A civic campaign for new public offices developed in Kew in the 1880s. After much deliberation, the location chosen was the junction of Bulleen and Cotham Roads. The buildings were designed by George Watson and John Henry Harvey, architects within the Department of Public Works (Victoria). Building was commenced in 1887, and after one year, the buildings were opened. The Post Office was transferred to the new Commonwealth Government in 1901. The Police Station and Court House, sold by the Victorian Government to the City of Boroondara in 2007, are now a community cultural centre and performing arts venue.The buildings were listed on the Victorian Heritage Register Register (HO885) in 1991. A shackle is a U shaped piece of iron closed with a pin across the jaws. It is used for securing anchors to their cables, joining lengths of chain cables and so on. This type of shackle is the same size and shape as an ordinary link of the cable and fits into the snugs of the cable holder when verring or weighing. This Kenter type, chain joining link or shackle would commonly be used with anchor chain in the marine industry for applications such as anchors, moorings and ballast. The Ravenswood Railway siding was constructed in 1862 with 12 feet wrought iron double-head rail held in cast iron chairs with Ransom and May patent compressed keys. Trenails held the chairs to the sleepers and the joints were secured in joint chairs. Joints were subsequently joined using fish plates. It formed part of the Melbourne to Echuca rail line, initially known as the Melbourne, Mt Alexander and Murray River Railway. George Christian Derbyshire, the first Engineer-in-Chair of the Victorian Railways was responsible for the design and construction of the works. No new lines were built in Victoria using double-headed rail after 1870. The siding was disconnected from the main line in 1988. The Ravenswood Railway Siding demonstrates the original 1856 philosophy of the Victorian Railways to adopt British permanent way technology. The siding demonstrates significant aspects in the development of permanent way technology in England and Victoria over the period from the 1830's to the 1880's. The chairs in the Ravenswood siding are physical evidence of early railway technology rendered obsolete 120 years ago, namely joint chairs at rail joints and trenails to secure the chairs to the sleepers. The double-headed rail demonstrates an important stage in the evolution of British rail technology in the 1830s. The old fish plates, square headed bolts and square nuts demonstrate the success of fishing the rail joins. The Ravenswood siding demonstrates the earliest form of rail joint technology developed in England, and existing in Australia, the joint chair. In part of the siding the sequence of joint and intermediate chairs is consistent with the 1856 specifications, that sequence is rare with the joints secured in joint chairs. The survival of chairs in this sequence is rare and almost certainly demonstrates that they remained in continuous use at the same location from 1862 to 1988. This remnant of the Ravenswood siding has survived 126 years. The blacksmith leg vise is also called the "solid box vise" and is one of the most important tools in the blacksmith's shop. It firmly holds hot iron while it is hammered, chiseled, or twisted. These are the only vises that are designed to take this kind of use day in and day out. A small 30-pound blacksmith's vise can survive pounding that would wreck a much heavier cast iron bench model. Three things make a blacksmith's vice special. One is that they are forgings, not cast iron or ductile iron. The second is the leg that provides support to the floor or from a sunken post. The last is the hinge, while not a perfect way to construct a vice the pin joint is durable and can take a considerable beating. If sheared it is easy to replace. These things all combine into a tool that can take decades of heavy use and abuse. Most in use is one to two hundred years old.Some of these vises were made by specialists such as Atwood of Stourbridge England, Steel City and Columbian in the U.S. and others were made in anvil manufacturing plants such as "Mousehole Forge" and "Peter Wright" in England and "Fisher-Norris" and others in North America. Bowling clubs are a popular sport enabling community members to socialise and exercise together. Members also have the opportunity to travel to other local clubs and beyond as a team representing their club, district, state or country.Tawonga Bowling Club is in the Kiewa Valley where Philip Reid lived. He was a member of the Club which was very active with lots of members and competitions. This type of mobile spring weighing scales were in high use before legislative Weights and Measure standards where in force throughout Australia. This was in a time when a "mans word and handshake" was his legal document. It was a time, especially in rural areas that the term "she'll be right" was extensively used and these types of scales (the accuracy over time) would produce a near "enough is good enough" measure. These scales are very significant for the rural produce within the Kiewa Valley. Rural produce such as hay milk and butter tubs,tobacco bundles could be easily weighed (in relatively smaller packages) for both markets and for use within the valley.This spring scale (!