Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. The original small, pioneer cottage was built in the late 1840s to early1850s, by an unknown pioneer. It was located on part of a 30 Acre allotment that was originally part of Henry Dendy’s 'Special Survey Brighton' granted in 1841 (5120acres). There is a small display of external cladding shingles from the original pioneer cottage. Wooden shingles were usually thin (3⁄8 to 3⁄4 in or 10 to 19 mm), relatively narrow (3 to 8 in or 76 to 203 mm), of varying length (14 to 36 in or 360 to 910 mm), and almost always planed smooth. The traditional method for making wooden shingles was to rive - hand split - them from straight-grained knot-free sections of logs pre-cut to the desired length known as bolts. These bolts were quartered or split into wedges. A mallet and axe were used to split out thin pieces of wood. The wood species varied according to available local woods, but only the more durable inner section of the log was usually used. The softer sapwood generally was not used because it deteriorated quickly. Because hand-split shingles were somewhat irregular along the split surface, it was necessary to dress or plane the shingles to make them fit evenly on the roof. This reworking was necessary to provide a tight-fitting roof over typically open shingle lath or sheathing boards. J.L.Smith was an early settler in East Brighton now Bentleigh and established successful Wood cutting, Grain & Chaff cutting and Motor garage businesses in Centre Road . He was elected Councillor of the Shire of Moorabbin and, with Mary Ann, his family were involved with local Church, Red Cross, and other community organizations. Herbert John Higgins ran a dairy farm with 40 cows on some acres fronting Jasper Rd ( Higgins Rd today ) he grew corn crops to feed his herd and also bought grain from J L Smith.Herbert Higgins , Dairy farmer, along with the Allnutt, and Long families were members of the Methodist Church Bentleigh from 1880s and involved in community organizations, J.L.Smith was an early settler in East Brighton now Bentleigh and established successful Wood cutting, Grain & Chaff cutting and Motor garage businesses in Centre Road . Harry Hale 1861-1937, a silk spinner, builder, migrated from England c1890 and built his house using 2nd hand material from the old Mentone Baths, old Co-op Stores, and some windows from the old St Matthew's Church Cheltenham .Harry with wife Frances raised 9 children. Following an accident Harry lost his leg and dissatisfied with the artificial limb he found a 'peg- leg ' more comfortable. Harry built many houses in Cheltenham unhindered by his 'peg-leg' . Mr Francis Guumes1884-1950, was born in the Cheltenham district and later bought land in Heatherton Rd, Heatherton, where he and his two sons developed a market garden. Mr Guumes , a self taught leather worker, made every piece of this harness. He entered this outfit in the Royal Melbourne Show c1947 and was awarded 1st Prize in his section. ( H. Stanley 2005)Early settlers in Moorabbin Shire had to be resourceful and self sufficient as they developed market gardens and farms. The community learned to make, repair and invent tools and equipment that was needed on their properties. The Peterson family were early settlers in Moorabbin Shire and established a market garden in East Boundary Road East Bentleigh. Vic Peterson and family loaded the crop - cabbages - onto the horse drawn wagon and set off to the Melbourne market using the Plateways that ran along Centre Road and Nepean Highway. The doors and window sashes, (made of red deal joinery timber), as well as the brass locks and fittings, are from the original cottage, and were imported from England. The fire-place bricks are from the original cottage, and are sun-dried, (not kiln fired), and are hand-made. Convict marks can be seen on two bricks. There is a small display of external cladding shingles from the original pioneer cottage. These shingles were hand-split, and most likely made from locally collected timber The nails included in this display were used to fasten the shingles on the original cottage, and are also hand-made. The cottage was occupied by William Box and family from 1865 until 1914 when it was sold to William Reitman who resided there until 1950. The enamel nameplate, “Colonial”, on the wall of the cottage, was the name chosen for the original pioneer cottage by Mr William Reitman, when he purchased the property in around 1915, for 1200 Pounds approximately. In 1974 Mr Lewis, a timber specialist, found the dilapidated building on property he had recently purchased in Jasper Rd and suggested it be reconstructed and relocated. Moorabbin Council agreed and the cottage was rebuilt just about 250 metres from its original site. The cost of the rebuild was met by 'Victoria's 150th Committee, plus a small grant from the City of Moorabbin, and Mr Laurie Lewis donated much of the timber for the reconstruction. The re-constructed cottage plan has followed faithfully the original dimensions, and plan of the original pioneer cottage, and as many original items from that cottage’s long occupation have been incorporated. Although 'Box Cottage' is a re-construction, it is an unique museum that, being located in the midst of a modern community in Ormond Victoria, can educate and demonstrate many aspects of the early settler’s way of life in Victoria. The original small, pioneer cottage was built in the late 1840s to early1850s, by an unknown pioneer. It was located on part of a 30 Acre allotment that was originally part of Dendy’s Special Survey granted in 1841. The doors and window sashes, (made of red deal joinery timber), as well as the brass locks and fittings, are from the original cottage, and were imported from England. The fire-place bricks are from the original cottage, and are sun-dried, (not kiln fired), and are hand-made. Convict marks can be seen on two bricks. There is a small display of external cladding shingles from the original pioneer cottage. These shingles were hand-split, and most likely made from locally collected timber The nails included in this display were used to fasten the shingles on the original cottage, and are also hand-made. The cottage was occupied by William Box and family from 1865 until 1914 when it was sold to William Reitman who resided there until 1950. The enamel nameplate, “Colonial”, on the wall of the cottage, was the name chosen for the original pioneer cottage by Mr William Reitman, when he purchased the property in around 1915, for 1200 Pounds approximately. In 1974 Mr Lewis, a timber specialist, found the dilapidated building on property he had recently purchased in Jasper Rd and suggested it be reconstructed and relocated. Moorabbin Council agreed and the cottage was rebuilt just about 250 metres from its original site. The cost of the rebuild was met by 'Victoria's 150th Committee, plus a small grant from the City of Moorabbin, and Mr Laurie Lewis donated much of the timber for the reconstruction. The re-constructed cottage plan has followed faithfully the original dimensions, and plan of the original pioneer cottage, and as many original items from that cottage’s long occupation have been incorporated.
