Prepared for Nillumbik Shire Council by Samantha Westbrooke Pty Ltd in association with Peter Mills PhD, Architectural Historian and Roark Muhlen-Schilte, Archaeologist. Covers history of early market gardening in Eltham with the commencement of European settlement in the late 1830s. The site for the village of Eltham was surveyed in 1851 and the Township Plan shows that the property is made up of Lots 7 and 8 which were sold at auction in June 1852 to M. O'Shea. The history of the Bell Street property is closely tied to the West family from the 1860s to 1930s; the earliest rate books for Eltham show William West farming in El;tham in 1864. In the aerly 1930s ownership of the creek side was transferred from the west family to the Fabbro family who shortly afterwards were impaced by the 1934 Diamond Creek flooding. Guido Fabbro relocated the original West home further up the hill and built a new Italianate style modern home in situ. The Fabbro family farmed the property. In 1993/4 Eltham Council acquired the creek-side market garden blocks to the south of 2 Bell Street which was recconceived in 1998 as the Barak Bushland Reserve. The Fabbro house was demolished shortly after and the lots were sold to a developer in 1994. A4 size wire-bound book compiled by Bryce RaworthINTRODUCTION: This heritage impact assessment (HIS) was prepared at the request of the City of Maroondah, the owner of the subject property at 1 Bedford Street (sic), Ringwood. It relates to a proposal to demolish the existing shop on the site and construct a multi-storey car park incorporating a commercial tenancy at the lower levels. It reviews the significance of the existing building on the site and the contribution it makes to the surrounding streetscapes, then comments on the heritage impacts of the proposed demolition in the context of the significance of the place and broader considerations. This office has previously provided an Historical Overview of the subject site (June 2020) and this assessment draws upon that previous research and analysis. The report has been prepared by Guy Murphy and Bryce Raworth. CONCLUSION: The proposed demolition of the former Blood Brothers Store at 1 Bedford Street (sic), Ringwood and the construction of a multi-storey car park on the enlarged site will result in the loss of some significance to the Heritage Overlay. The degree of loss is moderated by the partial intactness of the store, its modest character and the loss of its original setting, as well the proposal to implement a heritage interpretation strategy for the site. When considered in the context of the broader range of urban planning considerations and broader net community benefit, the proposed development is supported with respect to heritage impacts.

It overlooks the township of Bacchus Marsh and is one of the highest points in the township area. The reserve is undergoing ongoing planning and development for a range of recreational uses. As part of this planning a cultural heritage assessment was undertaken in 2019. This included assessment of the area for Aboriginal heritage. From 1955 Alan Marshall's home was a bungalow at the rear of his sister's house at Eltham. The first bungalow burnt down. Its replacement shown here still stands. In March 2020 the property was sold. It was last sold previously in November 1982. No mention was made in the advertising regarding the heritage protected bungalow in the rear yard and advertising material presented it as having future potential to develop STCA (Subject To Council Approval). Concerned local members of the community alerted to EDHS to the pending upcoming sale and Council was also alerted to the sale and the potential risk presented to the heritage protected bungalow. In 2021 an updated amendment, C133nill, was made to the Nillumbik Planning Scheme in response to a planning application to develop the property following its sale. The Minster of Planning approved and gazetted the Amendment. Gazettal occurred on 25th November 2021. A copy of the gazetted Amendment is available on website of the Department of Environment, Land, Water and Planning at www.planning.vic.gov.au/schemes-and-amendments/browse-amendments. Plum Cottage is covered by Heritage Overelay HO256 in the Nillumbuk Planning Scheme This two-lot land holding was created as a subdivision and sold to Charles Stuart McNeil by May 1955. Sometime in the period 1955-1960, the builder-designer, John Harcourt had created a pise house on the site, straddling the two subdivision lots. The designer, John M. Harcourt was a pioneer builder in pise-de-terre and mudbrick in the Eltham Shire, Eltham being synonymous with alternative lifestyles and building practises until the onset of suburbia in the late 20th and early 21st centuries. This hipped-roof house is set high above Main Road on a V-shape plan characteristic of the Arts & Crafts style, with rammed earth or pise walls, timber joinery and a cement tiled roof. The V shape plan was used by important English and Eltham Arts & Crafts designers. The use of natural materials such as stone and timber construction is an essential part of the Arts & Crafts style and Harcourt’s work. So too is the application of the style on both the exterior and interior of the house as a holistic concept. The house adjoins the Lim Joon adobe house built and designed by Alistair Knox in the