Jean Phillips was a primary school teacher in Queensland before visiting Ballarat in 1989. She was offered a position of Playgroup Co-ordinator at the Ballarat and District Aboriginal Co-operative. In early 1990 she was appointed as Coordinator of the Ballarat School of MInes Koorie Support Unit. Jean Phillips aimed t- get more students into mainstream courses and help them gain the necessary qualifications for employment. The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. Lots of the original 1920s subdivision remained south of Nyora Road and a number of these lots were utilized for the Eltham Christian School, which was established by the Eltham Christian Church in 1981. The school operated on this site until 2000. The premises were owned by the Nillumbik Community Church who were in operation till November 2010 when the Eltham Baptist Church commenced a lease arrangement until the site was purchased by them in April 2012. The building is constructed of brick and timber with a balcony on two sides that looks over an expanse of grass. This collection of items belonged to Emma Eliza Jane Watson's (bPhillips) son and daughter-in-law, John Richard and Edith Emma Watson (b Yung). Emma married Thomas William Watson at St Paul's Anglican Church , 11/11/1865.They lived in Sebastapol, Ballarat North and lastly at "Gracedale" Yendon - a small farm. They had 10 children and also brought up three grandhildren. .7 Emma Eliza Jane Phillips was born on 25th April 1844 in Barrabool (Geelong), the daughter of Richard and Elizabeth Anne Phillips (b Goodenough). Sometime in the 1850"s after the death of Richard and the breakup of her marriage to Anthony Beck, Elizabeth moves to Ballarat with her children. The eldest boy Richard William Phillips would have been in his late teens. Elizabeth died on 4th August 1858 (aged 42?) before any of her children married. Emma married Thomas Watson in Ballarat. .1 Black memorial card with gold ink for Henrietta Tierney who was the wife of Daniel Tierney of the Victorian Police. The Circuit was built in the 1950's and opened in 1956. The circuit was closed in 1962 due to lack of finance for repair work to the track. In 1964 Len Lukey purchased the cirtuit and reopened in 1967, but once again was closed in 1978 as not suitable for modern racing. It was used only for Historic Rallies and the like until 1982. In 1985 The Circuit was purchsed by Placetac Pty Ltd. The Circuit was refurbished in 1988.
