Prepared for Nillumbik Shire Council by Samantha Westbrooke Pty Ltd in association with Peter Mills PhD, Architectural Historian and Roark Muhlen-Schilte, Archaeologist. Covers history of early market gardening in Eltham with the commencement of European settlement in the late 1830s. The site for the village of Eltham was surveyed in 1851 and the Township Plan shows that the property is made up of Lots 7 and 8 which were sold at auction in June 1852 to M. O'Shea. The history of the Bell Street property is closely tied to the West family from the 1860s to 1930s; the earliest rate books for Eltham show William West farming in El;tham in 1864. In the aerly 1930s ownership of the creek side was transferred from the west family to the Fabbro family who shortly afterwards were impaced by the 1934 Diamond Creek flooding. Guido Fabbro relocated the original West home further up the hill and built a new Italianate style modern home in situ. The Fabbro family farmed the property. In 1993/4 Eltham Council acquired the creek-side market garden blocks to the south of 2 Bell Street which was recconceived in 1998 as the Barak Bushland Reserve. The Fabbro house was demolished shortly after and the lots were sold to a developer in 1994. A4 size wire-bound book compiled by Bryce RaworthINTRODUCTION: This heritage impact assessment (HIS) was prepared at the request of the City of Maroondah, the owner of the subject property at 1 Bedford Street (sic), Ringwood. It relates to a proposal to demolish the existing shop on the site and construct a multi-storey car park incorporating a commercial tenancy at the lower levels. It reviews the significance of the existing building on the site and the contribution it makes to the surrounding streetscapes, then comments on the heritage impacts of the proposed demolition in the context of the significance of the place and broader considerations. This office has previously provided an Historical Overview of the subject site (June 2020) and this assessment draws upon that previous research and analysis. The report has been prepared by Guy Murphy and Bryce Raworth. CONCLUSION: The proposed demolition of the former Blood Brothers Store at 1 Bedford Street (sic), Ringwood and the construction of a multi-storey car park on the enlarged site will result in the loss of some significance to the Heritage Overlay. The degree of loss is moderated by the partial intactness of the store, its modest character and the loss of its original setting, as well the proposal to implement a heritage interpretation strategy for the site. When considered in the context of the broader range of urban planning considerations and broader net community benefit, the proposed development is supported with respect to heritage impacts.

From 1955 Alan Marshall's home was a bungalow at the rear of his sister's house at Eltham. The first bungalow burnt down. Its replacement shown here still stands. In March 2020 the property was sold. It was last sold previously in November 1982. No mention was made in the advertising regarding the heritage protected bungalow in the rear yard and advertising material presented it as having future potential to develop STCA (Subject To Council Approval). Concerned local members of the community alerted to EDHS to the pending upcoming sale and Council was also alerted to the sale and the potential risk presented to the heritage protected bungalow. In 2021 an updated amendment, C133nill, was made to the Nillumbik Planning Scheme in response to a planning application to develop the property following its sale. The Minster of Planning approved and gazetted the Amendment. Gazettal occurred on 25th November 2021. A copy of the gazetted Amendment is available on website of the Department of Environment, Land, Water and Planning at www.planning.vic.gov.au/schemes-and-amendments/browse-amendments. The hotel at Bonang was also known as Clancy's Hotel, Bonang, after its licensee, William Clancy. It operated from the late 1890s until early 20th century. William Clancy was aslo the postmaster at Bonang. A post office operated at Bonang from at least 1859. At the time Bonang was "a small, scattered collection of buildings marking the intersection of the Bonang Highway and the McKillops Bridge Road" ( from Regional Heritage Assessment 1996). As the mining activity declined the township became even smaller as many of the population moved to Orbost,, a larger settlement. This is a pictorial record of Bonang, a small settlement approximately 50 km north of