It was not until 1891 that the efforts to sewer Melbourne came to fruition with the setting up of the Melbourne Metropolitan Board of Works (MMBW), now known as Melbourne Water. From 1891 until 1992, it was the responsibility of the MMBW to safeguard public health by providing a sewerage system and a safe water supply system. In 1992, The MMBW merged with a number of smaller urban water authorities to form Melbourne Water.This hand tool is of historical significance for its association with the former Melbourne and Metropolitan Board of Works (MMBW). This tool is a rare surviving object of standard Board issued equipment. Hand Working Tool Tools ...This tool belonged to Ernest Brighton Phillips, a Warrnambool furniture maker. Ernest Phillips (1875-1924) was born in Warrnambool and learnt his carpentry trade at the Warrnambool Box Works. In the late 1890s Phillips established a furniture store at the corner of Liebig and Koroit streets and by the early 20th century he had the largest furniture warehouse and factory in Victoria outside of Melbourne. His products were sold all over Australia. Phillips and his family lived at ‘Heatherlie’ in Koroit Street. Today this property is the site of the residential complex for senior citizens known as ‘Heatherlie’. This tool is of considerable interest as it belonged to Ernest Phillips, a prominent businessman in Warrnambool at the end of the 19th century and the beginning of the 20th century. It is also of interest as a good example of a tool that was in use 100 years ago. This is a small tool with a wooden handle. The top part of the handle that screws in is missing. The tool is attached to the handle by a brass ring and a screw and the tool itself is a thin nail-like piece of metal with a small metal piece at the end in the shape of a star with six points. This end piece gouges out a hole or a pattern in wood or other hard material. The tool belonged to Ernest Phillips and his name is stamped on the handle. Adzes are hand tools used for smoothing or carving wood. The subject item was made by Ward & Payne of the Limbrick Works at Hillsborough, Sheffield England manufacturers of hand-forged tools. Their trademark registered in 1850 was a Letter "W" & "P" stamped into the steel. The firm was established by David Ward (1767-1822) in 1803 the company became David Ward & Sons, in 1837 after Ward's son Edward joined the firm. In 1845 Henry Payne the founder's son-in-law became a partner but died in 1850 after which the company reverted to the Ward family. The business then concentrated on making carving tools, chisels and gouges. In 1882 David Ward's grandson David Ward Jr. (1835-1889) purchased land and built a factory at Sheffield North known as the "Limerick Wheel". For a time Wards operated from both 106-114 West Street Sheffield and at Limbrick Road, Hillsborough on the river Loxley. By 1911 they had expanded into making spades, forks, sheep shears and many other types of edged tools including drills and wood planes. In 1967 Wilkinson Sword purchased all the company's share capital and continued to sell Ward & Payne tools until 1970 when a fire burned the factory down and housing development was built on the site.The subject item is significant as it gives a snapshot of the technological development of sailing ships and their operation before steam-powered vessels took over around the world. Tools such as the subject item demonstrate the traditional craftsmanship and skill of the shipwright and the aesthetic quality of the timber ships designs of the time. The gauge is used for scribing two lines on a flat surface such as timber for measuring and cutting. It is a hand-powered tool that would have been used by a tradesperson such as a cabinet maker, woodworker or carpenter. The hand tool shows signs of much use. The ‘W. Maples & Sons, Hibernia’s catalogue of 1867 had a very similar tool, called a Mortice Gauge, column 2, page 15. W. MARPLES & SONS- William Marples Snr. had a business on the Sheffield Moor in 1773/74. In 1821 his son William Jnr. At 12 years old began in his father’s joinery business. 1833 the firm was known as a tool manufacturer. In 1838 Marples called his business Hibernian Works and moved to 67-69 Spring Lane, Sheffield. When he moved to Westfield Terrace in 1856, he called his business Hibernia Works (no ‘n’ on the end). The business remained at this address for 116 years. In about 1859 the firm began using the Lyre (Irish harp) mark. In 1860 or so the two brothers, Edwin and William Marples, became partners and the firm became William Marples and Sons. The firm introduced the single shamrock symbol in 1860-61. The boys’ brother Albert joins the firm in 1863. In 1875 the company registered both the name ‘Hibernia’ and the trade mark symbol of a Triple Shamrock and the use of these trademarks continued for many decades, into the 1940 and the firm, with many changes, was still in business in the early 21st century. About Shamrock and Hibernia, both are related to Ireland and W. Marples named his products the Shamrock brand.The marking gauge is an example of a hand powered woodworking tool used over the past few centuries. Its maker was well known for his good quality tools and his business grew because of his reputation.Mortice marking gauge: wooden staff with block and green, adjustable sliding arm within the staff. The end of the staff has a facility for holding the scribe marker. The block has a hole into which a peg or wedge would be inserted to hold the sliding arm in place. Inscription with maker's name and almost indecipherable mark is stamped onto one side of the block. Made by W Marples & Sons, Sheffield.Stamped into block “W. This spar gauge is an expanding gauge. It measures multiple equal distances at the same time, allowing for decreased work time on the job at hand. The tool is similar to a ‘toy’ designed in Australia in the 1960s called a Sketch-A-Graph, derived from the mathematics and mechanics of a ‘pantograph’. The shipwright’s tools on display in the Great Circle Gallery are connected to the maritime history of Victoria through their past owner, user and donor, Laurie Dilks. Laurie began his career as a shipwright in the mid-1900s, following in the wake of the skilled carpenters who have over many centuries used their craft to build and maintain marine vessels and their fittings. You can see Laurie’s inscription on the tool called a ‘bevel’. Laurie worked for Ports and Harbours, Melbourne, for over 50 years, beginning in the early 1960s. He and a fellow shipwright inscribed their names on a wheelhouse they built in 1965; the inscription was discovered many decades later during a repair of the plumbing. Many decades later Laurie worked on the Yarra moving barges up and down the river and was fondly given the title ‘Riverboat Man’ His interest in maritime history led him to volunteer with the Maritime Trust of Australia’s project to restore and preserve the historic WWII 1942 Corvette, the minesweeper HMAS Castlemaine, which is a sister ship to the HMAS Warrnambool J202. Laurie Dilks donated two handmade displays of some of his tools in the late 1970s to early-1980s. The varnished timber boards displayed the tools below together with brass plaques. During the upgrade of the Great Circle Gallery Laurie’s tools were transferred to the new display you see there today. He also donated tools to Queenscliffe Maritime Museum and Clunes Museum.The shipwright’s tools on display in the Great Circle Gallery are connected to the maritime history of Victoria through their past owner, user and donor, Laurie Dilks. Each rounded end of a shorter bar is joined to one of the long bars towards the top of the bar. All of the joints swivel, allowing the gauge to expand and contract.
