Background context for the establishment of the Eltham War Memorial as a living memorial, championed by the women of the community with the establishment of the Eltham War Memorial Trust and how the memorial was funded by public donations and eventually handed over to Council. The essay came about in 2018 following community protest at Council's plans to sell the land. Following abandonment of the sale process and putting development on hold, community groups pulled together to apply for heritage protection of the site with Heritage Victoria. Robin Boyd designed a supermarket and dwelling in Jordanville (now Ashwood). This design was the unique ctesiphon system of construction where walls and roof form one self supporting unit. The Kew Asylum Entrance Gateway and an adjacent gate lodge were built at the Princess Street entrance in 1873.1 The imposing sandstone pillars and cast-iron gates impressed upon visitors the therapeutic and civilising vision of the asylum. The entrance opened onto a tree-lined drive (now known as Main Drive) which culminated in an elliptical carriageway in front of the main building. The citation reads: "The Former Kew Asylum Entrance Gateway consists of two 4.5 metre sandstone gate piers on bluestone bases on either side of a 5.5 metre vehicle entrance set back from the High Street pavement. The 1870s gate piers are of Barrabool sandstone and repairs during 2015-16 were undertaken with sandstone from English Town, Tasmania. The gate piers are highly decorative and feature oculi, triglyphs, dentils, corbeling and other ornamental work. Each gate pier incorporates a pedestrian archway with a cast-iron pedestrian swing gate. Two curved sections of cast-iron palisade fencing on rusticated bluestone blocks extend from the outer edges of the piers to a set of shorter sandstone pillars on the High Street pavement. Straight sections of cast-iron fence extend 4.5 metres ending at two bluestone pillars. Garden beds have been created within the curved sections of fencing, bordered by concreted bluestone and planted with shrubs." The former Christopher Crisp residence was constructed in 1868 by William Watson, one of the members of the Bacchus Marsh Express printing company which took over the management of The Express after the first edition, 7 July 1866, was published by its founder, George Lane, a book binder. This syndicate failed after three months and the ownership was then taken over by Christopher Crisp, a compositor working for the company. Crisp remained the editor from 1866 to his death in 1915, when he was succeeded by his son, also called Christopher Crisp, and later by his grandson. Under the Crisp family leadership, The Express widened its readership and was subscribed to by influential men and public servants in Melbourne. (Heritage Victoria Council. Places. The photograph is of a single-storey cottage of rendered brick and sandstone with a shingled roof of slate tiles and ornate concave verandah. A chimney stands at either end of the house. A carved barge board decorates the northern end of the hip roof. A skillion with windows and a chimney adjoins the rear of the cottage. The front facade is symmetrical with two sash windows placed either side of the central door. A wire fence runs along the front of the cottage. Standing at the gate is a formally dressed gentleman wearing a top hat. A young child is standing on the road. This child is possibly Christopher Crisp, Jnr., who later took over the role of editor of the Bacchus Marsh Express in 1915 on the death of his father. The design of this small disc is from the Australian Colonial period. The cedar wood desk was made in Australian by Foy & Gibson in the 1880s, most probably in the business’s works in Collingwood, Victoria. The heavy brass locks fitted into the desk drawers were made by the famous Hobbs & Co of London, mid-late 19th century. In 1860 the business changed hands but the locks were still branded Hobbs & Co. The desk is branded with the symbol of Victoria’s Public Works Department. There is currently no information on when, where and by whom this desk was used. However, a very similar desk with Hobbs & Co. locks is on site at the Point Hicks Lightstation in Victoria and was formerly used by the Point Hicks head light keeper there. Other light stations also have similar desks from the P.W.D. (see also ‘Desk, Parks Victoria – Point Hicks Lightstation, Victorian Collections’.) HOBBS & CO., LONDON Alfred Charles Hobbs, 1812-1891, was American born. He became an executive salesman in 1840 for renowned lock manufacturer Day & Newell. His technique of exposing the weaknesses of people’s current locks was very successful in generating sales. He represented Day & Newell at London’s Great Exhibition of 1851, competing with other lock makers. Through the Exhibition he became famous for picking the best trusted Bramah and Chubb locks. Hobbs’ fame led him to found his own company in 1851 then register it in 1852 as Hobbs & Co., London. Hobbs was awarded the Telford Medal by the British Institution of Civil Engineers in 1854 for his paper 'On the Principles and Construction of Locks'. In 1855 the very successful company added partners and became Hobbs, Ashley and Co. In 1860, it traded under the name of Hobbs, Hart & Co. and was based in Cheapside London, where the business remained. Hobbs then returned to America, having sold the complete company to John Mathias Hart. He briefly returned to attend the 21st anniversary celebrations of the successful business in 1872. Hobbs kept himself busy in America, inventing and manufacturing firearm ammunition, for which he held several patents. He passed away there in 1891, a month after his 70th birthday. FOY & GIBSON Mark Foy wan an Irish draper who migrated to Bendigo, Victoria in 1858, attracted by the gold rush. He lived and worked in the area, establishing a drapery business. In the 1870s he moved to Melbourne where there were better prospects for expansion. He chose a place in Smith Street, Collingwood, a suburb of Melbourne, and started his business at the rear. In 