/2 Once to 4lb) was used as general weight scale. This pocket First Aid kit is small and compact which became available to those venturing out in the outback and required an easily managed first aid kit. It was manufactured in the mid 1900s well before vinyl and or plastic pouches or bags where used. It was in an era where valuable items were stored in durable containers due to the harsh and rugged conditions of the Australian bush. Cheaper and less durable containers from Asian manufacturers had been kept out by the heavy Tariff imposed on their goods. This changed in the 1980's when the Tariff Board was dismantled by a then Labour Government. The Australian manufacturing industry was severely reduced by the Influx of cheaper goods. This item was made by an Australian company when the motto "true blue" was the catch cry for quality Australian made goods. This was in the period where the isolation of many rural communities required the basic first aid kits to be of a tougher quality than those offered in large cities and towns.This pocket first aid kit was very compact and would have been easy to carry without taking up too much space for bush walkers, camping scouts, drovers and independent miners and cattlemen. The Kiewa Valley and surrounding rural settlements did not have the medical backup that the larger cities and towns had up until the mid 1900s when the Hydro Electricity Schemes were built and the additional influx of workers made it feasible to have a hospital and better local health facilities. This influx of the construction workers associated with the Hydro Scheme. also brought European workers who where more inclined to go bush walking and climbing the Victorian alps than the average Australian rural worker. The anchor is one of four that were carried by the FALLS OF HALLADALE when she was wrecked near Peterborough in 1908. This Rodger’s Anchor was raised from the wreck site by Flagstaff Hill divers (Peter Ronald, Colin Goodall and Gary Hayden) in 1974 and is on permanent outdoor display at the Maritime Village. The imposing 2-tonne artefact required a raft of fourteen 44-gallon drums to raise it from the seabed before it was towed by a crayfish boat to the wharf crane at Port Campbell for loading onto land transport. Following Lieutenant William Rodger’s patent in 1831, anchor design moved away from the separate attachment of straight arms and flat flutes to each side of a long shaft. Rodger’s innovation included the forging of both arms and their flutes as a single uniformly curved piece which was then attached to the crown of the shank by a thick horizontal bolt. The two-inch diameter hole for the securing through-bolt at the crown is clearly visible in this example, the bolt dislodged by corrosion and now missing. The FALLS OF HALLADALE was a four-masted, iron-hulled barque, built by Russell and Co at Greenock in 1866 for the Falls Line of Wright & Breakenridge, Glasgow. The ship was 275 feet long, 42 feet wide, with a 24 feet draft and weighed 2,085 tonnes. She was built to carry as much cargo as possible rather than for speed. Her unmistakably square bilge earned her the title of “warehouse-type” ship and her iron masts and wire rigging enabled her to maintain full sail even in gale conditions. In 1908, with new sails, 29 crew, and 2800 tons of cargo in her hold, the FALLS OF HALLADALE left New York, bound for Melbourne and Sydney via the Cape of Good Hope. 102 days later, at 3 am on the 14th of November, under full sail and in calm seas, with a six knots breeze behind and a misleading fog along the coast, the great vessel rose upon an ocean swell and settled on top of a shelf of rock near Peterborough. There she stayed for nearly two months until the pounding seas and dynamiting by salvagers finally broke her back, and her remains disappeared back into deeper water. The iron-hulled, four-masted barque, the Falls of Halladale, was a bulk carrier of general cargo. She left New York in August 1908 on her way to Melbourne and Sydney. In her hold, along with 56,763 tiles of unusual beautiful green American slates (roofing tiles), 5,673 coils of barbed wire, 600 stoves, 500 sewing machines, 6500 gallons of oil, 14400 gallons of benzene, and many other