The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Elizabeth Nelson on eMelbourne has written that: "War Savings Streets were street-based savings groups that participated in the national war savings campaign during World War II. In May 1940 the Australian Government launched its Savings Certificates scheme which encouraged civilians to invest in the national war effort. Organisers of the savings campaign targeted Melbourne's suburbs individually with the aim of enlisting street savings groups. Each street group had a volunteer secretary who regularly sold war savings certificates to, and collected money from, other residents. In 1940: "Kew Council decided ... to give wallets as mementoes to members of the Second A.I.F. who enlist from the municipality. The selection of the type of wallets to be given was left to the Mayor (Councillor H. F. Mogg)." (The Argus, 21 Feb 1940, p.11). In the event, this wallet like others were predated to 1939 on the front.This item contains two parts: a letter from the City of Kew to Pte Martin and a wallet with which he was presented. The dark brown leather wallet is embossed on the front with the seal of the City of Kew and a citation. The interior of the wallet contains a steel mirror. The collection also includes photographs by other well-known photographic studios such as Burlington Studios, Melba – Melbourne, Stuart Tompkins, Spencer Shier and Talma & Co. 1860: Kew's first library was the Kew Literary and Scientific Society, which opened on 6 August 1860. 1884: Kew Town Hall was extended and the library transferred to a room on the upper floor. This was not an ideal arrangement as the room was required for Council purposes. 1904: A cottage adjoining Kew Town Hall was purchased for use as a library. 1937: The library was closed for a major overhaul of stock and renovation of the building. It reopened in December 1937 and remained there for more than 35 years. 1973: When the Civic Centre opened in Charles Street, Kew, the library moved in. 1987: Kew Library moved to its current location in the converted city hall, overlooking the beautiful Alexandra Gardens. The library was officially opened at this site on Friday 23 October 1987 by the Mayor of Kew, Cr James Tutt. During her residence in Kew, she completed numerous property illustrations on commission. These ranged from preliminary sketches, including architectural details to finished pen & ink and wash illustrations on paper. On moving to Queensland, Joy Stewart donated the remaining property illustrations in her possession to the Kew Historical Society. In 1987-88, she fulfilled a commission by the Society of designs for a series of embroideries completed by residents during the Australian Bicentennial commemorations.Sydney Joy (Joy) Stewart was born in Melbourne 1925. She studied at Swinburne Technical College Art School from 1941-1945, then the National Gallery Art School 1946-1948. Her career included employment positions as a display artist, designer/painter, gallery assistant, and art teacher. Joy relocated to Cairns in 1981. Herbert Joseph Chambers was born in 1912 in Clifton Hill, Victoria. Later he was to live in Clark and Charles Streets in Northcote, in South Caulfield, and finally in Mentone. While he may have worked at the Kew Asylum before 1945, that year was when he was presented with a Certificate issued by the Department of Mental Hygiene (Victoria) declaring that he had completed training and passed the examinations required to work as a 'Mental Attendant’. The document is dated 19th December 1945 and signed by the Director of the Department and by the Co-Examiners. From at least 1945, he was to work as a member of the male staff of the Asylum, mainly in the Refractory Ward. A donor gifted to the Kew Historical Society in February 2019 a number of items collected by Herbert Chambers in his work at the Asylum. These include his Certificate of Registration, a photograph taken of him with two colleagues at Circular Quay in Sydney, a notebook containing ‘SP’ betting records of male asylum staff, and five sketchbooks with artwork created by Kenn’th [sic] Bailey, a patient of the Asylum. Herbert Chambers’ period of employment at the Kew Asylum coincided with the employment of the English psychiatrist Dr Eric Cunningham Dax (1908-2008) as Chairman of the Mental Hygiene Authority in 1952. Dr Dax introduced an art therapy program into Victorian psychiatric hospitals, including Kew, where it is likely that the five sketchbooks were created. The sketchbooks are believed to have been presented to Chambers by Bailey as a “gift for looking after him”. Herbert Chambers retired from the Kew Asylum in c.1970 after working there for almost thirty years.Small notebook, of which the cover is lost, including the names of male and female staff members at the Kew Mental Hospital, the amounts that they gambled and their winnings. It is presumed that the record was kept by Herbert Joseph Chambers, a member of staff between c.1945-70. The names in the book, including some of their aliases are arranged alphabetically. The prices are listed in pre-decimal currency, (i.e. before 1966). William 'Bill' Leo Larkin (b. 19.09.1898) was born in Hawthorn (Vic). [His World War I enlistment papers give details of the Hawthorn birthdate, as well as Ballarat, but his birth records state his birth as Hawthorn). After leaving St Patrick's College in Ballarat in 1917, he enlisted in the army serving in England and France. At the time of his enlistment in the army in the Second World War (17 April 1940), he was recorded as living in Kew. His service number was VX11459. The Sands & McDougall Directory of 1938 gives his address as 31 Fernhurst Grove. In the army he served in the Middle East and in New Guinea. He was to attain the rank of Lieutenant Colonel in 1942. He was made an Officer of the Order of the British Empire (O.B.E) in 1946. Enlistment Presentation Wallets were presented by the City of Kew from 1940 to men who enlisted in the war.