1883 Foy retired, bringing in William Gibson as a partner, and then transferred his own share of the company to his son Francis Foy. Not long afterwards Francis sold his half share to Gibson, and the business continued under the name of Foy & Gibson. Francis Foy and he and his brother Mark Foy (junior) moved to Sydney. They established a business there in 1885, named after their father, Mark Foy. Gibson added to his business by starting his own manufacturing works from 1887, producing clothing, millinery, furniture, bedding and hardware for his stores. The factories, warehouses and stores complex became one of Victoria’s largest employers. He set up branches of his stores in Perth, Brisbane and Adelaide and two more branches in Melbourne. Foy & Gibson (usually referred to as Foys) became one of Australia’s largest retail department stores. In 1931 Foy’s little house in Collingwood was still part of the entrance to Foy & Gibson Emporium. In 1955 the company was bought out by Cox Brothers. Later on the stores were sold to various businesses such as David Jones, Woolworths and Harris Scarfe. In 1968 Cox Brothers went into receivership, ending almost 100 years of the business known as Foy’s. The former Foy & Gibson Complex is registered by Heritage Council Victoria. “Designed by William Pitt, this magnificent 19th and early 20th century complex of factories, warehouses and showrooms saw the production of a remarkable range of goods for Foy & Gibson, Melbourne’s earliest department store chain”. (Quoted from the Plaque erected by the Collingwood Historical Society 2007) P.W.D. – Public Works Department, Victoria The desk is stamped “P.W.D,” signifying that it is from the Public Works Department in Victoria, which operated from 1855-1987. The department was responsible for, among other things, the design and supply of office furniture and equipment for public buildings and organisations. This desk is significant historically as it originated from Foy & Gibson, a colonial Australian company that had a positive and strong impact on employment, manufacturing and retailing in Melbourne, Victoria and Australia. The significance of Foy & Gibson to Victoria’s and Australia’s history is marked by the Collingwood Complex being registered in both Heritage Victoria Register (H0755, H0897 and H0896) and National Trust Register (B2668). This locks on this desk are significant for their connection with their manufacturer, Hobbs & Co, who invented a lock that surpassed the security of any other locks produced in the mid-19th century. Desk; Australian Colonial cedar desk, honey coloured. Desktop has a wooden border with a rolled edge and a fitted timber centrepiece. The four tapered legs are tulip turned. Two half-width drawers fit side by side and extend the full depth of the desk. The drawers have dovetail joints. Each drawer has two round wooden knob handles, a keyhole and a fitted, heavy brass lever lock. Inscriptions are on the desktop, drawers, desk leg and lock. The Bendigo East Primary School was opened in 1915. In 1916 it was decided to plant an ANZAC Avenue of trees and this was completed on 16 June 1916. The plaques were placed after WW1. The school was closed in 1998 and the plaques were relocated to the nearby White Hills Secondary College in Napier Street on this board. In the early 2000's the Honour Board was donated to what is now called the Bendigo Military Museum. One hundred years after planting, later in 2016 the trees were removed in controversial circumstances. On the board 8 never returned, there is 1 x "DCM" winner, 1 x "MC" winner and 1 x "MM" winner. There are 3 x Wright Brothers of which 2 never returned. The plaque states that the soldiers attended the school which is obvious they could not have due to the opening date. The following Heritage report suggests that the names were of individual soldiers who lived in the area. EXTRACT FROM HERITAGE COUNCIL VICTORIA 2016 SUBMISSIONS HEARING “The Bendigo East School (‘the school’) was officially opened by Mr Frank Tate, Director of Education, on 7 April 1916. Approximately two months later, on 16 June 1916, Arbor Day was celebrated at the school with the planting of an ‘Anzac Avenue’ along a path from the front gate on Strickland Road (‘the pathway’) to commemorate the landing of soldiers at Gallipoli. The school’s ‘Anzac Avenue’ was one of an estimated 37 known to have been planted by school children throughout Victoria during mid-1916 as part of a program led by the Education Department, which included a recommendation to schools on 18 May 1916 that commemorative avenues be planted (‘the 1916 plantings recommendation’). At around this time, avenues of honour were also planted across Victoria to commemorate fallen WWI soldiers (‘the wider commemorative plantings phenomenon’). There were other commemorative plantings at the Place away from the pathway (‘the other commemorative plantings’). Anzac Day was celebrated at the Place in the years subsequent to 1916 and on 11 December 1920 the school’s ‘Anzac Avenue’ was officially opened. Embossed copper plates, mounted on wood, were fixed in front of the trees in memory of individual soldiers from the district who had seen active service in WWI. There is evidence that as many as 32 plaques may have been made and affixed (‘the name plaques’). Plaques were removed from their locations at some stage before 1964, mounted on a board and displayed in the school building. St Margaret’s Church of England was officially opened on December 12, 1861. It is the oldest intact church building in Eltham. At the time it was known as Christ Church until its consecration in 1871, when it was completely free of debt (£1,700 for the church and parsonage) despite the district’s poverty. This was largely due to the free labour and materials, including locally made bricks donated by local artisans and others. The church is historically significant because it is the oldest church in the former Shire of Eltham and has associations with the philanthropist and founder of Brighton, Henry Dendy (who donated the land on