manufactured items, were 117 cases of crockery and glassware. Three months later and close to her destination, a navigational error caused the Falls of Halladale to be wrecked on a reef off the Peterborough headland at 3 am on the morning of the 15th of November, 1908. The captain and 29 crew members all survived, but her valuable cargo was lost, despite two salvage attempts in 1908-09 and 1910. ABOUT THE ‘FALLS OF HALLADALE’ (1886 - 1908) Built: in1886 by Russell & Co., Greenock shipyards, River Clyde, Scotland, UK. The company was founded in 1870 (or 1873) as a partnership between Joseph Russell (1834-1917), Anderson Rodger and William Todd Lithgow. During the period 1882-92 Russell & Co., standardised designs, which sped up their building process so much that they were able to build 271 ships over that time. In 1886 they introduced a 3000-ton class of sailing vessel with auxiliary engines and brace halyard winches. In 1890 they broke the world output record. She was owned by Wright, Breakenridge & Co of Glasgow and was one of several Falls Line ships, all of which were named after waterfalls in Scotland. The lines flag was of red, blue and white vertical stripes. The Falls of Halladale had a sturdy construction built to carry maximum cargo and able to maintain full sail in heavy gales, one of the last of the ‘windjammers’ that sailed the Trade Route. She and her sister ship, the Falls of Garry, were the first ships in the world to include fore and aft lifting bridges. Previous to this, heavily loaded vessels could have heavy seas break along the full length of the deck, causing serious injury or even death to those on deck. The new, raised catwalk-type decking allowed the crew to move above the deck in stormy conditions. This idea is still used today on the most modern tankers and cargo vessels and has proved to be an important step forward in the safety of men at sea. On 4th August 1908, with new sails, 29 crew, and 2800 tons of cargo, the Falls of Halladale left New York, bound for Melbourne and Sydney via the Cape of Good Hope. The cargo on board was valued at £35,000 and included 56,763 tiles of American slate roofing tiles (roof slates), 5,673 coils of barbed wire, 600 stoves, 500 sewing machines, 6,500 gallons of oil, 14,400 gallons of benzene, plumbing iron, 117 cases of crockery and glassware and many other manufactured items. The Falls of Halladale had been at sail for 102 days when, at 3 am on the night of 14th November 1908, under full sail in calm seas with a six knots breeze behind and misleading fog along the coast, the great vessel rose upon an ocean swell and settled on top of a submerged reef near Peterborough on the south-west Victoria’s coast. The ship was jammed on the rocks and began filling with water. The crew launched the two lifeboats and all 29 crew landed safely on the beach over 4 miles away at the Bay of Islands. The postmistress at Peterborough, who kept a watch for vessels in distress, saw the stranding and sent out an alert to the local people. A rescue party went to the aid of the sailors and the Port Campbell rocket crew was dispatched, but the crew had all managed to reach shore safely by the time help arrived. The ship stayed in full sail on the rocky shelf for nearly two months, attracting hundreds of sightseers who watched her slowly disintegrate until the pounding seas and dynamiting by salvagers finally broke her back, and her remains disappeared back into deeper water. The valuable cargo was largely lost, despite two salvage attempts in 1908-09 and 1910. Further salvage operations were made from 1974-1986, during which time 22,000 slate tiles were recovered with the help of 14 oil drums to float them, plus personal artefacts, ship fittings, reams of paper and other items. The Court of Marine Inquiry in Melbourne ruled that the foundering of the ship was entirely due to Captain David Wood Thomson’s navigational error, not too technical failure of the Clyde-built ship. The shipwreck is a popular site for divers, about 300m offshore and in 3 – 15m of water. Some of the original cargo can be seen at the site, including pieces of roof slate and coils of barbed wire.The shipwreck of the FALLS OF HALLADALE is of state significance – Victorian Heritage Register No. S255. She was one of the last ships to sail the Trade Routes. She is one of the first vessels to have fore and aft lifting bridges. She is an example of the remains of an International Cargo Ship and also represents aspects of Victoria’s shipping industry. It has a rounded crown, curved arms and moulded flutes. Heavy duty iron stock with round eyes at either end, fitted over shank and fixed into position by a wedge-shaped metal locking pin. Shackle missing but severed securing bolt remaining in shank. The presence of an empty bolthole at