Document, Eligibility for JLC (H24), 1949
After the second World War Legacy understood there was a need to redefine the criteria of people that they help. There was discussions about whether the deceased serviceman had to have served overseas or whether they could have served in any capacity. Legatee Cremor proposed the motion at the General Meeting on 9 May 1949. The motion was: 'That the eligibility rules of JLC be amended to provide that the dependents of any deceased member who was attested for service in the Armed Forces of the 1939-45 War be eligible for Legacy benefits.' He also prepared a two page document of the arguments for the changes. A second document lays out the arguments against the motion. A file copy of a 2 page letter to the President supports Legatee Cremor's motion, the signature is indistinct so it's not known who wrote it. The arguments against included that the extension of eligibility would greatly increase Legacy's workload and budget required would increase 10 fold. They estimated that the men of the '1914 War' would be retired by 1965, and that there weren't enough men from the '1939 War' to make the decision. Document - Memorandum, Establishing hostels for Junior Legatees, 01/10/1942
An inter-club memorandum advising of the Board's approval to establish a hostel for Junior Legatees, later to be known as Holmbush, and ultimately as Blamey House. Holmbush was the first residential accommodation operated by Melbourne Legacy, and was established in 1942. It accommodated boys aged between 9 and 19, usually attending secondary school. In 1956, Holmbush became known as Blamey House. It was located not far from another Legacy home, Stanhope (1245 Burke Road). Residents of Holmbush and other Legacy homes were the children of deceased ex-servicemen. Sometimes residents at Legacy homes were both children of ex-servicemen and wards of state. In 1956, Blamey House, another Legacy children's home formerly in Beaumaris moved into the Holmbush property in Kew, and it was renamed Blamey House. Location 1942 - 1956? The foreword mentions it has been prepared for the information of members to better acquaint them with the many phases of the Club's activities. Award - Trophy, J.L.C. 1962, 1962
A silver trophy that was awarded to Junior Legatee Derithe Ames in 1962 for attaining the highest marks in the Senior Girls 7.30pm class in 1962. Throughout the year Melbourne Legacy provided classes for Junior Legatees such as dancing, gymnastics, elocution and eurythmics. Boys classes also included basketball, judo, swimming and boxing. Boys classes were generally held in the suburbs and girls classes were held at Legacy House, usually Tuesdays and Fridays. John Lundy-Clarke grew up in the Kalorama/Mt Dandenong area and later in life (1972-74) began to write a comprehensive history of the area working from an original settlement map in an effort to cover all areas. Harmony Vale was the name of the homestead built by early pioneer Jabez Richardson. The whole of the valley took on this name. The building lasted until 1933. A gold coloured metal Junior Legacy Club badge patch that was given to Junior Legatees. Date is unknown but probably from the 1950s or 1960s. This badge was donated to Legacy after it was found in an charity shop. It was photographed and sent to a former Junior Legatee as a replacement for their badge that had broken. An example of a Junior Legacy Badge. These were worn by junior legatees. The age of the pin is not known, though it appears older than the 10 pins at 01704. The badge of Legacy is the Torch and Wreath of Laurel. The Torch signifies the undying flame of service and sacrifice of those who gave their lives for their country. The Wreath of Laurel is the symbol of our remembrance of them. It was part of a collection of Legacy items from Valma Hutchinson (nee Wigg), a former junior legatee. It was part of a collection of Legacy items from Valma Hutchinson (nee Wigg), a former junior legatee. A Junior Legacy Certificate presented to Jacobina Bristol on 12 July 1940. The text says 'During the Great War many men offered themselves for Service in the Forces of the Empire. To assist the children of those who fell, or who have died since, the Melbourne Legacy Club was formed. The Children of deceased sailors and soldiers constitute the Junior Legacy Club.' The certificate was donated back to Legacy from the family of Marjorie and Jacobina (Jackie) Bristol, sisters who were both junior legatees in the 1930s and 1940s after their father passed away, he was a World War 1 veteran. Jacobina later became Jackie Wood and passed away in April 2020. Marjorie became Marjorie Bachmann and passed away in 1986. Also donated were a photo of the girls at calisthenics classes, a girls green tunic uniform, a souvenir handkerchief from the 90th anniversary celebrations and a $100 Legacy badge. Uniform, Girls Uniform
