The WMI publication collection is historically significant because of its association with local people, places and the key historical themes in the development of Warrnambool of rural development, industry, farming, education, and community. The collection documents and illustrates the changing interests, focus and tastes of Victorians, especially those in regional cities. Generally the individual items in the collection are not particularly rare, as examples of all probably exist in other public collections in Victoria. It is primarily because there are so very few surviving Mechanics' Institute collections in Victoria, which lends this overall collection its significance. Many items in the WMI Collection have the potential to support further research, both as individual objects and through the collection in its entirety. As with many Mechanics' Institutes in Australia, the one which operated in Warrnambool was established and overseen for many years by key individuals associated with the development of the city itself. The WMI publication collection is historically significant because of its association with local people, places and the key historical themes in the development of Warrnambool of rural development, industry, farming, education, and community. The collection documents and illustrates the changing interests, focus and tastes of Victorians, especially those in regional cities. Generally the individual items in the collection are not particularly rare, as examples of all probably exist in other public collections in Victoria. It is primarily because there are so very few surviving Mechanics' Institute collections in Victoria, which lends this overall collection its significance. Many items in the WMI Collection have the potential to support further research, both as individual objects and through the collection in its entirety. This material is significant for its ability to assist in the interpretation of the history of the area and adds to the general understanding of the development of the township. WARRNAMBOOL MECHANICS’ INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853, a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. Other materials have been added to the collection, including items from Terang MI, Warrnambool Court House and Customs House. Many of the books have been identified as the Pattison Collection, named after the Librarian who catalogued and numbered the books during his time as Warrnambool Public Librarian in the time before the Mechanics’ Institute closed. It seems that when Warrnambool became part of the Corangamite Regional Library some of the books and materials went to its head office in Colac and then back to Warrnambool where they were stored at the Art Gallery for quite some time. Some then went to the Warrnambool Historical Society, some stayed at the Art Gallery and some were moved to Flagstaff Hill Maritime Village. The various stamps and labels on the books held at Flagstaff Hill show the variety of the collection’s distribution and origin. The books in the collection at Flagstaff Hill Maritime Village date from the 1850’s to the late 1950’s and include rare and valuable volumes. Many of the books are part of the “Pattison Collection” after the Warrnambool’s Public Librarian, Mr. R. Pattison. The Warrnambool Mechanics' Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, and to reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. As with many Mechanics' Institutes in Australia, the one which operated in Warrnambool was established and overseen for many years by key individuals associated with the development of the city itself. The WMI publication collection is historically significant because of its association with local people, places and the key historical themes in the development of Warrnambool of rural development, industry, farming, education, and community. The collection documents and illustrates the changing interests, focus and tastes of Victorians, especially those in regional cities. Generally the individual items in the collection are not particularly rare, as examples of all probably exist in other public collections in Victoria. It is primarily because there are so very few surviving Mechanics' Institute collections in Victoria, which lends this overall collection its significance. Many items in the WMI Collection have the potential to support further research, both as individual objects and through the collection in its entirety. This material is significant for its ability to assist in the interpretation of the history of the area and adds to the general understanding of the development of the township. Many components of the WMI publication collection complement and reinforce the Flagstaff Hill Maritime Museum Collection, the Warrnambool Art Gallery Collection, and that in the Warrnambool Historical Society, and also contribute to a clearer understanding of the original Warrnambool Mechanics' Institute collections. This will greatly enhance the appreciation of the few surviving Mechanics' Institute collections across Victoria, and also in New South Wales. The similarities and differences between the small number of collections that have survived can provide further insights into how the people of Victoria in general, and Warrnambool in particular, constructed a civic culture of adult learning to foster an informed citizenry. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. This piano was made by Aucher Freres of Paris, said to be famous for its pianos in the mid-late 1800s. Aucher Freres (Aucher Brothers) produced a model of piano that was built specifically for use on sailing vessels, the upright yacht-style piano. Pianos were amongst the domestic goods brought to Australia by many colonial immigrants. They were also imported by Australian distributors by the shipload and sought after by settlers. A piano was often found in a Missions to Seamen club room, where visiting seafarers would entertain or be entertained by music and song as part of their relaxation in port. A sarcastically written news article of January 2nd 1869 reported that the Secretary of the Loyal Liberals of Ballarat, Mr Henry Bell, was presented both with a “illuminated address” and a piano. The piano was made by Aucher Freres of Paris and was purchased for sixty guineas (which converts to around $7,500 Au in 2019). The gift was criticised for encouraging foreign industry rather than native Australian products, thus going against what the Loyal Liberals own protectionist policy. The writer goes on to state that several pianos made in the Colony compared very favourably at the International Exhibition with those manufactured by the English or French. He then says that “… the secretary … might learn a lesson from his piano ... the name Aucher Freres, Paris emblazoned on its front should be … a perpetual reminder of the hollowness of that protectionist imposture …” [Refer to Intercolonial News, Victoria, originally published in The Argus, was repeated in the Wallaroo Times and Mining Journal of South Australia 2-1-1869.] Aucher