Work began on the Library construction in 1968. This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. Tuesday March 4, 1986, p.13. regarding the closing of the business. Mr. W. C. Barker started the business and it was continued for many years by his two daughter and son till it closed in 1986. He studied Diplomas in Electrical Engineering and Mechanical Engineering - three year course - 1942-1944. Prior to this he had attended Williamstown North State School then Williamstown High School. He changed to Footscray Technical School as he was less interested in the academic subjects and more interested in technical subjects. He chose Engineering as it gave access to Diploma Courses and tertiary studies. This enabled him to enter the University of Melbourne and do a Bachelor in Mechanical Engineering - 1945, 1946, and 1947. In 1948 he did a Diploma in Education at Melbourne University. From this path he was able to follow a career in teaching and his first appointment was at the School of Mines in Ballarat, (SMB) 1949. He became the first Vice Principal of SMB in 1960 and then Principal in 1964 to 1976. From 1976 to his retirement in 1987, he was the Foundation Director of Ballarat College of Advanced Education (BCAE). The Kew Lunatic Asylum was completed in 1871 and opened in 1872. The year 1972 marked its centenary. Over the years, members of staff at the asylum collected records, photographs, publications and plans of the asylum, later hospital. The Society has a number of important collections relating to the asylum and the Children's Cottages. These include the Dr Cliff Judge, the Irena Higgins and the Dr Fred Stamp Collections. This portrait photograph is one of a number of items donated by the family of the late Dr. Fred Stamp who was the last medical superintendent. Dr Frederick Stamp graduated from Bristol Medical School (UK) in 1968. He and his family emigrated to Australia in 1977 to Goulburn (NSW), moving to Melbourne in 1980. He became Superintendent in 1981 until the Hospital's closure in 1988. Since the donation was made, this item has been declared a Permanent Government Record, and has been transferred to the Public Record Office Victoria in 2020.Following their closure, the medical records of the Kew Mental Hospital and the Children's Cottages Kew were relocated to the archives of the relevant Victorian Government Department and also to the Public Records Office of Victoria. Other collections, such as the Fred Stamp Collection, were assembled by staff who worked at the hospital. The years leading up to the closure of Kew must have been fraught, and many of the items in the hospital were probably destined for hard waste disposal. Dr. Fred Stamp, the medical superintendent, kept aside or rescued a number of these items, of which this is one. Following his death, his family donated these to the Kew Historical Society. The Society recognises these items to be of lasting historical significance, essentially due to their provenance and to their rarity. Together they (and the Judge and Higgins Collections) are an invaluable aid for researchers of the treatment of psychiatric illnesses in Victoria.Walter H.