Orbost. Belle Vue property in Livingstone Road, Eltham was once owned by Society member Jo McCormick. Jo was a valued member of our committee and dear friend of many of our members until her death in 2009. Belle Vue is the farmhouse of a property that is now a significant part of suburban Eltham, just a short distance north of the town centre. Originally purchased by pioneer Eltham farmer Henry Stooke, the present-day old farmhouse sits within an extensive suburban residential area. The history of the property is largely based on a heritage assessment prepared by consultant Lorraine Huddle for Nillumbik Shire Council. Additional information from our Society records reveals Belle Vue farm comprised about 56 ha (140 acres) extending northerly from the northern boundary of Holloway’s 1851 Little Eltham subdivision. On the present day map the southern boundary was just north of Elsa Court and Grove Street. The western boundary was the Diamond Creek and extended northerly to Main Road where it turns easterly towards Research. It was traversed by the main road to Kangaroo Ground and beyond and from 1912 by the railway to Hurstbridge. From 1895 the farm was owned by William Williams and his wife Mary Ann. In 1914 -15 they built a new house now known as Belle Vue. They sold the land in 1920 and residential subdivision began soon after that. Belle Vue remains today on a substantially subdivided and very much reduced size residential lot in Livingstone Road. The house and many old trees on the site were subject to a heritage overlay under the Nillumbik Planning Scheme. Mrs Florence Margaret Tacey (nee Edwards) was the mother of Albert Arthur Tacey. She was born in 1863; died in 1943 in Camberwell. Her husband was William Tacey born in the Buckland Valley near Bright in 1857. There were many members of the Tacey family who were butchers. Various members of the family were associated with Tacey's Butchers at 629 Canterbury Road, Surrey Hills. According to a Context P/L heritage assessment of the property the land on which the business was built "was purchased by Edward Tacey on 16 September 1889. Edward Tacey was a butcher and the Sands & MacDougall street directory indicates that a butcher’s shop had been constructed on the site and was operating by 1890. It seems that the family lived for some time at a house located next door to the shop at 627 Canterbury Road (visible on the 1909 MMBW plan, but since demolished). On 15 June 1920 Edward Tacey transferred all three blocks of land to Joseph Tacey, most likely his son * and also a butcher, who carried on business from the same premises. Joseph Tacey died on 20 February 1933, after which administration of his estate (which included the three blocks of land) passed to his widow, Mary Dorothy Tacey." Edward Tacey (1863 - 1952) was the brother of William Tacey (1857 - 1920). The property passed to Joseph Charles Tacey (1887 - 1933), his nephew and son of William, not his son. His wife was Mary Dorothy Coates. Albert Arthur Tacey was a brother of Joseph Charles Tacey. The SHNCHC has a large framed photo collage of the Tacey butcher's shop at 629 Canterbury Road. It hung in various Tacey family-owned butcher's shops around Victoria before coming back to Surrey Hills. The donor was the daughter of Albert Arthur Tacey (1902-1959). William (1857 - 1920) was a butcher. William was born 7 Nov 1857 on the Buckland (River) near Bright, son of John Joseph Tacey and wife Elizabeth Cooper. This was just a few months after the Buckland River anti-Chinese riots. He had siblings Thomas (1856-1929), Mary Ann (1860-1920), Edward (1863-1952) and Arthur Edward (1870-1896). William died 30 March 1920, Camberwell. He married Florence Margaret Edwards in 1884. Both are buried in Box Hill Cemetery (CE-0162). They had 7 surviving children; 2 died in infancy. William was a butcher in Thornbury but moved to Camberwell with his brothers seeing the opportunity in the new suburbs. They set up shops in Canterbury Road, opposite Highfield Road, Surrey Hills; Burwood; corner of Elgar & Whitehorse Roads, opposite the Whitehorse Hotel and Canterbury Road, Surrey Hills just east of Surrey Hotel. The first directory entries are in 1888 & 1889 for the Surrey Hills shop & Elgar Road. MGS Architects and McDougall & Vines, Conservation and Heritage Consultants) 'The Mount Buffalo Chalet opened in April 1910 as a remarkable Victorian State government venture into alpine tourism and recreation. Designed by Public works Department architect, George Austin (1860-1921)." (Pg 