same era (HO119), thus forming a distinctive pair, both using an uncommon plan form. This house was identified in the Shire of Shire of Eltham Heritage 1992 as contributory to the Eltham Gateway Conservation Area, then proposed as an urban conservation area (now Heritage Overlay Area). Land Ownership Emily Jane Smith of 12 Woodside Street Fitzroy owned Crown Allotments 1 & 2 Sections 14, 27 by August 1918, selling to William Henry Smith of 12 Woodside Street, Nth Fitzroy May 1921. (John) James Isherwood of Main Road, Eltham owned the property by 1928 (the year of his death) with the beneficiary of his estate and next owner of this site being his widow, Minnie Maria Isherwood of Cemetery Road, Eltham. His holding in Main Road included parts of what was described in rate records as allotments1 & 2 Section E6. In the late 1930s, early 1940s her son Alfred John Isherwood was also rated for the land around this site, with the rated nett annual value varying between £2 and £5. Alfred Isherwood also lived at Main Road, Eltham with his wife Ellen: her early death at the age of 24 was reported in the Argus of 1923. Part of the Isherwood land was divided off and sold to Charles Stuart McNeil by May1955. Sometime in the period 1955-1960, the builder-designer, John Harcourt had created a pise house on the site, straddling the two subdivision lots. The house is visible on an aerial photograph from 1960s. Reputedly the house was called Plum Cottage and erected for Harcourt’s mother-in-law. A garage was added in 1959. Charles McNeil died in1971 aged 87: he was the son of Don McNeil and Margaret Arkell. Available rate records from the construction era start in the of the 1970s (1972-3) and list Mr H.C. & M/S A.V. Charity at 616 Main Road Eltham of this property with a nett annual value of $740. More recent valuer's data describes the property as lots 1 & 2 LP25668, located in the Central Riding of Eltham Shire, owned by Ann Valerie Charity and later, in 1990, by the Chincarini family. Building Description This hipped roof 11 .5 square house is set high above Main Road on a characteristic-shape plan and has rammed earth or pise walls, timber joinery and a cement tiled roof. The V-shape plan was used by Important designers such as C.F.A. Voysey (UK) who interpreted medieval domestic architecture as part of the Arts & Crafts style of the late 19th and early 20th centuries. The pise walls are covered with a textured render while the cement roofing tiles are also seen in the Harcourt Hill examples. Reputedly the ceiling joists are of a deep section and span long lengths with no need for hanging beams in the roof space. The ceilings are low and panelled in main rooms with apparently Caneite soft board infill panels between the exposed ceiling beams. These are painted white but may have been stained at one time. The focus of the house is the large living area with its vast random stone fireplace. Significance Plum Cottage is significant to the locality of Eltham because: Historically: • Plum Cottage is closely associated with the important historical theme of earth construction evident in Eltham and elsewhere in the Shire since theear1y Arts & Crafts inspired creations at Penleigh Boyd's The Robins (1912, HO101) and those at Montsalvat (1934-, HO82) but more prominent from the Second War period when earth building in Eltham was promoted in national periodicals as an alternative building method that avoided the building materials shortages of that era; • The choice of the earth building technique also expresses the theme of refuge or alternative living, synonymous with Eltham in the early to mid 20th century; • as a good example of domestic architecture from John Harcourt who was the first major post Second War figure in an important phase of Eltham’s earth building development, using his characteristic Old English or Arts& Crafts style that relies in this case on the pise wall construction, pitched roof forms, exposed ceiling joists, half timbering, random stonework, and panelled internal wall finishes. Architecturally: • Plum Cottage's pise wall construction is uncommon among the early earth-walled structures in the Shire, that are mainly of adobe or mud brick, and as a building material is uncommon among the Shire’s suburban dwellings generally which are clad typically with either fired clay bricks or timber boarding. Aesthetically: • Plum Cottage is a good and well preserved example of a modern Old English or Arts & Crafts style earth-walled building in the Shire • For the proximity of the significant Lim Joon adobe house designed by Alistair Knox adjoining to the north, providing a distinctive earth wall house pair, with uncommon plan forms. The hotel at Bonang was also known as Clancy's Hotel, Bonang, after its licensee, William Clancy. It operated from the late 1890s until early 20th century. William Clancy was aslo the postmaster at Bonang. A post office operated at Bonang from at least 1859. At the time Bonang was "a small, scattered collection of buildings marking the intersection of the Bonang Highway and the McKillops Bridge Road" ( from Regional Heritage Assessment 1996). As the mining activity declined the township became even smaller as many of the population moved to Orbost,, a larger settlement. This is a pictorial record of Bonang, a small settlement approximately 50 km north of Orbost. Digital