A green tunic made for junior legatees to attend girls' classes. It is in great condition and is an excellent example of the uniforms used at Legacy classes. Throughout the year Melbourne Legacy provided classes for Junior Legatees such as dancing, gymnastics and Eurythmics. Melbourne Legacy would then conduct Annual Demonstrations to showcase their skills. Legacy provided uniforms free of charge for all girls attending the classes. Typical of the time the tunic appears hand made but many mothers and legatee wives would have been capable of making uniforms as they also made many of the costumes for the annual demonstrations. John Lundy-Clarke grew up in the Kalorama/Mt Dandenong area and later in life (1972-74) began to write a comprehensive history of the area working from an original settlement map in an effort to cover all areas. It was in the clearing on the left that John William (Willie) Richardson built a home for his wife Jeanie Green. It was called Mount Calvin. Jeanie was often ill and the family left the area seeking a warmer climate. They eventually settled in Brisbane. Willie sold the home and 60 acres around it to W. Rowse. Jeanie died in 1916. The building in the centre of the photograph is 'Kia-Ora' guest house. Situated on Barber’s Road, ‘Kia-Ora’ was built in 1912 by George Barber. It was later leased by a Mrs Pemberthy. “Kia-Ora’ was one of four places connected when the telephone was brought into the district in 1912. A succinct account of the work of Melbourne Legacy to mark their first 25 years of service. Compare with 00936 which dealt with the first 21 years. By 1948 11,255 families and 27,747 children had been cared for at a total cost of ninety seven thousand, nine hundred and fifty five pounds. The major expenditure was on Residences such as Holmbush which accounted for 30% of the money. Document, Report of Special Committee (H29), 1948
A special committee was convened to investigate matters raised by Legate A N Kemsley (Chairman of JLC) in a letter dated 22 January 1948. The committee comprised of Legatees Armstrong (Chairman), Blackall, Brain, Carleton, Kemsley, G Langley, Sheldon, and Vines. The matters were addressed in two groups, Loyalty and Training in Good Citizenship. Loyalty: recommendations included a framed photo of the King and Queen is displayed in all residences and rooms where classes were conducted; that a simple declaration of loyalty be recited as part of classes; that the Union Jack and Australian flag be displayed in all rooms where classes are held (flags would need to be procured as their present stock as 'small and in poor order'; that the offer to borrow items from the UK Information Office about the Royal family be accepted; that Anzac Day and the Shrine of Remembrance be discussed prior to Anzac Day at classes held in March and April; that Junior Legatees be encouraged to attend Legacy Ceremony at the Shrine on Anzac Day. Training in good citizenship: to use the Legacy camps to impress on the juniors aspects of appropriate behaviour and attitudes. Document, Fifty Years On (H32), 1973
A document written in 1973 with a summary of the first fifty years of Legacy. The note from the Public Relations Committee mentions this document 'Fifty Years On' and 'In the beginning', both written by Legatee Armstrong were a fine contribution to the Annual Report in 1973, and were being sent to the printers. (In the beginning is at 01505). L/ Armstrong mentions the committees and the order they were created in. 1) Comradeship Committee: 'this is the driving force of Legacy. The spirit of Legacy is Service and the body of Legacy is Comradeship, - the comradeship of men who suffered privations and pain, faced death and disaster together, was the inspiration and source of Legacy'. 2) Policy and Programme: Legacy began as a Luncheon club and has remained so ever since. 3) Unemployment. 4) Public Affairs 5) Deceased Soldiers' Children's Welfare: It directed and controlled all the Club's work with and for the Children. The precursor of JLC. 6) Problem cases 7) Advisory 8) Girls Classes: with the success of the boys classes there was a demand for something for the girls. He mentions the fight to build the Shrine. Also the rooms in Market street were rented in 1932 after years of meeting at houses and in restaurants. In 1937 they hired Jack Barnes as Secretary and Employment officer (he had to resign as a legatee to be in a paid role). December 1949 Ivan Layton was appointed as Executive Director. Letter, Intermediate Legacy Club, 1975