Freres pianos were still around in 1930. A second-hand model was advertised for sale as a good practice piano. The advertisement was placed by the Mount Gambier, SA, agents for Saver’s Pianos Ltd of Adelaide. The piano was described as “a sound little instrument of good tone and appearance”. The asking price in November 1930 was 32 pounds and ten shillings (which converts to about $2,500 Au in 2019). [Refer to Savery’s advertisement, Mt Gambier Border Watch 11-11-1930]This piano is significant for its connection with the time period of chapel and club room at Flagstaff Hill's St Nicholas Seamen's Church. It represents the form of entertainment enjoyed by seafarer's world wide, which is appropriate for a maritime village. The maker of the piano is famous for its quality pianos of the 19th and early 20th century.Piano, upright, polished wood. The wooden hinged keyboard cover lifts up to allow access to the keyboard. The piano also has two brass candlesticks. The top of the piano is hinged and lifts up to allow access to the piano mechanic's inside for tuning and maintenance. The inside flap has a music stand incorporated into it. It also has the usual two hard-soft pedals at the base. There are two brass decorated hooks at each end to allow for ease of movement when the position of the piano is changed. Maker's name inscribed inside keyboard lid in gold lettering. In 1858 a tramway was constructed to move goods between Warrnambool township and jetty on Lady Bay which was over a mile away The terminus was established on the southern side of Merri Street. and the track went around the edge of Lake Pertobe reserve. Large stores were also built near where the present railway station is situated to hold produce and carriages.This document is is a surety between John McDermit a saddler of Liebig Street Warrnambool along with Henry Phillips hay and corn dealer of Liebig Street Warrnambool, acting as surety in the amount of fifty pounds to William Bell a contractor to perform horse work for the Warrnambool tramways. for a period of one year, 1881-1882. This contract has a strong historical link to one of Warrnambool's earliest infrastructure projects . This building opened on 19 October 1874. The front section of this building including 8 classrooms, the headmaster's office and the bell tower were destroyed by fire 27 February 1890. "The burnt section of the school was rebuilt along the lines of the original building and today the red brick facade and bell tower are a feature of the Hare Strett skyline" (Echuca Stetchbook, Blyth, I, 1978, p.32.Henry Hopwood, founder of Echuca, saw the need to establish a national school to educate the children of Echuca. The first National School opened in October 1858 in a framed tent. Construction of the first brick school house began in 1859 on the site of the original Post Office in Hare street. Later the site changed to the southern end of Hare street and this building was opened 19 October 1874. The business became Zilles Printers/Graphics and was in Armstrong Street and later Bell Street Ballarat. The Winton Tourist Promotion Association (W.T.P.A.) was formed in October 1967, and because of the connection to Banjo Paterson and Waltzing Matilda, it wanted to encourage the writing of traditional Australian verse that was made so popular by A.B. "Banjo" Paterson, Henry Lawson etc. which is so much a part of our Australian heritage. The Bronze Swagman award was the result. (ref Bronze Swagman web-site). Original bell from the first Eltham Fire Station in Arthur Street erected on a tower in November 1928, the station opened in January 1929. In 1988 the bell was mounted beneath a wooden sign of Country Fire Authority, Eltham Fire Station, 909 Main Road, Eltham. As of September 2023 the bell is in the same location, with the signboard gone, suspended in a steel metal tower-like frame. The bell has seen service at the original Eltham Fire Station in Arthur Street (1928-1931), Henry Street beside the Rechabite Hall (1931-1935), Main Road (east side, site of present-day Coles 1935-1965) and 909 Main Road (1965-present). Samantha Robertson 1988 Entrant No. 1 Ref: Series 34 Items 1, 2, 42-45 SHIRE OF ELTHAM COMMUNITY PHOTOGRAPHIC SURVEY Photography is an artform which many of us practice, sometimes purely for artistic pursuit, sometimes to record the people and events in our lives. In 1988, as part of a local Bicentennial project, the Shire of Eltham conducted the Eltham Community Photographic Survey. Up to 100 entries were to be selected by a panel of photographers for entry into the Eltham Photographic Survey Exhibition. Entries had to be submitted by May 13, 1988. Entrants whose images were selected for the exhibition were contacted and requested to further submit an entry form providing entrant’s name, area of residence, age, and proposed captions. These details were then used to produce labels for the exhibition mounts. Where negatives had not been supplied, these were requested to support the display of printed enlargements mounted on 10” x 8” cardboard. The mounted prints were made available post exhibition for sale at $8.50 each for colour prints and $7.00 for B&W prints. Residents in the Shire were invited to collect a free roll of film and take a photograph of what they either liked or did not like about the area. A total of 160 entrants submitted multiple entries for the exhibition. Of those selected for exhibition, entrants ranged in age from 9 to 70 years. All custom colour and black and white printing for the exhibition was completed by Wattle Studios of Eltham. The Eltham Photographic Survey was jointly auspiced by the Shire of Eltham and Wattle Studios, of 953 Main Road, Eltham. It was also intended to hold the exhibition at a venue in the Shire’s North Riding from Monday, June 20 to Friday June 24. It was then displayed at the Were Street Theatre, Montmorency from Friday, June 24 to Thursday, July 7. Series 34: Eltham Community Photographic Survey 1988 - Prints & Documentation Series consists of 117 photographs of Shire scenes taken by members of the community. Items I - 41 are larger photographs mounted on card, which were exhibited. Items 42 - 117 are unmounted copies, alternative takes and other entries. Corresponding negatives contained in Series 35: Eltham Community Photographic Survey 1988 – Negatives which consists of 267 colour and B&W negatives and one colour slide of Shire scenes taken by members of the community. The negatives are arranged by the entrant number of the photographer. The Eltham Community Photographic Survey collection is significant to the local community as it was curated by the local community - ordinary people of all ages - representing what they liked and did not like in the area where they lived. It represents an unfiltered representation of the Shire of Eltham as it was in 1988. It also represents one of many projects as part of the national programme of events and celebrations to commemorate the bicentenary. It is a time capsule of life in the 1980s of this urban and rural municipality in Melbourne's north.