image of two reports and a letter - 41 A4 pages Report - titled "Melbourne's Trams and Tramways - Statement of Heritage Significance", Working Paper 1.1, dated May 2000, by Convergence Design Pty Ltd and Boyce Pizzey Strategic - Page 3 is missing - looks at the development of Melbourne's trams, the element of significance, the tramway system as an entity, Social and cultural influencers, the technological development, including tram design. The two page statement notes the tramway system as an evolving entity and technology. And included document is "A Brief History of Melbourne's Trams and tramways", considers the history of the tramway system, cable cars, W class cars, buses, WW2, postwar developments, Robert Risson and a heritage assessment. Belle Vue property in Livingstone Road, Eltham was once owned by Society member Jo McCormick. Jo was a valued member of our committee and dear friend of many of our members until her death in 2009. Belle Vue is the farmhouse of a property that is now a significant part of suburban Eltham, just a short distance north of the town centre. Originally purchased by pioneer Eltham farmer Henry Stooke, the present-day old farmhouse sits within an extensive suburban residential area. The history of the property is largely based on a heritage assessment prepared by consultant Lorraine Huddle for Nillumbik Shire Council. Additional information from our Society records reveals Belle Vue farm comprised about 56 ha (140 acres) extending northerly from the northern boundary of Holloway’s 1851 Little Eltham subdivision. On the present day map the southern boundary was just north of Elsa Court and Grove Street. The western boundary was the Diamond Creek and extended northerly to Main Road where it turns easterly towards Research. It was traversed by the main road to Kangaroo Ground and beyond and from 1912 by the railway to Hurstbridge. From 1895 the farm was owned by William Williams and his wife Mary Ann. In 1914 -15 they built a new house now known as Belle Vue. They sold the land in 1920 and residential subdivision began soon after that. Belle Vue remains today on a substantially subdivided and very much reduced size residential lot in Livingstone Road. The house and many old trees on the site were subject to a heritage overlay under the Nillumbik Planning Scheme. Despite that overlay, the development and subdivision of the original land resulted in most of the heritage listed trees being removed. belle vue, eltham, livingstone road

Mrs Florence Margaret Tacey (nee Edwards) was the mother of Albert Arthur Tacey. She was born in 1863; died in 1943 in Camberwell. Her husband was William Tacey born in the Buckland Valley near Bright in 1857. There were many members of the Tacey family who were butchers. Various members of the family were associated with Tacey's Butchers at 629 Canterbury Road, Surrey Hills. According to a Context P/L heritage assessment of the property the land on which the business was built "was purchased by Edward Tacey on 16 September 1889. Edward Tacey was a butcher and the Sands & MacDougall street directory indicates that a butcher’s shop had been constructed on the site and was operating by 1890. It seems that the family lived for some time at a house located next door to the shop at 627 Canterbury Road (visible on the 1909 MMBW plan, but since demolished). On 15 June 1920 Edward Tacey transferred all three blocks of land to Joseph Tacey, most likely his son * and also a butcher, who carried on business from the same premises. Joseph Tacey died on 20 February 1933, after which administration of his estate (which included the three blocks of land) passed to his widow, Mary Dorothy Tacey." Edward Tacey (1863 - 1952) was the brother of William Tacey (1857 - 1920). The property passed to Joseph Charles Tacey (1887 - 1933), his nephew and son of William, not his son. His wife was Mary Dorothy Coates. Albert Arthur Tacey was a brother of Joseph Charles Tacey. The SHNCHC has a large framed photo collage of the Tacey butcher's shop at 629 Canterbury Road. It hung in various Tacey family-owned butcher's shops around Victoria before coming back to Surrey Hills. The donor was the daughter of Albert Arthur Tacey (1902-1959). William (1857 - 1920) was a butcher. William was born 7 Nov 1857 on the Buckland (River) near Bright, son of John Joseph Tacey and wife Elizabeth Cooper. This was just a few months after the Buckland River anti-Chinese riots. He had siblings Thomas (1856-1929), Mary Ann (1860-1920), Edward (1863-1952) and Arthur Edward (1870-1896). William died 30 March 1920, Camberwell. He married Florence Margaret Edwards in 1884. Both are buried in Box Hill Cemetery (CE-0162). They had 7 surviving children; 2 died in infancy. William was a butcher in Thornbury but moved to Camberwell with his brothers seeing the opportunity in the new suburbs. They set up shops in Canterbury Road, opposite Highfield Road, Surrey Hills; Burwood; corner of Elgar & Whitehorse Roads, opposite the Whitehorse Hotel and Canterbury Road, Surrey Hills just east of Surrey Hotel. The first directory entries are in 1888 & 1889 for the Surrey Hills shop & Elgar Road. The donor of the Tacey collection of photos was Elaine Merle Tacey (1925-2003), daughter of Albert Arthur Tacey. She married Donald McKenzie. A black and white photograph of a couple in the garden.