the crown junction of shank and arms confirms Rodger’s type. A marlinspike is a tool used in marine rope work it is shaped in the form of a polished metal cone tapered to a rounded or flattened point, it is used in such tasks as unlaying rope for splicing or untying knots. For drawing a marline tight and using a marlinspike hitch as well as for joining toggle ropes under tension in a belaying pin splice. Most marlin spikes are 15–30 cm long, but may reach 61 cm and more for working heavy cables and ropes. They are usually made from iron or steel, whereas fids, similar in shape and function, are formed from wood or bone. The marlinspike may be a separate tool or as an item on a pocket knife. Hugo Wertheim (1854-1919), was a merchant and manufacturer and was born on the 12th July 1854 at Lispenhausen, in the German electorate of Hesse-Kassel, son of Meyer Wertheim and his wife Minna, née Heinemann. Hugo reached Melbourne in October 1875. He soon began advertising, from premises at 39 Flinders Lane East, as agent for his father's cousin Joseph Wertheim, a well-established manufacturer of sewing machines. Hugo returned to Germany where he married Joseph Wertheim's daughter Sophie Emilie (1864-1953) on 30 August 1885 at Frankfurt. the couple then came to Melbourne. In a short time, with extensive advertising, Hugo established a substantial business, selling sewing machines, bicycles, pianos and other mechanical devices, under brands such as Wertheim, Electra, Planet, Griffin and Hapsburg. He also mounted elaborate displays at agricultural shows and in 1901 at the Pan American Exposition, Buffalo, United States of America. O. C. Beale worked with him before setting up his own piano business in New South Wales. Hugo continued to own 25 per cent of one of Beale's companies, which became Wertheim's Queensland business. In 1908 Wertheim opened a large, innovative piano factory at Richmond, Melbourne, intending to produce 2000 pianos and player pianos annually, predominantly using Australian materials. In laying the foundation stone, Prime Minister Alfred Deakin observed that “few men with such opportunities for a life of ease would have embarked on such an enterprise” Hugo died of chronic hepatitis on 11 July 1919 at his home at South Yarra, his wife, two daughters and three sons survived him; Herbert Joseph (1886-1972), the eldest, continued the business. Rupert became a share broker and went on to represent Victoria in inter-State tennis in 1913-27 and Australia in Davis Cup matches against Czechoslovakia in 1922. The piano factory closed in 1935, becoming a Heinz food processing plant and in 1955, GTV Channel 9 studios and offices.Early Australians had to be self-reliant in regards to making and mending their clothes and utensils. This sewing machine was one of many items used that exhibit the skill and craftsmanship of the women in these early families. Research is still being carried out regarding the inscription on this bell. Perhaps it was used for horses during the war. It may have been a souvenir or perhaps just a political statement, similar to 'Buy Australian'. Cow bells were common to colonial agriculture and transport, used wherever animals were turned out to graze overnight and had to be rounded up again next morning. Bells were fastened around the necks of household milking cows, domestic goats, bullock teams, horse teams, and camel teams, to help find them in the pre-dawn light. Station shepherds and cattle drovers also used them to warn of any disturbances to their flocks and herds overnight. The bells were a necessary item in a largely unfenced continent. So important, that Anthony Mongon began making his pot-bells at Yackandandah from 1861, August Menneke produced the “Wagga Pot” from 1867, and Samuel Jones started manufacturing his distinctively shaped “Condamine Bell” in 1868. However, these deeply resonant Australian bells were made from iron — Mongon and Jones were blacksmiths who simply beat old pitsaw blades into shape. Few genuinely brass cow bells were made here, the vast majority being imported from Britain where the industry of brass founding was already well established. Historical Information: The anchor is from the wooden sailing ship CHILDREN, which was wrecked at Childers Cove east of Warrnambool on the 15th of January 1839 with the loss of 16 lives. The Children anchor was raised from the wreck site by Flagstaff Hill Divers; Peter Ronald, Garry Hayden (Terang, still), Tim Goodall (now Warrnambool), and Colin Goodall (now Warrnambool), on Sunday 3rd January 1974. A week or so later it was dragged up the cliffs and taken to Warrnambool. It is now on display near the entrance to the Maritime Village and Museum. It appears to be a Pering’s Improved Anchor, developed at Portsmouth after 1813. The addition of