The Black Powder Mill is the last surviving building of the former Albion Explosives Factory. When the wider factory was demolished and the Cairnlea estate was being developed, the mill was at risk of being demolished. Local residents and heritage advocates formed Friends of the Black Powder Mill Inc., who became the primary campaigners for its preservation. The Brimbank City Council supported the Friends group’s efforts, including running public surveys and public meetings thus allowing the local residents have their say in the future of Black Powder Mill. There were many people who wanted it restored but there also many people who wanted it demolished. This photograph is of some of the material used by Council during the public consultation phase of saving The Black Powder Mill.Saving The Black Powder Mill is nationally significant because it is the only surviving gunpowder manufacturing building on its original site in Australia, and one of the very last purpose‑built military gunpowder mills in the world. This photograph appears to be taken from a hill. While Main Road and Monbulk Road are both in Monbulk, the reference to Madigan's abattoir indicates that the annotations are more likely to be referring to Main Street and Emerald-Monbulk Road in Emerald. It's difficult to determine whether the annotation means it is taken from Main Street or looking down to Main Street, but the absence of buildings in this relatively recent photograph indicate that it is likely the former. It could have been taken from Main Street, looking down at Madigan Way and the undeveloped land behind it. However, it is difficult to confidently assess any of this information, as it is to determine when this picture was taken.The photograph likely captures a unique perspective on an area of Emerald that has since been transformed by time.A black and white picture printed on glossy photograph paper. One of the toll bags used to collect tolls on the Great Ocean Road. First "Toll Gate" at Sunnymeade Estate as the road went through land owned by Mr C J Lane. Toll gates followed at "Stradbroke Point",later changed to "Stradbroke Knoll" named after the Govenor of Victoria, Lord Stradbroke, Grassy Creek and "The Springs". Mr W D McKay first toll keeper, then Mr & Mrs Wright. Toll commenced circa 1925 and ended 2nd October 1936. Cars were charged at 2/6 for car and driver and 1/- for each passenger. Motor cycles 2/-. H. Waterhouse ran his sawmill at Fairy Dell Road, Monbulk for decades, at least from 1949 (when he is known to have purchased a steam engine now residing in the National Steam Centre) until after this photograph was taken in 1980. Forestry was a major industry in the region for over a century, supplying Melbourne with timber from its earliest days into the late 20th century.The H.