which the church is built), the architect Nathaniel Billing and the prominent local builder, George Stebbing. The church is architecturally and aesthetically significant because it is constructed in the Gothic Revival style with several stained-glass windows of various dates and is also a very early use of polychromatic brickwork in Victoria. Billing was one of the first Melbourne architects to employ polychromatic brickwork and an important early architect. The rear wall was intended to be temporary. A major feature of the design is the large buttresses with long, steeply graded upper faces. The overall design is well proportioned with the surface brick patterns relieving an otherwise austere design. The church is spiritually and socially significant because it has been an important place of worship for the people of Eltham for almost 150 years. The land on which the buildings stand was donated by Henry Dendy. Dendy arrived in Melbourne in 1841 after purchasing in England eight square miles at Brighton under the system of "special surveys". After this land passed out of his hands, Dendy moved about Victoria, visited England, then returned to settle in Eltham where he purchased a flour mill. Dendy chaired the meeting held in 1860 “for the purpose of devising such means as may be expedient for the establishment of a Church of England in the township of Eltham”. He became chairman and treasurer of the church committee. Unlike the establishment of many early churches in Victoria where a vicar was appointed to a parish and later a permanent church was constructed, the population at Eltham initiated action to build a church. The nearest church at that time was at Heidelberg and the Eltham settlement was part of the parish of St Johns Heidelberg. Isolation and the tedious, time consuming journey between Heidelberg and Eltham resulted in the Eltham community taking its own action. The original vicarage (Dendy House) at the rear of the church is also an important part of the cultural significance of this place because it is connected to the church and the development of the Eltham area. Together, the church and the vicarage are aesthetically significant because they form a significant streetscape feature. The mud-brick community hall designed by Robert Marshall was added in 1978. In 2014 the original temporary rear wall was removed as part of a modern extension designed by Architects Atelier Wagner and constructed by Conrad Construction and Management. The church and vicarage are on the Register of the Heritage Council of Victoria and the National Trust of Australia – Victoria. The church is important as an early example of polychrome brickwork by the notable architect Nathaniel Billings. It is also notable for its historic associations with the early settlement of the Shire of Eltham and its connection with Henry Dendy, Brighton’s founder.2 Henry Dendy, who lived in Eltham much longer than at Brighton, chaired the original meeting which planned the church, and he donated the half-acre (0.2ha) site. Dendy had arrived in Melbourne in 1841 after buying eight square miles (20.7sq km) at Brighton while in England. After this land passed out of his hands, he eventually settled in Eltham where he bought a flour mill, west from the corner of Main Road and Pitt Street (then called Brewery Lane). The vicarage was named Dendy House after him. The Eltham settlers were unusual in initiating the establishment of a church. Usually in Victoria a vicar was appointed to a parish and then a permanent church was constructed. But then, the nearest church was at Heidelberg, which was a tedious and time-consuming journey. St Margaret’s builder was a local, George Stebbing, who also constructed the former Methodist, later Uniting, Church at John Street and the Shillinglaw Cottage near Eltham’s Central Park. It is believed the first Anglican Bishop of Melbourne, Bishop Perry, dedicated the church. After the ceremony he joined in the festivities at the nearby pub and a bill was sent to the parish for teas taken there by the bishop with other participants. The first vicar was the Reverend Robert Mackie from 1864 to1866. St Margaret’s Church was originally called Christ Church until its consecration in 1871, when it was completely free of debt (£1700 pounds for the church and parsonage) despite the district’s poverty. St Margaret’s Church is in the Gothic Revival tradition with a buttressed nave, paired lancet windows, porch and bell-cote. It was the first polychromatic brick church in Australia, using softly contrasting coloured brickwork.3 Billing was one of the first architects to introduce polychrome brickwork into Melbourne. His original drawings for St Margaret’s survive in a folio of his architectural work. However the church’s brickwork is more subdued than in his drawings. About half the windows – those in clear glass with gold borders – are original. The stained glass windows were made much later, but the one behind the altar is thought to be the oldest in the Diamond Valley. It was to be temporary until the congregation could afford to extend the church. In the early 1960s the original cedar pews were replaced by blonde timber pews and the originals were sold to restaurants and to private individuals. Eminent local sculptor Matcham Skipper created a crucifix for the church. A major addition was made in 1978, when the weatherboard hall was replaced by a mud-brick hall. Made of local material, it was designed by local architect and a former shire president Robert Marshall. The mud-brick hall reflects the style of building in Eltham of the late 1970s and for which Eltham is well-known. Perhaps because its earthy tones blend with the surrounding environment, the hall sits well with the church building. St Margaret’s membership has included economist and ABC chairman, Richard Downing; political commentator, diplomat and academic, William Macmahon Ball; Eltham civic leader, Charles Wingrove; artist, Peter Glass; and Eltham’s first postmaster, Frederick Falkiner.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century.