A letter written by Norm Smith and addressed to Kem Kemsley on 21 July 1975. It outlines recollections compiled by Norm Smith about the Intermediate Legacy Club (ILC) and individual members. His letter mentions 'Looking back over those years, recalling old time, old faces and places, we as Junior Legatees have a lot to be thankful for and I, for one, have always been exceedingly grateful to you, and those like you in legacy, who helped us so much.' Graham Billiet's letter dated 23 Mar 1974, mentions taking Frank Doolan to the reunion in 1974. Graham felt the ILC was winding down and was only running on half steam. He gives ILC members' addresses. Norm Smith's letter includes: Ted Kennedy, was the first president of the ILC, he was 'tall rangy lad with fiery red hair' who worked for United Distillers Ltd for 40 years (mostly in Brisbane where he joined Brisbane Legacy). Had been a keen junior legatee and taken part in Literary and Debating group and the Dramatic group where he met his future wife, Florence Pittard - which was the first marriage between junior legatees. He had been a naval cadet in the 1928 compulsory training and later joined the CMF where he was closely associated with L/ Stan Savige. He rose to rank of Major in AIF. Jack and Tom Kennedy, his brothers were in the Lacrosse team and his sister Molly in the JLC for years. G Billiet, a first nighter, very well known to legatees of the time. Bill Johnston, a studious type, went to MHS and university, became a Solicitor. Served in the RAAF as a Flight Lieut. Frank Corrie, prominent Junior Legatee in the Literary and Debating group, a fitter and turner by trade, was on JLC cricket and lacrosse teams, joined the AIF. Fred Hollingsworth, a motor mechanic, he joined CIG. He joined the AIF and served in the Middle East, and was one of the Rats of Tobruk as a sergeant. Bert Hollingsworth (brother of Fred) also in AIF and rank of Lieut. Is a past president of ILC. Bert Wood, a past president, worked for Victorian Railways, moved to Coolangatta. Dan Fitzgerald, active in the Drama group of JLC, worked as an announcer at the ABC. Alan Davidson, keen gymnast - particularly wrestling, helped with Alan Beattie (instructor of boys classes). Roy Davidson (brother of Alan) joined the AIF, afterwards joined M&MTB as a driver, married a Junior Legacy girl. Their younger brother Arthur was also in the lacrosse team. Roy Gilbert, keen junior legatee took part in Literary and Debating group and the Dramatic group and lacrosse team. Worked for Vacuum Oil Co., a past president of ILC and also married a Junior Legatee, Miss Lil Edmunds. Served in the AIF and was a Lieutenant in the Middle East. 'Jimmy' MacGregor, a colourful and handsome Junior Legatee, born in Collingwood, was one of L/ Stan Savige original contacts. Keen JLC gymnast and member of the football team. Worked at the Ret. Soldiers Woollen Mills in Geelong and was in the Geelong ILC. Frank 'Happy' Holliday, was in the lacrosse team, foundation member of ILC and past president. Served with the RAAF as an air frame fitter. Worked for L/ Con Fahle in the printing workshop for 40 years. Howard Auterey, joined the RAAF during the war and returned work for the State Saving bank before retiring in Warrnambool. Norman Smith, was working as an apprentice with M&MTB, took interest in Literary and Debating group and was in the lacrosse team. Was ILC president in 1946. Enliseted in the RAAF as airframe fitter. Retired from M&MTB after serving 50 years, married for 40 years to a daughter of an original Anzac who has also been an active member of the Ladies ILC for many years. Background: The ILC was formed in 1929. The idea of the club sprang from those boys who had outgrown the Junior Legacy Club. In the early days it fielded a lacrosse team and it was this that mainly held the members together (formed under guidance of L/ Jimmy Downing). Enthusiasm wained after a few years as it lacked a solid objective. The answer came from one of its members and in 1938 they founded the Don Esses Club. This was a club for the children of incapacitated ex-servicemen which met every Thursday night at 7.30 run by the ILC members. The name came from the signallers' code Disabled Servicemen's Sons. During the second world war 80% of the members of the ILC enlisted in the services. Leaving only 8 members that could not join due to ill health or reserved occupations. They continued the Don Esses and whatever aid they could to Legacy. ILC members had always helped Legacy where possible including being camp leaders or camp staff, with the annual demonstrations, and coffee stalls at the ANZAC dawn service. Post second world war some ILC members were nominated into Legacy, others drifted away in civil occupations. It was found difficult to recruit new blood into the ILC and eventually membership waned when the boys from the Don Esses clubs found other youth activities to join. The ILC ceased to meet regularly in the mid fifties. However a strong comradeship still existed between members and they would meet in one anothers homes. Members were always ready to help the senior Legacy Club in any way in their power and still helped at Christmas parties and summer camps. ILC was a service rendering organisation and was self governing. Non-sectarian and non-political, the members were ex-junior legatees over 18 years of age. After serving in World War 2 members were eligible to become members of Legacy. Was in a folder of material collated about the ILC by an early archive committee. A record of a Junior Legatee recording what he knew about ILC members and their life outside of Legacy in response to a request from L/ Kem Kemsley.