4 Historica, 2011). "The collection of ephemera builds on the Chalet's holding of archival material with a range of interesting, original items. Dinner menus., stationery., luggage labels, tickets, dockets and plans help to interpret the structured routine and social conventions of the Chalet that held sway for so many years." (pg 127 MBCC) These plans drawn were most likely to have been drawn upon recommendation by Government Tourist Officer, J.C.Boyce. John Newton (the Lessee) suggests the addition of 2 new wings (24 rooms) and creation of a billiards room. Treasury approved money for these extensions which were not completed until1914. Originally built by John Hill, a shoemaker at Kangaroo Ground around 1878. In the late 1970s when our Society was the Shire of Eltham Historical Society, an offer was made to the Society regarding use of an old cottage at Christmas Hills. The cottage sat beside Watsons Creek just outside the then Shire of Eltham but following municipal restructuring it now lies within the Shire of Nillumbik. For various reasons the offer ultimately lapsed. At that time some research on the cottage was carried out for the Society by Keith Chappel as part of a larger research project that he was doing. Keith’s notes were taken from Lands Department records and showed that the property was the subject of a permissive occupancy of Crown land comprising the creek reserve. In 1903 a Miner’s Right of one acre in area was granted to Edwin Samuel Birch. In 1907 Birch applied to purchase this land but was unable to because it was part of the creek reserve. The documents show that the cottage existed at that time. Upon Birch’s death in 1932, his daughter, Honor Mary Birch was granted a permit to occupy the residence. Honor Mary Birch, known as Nora, was born 1900, the daughter of Edwin Samuel Birch and Honor (nee Young). In 1939 she married George Henry Williams (aka Henry). Honor died 8 July 1976. Her siblings were Margaret Martin (dec), Bert Birch and Brigidene Brinkkotter. In her will she gave and bequeathed “all the improvements on the land held by me at Christmas Hills under Permissive Occupancy from the Department of Land and Survey consisting of the house property thereon and all the contents of the said house to my nephew Brian Joseph Martin of Christmas Hills aforesaid farmer”. The will described the property as a four room, five square house, about 100 years old with enclosed verandah, including kitchen, combined lounge dining room, bedroom and store room; built of ‘bush slabs’ with a corrugated iron roof. A dairy had been erected in 1935. After her death, the property was acquired by the Melbourne Metropolitan Board of Works in 1978. The property is listed on the Victorian Heritage Database HO200-Hill, later Birch farm complex, 945 Eltham-Yarra Glen Road, Watsons Creek and described as: The house has a steep but simply gabled roof form clad with corrugated iron, vertical adzed hardwood slab front wall construction, split palings to the gable ends; rubble freestone chimney at one end (with added gsi flue), pole-framed Graeme Butler & Associates, 2006: 101 Shire of Nillurnbik Planning Scheme Amendment C13 Heritage Assessments verandah (rebuilt?); six-pane double-hung sash windows; T&G bead-edge boarded ledged & braced door; and paling clad rooms added at verandah ends. A slab-clad large fireplace is at the north corner of the house, with a gsi upper cladding added and an internal lining of rubble stone. The rear facade is different construction, being drop-slab, and sits beneath a rear skillion addition to the main gabled form: this may be more recent construction. The house appears to have been once set up for public display and may have been recreated in part for that purpose. Outbuildings are reached by a track along the east side of the house, including what may have been a creamery (typical standard inter-war design clad with corrugated iron and lined with 1938 Lysaght Queens Head Australia galvanised sheet iron) and a paling clad gabled out-house. Timber outbuildings of differing eras are to the north-west of the house, with pole framing and paling infill construction and Redcliffe brand corrugated iron. Post and rail (front) and split paling (rear) fence remnants line the front boundary. Photograph shows the ship FIJI where she met her demise, in Wreck Bay, on the shipwreck coast of South West Victoria. The three-masted iron barque Fiji had been built in Belfast, Ireland, in 1875 by Harland and Wolfe for a Liverpool based shipping