broad curvature to the anchor arms provided a stronger purchase than the pre-existing Admiralty Old Pattern Long Shanked Anchor with straight arms. However, the evidence of hammer-welding the separate pieces of the arms and palms to the central shank (peaked crown and flat palms) suggests the manufacture is before the 1831 Rodger’s Anchor design, (which cast both arms and their flukes as one piece that was then attached to the shank by a bolt through the crown). This identification seems consistent with the date of the CHILDREN’s construction in 1824. The CHILDREN was a three masted barque with a wooden hull built at Liverpool in England. She was bought by the Henty family of Portland (Australia Felix) in 1837 for regular coastal trading between Van Diemens Land, the Port Phillip District of New South Wales and South Australia. Only 255 tons burden (92 feet in length, with a beam of 25 feet and depth of 17 feet), she sailed from Launceston bound for Adelaide in late December1838, on her first Australian voyage and under the English master who had brought her out – Captain H. Browne. On board the CHILDREN were 24 passengers, including 9 children; the captain and 14 crew; livestock of 1500 sheep, 8 bullocks and 7 horses; general cargo of beef, pork, tobacco, tripe, butter, limejuice, horse hair, currants, lead shot, beer and spirits; 5,000 house bricks from London; and six whaling boats with associated whaling gear. The vessel was battered by gale force north-westerly winds shortly after setting out from Launceston on 11 January 1839 and adverse sailing conditions persisted for the next four days. At 11 pm on the 15th of January 1839, and many miles north and east of the captain’s navigated position, the CHILDREN struck the Pinnacle, a limestone stack off Childers Cove. Within half an hour the ship was completely destroyed. As well as the loss of livestock and cargo, 16 passengers and crew perished, including the captain, six men, one woman and eight children. In 1931 shifting sands at Childers Cove uncovered the skeleton of an adult male. In 1951 another two skeletons were exposed by storms, an adult male and a child. In 1963 some district scuba divers retrieved a small signal-cannon from the site. And in 1974 Flagstaff Hill recovered the anchor and some house bricks. Three relics were located in 1890, due to the ‘interest of a public works inspector, James Gilroy, who dug in the ship’s remains’. One of the relics was a heavily oxidated ‘quantity of ironwork’. The other two, now part of Flagstaff Hill’s collection, are - an iron latch probably from a galley oven door or fireplace - a bronze bolt (spike or pin) Both of these relics are listed on the same page in the records of the Old Warrnambool Museum, found by K.A.G. (or H.A.G.) on the site of the Ancient wreck in 1890. Interestingly, another item in these records is ‘Notes on Ancient wreck, near Gorman’s Lane’. Gorman’s Lane is just inland from the sand dunes of the Coastal Reserve at Tower Hill. The current location of these Notes is unknown. Another item thought to be a relic from the Mahogany Ship was the amphora or jug, also in Flagstaff Hill's collection. It was found in 1934 on a local property and donated in 1985. The Museum opened in 1886 and continued until 1963, when it was closed by the Warrnambool City Council and the whole collection was put into storage. This candle bracket was recovered from the wreck of the sailing ship Loch Ard after the to the disaster in 1878. The bracket has been hand forged into a pleasing shape and design. The candle holder on the arm of the bracket cn swivel from side to side allowing the light to be adjusted. LOCH ARD 1873-1878 – The Scottish-built clipper ship Loch Ard was bound for Melbourne in 1878 with 54 people on board. The mixed cargo it carried included items for the 1880 International Exhibition in Melbourne, one of which was the now famous Majorca ware Minton ‘Peacock’ statue. The Loch Ard was wrecked on June 1st when the ship crashed into Mutton Bird Island, east of Port Campbell. The only survivors were Tom Pearce, a crew member, and Eva Carmichael, a young passenger who was rescued by Pearce. The Gibsons, owners of nearby Glenample Homestead, cared for Tom, and for Eva who stayed longer before returning to Ireland. The wreck of the Loch Ard was discovered in 1967, before the introduction of the Victorian historic shipwreck legislation. In 1969 it was decided that all recovered material should be lodged with the Receiver of Wrecks. In 1980 Flagstaff Hill Maritime Museum Divers received a permit to recover artefacts from the wreck to safeguard them from looters. In 1982 the site was listed as a Historic Shipwreck, and the Maritime Archaeology Unit recovered loose artefact material. The candle bracket is an example of light