Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Photocopies from "Victoria and its Metropolis: Past and Present". Chapter 19, "The Upper Yarra District" pages [402] - 415. Includes descriptions of some townships and short biographies of local residents. Victoria and Its Metropolis' is a large two volume history of Victoria, written in 1888 by Alexander Sutherland. It contains a huge amount of information on the people of the colony and its early history. The first volume covers information from the discovery of Australia, through to the exploration of Victoria and the first settlers to the pioneers. It then continues on to discuss immigration, the era of gold, the development of government, agriculture, music and art, literature and the metropolis of Melbourne. A large portion of the second volume examines the colony by district, which covers many districts throughout the state as well as the metropolitan area. Hundreds of biographical entries are scattered throughout and a comprehensive biographical index is included at the end. The 79th Fighter Squadron was initially formed at Laverton on the 26th April, 1943 under the command of flying ace Squadron Leader Alan Rawlinson, but within seven days moved to Wooloomanata Homestead on the Geelong-Bacchus Marsh Rd, No 1580 in Victoria. It was a Spitfire Squadron and used Wooloomanata as a training base before flying. Blacksmith Shop High Street Melton Residence and Blacksmith Shop was continuously occupied from 1860 and demolished in 1966. Mr A.G. Macdonald operated the shop from 1923-1962 (39 years) An early photo exists of the Blacksmith Shop. It stood on what is now part of the landscaped area of the Melton Community Hall. The three blacksmiths wearing aprons are from the left, W. Whittington, G. Macdonald and A Falconer. MacDonald were employed by Whittington prior to each one in turn taking over the business, Falconer soon after selling the to MacDonald, died. He is buried in the Melton Cemetery. The old Smithy [on the right] stood in what is now 8 High Street Melton. The blacksmith and wheelwright was the forerunner of the modern motor mechanic, whose task it was and is, to keep the wheels of locomotion turning. According to the records there was a Blacksmith in Melton before 1850. In 1871, three blacksmiths, Messrs. A Blackwood, J MacPherson, and A Cameron were operating in Melton. In 1872 Mr. J.B. Whittington commenced as a blacksmith in Toolern Vale. On January 30th 1900, Mr Alexander Blackwood sold the property shown in the picture to J.B. Whittington where his son William Whittington conducted the business. William’s three children attended Melton State School No 340 The family left the district in 1921 when they moved to Essendon. Mr William Whittington died in 1963 at the age of 94. The next owner of the business, for a short period, was Mr. Ackland Falconer, who was succeeded by Mr A.G. Gordon MacDonald, in September 1923. Mr MacDonald raised a family of three. Thirty nine years later, in 1962, he retired, going to live with his son Robert in Sunshine, and the blacksmith shop finally closed its doors.