company. The ship departed Hamburg on 22nd May 1891 bound for Melbourne, under the command of Captain William Vickers with a crew of 25. The ship’s manifest shows that she was loaded with a cargo of 260 cases of dynamite, pig iron, steel goods, spirits (whisky, schnapps, gin, brandy), sailcloth, tobacco, coiled fencing wire, concrete, 400 German pianos (Sweet Hapsburg), concertinas and other musical instruments, artists supplies including brushes, porcelain, furniture, china, and general cargo including candles. There were also toys in anticipation for Christmas, including wooden rocking horses, miniature ships, dolls with china limbs and rubber balls. On September 5th, one hundred days out from Hamburg in squally and boisterous south west winds the Cape Otway light was sighted on a bearing differing from Captain Vickers’ calculation of his position. At about 2:30am, Sunday 6th September 1891 land was reported 4-5 miles off the port bow. The captain tried to put the ship on the other tack, but she would not respond. He then tried to turn her the other way but just as the manoeuvre was being completed the Fiji struck rock only 300 yards (274 metres) from shore. The place is known as Wreck Bay, Moonlight Head. Blue lights were burned and rockets fired whilst an effort was made to lower boats but all capsized or swamped and smashed to pieces. Two of the younger crewmen volunteered to swim for the shore, taking a line. One, a Russian named Daniel Carkland, drowned after he was swept away when the line broke. The other, 17 year old able seaman Julius Gebauhr, a German, reached shore safely on his second attempt but without the line, which he had cut lose with his sheath-knife when it become tangled in kelp. He rested on the beach a while then climbed the steep cliffs in search of help. At about 10am on the Sunday morning a party of land selectors - including F. J. Stansmore, Leslie Dickson (or Dixon) and Mott - found Gebauhr. They were near Ryans Den, on their travels on horseback from Princetown towards Moonlight Head, and about 5km from the wreck. Gebauhr was lying in the scrub in a poor state, bleeding and dressed only in singlet, socks and a belt with his sheath-knife, ready for all emergencies. At first they were concerned about his wild and shaggy looking state and what seemed to be gibberish speech, taking him to be an escaped lunatic. They were reassured after he threw his knife away and realised that he was speaking half-English, half-German. They gave him food and brandy and some clothing and were then able to gain information about the wreck. Some of the men took him to Rivernook, a nearby guest house owned by John Evans, where he was cared for. Stansmore and Dickson rode off to try and summon help. Others went down to the site of the wreck. Messages for rescuing the rest of the crew were sent both to Port Campbell for the rocket rescue crew and to Warrnambool for the lifeboat. The S.S. Casino sailed from Portland towards the scene. After travelling the 25 miles to the scene, half of the Port Campbell rocket crew and equipment arrived and set up the rocket tripod on the beach below the cliffs. By this time the crew of the Fiji had been clinging to the jib-boom for almost 15 hours, calling frantically for help. Mr Tregear from the Rocket Crew fired the line. The light line broke and the rocket was carried away. A second line was successfully fired across the ship and made fast. The anxious sailors then attempted to come ashore along the line but, with as many as five at a time, the line sagged considerably and some were washed off. Others, nearly exhausted, had to then make their way through masses of seaweed and were often smothered by waves. Only 14 of the 24 who had remained on the ship made it to shore. Many onlookers on the beach took it in turns to go into the surf and drag half-drowned seamen to safety. These rescuers included Bill (William James) Robe, Edwin Vinge, Hugh Cameron, Fenelon Mott, Arthur Wilkinson and Peter Carmody. (Peter Carmody was also involved in the rescue of men from the Newfield.) Arthur Wilkinson, a 29 year old land selector, swam out to the aid of one of the ship’s crewmen, a carpenter named John Plunken. Plunken was attempting to swim from the Fiji to the shore. Two or three times both men almost reached the shore but were washed back to the wreck. A line was thrown to them and they were both hauled aboard. It was thought that Wilkinson struck his head on the anchor before s they were brought up. He remained unconscious. The