The Bendigo East Primary School was opened in 1915. In 1916 it was decided to plant an ANZAC Avenue of trees and this was completed on 16 June 1916. The plaques were placed after WW1. The school was closed in 1998 and the plaques were relocated to the nearby White Hills Secondary College in Napier Street on this board. In the early 2000's the Honour Board was donated to what is now called the Bendigo Military Museum. One hundred years after planting, later in 2016 the trees were removed in controversial circumstances. On the board 8 never returned, there is 1 x "DCM" winner, 1 x "MC" winner and 1 x "MM" winner. There are 3 x Wright Brothers of which 2 never returned. The plaque states that the soldiers attended the school which is obvious they could not have due to the opening date. The following Heritage report suggests that the names were of individual soldiers who lived in the area. EXTRACT FROM HERITAGE COUNCIL VICTORIA 2016 SUBMISSIONS HEARING “The Bendigo East School (‘the school’) was officially opened by Mr Frank Tate, Director of Education, on 7 April 1916. Approximately two months later, on 16 June 1916, Arbor Day was celebrated at the school with the planting of an ‘Anzac Avenue’ along a path from the front gate on Strickland Road (‘the pathway’) to commemorate the landing of soldiers at Gallipoli. The school’s ‘Anzac Avenue’ was one of an estimated 37 known to have been planted by school children throughout Victoria during mid-1916 as part of a program led by the Education Department, which included a recommendation to schools on 18 May 1916 that commemorative avenues be planted (‘the 1916 plantings recommendation’). At around this time, avenues of honour were also planted across Victoria to commemorate fallen WWI soldiers (‘the wider commemorative plantings phenomenon’). There were other commemorative plantings at the Place away from the pathway (‘the other commemorative plantings’). Anzac Day was celebrated at the Place in the years subsequent to 1916 and on 11 December 1920 the school’s ‘Anzac Avenue’ was officially opened. Embossed copper plates, mounted on wood, were fixed in front of the trees in memory of individual soldiers from the district who had seen active service in WWI. There is evidence that as many as 32 plaques may have been made and affixed (‘the name plaques’). Plaques were removed from their locations at some stage before 1964, mounted on a board and displayed in the school building. This Chart titled “Lady Bay and Warrnambool Harbour” was surveyed by Nav. Lieut. H.J. Stanley, of Britain's Royal Navy, in 1870 and printed in April 1871. The chart was made before the Warrnambool Breakwater was built (construction had begun in 1874 and was completed in 1890). The chart includes Directions for entering Lady Bay, Warrnambool Harbour. These are "Vessels entering Warrnambool Harbour must bring the Red Light in sight and steer in with it in line with the upper white Light bearing North, until the Green Light on the Jetty is opened, when steer towards it and anchor. The best anchorage is in 2 ¼ fms [fathoms)] of water, about a cable from ledge off Breakwater rock. Or where convenient, according to draught of water, only endeavouring to anchor as close as possible to Breakwater rock. It is not safe to enter or leave the Harbour in south westerly or Southerly gales.” This chart is significant for its strong connection to the maritime history of Warrnambool Harbour and Lady Bay, and eventually to the Warrnambool Breakwater. The Warrnambool Breakwater is registered as a place of significance on the Victorian Heritage Database (VHR H2024). A copy of the same chart was used to plan several submissions for future changes to the jetty and breakwater. The chart is a historical record of structures existing in 1870; the Warrnambool Jetties, Lady Bay, the leading lights (lighthouses), streets, roads, bridges and many buildings. According to Lloyd's Shipping Register 1837-1839, the CHILDREN was built in 1825 at Liverpool and operated by owners Gordon & Co, of London. London registered number 123/1837. James Henty then bought her in 1837 as a three-masted barque of 254 tons, with a hull of “part pitch pine, felt sheathed” and “coppered 1837”. Launceston registered number 6/1837. In 1838 the CHILDREN, under her master Captain H. Browne, completed a successful round trip from Launceston to London (carrying wool and whale oil loaded in Portland), returning in late November of that year (carrying a general cargo including the house bricks). On the 11th January 1839, the CHILDREN sailed from Launceston for Adelaide, with 24 passengers, 14 crew, and an awkward mixed cargo, including 1500 sheep, 8 bullocks, 7 horses, and farming implements, and six whaleboats with associated whaling gear. One account states that when the CHILDREN “put out from port she was light and badly ballasted”. The vessel immediately encountered four days of hurricane force storms, eventually clearing on the early morning of the 14th to “west force 10”, but too late to take accurate measurements of the sun or stars to establish their position relative to the coast. The CHILDREN collided with a limestone stack at the entrance of Childers Cove, and the seas smashed her into pieces within half an hour. All the cargo and 16 lives were lost (including 8 children). The Henty’s contributed £150 towards a fund for the 22 survivors at a memorial service held in Launceston later that year. It was a major financial setback for the Henty’s, but one from which they recovered. In a submission to the Governor of New South Wales dated 24 March 1840, the Henty’s summarised their work over the previous six years of settlement: “Six stations have been occupied, one at Portland Bay…three at the open country about 60 miles inland called ‘Merino Downs’…They have erected two houses at Portland Bay and two others at Merino Downs”. It commemorated the memory of the Eltham Soldiers who fell in the First World War and complemented the Eltham Avenue of Honour established in 1917 to those that served. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. During the period of Jun through October 1956 the original wooden bridge over the Diamond Creek in Bridge Street was replaced with a new concrete structure. At the same time the intersection of Bridge Street at Main Road was revised necessitating the relocation of the Eltham Obelisk. It was ‘temporarily’ relocated to the front garden of the Eltham RSL Sub-Branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jeopardy and in conjunction with Nillumbik Shire Council, supported by the RSL, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012. The new location resulted in significant impact upon the Eltham War Memorial Garden. Council’s preferred location was near the Eltham Library however that would have cost $39,000. In June 1987, the government directed the LCC to carry out a special investigation of the social, recreational, cultural and ecological values of rivers and streams in Victoria, and to make recommendations on the use of these rivers and how their identified values can best be protected. Notices announcing the commencement of the investigation were published in the Victoria Government Gazette and in Victorian newspapers in November 1987. A descriptive report was published in September 1989. The Council received 75 submissions following the publication of this report. After considering these submissions, the Council formulated its proposed recommendations, which were published in November 1990. The Council received 177 submissions commenting on the proposed recommendations. The Council published its final recommendations in June 1991. While welcomed by many, the study cut across the interests of other groups and was perceived to be particularly threatening to water authorities. The investigation resulted in a legislated system of 17 heritage rivers (with significant natural, recreational, scenic and heritage values) and natural catchment areas across Victoria.

Regarding the proposed rezoning and development of Fortuna Villa in Greater Bendigo; six submissions were received about the rezoning proposal: four in support, and two objections. One objection was later withdrawn, leaving one outstanding objection. The owner, Paul Banks, has proposed future outdoor concerts and other developments at the historic Fortuna Villa site. Main concerns include noise from events, potential residential development, traffic impacts, and protection of heritage values. Six residents signed one of the submissions highlighting these issues. The City of Greater Bendigo notes that development restrictions and impact assessment reports will ensure each development is considered individually. Any outdoor events must comply with the council's planning scheme and Environment Protection Authority requirements. An appeal was made by seven submissions. • Albion and Ardeer Community Club (Neil Head), who did not support the Recommendation and requested that a hearing be held • Sunshine and Districts Historical Society (John Pardy), who did not support the Recommendation and wished to participate in any hearing • Sunshine and Districts Historical Society (Olwen Ford), who did not support the Recommendation and requested that a hearing be held • Harwood Andrews Lawyers, on behalf of the Brimbank City Council, who did not support the Recommendation and requested that a hearing be held • Royal Historical Society of Victoria, who did not support the Recommendation and wished to participate in any hearing • Lesley Preston, who did not support the Recommendation and wished to participate in any hearing. After considering the Executive Director’s recommendation and all submissions received, and after conducting a hearing, the Heritage Council has determined, pursuant to section 49(1)(a) of the Heritage Act 2017, that the Former Sunshine Technical College located at 111 and 129–133 Derby Road, Sunshine, Brimbank City is of State-level cultural heritage significance and is to be included in the Victorian Heritage Register in the category of Registered Place. The Heritage Council has determined to include as the extent of registration the area that was the subject of a nomination accepted by the Executive Director, and has determined, pursuant to section 49(3) of the Heritage Act 2017, to include categories of works or activities which may be carried out in relation to the place, for which a permit is not required (permit exemptions).The significance of this successful appeal was a major win for local heritage advocates (including the Sunshine & District Historical Society, RHSV, and Brimbank Council), who argued that the school’s story is inseparable from Sunshine’s identity. As the site had been under threat, with earlier proposals to demolish the buildings, this determination now gives the site strong legal protection.