fittings from the ship ‘Loch Ard’ or from part of the ship’s cargo, imported for use in Colonial Victoria in the 19th to early 20th century. Flagstaff Hill’s collection of artefacts from LOCH ARD is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The collection is also historically significant for its association with the LOCH ARD, which was one of the worst and best known shipwrecks in Victoria’s history. This model was found in the collection of Bay Steamers Maritime Museum. It is not knowt who created it but it is supposed that it was constructed to educate the many masters of the Wattle in the operation of a steam engine - a not so common mode of power these days. A Bay Steamers Maritime Museum examined the model in March 2012 and discovered that is was in poor repair. Using his existing knowledge, and with reference to some historic texts, he made some repairs and returned the model to working order. Here is his anaylsis of the situation as an excerpt from the Bay Steamers Maritime Museum newsletter Steamlines May 2012 "I was confronted with a model of a steam engine used years ago as a training aid for hopeful steam engineers. Already having a knowledge of steam operations, I considered a museum write-up for that model a ‘piece of cake’. However, on turning the model’s crankshaft, the valve timing seemed ‘out of kilter’ with the movement of the piston. Problem was that the two eccentrics on the crankshaft were not properly secured to it. Eventually I fastened the two eccentrics to the crankshaft where I felt that they should be and then realized that one of them had a chain-driven valve-timing device attached. This would be adjusted while an engine was running to achieve best performance and fuel economy whilst in operation by accurately controlling the period of time during which steam under pressure from the boiler would be admitted to the cylinder and give greater time for the steam to expand in the cylinder, move the piston and turn the crankshaft and thus, drive the attached apparatus. When the valves were correctly set up it was then possible to get the model to function properly.The model comprises a green section, which is the actual the model mounted on a brown painted board. There are two parts of the model, painted white representing the steam passages, and black representing the cast- iron portions of the cylinder-block casting, and of the main valve sliding between the cylinder a second sliding valve. Of the black portions, one slides back and forth being connected to a rod which is connected to an eccentric clamped to the crankshaft and is the nearer to the flywheel of two eccentrics. This eccentric is attached to the crankshaft at an angle of 90 degrees to the crank-pin attached to the flywheel. To operate the model simply turn the flywheel by means of the handle attached to its crank-pin. A second eccentric is also attached to the crankshaft, further away from the first eccentric, and it is adjusted to operate 90 degrees from the first eccentric (that is, 180 degrees from the crank-pin) A piston (painted silver) is located in a plastic cylinder and has a piston rod which passes through one end of the cylinder, (in actual practice a steam-proof gland seals the cylinder against loss of steam) terminating in a cross-head slide between four rails guiding it. From this cross-head, a connecting rod joins the piston-rod to the flywheel via the crank-pin attached to the flywheel which is part of the crankshaft. (In actual practice, a flywheel may not be used, particularly in a multi-cylinder engine.) The white portions of the model painted nearest to the cylinder represent the two steam ports cast into the main cylinder block, whilst one section painted in between those two represents the exhaust outlet (which may be connected to a condenser to conserve water, or to the open air). The main slide valve has three white-painted portions painted thereon. It has two white-painted marks representing the steam passages to the steam ports into the cylinder, and a third section in between the other two, being that part of the valve through which exhaust steam passes in line with the ports in the cylinder block. By rotating the flywheel, the operations of an engine will be observed as steam is admitted to the main valve via the gap between the two jaws of two moveable portions of a second sliding valve which is operated by the second eccentric attached to the crank-shaft. This eccentric is used to finely tune the valve timing of this model to obtain best running results of an engine. The Improved Martin-Adelphi Anchor. The introduction of cast steel in 1894 led to the improved Martin-Adelphi pattern, in which the crown and arms are cast in one, and, with the stock, are made of cast steel, the shank remaining of forged iron.
