minna Louisa Jones in 1912. By 1914 he had moved to Chiltern, Victoria where he established Bonsema’s Photographic Studio. From this time onward many of his works bore the signature “BONSEMA CHILTERN”. As well as continuing to photograph landscapes and important buildings, Mr Bonsema was often the official photographer at school and community celebrations. He also sold many framed photographs and postcards from his premises at 68 -70 Conness Street, Chiltern. By 1943 Thomas John Bonsema had relocated to New South Wales and died in Beecroft, NSW on 14th July 1944. Some of his photographs are held in the Victorian State Library and Mitchell Library Sydney Collections.These images are significant because they are the work of a recognised photographer Thomas Bonsema who was born in Wodonga in 1876. It is now called Elgins Hotel. It was established after the transfer of the licence from the Halfway Hotel. This was the result of a lengthy hearing before the Licensing Board over two days in December 1939, There was some opposition from established guest house keepers and hotelkeepers. G. A. Adams, owner of the Carriers’ Arms Hotel was refused a hearing as he was not a resident, so Rachael Spence his manageress objected on the ground that it would do her hotel a lot of harm. Mr Luke Murphy represented the applicants, Irene Weatherall and Lena Pickering. He stated that the new structure would be of brick, cement and iron and contain 22 rooms. The site was near the municipal sale yard and near the railway station, and, he pointed out the trucking industry, which he believed to be larger than any other in Victoria, outside of Melbourne. The hearing was told of the bad state of the Half Way Hotel, having been there for almost 100 years. Luke Murphy was quoted as saying “If Hovell were here he could give evidence on that.” The lack of accommodation and quality accommodation at Wodonga hotels was frequently heard of. Costa’s Wine Café had very excellent accommodation for but only five or six people. The lessee of the-tea rooms at the municipal saleyards, also gave evidence. Mrs Lowden said that on sale day she served up to 130 dinners in addition to 10 or 20 breakfasts, and almost continuous light lunches. She did not think a hotel would provide a needed facility for patrons of the saleyards. In April 1940 the application was granted on the condition that premises were erected within 42 weeks. The hotel was used for soldier accommodation during World War II and experienced a boom period when Wodonga saleyards were located across the road. Irene House behind the pub also was constructed in the 1970s when Albury-Wodonga had been identified as a National Growth Centre by the Whitlam Labor government. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant ...On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii.