carpenter survived this ordeal but Wilkinson later died and his body was washed up the next day. It was 26 year old Bill Robe who hauled out the last man, the captain, who had become tangled in the kelp. The wreck of the Fiji was smashed apart within 20 minutes of the captain being brought ashore, and it settled in about 6m of water. Of the 26 men on the Fiji, 11 in total lost their lives. The remains of 7 bodies were washed onto the beach and their coffins were made from timbers from the wrecked Fiji. They were buried on the cliff top above the wreck. The survivors were warmed by fires on the beach then taken to Rivernook and cared for over the next few days. Funds were raised by local communities soon after the wreck in aid of the sufferers of the Fiji disaster. Captain Vickers was severely reprimanded for his mishandling of the ship. His Masters Certificate was suspended for 12 months. At the time there was also a great deal of public criticism at the slow and disorganised rescue attempt to save those on board. The important canvas ‘breech buoy’ or ‘bucket chair’ and the heavy line from the Rocket Rescue was in the half of the rocket outfit that didn’t make it in time for the rescue: they had been delayed at the Gellibrand River ferry. Communications to Warrnambool were down so the call for help didn’t get through on time and the two or three boats that had been notified of the wreck failed to reach it in time. Much looting occurred of the cargo that washed up on the shore, with nearly every visitor leaving the beach with bulky pockets. One looter was caught with a small load of red and white rubber balls, which were duly confiscated and he was ‘detained’ for 14 days. Essence of peppermint mysteriously turned up in many settlers homes. Sailcloth was salvaged and used for horse rugs and tent flies. Soon after the wreck “Fiji tobacco” was being advertised around Victoria. A Customs officer, trying to prevent some of the looting, was assaulted by looters and thrown over a steep cliff. He managed to cling to a bush lower down until rescued. In 1894 some coiled fencing wire was salvaged from the wreck. Hundreds of coils are still strewn over the site of the wreck, encrusted and solidified. The hull is broken but the vessel’s iron ribs can be seen along with some of the cargo of concrete and pig iron. Captain Vickers presented Bill Robe with his silver-cased pocket watch, the only possession that he still had, as a token for having saved his life and the lives of some of the crew. (The pocket watch came with 2 winding keys, one to wind it and one to change the hands.) Years later Bill passed the watch to his brother-in-law Gib (Gilbert) Hulands as payment of a debt and it has been passed down the family to Gilbert Hulands’ grandson, John Hulands. Seaman Julius Gebauhr later gave his knife, in its hand crafted leather sheath, to F. J. Stansmore for caring for him when he came ashore. The knife handle had a personal inscription on it. A marble headstone on the 200m high cliffs overlooking Wreck Beach, west of Moonlight Head, paying tribute to the men who lost their lives when Fiji ran aground. The scene of the wreck is marked by the anchor from the Fiji, erected by Warrnambool skin divers in 1967. Amongst the artefacts salvaged from the Fiji are china miniature animals, limbs from small china dolls, rubber balls, a slate pencil, a glass bottle, sample of rope from the distress rocket and a candlestick holder. These items are now part of the Fiji collection at Flagstaff Hill Maritime Museum, along with Captain Vickers’ pocket watch and Julius Gebauhr’s sheath knife. Flagstaff Hill’s Fiji collection is of historical significance at a State level because of its association with the wreck Fiji, which is on the Victorian Heritage Register VHR S259. The Fiji is archaeologically significant as the wreck of a typical 19th century international sailing ship with cargo. It is educationally and recreationally significant as one of Victoria's most spectacular historic shipwreck dive sites with structural features and remains of the cargo evident. It also represents aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The Fiji collection meets the following criteria for assessment: Criterion A: Importance to the course, or pattern, of Victoria’s cultural history. Criterion B: Possession of uncommon, rare or endangered aspects of Victoria’s cultural history Criterion C: Potential to yield information that will contribute to an understanding of Victoria’s cultural history.
